Municipal Solid Waste is one of the biggest challenges that cities are facing: MSW is considered of the main sources of energy consumption, urban degradation and pollution. This paper defines the major negative effects of MSW on cities and proposes new solutions to guide waste policies. Most contemporary waste management efforts are focused at regional government level and based on high tech waste disposal by methods such as landfill and incineration. However, these methods are becoming increasingly expensive, energy inefficient and pollutant: waste disposal is not sustainable and will have negative implications for future generations. In this paper are proposed all the principle solutions that could be undertaken. New policy instruments are presented updating and adapting policies and encouraging innovation for less wasteful systems. Waste management plans are fundamental to increase the ability of urban areas effectively to adapt to waste challenges. These plans have to give an outline of waste streams and treatment options and provide a scenario for the following years that significantly reduce landfills and incinerators in favor of prevention, reuse and recycling. The key aim of an urban waste management plan is to set out the work towards a zero waste economy as part of the transition to a sustainable economy. Other questions remain still opened: How to change people’s behavior? What is the role of environmental education and risk perception? It is sure that the involvement of the various stakeholders and the wider public in the planning process should aim at ensuring acceptance of the waste policy.

Cómo los proyectos deben ir de la mano de un plan de acción concretable que esté acorde con los parámetros básicosconceptuales, fruto de la reflexión del papel que debe cumplir una biblioteca infantil como movilizadora social dentro del ámbito de la sociedad actual, es parte de la temática de la siguiente ponencia.La Escuela de Bibliotecología, Documentación e Información de la Universidad Nacional de Costa Rica, me solicitó explicara un poco como desde nuestra experiencia estamos concretando los procesos de planificación que se deben llevar a cabo para formular y crear un proyecto de extensión comunitaria de una biblioteca infantil.Es importante tener en cuenta el contexto en el qué se sitúa un proceso de planificación y por eso a esta intervención se le ha agregado el título “Bases para la creación de una biblioteca infantil acorde a los retos de la sociedad actual.El concepto de la sociedad actual de la información refleja bastante bien, desde mi punto de vista, los elementos básicos de nuestro entorno social.La sociedad enfrenta un incremento y difusión de la información que dió lugar al término de “sociedad de la información” posteriormente denominada como “sociedad del conocimiento”.Este cambio de terminología lo provocó el hecho que no se trata solo de informarse, sino que es necesario un proceso tanto individual como colectivo de tratamiento de esta información para convertirla en conocimiento. Casi de inmediato comenzamos a percibir que el acceso a lainformación no era suficiente.

Tähän raporttiin on koottu Uudenmaan ELY-keskuksen ja Etelä-Suomen aluehallintoviraston (AVI) yhteisen, YVA- ja ympäristölupa-menettelyjen yhteyttä edistävän kokeiluhankkeen ensimmäisen vaiheen (9 / 2015 – 8 / 2016) tulokset. Tavoitteena on ollut mm. selvittää ympäristövaikutusten arviointia (YVA), ympäristölupaa ja mahdollista kemikaaliturvallisuuslupaa edellyttävien hankkeiden etenemis-tä nopeuttavia käytäntöjä sekä keinoja parantaa viranomaisten välistä yhteistyötä. YVA- ja lupamenettelyjen ohella tarkasteltiin kaavoitusmenettelyä ja kaavoituksen liittymäpintoja muihin ympäristömenettelyihin. Tiedonkeruumenetelminä käytettiin haastatteluja, kyselyjä ja käytännön kokeiluja. Keskeinen tarkasteltu käytäntö oli toiminnanharjoittajan ja eri viranomaisten välinen yhteisneuvottelu. Neuvottelun tavoitteena on toiminnanharjoittajan hankkeeseen liittyvien YVA-, lupa-, Natura-arviointi-, ja kaavoitusmenettelyjen yhteensovittaminen. Lisäksi neuvottelussa on tarkoitus tunnistaa hankkeeseen liittyviä (ympäristö)selvitystarpeita sekä mahdollisuuksia parantaa yhteistyötä ja tiedonvaihtoa hankkeen kanssa tekemisissä olevien tahojen välillä. Vastaavantyyppisistä neuvotteluista on aiemmissa selvityksissä käytetty termiä ennakkoneuvottelu. Yhteisneuvotteluja voidaan järjestää hankkeen ja siihen liittyvien viranomaismenettelyjen eri vaiheissa. Neuvottelujen määrä, ajoittuminen ja osallistujat suunnitellaan tapauskohtaisesti, hankkeen tarpeista ja siihen liittyvistä viranomaismenettelyistä riippuen. Kaikissa hankkeissa yhteisneuvotteluja ei välttämättä tarvita. Tulosten perusteella raportissa suositellaan viranomaisten välisen yhteistyön parantamista mm. verkostoitumisen ja tiiviimmän yhteydenpidon keinoin. Samoin suositellaan viranomaismenettelyjen yhteensovittamista yhteisneuvottelujen avulla, menettelyjen tiiviimmän yhdistämisen kokeiluja, toiminnan asiakaslähtöisyyden lisäämistä ja viranomaistiedon saatavuuden parantamista. Neuvottelujen onnistumiseksi osallistujilta edellytetään luottamusta, yhteistyöhalukkuutta sekä vastuunottoa yhteensovittamiselle asetettujen tavoitteiden saavuttamisesta. Lisäksi suositellaan, että yhteisneuvottelu säädetään lailla joustavaksi ja tapauskohtaisen harkinnan mahdollistavaksi. Kokeiluhankkeen toisessa vaiheessa (9 / 2016 – 2 / 2017) selvitetään tarkemmin YVA- ja lupamenettelyjen yhteyden vahvistamista ja viranomaisyhteistyön parantamismahdollisuuksia lupavaiheen näkökulmasta. Hankkeen loppuraportti ilmestyy alkuvuodesta 2017.
Processo de planejamento estratégico em universidade pública: o caso da Universidade Federal do Pará

The goal of this research is to check if the strategic planning developed between 2001 and 2009 into the State University of Para (Universidade Federal do Pará - UFPA) was consolidated into its Academic Centers as a management practice. To this end, we identified the planning formalization degree of the Academic Centers, the conceived tools for the planning, the conception and the methodological process used in the tools elaboration, as also its implementation. The research used a qualitative approach: it is descriptive and it uses the case study technique. The data were gathered from primary and secondary sources, through bibliography, documents, and field researches through semi-structure interviews. The analysis and data interpretation were done by each investigated Academic Center from the analytics categories guided by the specifics goals. We used theoretic fundamental based principles and the university as a study empiric reference based on its structure analysis, organizational processes and institutional strategic plan. We inspected how the strategic planning process was developed throughout the fixed period and how the investigated Academic Centers are from the collected documents and interviews. The theoretical foundation was built from three axis: the Brazilian undergraduate and posgraduate education system; the university itself including its singularity and complexity as an organization; and the planning as a strategic management process. The main results show us that the UFPA has updated regulatory milestones, presenting organizational structure, laws, instructions, manuals and deployed management model that give the strategic planning development conditions beyond its administration, i. e., into its Academic Centers. The centers also present those established milestones and develop the basic planning processes of the institution. Those processes are conceived based on the institutional strategic planning and the managers mainly use the procedural orientation defined by the university management, from where the conceptual foundation is originated and propagated. According to the literature and to the research done in this work, we can conclude that the Academic Centers from the UFPA developed the strategic planning practice. This planning is organized and founded and guided the plans and decisions which avoided the disordered management and, according to the managers, allowed the advances and performance improvement. We can conclude that the UFPA built an important foundation with respect to the management professionalization. On the other hand, we can not conclude that the management practice is consolidated since there are weaknesses into the structuring of the technical teams and there is not any management tool for the implementation of the elaborated plans

Global projections for climate change impacts produce a startling picture of the future for low-lying coastal communities. The United States’ Chesapeake Bay region and especially marginalized and rural communities will be severely impacted by sea level rise and other changes over the next one hundred years. The concept of resilience has been theorized as a measure of social-ecological system health and as a unifying framework under which people can work together towards climate change adaptation. But it has also been critiqued for the way in which it does not adequately take into account local perspective and experiences, bringing into question the value of this concept as a tool for local communities. We must be sure that the concerns, weaknesses, and strengths of particular local communities are part of the climate change adaptation, decision-making, and planning process in which communities participate. An example of this type of planning process is the Deal Island Marsh and Community Project (DIMCP), a grant funded initiative to build resilience within marsh ecosystems and communities of the Deal Island Peninsula area of Maryland (USA) to environmental and social impacts from climate change. I argue it is important to have well-developed understandings of vulnerabilities and resiliencies identified by local residents and others to accomplish this type of work. This dissertation explores vulnerability and resilience to climate change using an engaged and ethnographic anthropological perspective. Utilizing participant observation, semi-structured and structured interviews, text analysis, and cultural domain analysis I produce an in-depth perspective of what vulnerability and resilience means to the DIMCP stakeholder network. Findings highlight significant vulnerabilities and resiliencies inherent in the local area and how these interface with additional vulnerabilities and resiliencies seen from a nonlocal perspective. I conclude that vulnerability and resilience are highly dynamic and context-specific for the local community. Vulnerabilities relate to climate change and other social and environmental changes. Resilience is a long-standing way of life, not a new concept related specifically to climate change. This ethnographic insight into vulnerability and resilience provides a basis for stronger engagement in collaboration and planning for the future.

La aprobación del Reglamento del paisaje de la Comunidad Valenciana (D. 120/2006, de 11 de agosto de la Generalitat Valenciana) introdujo los estudios del paisaje en la planificación territorial. La base de los estudios del paisaje se asienta en la participación ciudadana, por lo que este hecho ha supuesto un nuevo planteamiento para abordar la planificación territorial a diversas escalas. En esta comunicación, el principal objetivo es mostrar las posibilidades y limitaciones de la gestión territorial participativa emanadas del Reglamento del Paisaje de la Comunidad Valenciana.

The Public Participation Plan provides direction for effective participation in the development of the South Carolina Department of Transportation’s (SCDOT) transportation plans and programs. For SCDOT’s stakeholders, the participation plan describes opportunities to participate in identifying the statewide priorities for transportation investments in South Carolina. Two major components of the statewide planning process are the Statewide Multimodal Transportation Plan and the State Transportation Improvement Program (STIP). The Statewide Multimodal Transportation Plan provides long-term guidance for the development of transportation programs and establishes strategies to achieve transportation goals for a 20-year period. The STIP is a short-term program that lists all roads, bridge, and transit projects scheduled for improvement based on available funding over a six-year period.

This research analyzes the actual Historic-Architectural Heritage of Assú City which is located in Rio Grande do Norte State, Brazil, the study is based on both Assú s residents perception and technician s viewpoint. It looks forward to expose this community s relationship with the existing number of historic buildings, the scale of people s identity to the place and the association of this perception toward the preservation and conservation s scale of the historic settlement. Since the contextualization of the degradation s process of central areas, the study draw nea initially the conceptual aspects, focusing on the debate about heritage and the preservationist practice. The work complements the discussion through an approach on people-environment relationship and environmental perception, considering relevant factors for planning process. The obtained and presented data had diagnosed the condition of the architectural pile and also allowed this work to formulate recommendations for the studied area and architectural set in order to contribute for future urban politics implementation that consider the building, which are not only important to the considered population, but to the Rio Grande do Norte s History, as well

Este relatório surge no âmbito do Mestrado em Treino Desportivo, pretendendo dar a conhecer as minhas aprendizagens e trabalho desenvolvido durante o estágio de carater profissionalizante realizado com a equipa de natação absoluta da Associação Naval Amorense ao longo da época 2014/2016. Este estágio permitiu-me analisar e intervir em diversos aspetos integrados no processo de treino da modalidade de natação, tais como: a análise e correção técnica, análise do planeamento da época desportiva e intervenção, tanto em contexto de competição como também em tarefas das sessões de treino. Desta forma, foi-me possível não só obter um conhecimento mais abrangente e real dos processos de treino, mas também, o enquadramento da informação e conhecimento que foram fornecidos ao longo de todo o meu percurso académico. Foi ainda possível acrescentar uma componente de investigação a este mesmo relatório, através de um projeto cientifico realizado com alguns dos nadadores de referência do clube.

This work deals with teacher-student relationship (TSR), held in a very special moment: the semester of graduation of architecture and urbanism, where students prepare the final work called Graduation Final Work (GFW). That is the last stage to obtain the title of architect and urban planner in Brazil. The text discusses this problem in several ways, emphasing the relationship between graduated student and his/her mentors into the consolidation process of the student as an actor of the planning process, here defined as "autonomy". The work is focused on understanding the TSR in order to elucidate its importance for improvement of teaching bases on development of the GFW, more than the relation between curriculum and institution. Related with the exploratory characteristic of this master thesis, methodologically, the field work happened through: (i) observation of mentorship guidance, (ii) interviews, and (iii) application of questionnaires to teachers and students. Participated 10 pairs of student and mentors of two federal university of Northeast: 05 pairs of the Federal University of Ceará (UFC) and 05 pairs of the Federal University of Rio Grande do Norte (UFRN). The results presented the development of the GFW as a difficult process / fearful for students, highlighting the main problem situations: the difficulty in choosing the theme, the super-sizing of the process, students' insecurities, and parental relationship with the supervisor process. Summing up, the work indicates that the students has a limited autonomy on the GFW process, which calls for a revision in order to promote the consolidation of the student autonomy, which must be observed for some positions recognition of the role of each actor in the process of orientation

According to article 182 of the Brazilian Federal Constitution, cities should perform social function, what brings the concept that the city should be a place for one to live well. For that to happen, it should be well administered by its public managers. However, so that there is a sound administration, one that really performs that social function, there must be, first, an efficient planning. We understand that such a thing occurs when the master plan is the main planning instrument of a city and serves as basis for its administration. We notice, however, that in most of the cities the master plan is formulated as a law that regulates urban planning but that both the population and the government most of the times are not aware of its importance concerning the relevant issues related to municipal administration, such as its relationship with the economy, taxation, the social issue, land use regulation, and, in summary, with all the aspects that constitute and that a municipal government should manage in the best possible way. One also knows that, in general, the attempt of city planning has always been connected to the duration of a mandate and that way public managers many times implement restricted measures aiming to just attain a political-electoral objective and publicizing their administration. That implies actions and works that in some cases have negative impacts or ones that cannot be removed from the cities. This study intends to show that the master plan should be the planning instrument guiding the municipal administration but that, however, what we note is a lack of connection between that instrument and the government guidelines of the municipal managers. In order to study what happens to the cities that have a planning which is not taken into account in its administration, we will use the city of Fortaleza, capital of the State of Ceará as a case study. Historically, in Fortaleza the public managers have seldom decided to administer the city in according to the master plans developed for it. We should emphasize that planning begins in the city quite late and until the current days it is being substituted by temporary measures. Through the analysis of the planning process and of the urban management of the city of Fortaleza, especially the master plans predicted since 1933, we explain that if such plans had been implemented, they could have been important tools for its administration to attain a social function, becoming therefore a place for one to live well
La participation en amont de grands projets d'aménagement : les effets sur le projet et ses acteurs.

Depuis plus de trente ans, nos pratiques démocratiques évoluent au rythme de liens grandissants entre les instances décisionnelles et la société civile. Les exemples de démarches participatives s’accumulent et leurs formes sont de plus en plus diverses. Au cours des dernières années, les démarches en amont sont de plus en plus présentes dans le paysage participatif et les organisations sont plus nombreuses que jamais à faire le pari de l’amont. C’est le cas d’Hydro-Québec avec ses les tables d’information et d’échange (TIE). Ces tables, existantes depuis la fin des années 1990 et dirigées par le maître d’ouvrage, regroupent plusieurs acteurs du milieu. Elles se tiennent dès le début du processus de planification. L’Office de consultation publique de Montréal (OCPM) a elle aussi faut le saut en amont en adaptant ses méthodes pour intervenir plus tôt dans le processus pour certains mandats. À travers deux études de cas, une portant sur les TIE du complexe hydroélectrique de la Romaine, et l’autre sur la consultation de l’OCPM sur la planification détaillée du secteur de Griffintown, ce mémoire explore les effets de la participation en amont sur les projets et sur ces acteurs.

The Federal Highway Administration (FHWA) September 2003 Certification Report recommended that the Miami-Dade Metropolitan Planning Organization (MPO) incorporate 'Sociocultural Effect' features in its planning process to ensure community values and concerns receive proper attention throughout the entire transportation development process. In response, the Miami-Dade MPO created the Community Characteristics Project (CCP) in order to review the social, economic, and geographic characteristics of an area before public involvement (PI) efforts are initiated. In 2010 the Broward and Palm Beach MPOs joined the program, and the CCP was renamed the "Transportation Outreach Planner".
