Information Technology and Communications (ICT) is presented as the main element in order to achieve more efficient and sustainable city resource management, while making sure that the needs of the citizens to improve their quality of life are satisfied. A key element will be the creation of new systems that allow the acquisition of context information, automatically and transparently, in order to provide it to decision support systems. In this paper, we present a novel distributed system for obtaining, representing and providing the flow and movement of people in densely populated geographical areas. In order to accomplish these tasks, we propose the design of a smart sensor network based on RFID communication technologies, reliability patterns and integration techniques. Contrary to other proposals, this system represents a comprehensive solution that permits the acquisition of user information in a transparent and reliable way in a non-controlled and heterogeneous environment. This knowledge will be useful in moving towards the design of smart cities in which decision support on transport strategies, business evaluation or initiatives in the tourism sector will be supported by real relevant information. As a final result, a case study will be presented which will allow the validation of the proposal.

The production of virulence factors by many pathogenic microorganisms depends on the intercellular communication system called quorum sensing, which involves the production and release of signal molecules known as autoinducers. Based on this, new-therapeutic strategies have emerged for the treatment of a variety of infections, such as the enzymatic degradation of signaling molecules, known as quorum quenching (QQ). In this study, we present the screening of QQ activity amongst 450 strains isolated from a bivalve hatchery in Granada (Spain), and the selection of the strain PQQ-42, which degrades a wide range of N-acylhomoserine lactones (AHLs). The selected strain, identified as Alteromonas stellipolaris, degraded the accumulation of AHLs and reduced the production of protease and chitinase and swimming motility of a Vibrio species in co-cultivation experiments in vitro. In the bio-control experiment, strain PQQ-42 significantly reduced the pathogenicity of Vibrio mediterranei VibC-Oc-097 upon the coral Oculina patagonica showing a lower degree of tissue damage (29.25 ± 14.63%) in its presence, compared to when the coral was infected with V. mediterranei VibC-Oc-097 alone (77.53 ± 13.22%). Our results suggest that this AHL-degrading bacterium may have biotechnological applications in aquaculture.

El presente artículo se propone comparar dos novelas cuyo común denominador es el compromiso antitotalitario con motivo de la quema de libros considerada como el culmen de la barbarie anticultural, a saber Los libros arden mal (2006) de Manuel Rivas y Fahrenheit 451 (1953) de Ray Bradbury. Partiendo de las reflexiones de Fernando Rodríguez de la Flor en torno al biblioclasmo (2004), el paralelo se centra en los siguientes aspectos: la descripción zoo- y antropomorfizada de los libros en llamas; el biblioclasmo como expresión del totalitarismo, denotando asimismo una relación ambivalente y dialéctica entre cultura y barbarie; los movimientos subversivos dedicados a mantener el culto al libro y la tradición filosófico-literaria; la intertextualidad y el papel destacado de la Biblia en cuanto Libro de los libros. En conclusión se podrá constatar que, a pesar de numerosos puntos en común, en particular su compromiso antitotalitario, ambos autores se distinguen en concreto por su orientación política y el enfoque de su crítica cultural.

Since 2001, Mexico has been designing, legislating, and implementing a major health-system reform. A key component was the creation of Seguro Popular, which is intended to expand insurance coverage over 7 years to uninsured people, nearly half the total population at the start of 2001. The reform included five actions: legislation of entitlement per family affiliated which, with full implementation, will increase public spending on health by 0.8-1.0% of gross domestic product; creation of explicit benefits packages; allocation of monies to decentralised state ministries of health in proportion to number of families affiliated; division of federal resources flowing to states into separate funds for personal and non-personal health services; and creation of a fund to protect families against catastrophic health expenditures. Using the WHO health-systems framework, we used a wide range of datasets to assess the effect of this reform on different dimensions of the health system. Key findings include: affiliation is preferentially reaching the poor and the marginalised communities; federal non-social security expenditure in real per-head terms increased by 38% from 2000 to 2005; equity of public-health expenditure across states improved; Seguro Popular affiliates used more inpatient and outpatient services than uninsured people; effective coverage of 11 interventions has improved between 2000 and 2005-06; inequalities in effective coverage across states and wealth deciles has decreased over this period; catastrophic expenditures for Seguro Popular affiliates are lower than for uninsured people even though use of services has increased. We present some lessons for Mexico based on this interim evaluation and explore implications for other countries considering health reforms.

La tuberculosis es una zoonosis bacteriana que representa un importante problema sanitario en el hombre y los animales (domésticos y silvestres), siendo en estos Mycobacterium bovis y M. caprae las especies de mayor relevancia. La enfermedad tiene un gran impacto económico ya que produce un descenso de la producción de los animales y restricciones en su movimiento, además de los costes derivados de su erradicación en el ganado bovino. Actualmente, la tuberculosis en otras especies domésticas como la cabra, comienza a tener relevancia en aquellos países con elevado censo de caprino. Por otra parte, los camélidos de Sudamérica (alpacas y llamas principalmente), se emplean cada vez con mayor frecuencia fuera de su hábitat natural como mascotas y para la producción de fibra. Además, son altamente susceptibles a la enfermedad, habiéndose notificado varios brotes de tuberculosis en estos animales en Europa. Los programas de erradicación se basan en una estrategia de “diagnóstico y sacrificio”, de tal modo que los animales positivos a las pruebas diagnósticas se eliminan de la explotación. Las técnicas diagnósticas oficiales en la Unión Europea son la prueba de la intradermotuberculinización (IDTB) y el test de detección de interferón-gamma (IFN-γ), que detectan la respuesta inmune de base celular. Existen, además, pruebas para la detección de anticuerpos, algunas disponibles comercialmente y otras en fase experimental. Con el objetivo de optimizar el diagnóstico de la tuberculosis en rumiantes (ganado bovino y caprino) y en camélidos (llamas y alpacas), se han realizado siete estudios experimentales, distribuidos en cuatro capítulos, diseñados para cumplir los cuatro objetivos de la presente tesis doctoral...
