Sindicalismo y formas de acción colectiva de los obreros agrícolas pampeanos : Entre el Estatuto del peón de 1944 y la lucha contra las retenciones móviles de 2008

Este trabajo constituye uno de los primeros resultados de una investigación en desarrollo sobre las características económicas, sociales y político sindicales del proletariado agrícola pampeano entre 1988 y la actualidad. En esta oportunidad me he propuesto compartir específicamente una serie de avances de investigación referentes a las formas y contenidos cambiantes que fueron adoptando las luchas obrero-rurales en la agricultura pampeana desde la segunda mitad del siglo pasado hasta hoy. Entendiendo que la realidad social es parte de un proceso histórico, he intentado captar en una comparación temporal no necesariamente lineal ni sistemática, las particularidades político-sindicales de los asalariados agrícolas en distintas etapas del pasado cercano, como un instrumento válido que ayude a entender las características de estos procesos en el presente. La exposición se ordena en una serie de cuatro grandes apartados que abarcan una cierta configuración histórica de rasgos comunes, y a su vez en apartados más pequeños que pretenden dar cuenta de los tópicos problemáticos que éstos contienen en su interior

Metrópole digital: o jovem aprendiz na educação tecnológica

This thesis was elaborated in the scenario of Digital Metropolis Institute (IMD) – a supplementary unit at the Federal University of Rio Grande do Norte in the training of personnel with technical and higher level courses whose technical level training is associated with a process of digital inclusion, with the purpose of attracting young people to this area, with emphasis on Software and Hardware Development. It aims to investigate the cognitive change of young apprentice on technological education and his/her entrance into the labor market, through the formation and the social inclusion proposed by the Instituto Metrópole Digital; understanding the juvenile subjectivity production through the Instituto Metrópole Digital’s education by performance in the labor market; recognizing the Brazilian professional qualification public policies for youth and identifying the role of Tutoring in the learning process during the course of formation of the young apprentice of the technological education proposed by the Instituto Metrópole Digital.The clipping of the object of investigation was the process of cognitive change and constitution of subjectivity of the young apprentice in information technology (IT) in the IMD. It was searched support in theory Freireana as proposal that problematizes the policies and the process of formation and professional qualification, in the perspective of a citizen and liberating consciousness. By qualitative and ethnographic nature, descriptive-explanatory, it counts with the participation of young people, high school students from public and private schools, aged between 15 and 18 years. There are strong aspects: a cognitive change on the young apprentice of technological education onto overdrive high school as the student of the Instituto Metrópole Digital; it happened the social integration for those who remain in the course, both in the neighborhood where they reside and at school where he attended high school, the young man is recognized and becomes reference to other young, favoring him a life projection which when the activities of mentoring is learning motivator, it exerts a positive influence to the young on the continuity of studies, it provides intellectual and institutional affiliation and continuity in the investments to the academic life for a better insertion in the labor market, which refers to the modification of the life project-invest in academic training, in exchange for a technical job in the labor market. There are weak aspects: the absence of professor in the course, in his most important role, which involves awareness of his/her condition in action, in explicit position that the professional practice constitutes as this constitution requires reciprocity of its students and the context in which it operates; fragile formation of mentoring, absence of dialogues in the classroom that favors the formation of subject learning, mainly in guiding action, mediator of the young; There is a lack of methodological proposal to develop real projects on the labor market with problem solving and collaborative learning. It considers that without converting information into knowledge cannot discern clearly enough that there is no direct causal relationship between Professional and technological Education and the level of employability of the young worker certificate. It suggests to the evasion: a greater knowledge of the reality of the student of the Institute Metropolis Digital; better knowledge of youth and their expectations of life project; the Tutoring will be Teacher-tutor; investing in employability conditions effective the young into the labor market.

O Litoral e a metrópole dinâmica imobiliária, turismo e expansão urbana na região metropolitana de Natal-RN

The metropolitan regions of Northeast Brazil are being gradually included in a scenario of international investments, which are motivated by the restructuring of both touristic and real-estate sectors. The new capital, real-estate developers and space configurations that result from this process indicate the need for the creation and implementation of public tools which should, at least, allow the mitigation of the urban impacts and environmental losses resulting from this situation. The effects on landscape and on the socio-spatial configuration result from the intensification caused by the dynamism of the "real estate-tourism" sector. There is a regional integration as an expression of the urban expansion of the metropolitan area of Natal. This study investigates the uniqueness of the restructuring and territorial integration of coastal areas and the strategies of the circuit of capital accumulation formed by linking the real estate to tourism. It is intended to increase the understanding about the strategies of tourism, real estate and public policy agents involved in this territorial reconfiguration and in the fund-raising needed for the investments, to understand the existing social and environmental effects and their future trends and also to understand the forms of spatial production as results from the practices of approaching the land transformation and the tourism valorization of the landscape, in a synchronous manner, first in the Northeast region and, as a focal study, in the Metropolitan Area of Natal. Likewise, it is intended to apprehend the current processes of metropolization of the eastern coast of Rio Grande do Norte, in addition to indicate its physical-territorial transformation and the types of projects/developments promoted by the market in the recent period. Based upon analysis undertaken for the Metropolitan Region of Natal RN, this piece of work presents some considerations on possible legal instruments that can be adjusted to the municipalities which are experiencing the impact of this peculiar and recent phenomenon in the region, caused by the arrival of the real estate-touristic capital. It is also intended to point out basic proposals to the forms of public intervention, in a speculative way, starting from a Metropolitan Planning project within a medium and long term

O Estatuto do Embrião

Uma definição universal de embrião é uma tarefa difícil para qualquer ciência exata e impossível em filosofia. Em 1997, afirmava o CNECV: “(...) o embrião não pode deixar de dar origem a um representante da espécie humana, e nunca desembocará num indivíduo de qualquer outra espécie (…) a vida humana merece respeito, qualquer que seja o seu estádio ou fase, devido à sua dignidade essencial. O embrião é, em qualquer fase e desde o início, o suporte físico e biológico indispensável ao desenvolvimento da pessoa humana e nele antecipamos aquilo que há-de vir a ser: não há, pois, razões que nos levem a estabelecer uma escala de respeito.” Sendo o estatuto do embrião um tema ainda tão atual e nunca esgotado, nesta era do genoma humano, qualquer tentativa para o definir poderá parecer incompleta. Como exemplo, veja-se a definição de Keating (1993): “A expressão estatuto do embrião refere-se à questão controversa da proteção moral e jurídica a conceder ao embrião humano em diversos contextos (abortamento, Procriação Medicamente Assistida, experimentação embrionária, etc.), consoante a determinação da sua natureza, que oscila, segundo os casos e as filosofias, entre a de material biológico e a de pessoa (potencial ou não).” Assim, infere-se destes textos que a questão do estatuto do embrião deve ser encarada de modo multidisciplinar e pode ser colocada em diferentes planos – por exemplo, jurídico, que suscitará perguntas como Quais os direitos do embrião? ou ontológico, do tipo O embrião é pessoa? Nesta conferência irão ser apresentados os tipos de estatuto que mais têm sido atribuídos ao embrião: o biológico, o ontológico, o filosófico e o jurídico.

En la contratación masiva contemporánea, el acercamiento entre los productores y/o proveedores de bienes y servicios y los consumidores se hace mayoritariamente a través de la publicidad. Dicha publicidad contiene elementos de información dirigidos al público, que pretenden modificar sus decisiones de consumo, por lo que se permite la inclusión de “elogios subjetivos del anunciante”. Frente a esta situación se plantean dos interrogantes: ¿lo que se dice en la publicidad vincula al anunciante? Y en caso de que la publicidad sea engañosa ¿qué consecuencias jurídicas se derivan de ello? Las respuestas a estos dos interrogantes varían según la naturaleza de la relación jurídica que exista entre las partes, la cual puede ser civil, mercantil o de consumo.
