A gestão por competências destacou-se no cenário das organizações públicas brasileiras através do Decreto nº 5.707/2006 como instrumento da política de desenvolvimento dos servidores da administração pública direta, autárquica e fundacional enfatizando a capacitação orientada para o desenvolvimento do conjunto de conhecimentos, habilidades e atitudes necessárias ao desempenho das funções dos servidores, visando ao alcance dos objetivos da instituição. Ocorre que desde 2001, conforme relato da Escola Nacional de Administração Pública - ENAP, dezesseis organizações públicas já praticavam preceitos da gestão por competências, e utilizavam além da capacitação outros processos relacionados a área de gestão de pessoas previstos na teoria sobre gestão por competências. Utilizando a Teoria do Desenvolvimento Organizacional, com método comparativo, estratégia estudo de caso múltiplo e análise documental do período de dez anos, de três organizações, CEF,e TCU, pertencentes ao grupo do relato ENAP, foram constatadas as hipóteses de que cada organização escolheu o procedimento mais adequado a sua estrutura e cultura organizacional para implantar a gestão por competências e que esta teve o processo de implantação em consonância com as respectivas áreas de planejamento e ainda, para implementar mudanças utilizando a gestão por competências não é necessário finalizar o mapeamento de competências individuais de todos os servidores das organizações. As mudanças podem iniciar, após a definição da missão, valores, objetivos estratégicos, visão de futuro (mapeamento de competências organizacionais). Concluindo que inexiste um modelo universal para implantação da gestão por competências, pois, cada organização é influenciada de forma diferente pela política, clima e cultura organizacional.

The aim of the research that originated this article was the analysis of the social trajectory of students from a public preparatory course and the verification of their expectations about higher education. Data collection was based on a questionnaire with open and closed-ended questions and a semi-structured interview, based on the models used by Muzzetti (1997). Data were analyzed by the elaboration of thematic charts. Based on the researches conducted by Pierre Bourdieu (1997, 2007), this research concluded that the students understand that schooling is, besides being a viable alternative in the search for social ascension, the redeeming of social ills. Profession choice based on natural talent or divine gift generate expectations which attest the lack of knowledge about the school system by students and their parents, which is reinforced by the belief in opportunity equality.

From August 2005 to March 2007, the two seasons (with 12 and 10 episodes respectively) of the award winning miniseries HBO‟s ROME were aired by the Home Box Office (HBO) channel. With screenplay signed by various writers and directors, the TV series was a coproduction of HBO (USA) and BBC (UK) with support from RAI (Italy), and the show was filmed in multiple locations, but mainly in Cinecittà Film Studios in Rome, very famous for having been headquarters also for Federico Fellini‟s movies. In the first season, the miniseries depicts the conquest of Gaul, made by the military genius of Gaius Julius Caesar, and the political trajectory that made him accumulate power to such an extent that this divided Roman citizens into two factions, one supporting and the other opposing him, the latter focused mainly on the historic figure of General Gnaeus Pompey Magnus. The second season shows the period of civil war following the assassination of Caesar, and the future rise to power of his nephew, adopted son and sole heir, Gaius Octavian Augustus, who was destined to overcome his rivals as well as their allies in the triumvirate that had been formed to pursue and punish Caesar‟s assassins. These facts are well known and usually crowd the mind and imagination of every minimally educated person. The HBO series broke new ground not only for the talent of its writers, directors and actors, not only for its visual effects and locations nor for the vibrancy and grandeur of historical scenes – after all, “historical movies” in general do the same – but it has done so also by the (re)construction of historical events from the perspective of a pair of protagonists of whom too little is known: the centurions Titus Pullo and Lucius Vorenus, who are the only low-rank soldiers mentioned by Caesar in his book Commentaries on the Gallic War (Commentarii de Bello Gallico V.44). Thus, the fictionalization of events also took into account several Roman civilization data which were scattered through historical sources and also those that belong to the modern knowledge of material culture, resulting in a TV series whose filmic aesthetics has rare beauty and creativity. From the survey of textual, historical and cultural data put together in this film, as well as the distance featuring the creative space in the dimension of the gap between them, this paper aims to highlight two pivotal moments of visual and narrative strategies of the show: the opening credits footage and the final scenes of the first season of HBO's Rome.

The purpose of the present research, of qualitative nature, was to analyzethe historical process of talent selection in soccer, specifically, themethodology used to identify goalkeepers, used by professionals who workedin Brazilian soccer clubs in the period of 1970 to 2005. Through the techniqueof semi-structured interviews, were collected the testimony of thirteenprofessionals who worked in soccer during the stated period. It was foundthat the process of identifying goalkeepers occurred predominantly duringthe collective training (traditional game) and the specific position training, inwhich technical fundamentals are observed. It was also found that theanthropometric characteristics (height) and the psychological aspects werementioned by respondents as the most observed ones in the process ofidentifying goalkeepers.
