This paper examines the potential mutual conflict between interventions aimed at formalising artisanal and small-scale mining (ASM) on the one hand, and policies implemented in response to the Reducing Emissions from Deforestation and Forest Degradation (REDD) initiative on the other. Deforestation caused by ASM undermines sound forest management, and potentially threatens the implementation of REDD. Conversely, the adoption of REDD could further marginalise and criminalise the ASM sector, reducing its contribution to poverty alleviation. Reviewing a series of commonalities between ASM and forest management highlights many difficulties facing policy-makers. Potentially, contradictory outcomes of evolving governance arrangements means novel cross-sectoral institutions will be required in order to realise the full potential of REDD and ASM to address poverty reduction in a complementary fashion. The analysis reiterates the centrality of livelihoods to REDD and the need for policies to take into account local contexts.

This report provides case studies of Early Warning Systems (EWSs) and risk assessments encompassing three main hazard types: drought; flood and cyclone. The case studies are taken from ten countries across three continents (focusing on Africa, South Asia and the Caribbean). The case studies have been developed to assist the UK Department for International Development (DFID) to prioritise areas for Early Warning System (EWS) related research under their ‘Science for Humanitarian Emergencies and Resilience’ (SHEAR) programme. The aim of these case studies is to ensure that DFID SHEAR research is informed by the views of Non-Governmental Organisations (NGOs) and communities engaged with Early Warning Systems and risk assessments (including community-based Early Warning Systems). The case studies highlight a number of challenges facing Early Warning Systems (EWSs). These challenges relate to financing; integration; responsibilities; community interpretation; politics; dissemination; accuracy; capacity and focus. The case studies summarise a number of priority areas for EWS related research: • Priority 1: Contextualising and localising early warning information • Priority 2: Climate proofing current EWSs • Priority 3: How best to sustain effective EWSs between hazard events? • Priority 4: Optimising the dissemination of risk and warning information • Priority 5: Governance and financing of EWSs • Priority 6: How to support EWSs under challenging circumstances • Priority 7: Improving EWSs through monitoring and evaluating the impact and effectiveness of those systems

Strategies to Reduce Emissions from Deforestation and Degradation (REDD) are being pursued in numerous developing countries. Proponents contest that REDD mechanisms could deliver sustainable development by contributing to both environmental protection and economic development, particularly in poor forest communities. However, among the challenges to REDD, and natural resource management more generally, is the need to develop a comprehensive understanding of cross-sectoral linkages and addressing how they impact the pursuit of sustainable development. Drawing on an exploratory case-study of Ghana, this paper aims to outline the linkages between the forestry and minerals sectors. It is argued that contemporary debates give incommensurate attention to the reclamation of large-scale mine sites located in forest reserves, and neglect to consider more nuanced links which characterise the forestry-mining nexus in Ghana. A review of key stakeholders further elucidates the complex networks which characterise these linkages and highlights the important role of traditional authorities in governing across sectors. If the multiple roles of local resource users and traditional authorities continue to be neglected in policy mechanisms, schemes such as REDD will continue to fall short of achieving sustainable development.

This is a DfID (Department for International Development) commissioned report on the impact of historical El Niño events on low- and middle-income countries across Africa and elsewhere. The report identifies El Niño events in the past 35 years and highlights regions and countries vulnerable to their impacts. The impacts on rainfall and temperature are broken down by season and country as the El Niño develops, peaks and decays and are represented in at-a-glance Impact Tables. The Impact Tables also include an extensive review of literature (e.g., peer-reviewed, grey literature and media reports) to identify potential socio-economic impacts in vulnerable sectors such as water, infrastructure, energy and health. The risk of such impacts are graded as high, medium or potential depending on the meteorological signal and the robustness of evidence available.

During the summer and autumn of 2015, El Niño conditions in the east and central Pacific strengthened, disrupting weather patterns throughout the tropics and into the mid-latitudes. For example, rainfall during the summer’s Indian monsoon was approximately 15% below normal. The continued strong El Niño conditions have the potential to trigger damaging impacts (e.g., droughts, famines, floods), particularly in less-developed tropical countries, which would require a swift and effective humanitarian response to mitigate damage to life and property (e.g., health, migration, infrastructure). This analysis uses key climatic variables (temperature, soil moisture and precipitation) as measures to monitor the ongoing risk of these potentially damaging impacts. The previous 2015-2016 El Niño Impact Analysis was based on observations over the past 35 years and produced Impact Tables showing the likelihood and severity of the impacts on temperature and rainfall by season. The current report is an extension of this work, providing information from observations and seasonal forecast models to give a more detailed outlook of the potential near-term impacts of the current El Niño conditions by region. This information has been added to the Impact Tables in the form of an ‘Observations and Outlook’ row. This consists of observational information for the past seasons of JJA 2015, SON 2015 and DJ 2015/2016, a detailed monthly outlook from 5 modeling centres for Feb 2016 and then longer-term seasonal forecast information from 2 modeling centres for the future seasons of MAM 2016 and JJ 2016. The seasonal outlook information is an indication of the average likely conditions for that coming month (or season) and region and is not a definite prediction of weather impacts. El Niño conditions developed in the tropical Pacific during the latter half of 2015, peaking in December 2015 as one of the strongest El Niño events on record, comparable with the 1997-98 “El Niño of the century”. Conditions in the tropical Pacific are forecast to return to normal over the coming months, with the potential to transition into La Niña conditions during 2016-17. If this was to occur it would act as a further strong perturbation, or ‘kick’, to the climate system and lead to further significant socio-economic impacts affecting many sectors such as infrastructure, agriculture, health and energy. This report analyses La Niña events over the last 37 years of the satellite era (1979-present) and aims to identify regions where there is an increased likelihood of impacts occurring. It is important to note that this analysis is based on past analogous events and is not a prediction for this year. No two La Niña events will be the same – the timing and magnitude of events differs considerably. More importantly, no two La Niña events lead to the same impacts – other local physical and social factors come into play. Therefore, the exact timings, locations and magnitudes of impacts should be interpreted with caution and this should be accounted for in any preparedness measures that are taken. The Global Initiative Against Asthma (GINA) was developed to meet the global challenge of asthma. GINA has been adopted in most countries and comparison of asthma management in different parts of the world may be of help when assessing the global dissemination of the guideline. The overall goals in GINA include that asthma patients should be free of symptoms, acute asthma attacks and activity limitations. The aim of the present study was to compare asthma management and asthma control in Sao Paulo, Brazil and Uppsala, Sweden. Information was collected from asthmatics in Sao Paulo and Uppsala with a questionnaire. The questionnaire dealt with the following issues: symptoms, smoking, self-management, hospital visits, effect on school/work and medication. The Sao Paulo patients were more likely to have uncontrolled asthma (36% vs 13%, P < 0.001), having made emergency room visits (57% vs 29%, P < 0.001) and having lost days at school or work because of their asthma (46% vs 28%, P = 0.03) than the asthmatics from Uppsala. There were no difference in the use of inhaled corticosteroids, but the Brazilian patients were more likely to be using theophylline (18% vs 1%, P = 0.001) and less likely to be using long-acting beta-2 agonists (18% vs 37%, P < 0.001). We conclude that the level of asthma control was lower among the patients from Sao Paulo than Uppsala. Few of the patients in either city reached the goals set up by GINA. The following paper analyses the managerial and administrative aspects of a project named Projeto de Serviços Básicos de Saúde no Nordeste (PNE I) - initiated in the 80¿s and has been funded by the International Development and Reconstruction Bank (IDRB) ¿ for the construction of a series of lessons and recommendations to be observed along the formulation, implementation and assessment of projects performed under external financing. During the Project time the most important and deep changes and innovations have occurred involving the national politics for health, which have been mostly decisive at directing the Project, specially concerning the organization of services with emphasis to the process of decentralization as well as the participation of the organized society as a tool of social control. The expectations towards the publicizing and the dissemination of the paper presented are laid upon the warranty that the recommendations hereby given shall, effectively, contribute for the decrease of unwanted results and for the magnification of variables to be considered in projects with the scope and characteristics similar to PNE I.

Media Piracy in Emerging Economies is the first independent, large-scale study of music, film and software piracy in the developing world, with a focus on Brazil, India, Russia, South Africa, Mexico and Bolivia. Based on three years of work by some thirty-five researchers, the study tells two overarching stories: one tracing the explosive growth of piracy as digital technologies became cheap and ubiquitous around the world, and another following the growth of industry lobbies that have reshaped laws and law enforcement around copyright protection. The report argues that enforcement efforts have largely failed, and that the problem of piracy is better addressed as a failure of affordable access to media in legal markets.

Este trabalho teve como objetivo principal fornecer subsídios para uma pequena empresa francesa analisar a viabilidade do seu processo de internacionalização no Brasil, um caminho difícil e cheio de obstáculos. De fato, muitas empresas francesas estão tentando entrar no mercado brasileiro, visto como um país que oferece várias oportunidades para o crescimento e rentabilidade destas empresas. No entanto, por causa da falta de recursos e das dificuldades a serem enfrentadas durante o processo de internacionalização, pequenas empresas devem analisar cuidadosamente a viabilidade de um projeto internacional, antes de entrar no mercado estrangeiro. Assim, trabalhos acadêmicos foram usados como referência para identificar e apresentar os aspectos administrativos, econômicos e culturais que poderiam facilitar ou dificultar o processo de internacionalização. Os principais aspectos administrativos apresentados foram a seleção do mercado internacional, o modo de internacionalização e os desafios do processo de internacionalização. Para os aspectos econômicos, apresentamos as principais tecnologias usadas para financiar pequenas e médias empresas, e o impacto das infra-estruturas nessas tecnologias. Também, para que uma PME possa entender o processo de financiamento, apresentamos o ponto de vista dos Bancos. Aspectos culturais que poderiam facilitar ou dificultar o processo de internacionalização são apontados através de conceitos acadêmicos como "distância cultural" ou "distância psíquica". Este trabalho discute também como as diferenças entre as culturas são susceptíveis em gerar dificuldades ou vantagens, e que a distância cultural também pode ter um impacto no modo de entrada escolhido pela empresa no país de acolhimento.

Orientações estratégicas com uma perspectiva social são cada vez mais comuns em grandes corporações multinacionais, sobretudo em um contexto de exclusão e desigualdade social em uma era de globalização. As estratégias de base da pirâmide surgem nesse contexto, fundamentadas no argumento de que é possível erradicar a pobreza em escala global através das estratégias das grandes corporações junto às camadas sociais da base. Se por um lado este discurso é apoiado e repetido por empresas e agências de desenvolvimento internacional, há por outro lado, uma visão mais crítica que questiona os verdadeiros resultados e interesses existentes por trás destas estratégias. Apesar disso, falta diálogo entre os autores que defendem cada uma das vertentes. Esta dissertação origina-se a partir da necessidade de abordagens alternativas ao binômio crítica-mainstream, particularmente no âmbito da estratégia de marketing. Foi adotada então uma perspectiva de estratégia como prática social, a fim de se investigar os principais aspectos da formação destas orientações estratégicas em marketing e contribuir para a melhor compreensão do fenômeno. A fim de investigar estratégias de marketing internacional focadas na base da pirâmide no Brasil sob uma perspectiva de estratégia como prática social, foi realizado um estudo de caso em uma empresa multinacional norte-americana com ampla atuação no país, mais especificamente no setor de bebidas e alimentos. Os resultados da pesquisa destacam a relevância de desenvolvimentos acadêmicos e gerenciais focados em questões de política e de poder, especialmente para pesquisadores e praticantes sediados em países emergentes e vinculados tanto ao âmbito privado quanto ao âmbito público.

A Base-da-Pirâmide (Base ofthePyramid- BoP) é referida na literatura como sendo o segmento sócio-econômico mais baixo em termos de paridade do poder de compra. Esse segmento encontrase geralmente excluído do sistema capitalista global. Esta tese analisa o tema BoP e discute dentro de um contexto sócio-econômico, como essa abordagem se relaciona com outras áreas de pesquisa, assim como a teoria do desenvolvimento internacional e a teoria de negócios internacionais. Estas duas teorias são identificadas como tendo uma relação mais forte com BoP. No que se segue, a abordagem BoP é incorporada nessas duas teorias com o objetivo de tornar este conceito mais claro e abrangente. Seguindo este raciocínio a abordagem BoP vem identificar contribuições no tocante a cada uma dessas abordagens teóricas. O argumento principal da tese é que a abordagem BoP é capaz de ligar essas duas teorias (teoria do desenvolvimento internacional e a teoria de negócios internacionais) em um só modelo teórico, mostrando assim que essas duas abordagens teóricas distintas podem na realidade serem complementares.

A arquitetura do sistema de ajuda internacional passa por um processo de transformação, no qual as barreiras Norte e Sul tornam-se cada vez mais indefinidas, e a cooperação trilateral, que une as práticas opostas da cooperação Norte-Sul com a cooperação Sul-Sul, emerge como uma nova modalidade da cooperação técnica brasileira. Com o objetivo de compreender esse cenário, esta tese almeja identificar e contrastar as motivações e as práticas dos agentes da cooperação trilateral brasileira por meio de um estudo de caso comparado de dois projetos, desenvolvidos pela Agência Brasileira de Cooperação (ABC), no setor agrícola em Moçambique: o ProALIMENTOS, parceria entre a United States Agency for International Development (USAID- -Brasil) e ABC, e o ProSAVANA, parceria entre Japan International Cooperation Agency (JICA) e ABC. Para isso, a pesquisa parte dos pressupostos da actor-oriented approach para estabelecer uma análise multinível, que cria desta forma um elo entre o agente e a estrutura, a prática e a política, com um olhar sobre o contexto macro, meso e micro. A utilização da metodologia qualitativa aplicada a essa investigação combinou a técnica de participação observante com a técnica de análise documental, acrescentando à análise 59 entrevistas semiestruturadas, realizadas principalmente entre os meses de março e junho de 2013, em Moçambique. Os resultados da pesquisa indicam que, no caso do ProALIMENTOS, há ganhos em complementaridade e troca de conhecimento para as três contrapartes, porém há a sobreposição das práticas Norte-Sul de cooperação para o desenvolvimento internacional sobre as práticas da cooperação Sul-Sul. Enquanto que, no caso do ProSAVANA, não há qualquer ganho de complementariedade, uma vez que o Programa enfrenta desafios internos e externos. A falta de harmonização e coordenação técnica no âmbito interno intensificam o embate externo com os representantes da sociedade civil ao gerar constantes falhas de comunicação, o que coloca em xeque a própria continuidade do ProSAVANA. Por último, a pesquisa mostra que é necessário um maior comprometimento do governo brasileiro nos projetos de Cooperação Trilateral, uma vez que os resultados desses projetos podem impactar e afetar a credibilidade do Brasil como um novo prestador de ajuda internacional.
