Measurement and verification of products and processes during the early design is attracting increasing interest from high value manufacturing industries. Measurement planning is deemed as an effective means to facilitate the integration of the metrology activity into a wider range of production processes. However, the literature reveals that there are very few research efforts in this field, especially regarding large volume metrology. This paper presents a novel approach to accomplish instruments selection, the first stage of measurement planning process, by mapping measurability characteristics between specific measurement assignments and instruments.

The integration of cultural elements into the operational planning process is a complex task that requires practical and theroretical tools for a wide comprehension of the context to help solve the problem. This article shows the results of an empirical research which presents conflicting cultural factors as the starting point for the construction of mediating structures. The main result of our research is a partial cognitive structure, a system of ideas, represented in a template listing the basic conflictive factors at the tactical level that military could find in the development of their tasks. The template is also a valuable aid to design military training curricula and to be applied to any post-conflict stability operation in complex environments resulting from irregular or asymmetric conflicts.

Today a number of studies are published on how organizational strategy is developed and how organizations contribute to local and regional development through the realization of these strategies. There are also many articles dealing with the success of a project by identifying the criteria and the factors that influence them. This article introduces the project-oriented strategic planning process that reveals how projects contribute to local and regional development and demonstrates the relationship between this approach and the regional competitiveness model as well as the KRAFT concept. There is a lot of research that focuses on sustainability in business. These studies argue that sustainability is very important to the success of a business in the future. The Project Excellence Model that analyses project success does not contain the sustainability criteria; the GPM P5 standard consists of sustainability components related either to the organizational level. To fill this gap a Project Sustainability Excellence Model (PSEM) was developed. The model was tested by interviews with managers of Hungarian for-profit and non-profit organizations. This paper introduces the PSEM and highlights the most important elements of the empirical analysis.

In today’s society, IT-Companies often have a hard time estimating changed requirements. This leads to that the clients’ confidence is negatively affected and is one of the main reasons why this has to be improved. The goal with this study was to find out what the most common problems regarding this issue are in IT-companies that works with agile software development. By analyzing one IT-company through a SWOT- and pareto-analysis the most common problems have been ascertained. The SWOT analysis have been created through interviews with selected employees to get a better understanding of the problems that the IT-company is facing. Furthermore was the pareto-analysis based on a survey that was sent out to many different employees to prioritize the problems. The reason why the survey was sent to different employees was to get a more objective input. The study showed that there was many different problems that needed attention. The most important problems was that the communication towards the client regarding requirements needed to be improved, better communication internally between different departments needed to be established, a method to quickly adapt and estimate change in requirements needed to be implemented and finally a method regarding witch key employees whom need to attend the planning of the program backlog. These problems have then been studied through interviews with other IT-companies and through a literature study. The conclusions that where drawn was that the client needs to be involved and updated through the whole project. Constant monitoring and communication regarding changed requirements needs to be processed and mediated. High standards needs to be set early towards the client in order to obtain as clear an image of the requirements as possible. Many different parties need to attend to the planning process for the program backlog before the start of the project. The client needs to be aware of that changed requirements will arise and that this will lead to that the first estimation may not necessarily be absolute. As long as the client is held up to date as well as participant through the whole project and problems are detected and mediated early, change in requirements should not be a huge problem. This is after all the purpose of being agile.

Chaque année le feu brûle quelques dizaines de milliers d’hectares de forêts québécoises. Le coût annuel de prévention et de lutte contre les feux de forêts au Québec est de l’ordre de plusieurs dizaines de millions de dollars. Le présent travail contribue à la réduction de ces coûts à travers l’automatisation du processus de planification des opérations de suppression des feux de forêts majeurs. Pour ce faire, un modèle mathématique linéaire en nombres entiers a été élaboré, résolu et testé; introduisant un nouveau cas particulier à la littérature des Problèmes de Tournées de Véhicules (VRP). Ce modèle mathématique concerne le déploiement aérien des ressources disponibles pour l’extinction des incendies. Le modèle élaboré a été testé avec CPLEX sur des cas tirés de données réelles. Il a permis de réduire le temps de planification des opérations d’extinction des feux de forêts majeurs de 75% dans les situations courantes.

The goal of this research is to check if the strategic planning developed between 2001 and 2009 into the State University of Para (Universidade Federal do Pará - UFPA) was consolidated into its Academic Centers as a management practice. To this end, we identified the planning formalization degree of the Academic Centers, the conceived tools for the planning, the conception and the methodological process used in the tools elaboration, as also its implementation. The research used a qualitative approach: it is descriptive and it uses the case study technique. The data were gathered from primary and secondary sources, through bibliography, documents, and field researches through semi-structure interviews. The analysis and data interpretation were done by each investigated Academic Center from the analytics categories guided by the specifics goals. We used theoretic fundamental based principles and the university as a study empiric reference based on its structure analysis, organizational processes and institutional strategic plan. We inspected how the strategic planning process was developed throughout the fixed period and how the investigated Academic Centers are from the collected documents and interviews. The theoretical foundation was built from three axis: the Brazilian undergraduate and posgraduate education system; the university itself including its singularity and complexity as an organization; and the planning as a strategic management process. The main results show us that the UFPA has updated regulatory milestones, presenting organizational structure, laws, instructions, manuals and deployed management model that give the strategic planning development conditions beyond its administration, i. e., into its Academic Centers. The centers also present those established milestones and develop the basic planning processes of the institution. Those processes are conceived based on the institutional strategic planning and the managers mainly use the procedural orientation defined by the university management, from where the conceptual foundation is originated and propagated. According to the literature and to the research done in this work, we can conclude that the Academic Centers from the UFPA developed the strategic planning practice. This planning is organized and founded and guided the plans and decisions which avoided the disordered management and, according to the managers, allowed the advances and performance improvement. We can conclude that the UFPA built an important foundation with respect to the management professionalization. On the other hand, we can not conclude that the management practice is consolidated since there are weaknesses into the structuring of the technical teams and there is not any management tool for the implementation of the elaborated plans

Six of New Zealand’s 16 regional councils are trialling collaborative planning as a means of addressing complex challenges in freshwater management. Although some work has been undertaken to evaluate similarities and differences across those processes, the success or failure rests with the public’s acceptance of the processes and their outcomes. This is the first study to evaluate public perceptions of freshwater management in regions with collaborative processes. We surveyed 450 respondents in Hawke’s Bay, Northland, and Waikato, some of whom live in catchments in which collaborative processes are under way and some of whom do not. In addition to assessing awareness of the collaborative planning processes, the survey measured perceptions regarding the regional council’s management of freshwater resources, the extent of agreement regarding freshwater management among various interests, the fairness of freshwater management, and the extent to which respondents believe that their interests and concerns are included in freshwater management. We hypothesized that relative to respondents in parts of the region in which traditional processes are in places, respondents in catchments with collaborative management of freshwater resources would have more positive perceptions of management, agreement, fairness, and interests, even if there is low awareness that a collaborative planning process is under way. Survey results indicate that knowledge of collaborative processes is generally low and that living in catchments with collaborative processes does not impact respondents’ perceptions of management, agreement, fairness, or interests in Northland or Waikato. However, relative to Hawke’s Bay respondents living outside of the collaborative catchment, respondents living inside the collaborative catchment believe that the regional council’s freshwater management is better and fairer. Moreover, Hawke’s Bay residents living inside the collaborative catchment perceive less conflict over freshwater management than Hawke’s Bay respondents living outside the collaborative catchment. Further research is needed to identify the reasons for this regional variation.

O planejamento estratégico é o processo através do qual as empresas identificam recursos potenciais, reconhecem fraquezas, avaliam oportunidades e ameaças no ambiente que atuam e formulam as estratégias para obter vantagens competitivas sobre a concorrência, assegurando o sucesso dos resultados planejados. Esse trabalho desenvolveu-se com o objetivo de aprofundar os conhecimentos sobre o processo de planejamento estratégico e adaptá-lo à realidade das empresas de pequeno porte, através de um caso prático, com a elaboração do plano de negócios de uma pequena empresa de prestação de serviços no segmento de educação especial, o caso “Mundo Novo Educação Especial”. Com relação à metodologia adotada, podemos descrevê-la como uma abordagem qualitativa, com design exploratório através de pesquisa bibliográfica para a fundamentação teórica sobre o processo de planejamento estratégico, seguida de estudo de caso aplicado ao planejamento estratégico da empresa Mundo Novo Educação Especial, com levantamento de dados secundários internos e externos, e dados primários qualitativos. Dentre as conclusões do estudo foi possível identificar a existência de uma grande lacuna de conhecimento sobre os processos de gestão empresarial no ambiente da empresa pesquisada, e que esse despreparo e a falta de planejamento podem torna-la mais vulnerável aos riscos do mercado e contribuir para o seu insucesso. Isso reforça a importância do processo de planejamento estratégico como uma ferramenta de apoio que amplia o conhecimento sobre o ambiente de negócios, desenvolve habilidades de gestão e que pode ser adequado a todos os tipos de empresas, inclusive às empresas de pequeno porte, como no caso estudado.

This research analyzes the actual Historic-Architectural Heritage of Assú City which is located in Rio Grande do Norte State, Brazil, the study is based on both Assú s residents perception and technician s viewpoint. It looks forward to expose this community s relationship with the existing number of historic buildings, the scale of people s identity to the place and the association of this perception toward the preservation and conservation s scale of the historic settlement. Since the contextualization of the degradation s process of central areas, the study draw nea initially the conceptual aspects, focusing on the debate about heritage and the preservationist practice. The work complements the discussion through an approach on people-environment relationship and environmental perception, considering relevant factors for planning process. The obtained and presented data had diagnosed the condition of the architectural pile and also allowed this work to formulate recommendations for the studied area and architectural set in order to contribute for future urban politics implementation that consider the building, which are not only important to the considered population, but to the Rio Grande do Norte s History, as well

This work deals with teacher-student relationship (TSR), held in a very special moment: the semester of graduation of architecture and urbanism, where students prepare the final work called Graduation Final Work (GFW). That is the last stage to obtain the title of architect and urban planner in Brazil. The text discusses this problem in several ways, emphasing the relationship between graduated student and his/her mentors into the consolidation process of the student as an actor of the planning process, here defined as "autonomy". The work is focused on understanding the TSR in order to elucidate its importance for improvement of teaching bases on development of the GFW, more than the relation between curriculum and institution. Related with the exploratory characteristic of this master thesis, methodologically, the field work happened through: (i) observation of mentorship guidance, (ii) interviews, and (iii) application of questionnaires to teachers and students. Participated 10 pairs of student and mentors of two federal university of Northeast: 05 pairs of the Federal University of Ceará (UFC) and 05 pairs of the Federal University of Rio Grande do Norte (UFRN). The results presented the development of the GFW as a difficult process / fearful for students, highlighting the main problem situations: the difficulty in choosing the theme, the super-sizing of the process, students' insecurities, and parental relationship with the supervisor process. Summing up, the work indicates that the students has a limited autonomy on the GFW process, which calls for a revision in order to promote the consolidation of the student autonomy, which must be observed for some positions recognition of the role of each actor in the process of orientation

According to article 182 of the Brazilian Federal Constitution, cities should perform social function, what brings the concept that the city should be a place for one to live well. For that to happen, it should be well administered by its public managers. However, so that there is a sound administration, one that really performs that social function, there must be, first, an efficient planning. We understand that such a thing occurs when the master plan is the main planning instrument of a city and serves as basis for its administration. We notice, however, that in most of the cities the master plan is formulated as a law that regulates urban planning but that both the population and the government most of the times are not aware of its importance concerning the relevant issues related to municipal administration, such as its relationship with the economy, taxation, the social issue, land use regulation, and, in summary, with all the aspects that constitute and that a municipal government should manage in the best possible way. One also knows that, in general, the attempt of city planning has always been connected to the duration of a mandate and that way public managers many times implement restricted measures aiming to just attain a political-electoral objective and publicizing their administration. That implies actions and works that in some cases have negative impacts or ones that cannot be removed from the cities. This study intends to show that the master plan should be the planning instrument guiding the municipal administration but that, however, what we note is a lack of connection between that instrument and the government guidelines of the municipal managers. In order to study what happens to the cities that have a planning which is not taken into account in its administration, we will use the city of Fortaleza, capital of the State of Ceará as a case study. Historically, in Fortaleza the public managers have seldom decided to administer the city in according to the master plans developed for it. We should emphasize that planning begins in the city quite late and until the current days it is being substituted by temporary measures. Through the analysis of the planning process and of the urban management of the city of Fortaleza, especially the master plans predicted since 1933, we explain that if such plans had been implemented, they could have been important tools for its administration to attain a social function, becoming therefore a place for one to live well

In previous papers we describe a model for capacity analysis in CDMA systems using DC-Cell, a GIS based planning tool developed at Universidad Politecnica de Valencia, and MATLAB. We show some initial results of that model, and now, we are exploring different parameters like cell size, proximity between cells, number of cells in the system and “clustering” CDMA in order to improve the planning process for third generation systems. In this paper we show the results for variations of some of these parameters, specifically the cell size and number of cells. In CDMA systems is quite common to suppose only one carrier frequency for capacity estimation, and it is intuitive to think that for more base stations, mean more users. However the multiple access interference problem in CDMA systems could establish a limit for that supposition in a similar way that occurs in FDMA and TDMA systems.
