In August, 1994, the Office of Local Systems, Project Development Division, Iowa Department of Transportation established a Quality Improvement Team to review and improve upon the federal-aid project development process. The mission was to communicate federal-aid project development procedures to local agencies, beginning with the approval of the Statewide Transportation Improvement Program (STIP) and ending with obligation of federal funds by the Federal Highway Administration (FHWA). In January 1997, another Team (Make it Better) began meeting to clarify, update, and streamline the federal-aid project process. This Project Development Packet is a compilation of these efforts. The packet includes Project Development timelines, flow charts, guidelines, design criteria, Instructional Memorandums and forms to assist in the federal-aid project development process. The main (fold out) flow chart directs to other sections of the packet when appropriate.

When you are invited to offer a conference like this, can not stop having a series of questions and considerations about the very fact of speaking to an audience informed and educated about the issues that the title might suggest exposure and how without falling into the usual cliches, without repeating the views and opinions set forth, if not obvious. I propose, then, establish, as a starting point, two things: the first is a promise: I will not talk about internet, a recurrent theme in his classes and activities. The second is a kind of contract between you and me: check out the obviousness of some views and question it, see it from behind, because that is where we might find the seams, some of the patches, if not outright nudity. I wonder if this is not precisely one of the first tasks of teaching in the University: to force what seems obvious to justify its obviousness, which is not easy.We can start messing things up a bit, looking like a very smooth and made some surrealist poets to cut one by one the words of poems and writings, throw them into the air and read with amazement the order they fall to form a new verse, Perhaps more interesting and evocative than the first. Is not this somewhat random operation of new blends the fundamental operation of so many new discoveries and innovative ideas in the fields of science, culture, arts? Some of you know the thought of Pascal says: "Do not say that I am not proposing something new: the order in which the material presented is different."

Background and aims: Seroclearance or seroconversion of hepatitis B surface antigen (HBsAg) is generally considered as a clinical endpoint. The purpose of the present meta-analysis was to evaluate the effect of combined therapy with pegylated interferon alpha (PEG-IFNα) with or without lamivudine (LAM) or adefovir (ADV) on HBsAg seroclearance or seroconversion in subjects with chronic hepatitis B (CHB). Methods: Randomized controlled trials performed through May 30th 2015 in adults with CHB receiving PEG-IFNα and LAM or ADV combination therapy or monotherapy for 48-52 weeks were included. The Review Manager Software 5.2.0 was used for the meta-analysis. Results: No statistical differences in HBsAg seroclearance (9.9% vs. 7.1%, OR = 1.47, 95% CI: 0.75, 2.90; p = 0.26) or HBsAg seroconversion (4.2% vs. 3.7%, OR = 1.17, 95% CI: 0.57, 2.37; p = 0.67) rates were noticed between PEG-IFNα + LAM and PEG-IFN α + placebo during post-treatment follow-up for 24-26-weeks in subjects with hepatitis Be antigen (HBeAg)-positive CHB. No statistical differences in HBsAg clearance (10.5% vs. 6.4%, OR = 1.68, 95% CI: 0.75, 3.76; p = 0.21) were seen, but statistical differences in HBsAg seroconversion (6.3% vs. 0%, OR = 7.22, 95% CI: 1.23, 42.40; p = 0.03) were observed, between PEG-IFNα + ADV and PEG-IFNα for 48-52 weeks of treatment in subjects with HBeAg-positive CHB. A systematic evaluation showed no differences in HBsAg disappearance and seroconversion rates between PEG-IFNα + placebo and PEG-IFNα + LAM for 48-52 weeks in subjects with HBeAg-positive CHB. A systematic assessment found no differences in HBsAg disappearance and seroconversion rates between PEG-IFNα + placebo and PEG-IFNα + LAM during 24 weeks' to 3 years' follow-up after treatment in subjects with HBeAg-negative CHB. Conclusion: Combined therapy with PEG-IFNα and LAM or ADV was not superior to monotherapy with PEG-IFNα in terms of HBsAg seroclearance or seroconversion.

Proliferation of microglial cells has been considered a sign of glial activation and a hallmark of ongoing neurodegenerative diseases. Microglia activation is analyzed in animal models of different eye diseases. Numerous retinal samples are required for each of these studies to obtain relevant data of statistical significance. Because manual quantification of microglial cells is time consuming, the aim of this study was develop an algorithm for automatic identification of retinal microglia. Two groups of adult male Swiss mice were used: age-matched controls (nave, n = 6) and mice subjected to unilateral laser-induced ocular hypertension (lasered; n = 9). In the latter group, both hypertensive eyes and contralateral untreated retinas were analyzed. Retinal whole mounts were immunostained with anti Iba-1 for detecting microglial cell populations. A new algorithm was developed in MATLAB for microglial quantification; it enabled the quantification of microglial cells in the inner and outer plexiform layers and evaluates the area of the retina occupied by Iba-1+ microglia in the nerve fiber-ganglion cell layer. The automatic method was applied to a set of 6,000 images. To validate the algorithm, mouse retinas were evaluated both manually and computationally; the program correctly assessed the number of cells (Pearson correlation R = 0.94 and R = 0.98 for the inner and outer plexiform layers respectively). Statistically significant differences in glial cell number were found between nave, lasered eyes and contralateral eyes (P<0.05, nave versus contralateral eyes; P<0.001, nave versus lasered eyes and contralateral versus lasered eyes). The algorithm developed is a reliable and fast tool that can evaluate the number of microglial cells in nave mouse retinas and in retinas exhibiting proliferation. The implementation of this new automatic method can enable faster quantification of microglial cells in retinal pathologies.

La investigacin busca determinar el propsito que persiguen los pequeos Estados insulares en desarrollo del Pacfico al adoptar una trayectoria de desarrollo sostenible. Se plantea que la adopcin de una trayectoria de desarrollo sostenible es la estrategia por medio de la cual estos Estados buscan hacer frente a su condicin de vulnerabilidad; lo cual logran a travs del uso de la diplomacia en distintos escenarios multilaterales, con el fin de modificar tanto sus prcticas como las de otros actores.

Fear conditioning represents the learning process by which a stimulus, after repeated pairing with an aversive event, comes to evoke fear and becomes intrinsically aversive. This learning is essential to organisms throughout the animal kingdom and represents one the most successful laboratory paradigm to reveal the psychological processes that govern the expression of emotional memory and explore its neurobiological underpinnings. Although a large amount of research has been conducted on the behavioural or neural correlates of fear conditioning, some key questions remain unanswered. Accordingly, this thesis aims to respond to some unsolved theoretic and methodological issues, thus furthering our understanding of the neurofunctional basis of human fear conditioning both in healthy and brain-damaged individuals. Specifically, in this thesis, behavioural, psychophysiological, lesion and non-invasive brain stimulation studies were reported. Study 1 examined the influence of normal aging on context-dependent recall of extinction of fear conditioned stimulus. Study 2 aimed to determine the causal role of the ventromedial PFC (vmPFC) in the acquisition of fear conditioning by systematically test the effect of bilateral vmPFC brain-lesion. Study 3 aimed to interfere with the reconsolidation process of fear memory by the means of non-invasive brain stimulation (i.e. TMS) disrupting PFC neural activity. Finally, Study 4 aimed to investigate whether the parasympathetic vagal modulation of heart rate might reflect the anticipation of fearful, as compared to neutral, events during classical fear conditioning paradigm. Evidence reported in this PhD thesis might therefore provide key insights and deeper understanding of critical issues concerning the neurofunctional mechanisms underlying the acquisition, the extinction and the reconsolidation of fear memories in humans.

Le applicazioni che offrono servizi sulla base della posizione degli utenti sono sempre pi utilizzate, a partire dal navigatore fino ad arrivare ai sistemi di trasporto intelligenti (ITS) i quali permetteranno ai veicoli di comunicare tra loro. Alcune di questi servizi permettono perfino di ottenere qualche incentivo se l'utente visita o passa per determinate zone. Per esempio un negozio potrebbe offrire dei coupon alle persone che si trovano nei paraggi. Tuttavia, la posizione degli utenti facilmente falsificabile, ed in quest'ultima tipologia di servizi, essi potrebbero ottenere gli incentivi in modo illecito, raggirando il sistema. Diviene quindi necessario implementare un'architettura in grado di impedire alle persone di falsificare la loro posizione. A tal fine, numerosi lavori sono stati proposti, i quali delegherebbero la realizzazione di "prove di luogo" a dei server centralizzati oppure collocherebbero degli access point in grado di rilasciare prove o certificati a quegli utenti che si trovano vicino. In questo lavoro di tesi abbiamo ideato un'architettura diversa da quelle dei lavori correlati, cercando di utilizzare le funzionalit offerte dalla tecnologia blockchain e dalla memorizzazione distribuita. In questo modo stato possibile progettare una soluzione che fosse decentralizzata e trasparente, assicurando l'immutabilit dei dati mediante l'utilizzo della blockchain. Inoltre, verr dettagliato un'idea di caso d'uso da realizzare utilizzando l'architettura da noi proposta, andando ad evidenziare i vantaggi che, potenzialmente, si potrebbero trarre da essa. Infine, abbiamo implementato parte del sistema in questione, misurando i tempi ed i costi richiesti dalle transazioni su alcune delle blockchain disponibili al giorno d'oggi, utilizzando le infrastrutture messe a disposizione da Ethereum, Polygon e Algorand.

RESUMO - El autor aborda algunos aspectos relativos a la Salud y Seguridad del Trabajo (SST) en Portugal llamando la atencin para, esencialmente, intentar sostener la tesis de que, desde mediados de la dcada de los 90, se observaron importantes avances en la mejora de las condiciones del trabajo en la perspectiva de la SST, aunque se mantuvieron algunos problemas en la prctica concreta de las normativas legales. Incluso con estas mejoras, las tasas de frecuencia de accidentes de trabajo y de enfermedades profesionales en Portugal todava se mantienen muy elevadas necesitando, por tanto, estrategias ms agresivas para concienciar la sociedad portuguesa en torno a las polticas pblicas de SST efectivamente promotoras de prevencin de riesgos profesionales y de la promocin de la salud de quien trabaja. Es por tanto indispensable que la proteccin de la salud y de la seguridad de los trabajadores en los puestos de trabajo sea encarada como un conjunto de actividades de indiscutible utilidad para todos los representantes del mundo del trabajo e que la agenda poltica pase a valorizar, an ms, la promocin de espacios de trabajo saludables y seguros, con la consecuente valorizacin de las variables individuales en la estrategia nacional de salud y seguridad.--------------------------ABSTRACT In the present work, the author analyzes several aspects of Occupational Health and Safety (OHS) in Portugal. He provides evidence sustaining the assumption of an important progress, since the mid-nineties, in the improvement of the working conditions from an OHS perspective. Nevertheless, several problems still remain in the practical application of legal regulations. In addition, despite of these improvements, the frequency rates of working accidents and occupational diseases remain very high. Hence, more aggressive strategies are required to increase the awareness of the Portuguese society relative to the OHS public policies, whose effectiveness has been demonstrated either in terms of occupational risks prevention and workers health promotion. The protection of workers health and safety at the workplace must then be assumed as an activity of indisputable utility by all stakeholders. The political agenda must thus promote even more the promotion of healthy and safe workplaces. As a consequence, there would be also a higher development of individual aspects, and not only environmental data, in the national strategy of occ

La epidemiologa emprico-analtica asume como un pilar interpretativo la nocin de "lugar" para las descripciones que construye. La epidemiologa crtica supera esa nocin restrictiva y propone una construccin innovadora del espacio de la salud urbana retomando los aportes de la teora crtica del espacio y la geografa, y articulando estos avances con los de la propia epidemiologa desde una perspectiva de la determinacin social de la salud. Desde esta ptica se repiensa la relacin urbano-rural a la luz de los procesos histricos de aceleracin, drstica prdida de sustentabilidad y profunda inequidad urbanas, as como del papel de la nueva ruralidad capitalista monoplica, en avivar el cierre del espacio de la vida en nuestras ciudades. Se busca superar el mito de la dualidad urbano rural, se cuestiona el paradigma dominante de la modernidad que impuso la comprensin de dos mundos prcticamente contrapuestos: la ciudad como rectora, cosmopolita, avanzada y pujante, y lo rural como un mundo atrasado, local, ms simple, y secundario, pues en aos ms recientes, la distincin clsica entre lo urbano y lo rural se hace cada vez ms difcil, lamentablemente con una perversa dialctica de deterioro e influjos malsanos de uno a otro espacio.
