La optimización y armonización son factores clave para tener un buen desempeño en la industria química. BASF ha desarrollado un proyecto llamada acelerador. El objetivo de este proyecto ha sido la armonización y la integración de los procesos de la cadena de suministro a nivel mundial. El proceso básico de manejo de inventarios se quedó fuera del proyecto y debía ser analizado. El departamento de manejo de inventarios en BASF SE ha estado desarrollando su propia estrategia para la definición de procesos globales de manufactura. En este trabajo se presentará un informe de las fases de la formulación de la estrategia y establecer algunas pautas para la fase de implementación que está teniendo lugar en 2012 y 2013.

En un mundo globalizado, las estructuras organizacionales han complejizado en mayor medida su operación. Si bien la Teoría de la organización, menciona el comportamiento de una empresa como un sistema, la mundialización permite que el entorno de dicho sistema se vuelva mucho más ininteligible de manera que la dependencia entre organizaciones, ya sean globales o locales, sea más fuerte entre sí. Este trabajo fue elaborado con el fin de hacer un análisis sobre la existencia y constitución de los Grupos Económicos de Colombia.

The growth and expansion of cities during the last century can’t be seen without taking into account the important role they have assumed in the transport infrastructure. In Bogota have passed trough streetcar, buses and automóviles was deciding for the city, because all this periods marked a drastic change in growth morphology. This article studies the planning of Mass Transit System –MTS– Transmilenio and its interaction with the urban structure, in light of the current city planning framework. It also specifies the behavior of land use in the construction of the system first phase. One of the most important findings of this study is that there is no articulation between land and transport use system, despite the decisions taken in the ordering model. Similarly, local and intermediate planning exhibits Peak articulation.The existing infrastructure of the MTS reiterates the tendency to concentrate the accessibility in one place: the center has the largest accessibility whereas periphery fails to overcome its limitations of accessibility. While the city continued with this trend the existence of a coordinated planning system for Bogota and the ability to meet expectations of planning model is questionable, however it is something that depends not only on MTS.

Los grandes aportes generados por las antiguas civilizaciones y los filósofos más destacados a lo largo del tiempo, permiten entender la procedencia de algunos términos de los que hoy en día se hace uso. Estas contribuciones comienzan a través de la concepción del término tiempo, desde la antigüedad hasta los tiempos modernos, las cuales conllevan a entender que el tiempo es aquel que define la durabilidad de las cosas. De acuerdo a esto, se propone un acercamiento sobre el origen del término perdurabilidad, el cual será la base de la presente investigación. Entender la procedencia del término y el uso que se le da a sí mismo, facilita la aplicación el ámbito empresarial; el cual, a partir de diferentes posturas de autores nacionales e internacionales y basados en los parámetros que ha establecido la Universidad del Rosario, se establece un marco teórico de apoyo para futuras investigaciones dedicadas a la perdurabilidad empresarial. Asimismo, se establecen o se plasman algunos principios o factores de éxito que ayudan a que una empresa logre traspasar fronteras en tiempo y en rentabilidad; es decir que no solo permanezca muchos años en el mercado, sino que además se mantenga en constante crecimiento y rentabilidad.

El presente trabajo tiene como propósito el estudio de la cultura, y el impacto que tiene esta en una red inter-organizacional. Para esto se realizó un estudio documental en el cual se hizo una revisión bibliográfica de los principales conceptos relacionados con la cultura y el enfoque de trabajo en red. Asimismo para dar cumplimiento al objetivo de la investigación, se realizó el análisis de varios estudios empíricos que muestran las relaciones entre cultura y redes y que a su vez reflejan las diferentes formas que existen de comprobar la efectividad de una red. Los resultados mostraron que variables de la cultura como la confianza, la comunicación y la similitud de las prácticas culturales influyen en el desempeño y la duración de la red inter-organizacional, de igual forma, se demostró que al momento de escoger un enfoque de trabajo en red, es importante tener en cuenta las diferencias entre las culturas organizacionales de los miembros de la red ya que es necesario hacer un ajuste cultural para garantizar el éxito de la misma.
Diseño de un sistema de benchmarking de prácticas de recursos humanos en redes interorganizacionales

Hoy en día en el mundo empresarial, son cada vez más las compañías que forman parte de redes interorganizacionales, debido a que al hacer parte de estas se genera un apoyo mutuo entre organizaciones sin que ninguna de ellas imponga acciones a realizar sobre la otra (Sulbrandt, Lira, Ibarra, 2001). En años anteriores se han realizado diversas investigaciones acerca de redes interorganizacionales, estudiando factores económicos, financieros y de mercado, pero poco se ha estudiado acerca del campo de recursos humanos y sus prácticas. Es por esto que esta investigación busca describir, explicar, analizar, y comparar, entre otras actividades intelectuales, conceptos de redes interorganizacionales, prácticas de recursos humanos y benchmarking, para finalmente proponer el diseño de un sistema de benchmarking que logre reunir y evaluar las mejores prácticas de recursos humanos de cada empresa dentro de una red interorganizacional.

Resource monitoring in distributed systems is required to understand the 'health' of the overall system and to help identify particular problems, such as dysfunctional hardware or faulty system or application software. Monitoring systems such as GridRM provide the ability to connect to any number of different types of monitoring agents and provide different views of the system, based on a client's particular preferences. Web 2.0 technologies, and in particular 'mashups', are emerging as a promising technique for rapidly constructing rich user interfaces, that combine and present data in intuitive ways. This paper describes a Web 2.0 user interface that was created to expose resource data harvested by the GridRM resource monitoring system.

The time taken to consider development proposals within the English planning system continues to provoke great policy concern despite a decade of inquiry and policy change. The results of an extensive site-based survey and hedonic modelling exercise across 45 local authorities are reported here. The analysis reveals a slow, uncertain system. It identifies planning delay as a serious problem for housing supply and its ability to respond to increases in demand. Only a relatively limited set of factors seem relevant in explaining differences in times and the results suggest that 80% of councils’ performances are statistically indistinguishable from each other. These findings question the policy emphasis put on rankings of local authorities, though some influence from local politics is apparent. Development control is consistently a lengthy and uncertain process due to its complexity. Therefore, success in lowering planning delay is only likely through radical simplification.

The British system of development control is time-consuming and uncertain in outcome. Moreover, it is becoming increasingly overloaded as it has gradually switched away from being centred on a traditional ‘is it an appropriate land-use?’ type approach to one based on multi-faceted inspections of projects and negotiations over the distribution of the potential financial gains arising from them. Recent policy developments have centred on improving the operation of development control. This paper argues that more fundamental issues may be a stake as well. Important market changes have increased workloads. Furthermore, the UK planning system's institutional framework encourages change to move in specific directions, which is not always helpful. If expectations of increased long-term housing supply are to be met more substantial changes to development control may be essential but hard to achieve.

This paper explores the urban planning legacy left by Mrs Thatcher. To what extent has Mr Major continued with her approach? Has he developed new directions? This broad question provides the background for an examination of the changes to the planning system since Mrs Thatcher left office. The main themes covered are the new plan-led emphasis, the increase in the coverage of environmental issues, the question of whether a more people oriented perspective has developed with Major's softer touch and the Citizen's Charter and the property-led approach to urban regeneration. The paper concludes that although the contradictions of Thatcherism have led to the relaxation of certain ideological stances to planning, the central themes of Thatcherism - individualism and centralisation - continue unabated.

In this paper we propose an alternative model of, what is often called, land value capture in the planning system. Based on development viability models, negotiations and policy formation regarding the level of planning obligations have taken place at the local level with little clear guidance on technique, approach and method. It is argued that current approaches are regressive and fail to reflect how the ability of sites to generate planning gain can vary over time and between sites. The alternative approach suggested here attempts to rationalise rather than replace the existing practice of development viability appraisal. It is based upon the assumption that schemes with similar development values should produce similar levels of return to the landowner, developer and other stakeholders in the development as well as similar levels of planning obligations in all parts of the country. Given the high level of input uncertainty in viability modelling, a simple viability model is ‘good enough’ to quantify the maximum level of planning obligations for a given level of development value. We have argued that such an approach can deliver a more durable, equitable, simpler, consistent and cheaper method for policy formation regarding planning obligations.

De acordo com a Lei Federal n° 9.433/97, que instituiu a Política e o Sistema Nacional de Gerenciamento dos Recursos Hídricos, o planejamento de recursos hídricos deve ter um enfoque sistêmico, de uso múltiplo das águas e descentralização das decisões, adotando a bacia hidrográfica como unidade de gestão. Dentro deste contexto, de descentralização de decisões e participação de grandes grupos no processo de tomada de decisão sobre a gestão dos recursos hídricos, os procedimentos clássicos de avaliação de alternativas para planejar o uso, controle e proteção das águas tornam-se limitados por sua impossibilidade de incluir outros critérios, além da minimização dos custos ou da maximização dos benefícios, e por não considerarem a subjetividade inerente ao processo de tomada de decisão, que corresponde ao sistema de valores dos atores envolvidos na tomada de decisões. Assim, este trabalho apresenta um Método Multicritério em Apoio à Decisão para o planejamento de recursos hídricos de bacias hidrográficas, que além de incorporar vários critérios na avaliação de alternativas, por adotar uma abordagem construtivista, propicia a participação de todos os atores envolvidos no processo de tomada de decisão. Para testar a aplicabilidade prática do método proposto foi escolhida a bacia hidrográfica do rio dos Sinos, localizada no estado do Rio Grande do Sul, sendo construído um Modelo Multicritério de Avaliação de Alternativas para o Plano da Bacia Hidrográfica do Rio dos Sinos. Os resultados do trabalho demonstraram a robustez da proposta que, ao possibilitar a geração e avaliação de alternativas para o Plano da Bacia Hidrográfica do Rio dos Sinos, a partir de diversos critérios, e levando em conta o sistema de valores dos decisores, se constituiu em um diferencial capaz de conferir maior legitimidade ao processo de tomada de decisões sobre o planejamento de recursos hídricos de bacias hidrográficas.

This paper deals with the familiar enterprise succession leaving as a goal to identify, describe and analyze the factors which facilitate and make difficult the process of succession of the familiar enterprise. To this it contextualizes the familiar enterprise in the labor market through its contexts, process and characters. Afterward it treats of the familiar enterprise as an system in its complexity of this segment of the enterprise. It considered the need on studying its origin, evolution and characteristics. Also the ethics and familiar administration. It also, considered the cycle of life, the three-dimensional model of development having as a base the propriety, family and enterprise axes as well as the familiar profissionalization, the main focus reposes in the succession process having as a base its planning the field search reveals it self descriptive, that¿s to say a case study through interview with the proprietors, successors, aggregates and succeeded ones. Finally the management indicators which aim, to contribute to the familiar succession.

In large distributed systems, where shared resources are owned by distinct entities, there is a need to reflect resource ownership in resource allocation. An appropriate resource management system should guarantee that resource's owners have access to a share of resources proportional to the share they provide. In order to achieve that some policies can be used for revoking access to resources currently used by other users. In this paper, a scheduling policy based in the concept of distributed ownership is introduced called Owner Share Enforcement Policy (OSEP). OSEP goal is to guarantee that owner do not have their jobs postponed for longer periods of time. We evaluate the results achieved with the application of this policy using metrics that describe policy violation, loss of capacity, policy cost and user satisfaction in environments with and without job checkpointing. We also evaluate and compare the OSEP policy with the Fair-Share policy, and from these results it is possible to capture the trade-offs from different ways to achieve fairness based on the user satisfaction. © 2009 IEEE.
