São Paulo is one of Latin America’s most modern and developed cities, yet around one-third of its 10 million inhabitants live in poor-quality housing in sub-standard settlements. This paper describes the response of the São Paulo municipal government that took office in 2001. Through its Secretariat of Housing and Urban Development, it designed a new policy framework with a strong emphasis on improving the quantity and quality of housing for low-income groups. Supported by new legislation, financial instruments and partnerships with the private sector, the mainstays of the new policy are integrated housing and urban development, modernization of the administrative system, and public participation in all decision-making and implementation processes. The programmes centre on upgrading and legalizing land tenure in informal settlements, and regeneration of the city centre. The new focus on valuing the investments that low-income groups have already made in their housing and settlements has proved to be more cost-effective than previous interventions, leading to improvements on an impressive scale.

From its roots in strategic management theory, stakeholder management has been adopted by the construction management academic community and applied as a valid paradigm around which research work has been generated aiming to improve project effi ciencies and effectiveness. However, academics have argued that stakeholder management should move away from purely theoretical discussions and engage more with the realities of construction project work. This paper re-appraises the stakeholder management concept for the construction domain by re-thinking some of the fundamental principles and ideals present within the more general stakeholder theory literature. It engages with issues which researchers have arguably failed to acknowledge and calls for a re-evaluation of construction stakeholder management research by presenting a review around four distinctive themes: the moral obligations of engaging with stakeholders against the business and efficiency driven imperatives of construction organisations; the contrast between theoretical abstractions and empirically grounded research; the tensions between theoretical convergence versus calls for multiple and divergent perspectives on stakeholder management and the practicalities of conducting stakeholder management in the construction domain. Such a critical re-appraisal of stakeholder management thinking both generates new lines of enquiry and promises to help inform and shape current and future industry practice.

This paper proposes a framework to support Customer Relationship Management (CRM) implementation in nursing homes. The work extends research by Cheng et al. (2005) who conducted in-depth questionnaires to identify critical features (termed value-characteristics), which are areas identified as adding the most value if implemented. Although Cheng et al. did proposed an implementation framework, summary of, and inconsistent inclusion of value-characteristics, limits the practical use of this contribution during implementation. In this paper we adapt the original framework to correct perceived deficiencies. We link the value characteristics to operational, analytical, strategic and/or collaborative CRM solution types, to allow consideration in context of practical implementation solutions. The outcome of this paper shows that, practically, a 'one solution meets all characteristic' approach to CRM implementation within nursing homes is inappropriate. Our framework, however, supports implementers in identifying how value can be gained when implementing a specific CRM solution within nursing homes; which subsequently support project management and expectation management.

As we enter an era of ‘big data’, asset information is becoming a deliverable of complex projects. Prior research suggests digital technologies enable rapid, flexible forms of project organizing. This research analyses practices of managing change in Airbus, CERN and Crossrail, through desk-based review, interviews, visits and a cross-case workshop. These organizations deliver complex projects, rely on digital technologies to manage large data-sets; and use configuration management, a systems engineering approach with mid-20th century origins, to establish and maintain integrity. In them, configuration management has become more, rather than less, important. Asset information is structured, with change managed through digital systems, using relatively hierarchical, asynchronous and sequential processes. The paper contributes by uncovering limits to flexibility in complex projects where integrity is important. Challenges of managing change are discussed, considering the evolving nature of configuration management; potential use of analytics on complex projects; and implications for research and practice.

This article describes a new application of key psychological concepts in the area of Sociometry for the selection of workers within organizations in which projects are developed. The project manager can use a new procedure to determine which individuals should be chosen from a given pool of resources and how to combine them into one or several simultaneous groups/projects in order to assure the highest possible overall work efficiency from the standpoint of social interaction. The optimization process was carried out by means of matrix calculations performed using a computer or even manually, and based on a number of new ratios generated ad-hoc and composed on the basis of indices frequently used in Sociometry.

Serious games are a category of games which are designed for a specific purpose other than for pure entertainment. It is not a new concept but serious games using real data, coupled with real time modelling and combining model results with social and economic factors opens up a new paradigm for active stakeholder participation. DHI and UNEP-DHI Centre initiated a project called Aqua Republica where a virtual world is developed which allows participants to develop a river basin and visualise the consequences of their decisions. The aim of this project is to raise awareness of the interconnectivity of water and educate on integrated water resources management. Aqua Republica combines a game layer with a water allocation model, MIKE BASIN, to create an interactive, realistic virtual environment where players play the role of a catchment manager of an undeveloped river catchment. Their main objective is to develop the river catchment to be as prosperous as it can be. To achieve that, they will need to generate a good economy in the catchment to provide the funds needed for development, have a steady food supply for their population and enough energy and water for the catchment. Through these actions by the player, a meaningful play is established to engage players and to educate them about the complex relationships between developmental actions in a river basin and the natural environment as well as their consequences. The game layer also consists of a reward system to encourage learning. People can play and replay the game, get rewarded from performing the right principles and penalised from failures in the game. This abstract will explain the concept of the game and how it has been used in a stakeholder participation environment.

O Objetivo desta pesquisa é conhecer, a partir da percepção de pesquisadores e de analistas da Financiadora de Estudos e Projetos (Finep), os principais entraves que impactam o desenvolvimento de projetos de pesquisas científicas e tecnológicas financiados por recursos públicos não reembolsáveis no âmbito de convênios, com ênfase naqueles contratados junto a esta Financiadora. Este trabalho tem relevância a partir da constatação de que os recursos públicos para pesquisa e desenvolvimento vêm sofrendo redução de volume. O Fundo Nacional de Desenvolvimento Científico e Tecnológico (FNDCT), maior financiador público do país para Ciência, Tecnologia e Inovação, há alguns anos tem tido seu orçamento contingenciado e recentemente perdeu 40% do seu orçamento anual por conta da transferência de destinação dos recursos do Fundo Setorial de Petróleo e Gás Natural (CT-Petro). Neste contexto, a oferta de recursos públicos para pesquisas científicas e tecnológicas das universidades e outros centros de pesquisa ficou mais escassa. Esta circunstância exige que as instituições de pesquisa, por um lado elaborem projetos mais consistentes e bem estruturados, de forma a aumentar as chances de conquistar verbas junto às financiadoras públicas e, por outro lado, apliquem os recursos com eficiência para potencializar os resultados das pesquisas. A Finep, como secretaria executiva do FNDCT, tem papel destacado no apoio a projetos de pesquisa no país. Neste sentido, a proposição de um estudo para conhecer as dificuldades do desenvolvimento de pesquisas em projetos com a Finep assume destaque. A partir da discussão do tema, podem surgir novos caminhos e alternativas para melhoria da gestão dos projetos de pesquisa e com isso um melhor aproveitamento dos recursos em prol da Ciência.

A cidade de Ilha Solteira está propondo o projeto Conquista da Água, visando ao desenvolvimento sustentável do Município, a partir do turismo, da cultura e da ciência e tecnologia. Para atingir esse objetivo, os planejadores do meio físico-ambiental necessitam de dados que possam auxiliá-los na seleção dos melhores locais onde serão instalados as avenidas, o aeroporto e os demais espaços que comporão esse projeto. A elaboração do mapa de uso e cobertura do solo da área de interesse do projeto constitui um dos temas necessários ao banco de dados a ser utilizado pelos planejadores. Neste trabalho, é apresentado o estado de degradação dessa área, o que auxiliará na definição das estratégias de conservação ambiental.

This study aimed to analyse the factors that can contribute to the support of residents in the process of management of environmental tourism projects. The importance of reflecting on the municipal planning, including the management of stakeholders, is justified by changes in economic and social values of local communities, the concern with their space and quality of life. Thus, the support of the dwellers to the management process of an attractive allows motivate and prioritize the opinion of this community, strengthening social groups and integrating them into projects and local actions. The study was described as descriptive, exploratory and quantitative. As the analysis model. They were used the research variables done by Nunkoo and Ramkissoon (2012), as a way to assess the support of local dwellers on the development of Revitalization project of Monumento Natural Vale dos Dinossauros, in the management of environmental tourist destination, in Sousa/PB. Results show the relationship among the dimensions, confidence in government agencies, benefits and costs occasioned by tourism development in the attractive as influencers support elements of the deweller. Thus, it is intended to corroborate to the inclusion of stakeholdersin the planning process in the development of tourism in this location in order to involve them in decision making about planning and management of tourism in the city, with a view to sustainable local development

The Conservation Units, specially the National and State parks are among the major destinations for adventure tourism and ecotourism, so that the National System of Unit Conservation (Sistema Nacional de Unidades de Conservação) SNUC (Law 9.985/2000) covers the practice of touristic activities, specially the ecotourism in these territorial unities. Despite these are areas for environmental conservation, practice of environmental education, scientific research and contemplation of the nature in its primary or in a similar condition, the practice of touristic activity does not often meet these aims. The main aim of this research was to evaluate the touristic activities and the actions of territorial management in the State Park of Pedra da Boca (PEPB), situated in the city of Araruna/PB. According to the results, the PEPB has in its territorial area a porphyritic granite rock set, whose geological and geomorphologic settings are unique and have scenic value. It is also home of flora and fauna endemic species and representative of the savanna biome. The data and information achieved show that the Park has a remarkable potential for tourism, especially ecotourism, however, there is a need for development of territorial management actions, in order to subsidize the use of spatial tourism site

Concern regarding hydrological resources has been a theme of growing importance in Brazil, associating the development of new management policies and maintenance of natural areas related to rivers. An efficient way to maintain natural areas around rivers has been the development of greenways, and some cites have already adopted specific legislation in this respect. Following this growing evolution in the treatment of hydrological resources, this study was carried out to demarcate a greenway along the Corumbatai River in the state of São Paulo, Using multi-criteria analysis in a GIS environment. First, thematic maps were elaborated based on Landsat 7 satellite, aerial photographs and digital topographic base, Supported by field activities. With the use of multi-criteria analysis, for which ad hoe consultations were conducted to attribute weights to the thematic maps, a suitability map was elaborated for the allocation of the greenway. Sites that should be included in the greenway were also selected, such as areas appropriate for leisure activities, and ecologically important areas. Based on the suitability map, a pathway analysis was done, connecting the relevant points of interest, thus generating a greenway that runs along the Corumbatai River, with the aim of contributing to the conservation of this important hydrological resource. This paper sheds light on the main challenges of teaching Corporate Environmental Management (CEM) in Brazil. Thus, we analysed the main challenges for CEM in Brazil from the viewpoint of teachers. The objective of the research is achieved by means of interviews performed with five renowned professors responsible for teaching CEM in undergraduate courses. Results indicate five types of barriers for teaching CEM: weak integration of other teachers in the teaching of CEM; low level of acceptance of CEM as a subject by the peers teachers; a lack of focus on business while teaching CEM; a scarcity of CEM teaching materials appropriate for the realities of Brazil; and a relative lack of interest among some students in CEM. Teaching CEM is fundamental for the education of more responsible students, but little is known about teaching CEM in Brazil.. Copyright © 2013 Inderscience Enterprises Ltd.
