The dominant discourse in education and training policies, at the turn of the millennium, was on lifelong learning (LLL) in the context of a knowledge-based society. As Green points (2002, pp. 611-612) several factors contribute to this global trend: The demographic change: In most advanced countries, the average age of the population is increasing, as people live longer; The effects of globalisation: Including both economic restructuring and cultural change which have impacts on the world of education; Global economic restructuring: Which causes, for example, a more intense demand for a higher order of skills; the intensified economic competition, forcing a wave of restructuring and creating enormous pressure to train and retrain the workforce In parallel, the “significance of the international division of labour cannot be underestimated for higher education”, as pointed out by Jarvis (1999, p. 250). This author goes on to argue that globalisation has exacerbated differentiation in the labour market, with the First World converting faster to a knowledge economy and a service society, while a great deal of the actual manufacturing is done elsewhere.

A agressividade é o comportamento que surge transversalmente como queixa isolada ou a par de outras queixas na maioria das crianças com e sem doença, que procuram apoio em saúde mental infantil. Nessas crianças, e a partir da recolha dos dados anamnesicos, tem-se verificado a constância de registo, no Livro do Bebé, de Índice de Apgar ≤ 9 ao primeiro minuto. Este estudo exploratório pretendeu analisar a hipótese teórica de que o Índice de Apgar abaixo de 10 ao primeiro minuto pode ser representativo de sofrimento fetal intraparto ou perinatal e assim fragilizar os circuitos neuronais das emoções tendo como consequência o surgimento, ao longo do desenvolvimento infantil e juvenil, de dificuldades na capacidade de gestão ou controlo das emoções, com comportamentos opositivos e/ou agressivos, como resposta defensiva de luta e fuga. Utilizou-se uma amostra de crianças inscritas no serviço de consulta externa de saúde mental infantil e juvenil, e verificou-se se as queixas de perturbação do comportamento com agressividade, formuladas no momento do acolhimento ao serviço, estão relacionadas com o Índice de Apgar ≤ 9 ao primeiro minuto e/ou com os registos de sofrimento fetal. Procurou-se, numa amostra aleatória de crianças sem queixa formulada no serviço de consulta externa de saúde mental infantil e juvenil, perceber as diferenças ou semelhanças dos registos de nascimento relativamente à amostra de crianças inscritas. Foi ainda auscultada a opinião dos profissionais dos serviços de obstetrícia e neonatologia – pediatria, mediante a aplicação de um questionário, no sentido de recolher as opiniões dos profissionais de saúde que lidam com o parto, que avaliam o Índice de Apgar dos recém – nascidos e que os seguem durante as primeiras horas ou dias de vida. Das conclusões a que chegamos, salienta-se que o sofrimento fetal intraparto pode ser predictor de dificuldades de controlo emocional traduzidas em alterações do comportamento com agressividade em situações de stress. Não se conclui que o Índice de Apgar ≤ 9 pode ser predictor de alterações do comportamento com agressividade em situações de stress, uma vez que os registos de ocorrências de sofrimento fetal intraparto e os registos do Índice de Apgar ao primeiro minuto são, na amostra de crianças com queixa, díspares, relacionando-se no entanto de modo estatisticamente significativo na amostra de crianças sem queixa. III No entanto, e apesar das dificuldades metodológicas, fica a certeza de haver mais percursos a percorrer nesta direcção para a compreensão dos distúrbios emocionais e a agressividade.

Once in a digital form, a radiographic image may be processed in several ways in order to turn the visualization an act of improved diagnostic value. Practitioners should be aware that, depending on each clinical context, digital image processing techniques are available to help to unveil visual information that is, in fact, carried by the bare digital radiograph and may be otherwise neglected. The range of visual enhancement procedures includes simple techniques that deal with the usual brightness and contrast manipulation up to much more elaborate multi-scale processing that provides customized control over the emphasis given to the relevant finer anatomical details. This chapter is intended to give the reader a practical understanding of image enhancement techniques that might be helpful to improve the visual quality of the digital radiographs and thus to contribute to a more reliable and assertive reporting.

Integrated manufacturing constitutes a complex system made of heterogeneous information and control subsystems. Those subsystems are not designed to the cooperation. Typically each subsystem automates specific processes, and establishes closed application domains, therefore it is very difficult to integrate it with other subsystems in order to respond to the needed process dynamics. Furthermore, to cope with ever growing marketcompetition and demands, it is necessary for manufacturing/enterprise systems to increase their responsiveness based on up-to-date knowledge and in-time data gathered from the diverse information and control systems. These have created new challenges for manufacturing sector, and even bigger challenges for collaborative manufacturing. The growing complexity of the information and communication technologies when coping with innovative business services based on collaborative contributions from multiple stakeholders, requires novel and multidisciplinary approaches. Service orientation is a strategic approach to deal with such complexity, and various stakeholders' information systems. Services or more precisely the autonomous computational agents implementing the services, provide an architectural pattern able to cope with the needs of integrated and distributed collaborative solutions. This paper proposes a service-oriented framework, aiming to support a virtual organizations breeding environment that is the basis for establishing short or long term goal-oriented virtual organizations. The notion of integrated business services, where customers receive some value developed through the contribution from a network of companies is a key element.

O tema da dissertação prende-se com as consequências do alargamento da escolaridade obrigatória nas Escolas Secundárias, concretamente naquilo que se relaciona com o previsível aumento de casos de alunos com Necessidades Educativas Especiais decorrente desse alargamento. Este trabalho pretende conhecer o que os professores pensam sobre este tema no que se refere à sua concepção sobre inclusão e Necessidades Educativas Especiais, às suas experiências anteriores com este tipo de alunos, como encaram os professores o alargamento da escolaridade obrigatória no secundário, qual o nível de preparação que pensam ter para trabalhar com estes alunos, como encaram as adequações curriculares que serão necessárias e finalmente que tipo de necessidades pensam que podem surgir nas escolas para dar uma resposta adequada à nova situação. Para que todas as afirmações dos professores estivessem fundamentadas, fez-se uma abordagem teórica referente à evolução do ensino em Portugal e da Educação Especial numa perspectiva nacional e internacional, fazendo também um contraponto com a actualidade. Em termos metodológicos, optou-se por um estudo qualitativo, com características exploratórias e descritivas. Para a recolha de dados foi selecionada uma escola do centro de Lisboa, que se situa numa zona habitacional e de serviços. Realizaram-se seis entrevistas semi-dirigidas, construídas a partir de um guião, constituído por um conjunto de questões formuladas segundo objectivos e organizadas por temas. Para analisar os dados, foi utilizada a técnica de análise de conteúdo. A análise feita permitiu concluir que esta temática não é uma preocupação actual dos professores do ensino secundário. Apesar da aceitação genérica do conceito de inclusão, os professores sentem dificuldade na adequação de conteúdos e na adaptação do sistema de avaliação, embora todos os entrevistados tivessem experiências anteriores com alunos com Necessidades Educativas Especiais. Quanto às necessidades que podem surgir, os professores consideram que elas se vão relacionar sobretudo com equipamento informático, acessibilidades e formação de professores. - Abstract The subject approached in this paper relates to the consequences of the extent of mandatory school years in secondary schools, specifically with the increase in the number of students with special educational needs. Therefore it will be evaluated teacher’s opinions and ideas about the subject, how they define inclusion and special educational needs, their prior experiences with this kind of students and how they intend to face the extend of mandatory school years, their background to deal with this students, and the changes that, in school, they think would be necessary to give adequate answers to this new situation. In order to support teacher’s opinions, a theoretical approach was made, regarding the evolution of teaching and of Special Education in Portugal, in a national and international perspective, comparing it to our current reality. To achieve these goals, a qualitative research was designed, in order to obtain exploratory and descriptive data. To collect the data, a semi-structured interview was created from some preestablished guidelines, according to the objectives and organized by topics, these interviews took place in a school located in the center of Lisbon. To analyze the answers, a content analysis technique was used. The results observed allowed to conclude that this subject is not a current concern for the interviewed teachers. Despite the global acceptance of inclusion, as a concept, teachers still have some difficulties adapting contents and adapting the evaluation system, although all the teachers interviewed had prior experience with students with special educational needs. About the necessities that may emerge, teachers think they will be computer related, regarding accessibility and regarding teacher formation.

Facing the lateral vibration problem of a machine rotor as a beam on elastic supports in bending, the authors deal with the free vibration of elastically restrained Bernoulli-Euler beams carrying a finite number of concentrated elements along their length. Based on Rayleigh's quotient, an iterative strategy is developed to find the approximated torsional stiffness coefficients, which allows the reconciliation between the theoretical model results and the experimental ones, obtained through impact tests. The mentioned algorithm treats the vibration of continuous beams under a determined set of boundary and continuity conditions, including different torsional stiffness coefficients and the effect of attached concentrated masses and rotational inertias, not only in the energetic terms of the Rayleigh's quotient but also on the mode shapes, considering the shape functions defined in branches. Several loading cases are examined and examples are given to illustrate the validity of the model and accuracy of the obtained natural frequencies.

In this work it is proposed the design of a mobile system to assist car drivers in a smart city environment oriented to the upcoming reality of Electric Vehicles (EV). Taking into account the new reality of smart cites, EV introduction, Smart Grids (SG), Electrical Markets (EM), with deregulation of electricity production and use, drivers will need more information for decision and mobility purposes. A mobile application to recommend useful related information will help drivers to deal with this new reality, giving guidance towards traffic, batteries charging process, and city mobility infrastructures (e. g. public transportation information, parking places availability and car & bike sharing systems). Since this is an upcoming reality with possible process changes, development must be based on agile process approaches (Web services).

Renewable based power generation has significantly increased over the last years. However, this process has evolved separately from electricity markets, leading to an inadequacy of the present market models to cope with huge quantities of renewable energy resources, and to take full advantage of the presently existing and the increasing envisaged renewable based and distributed energy resources. This paper proposes the modelling of electricity markets at several levels (continental, regional and micro), taking into account the specific characteristics of the players and resources involved in each level and ensuring that the proposed models accommodate adequate business models able to support the contribution of all the resources in the system, from the largest to the smaller ones. The proposed market models are integrated in MASCEM (Multi- Agent Simulator of Competitive Electricity Markets), using the multi agent approach advantages for overcoming the current inadequacy and significant limitations of the presently existing electricity market simulators to deal with the complex electricity market models that must be adopted.

In many countries the use of renewable energy is increasing due to the introduction of new energy and environmental policies. Thus, the focus on the efficient integration of renewable energy into electric power systems is becoming extremely important. Several European countries have already achieved high penetration of wind based electricity generation and are gradually evolving towards intensive use of this generation technology. The introduction of wind based generation in power systems poses new challenges for the power system operators. This is mainly due to the variability and uncertainty in weather conditions and, consequently, in the wind based generation. In order to deal with this uncertainty and to improve the power system efficiency, adequate wind forecasting tools must be used. This paper proposes a data-mining-based methodology for very short-term wind forecasting, which is suitable to deal with large real databases. The paper includes a case study based on a real database regarding the last three years of wind speed, and results for wind speed forecasting at 5 minutes intervals.

Power system planning, control and operation require an adequate use of existing resources as to increase system efficiency. The use of optimal solutions in power systems allows huge savings stressing the need of adequate optimization and control methods. These must be able to solve the envisaged optimization problems in time scales compatible with operational requirements. Power systems are complex, uncertain and changing environments that make the use of traditional optimization methodologies impracticable in most real situations. Computational intelligence methods present good characteristics to address this kind of problems and have already proved to be efficient for very diverse power system optimization problems. Evolutionary computation, fuzzy systems, swarm intelligence, artificial immune systems, neural networks, and hybrid approaches are presently seen as the most adequate methodologies to address several planning, control and operation problems in power systems. Future power systems, with intensive use of distributed generation and electricity market liberalization increase power systems complexity and bring huge challenges to the forefront of the power industry. Decentralized intelligence and decision making requires more effective optimization and control techniques techniques so that the involved players can make the most adequate use of existing resources in the new context. The application of computational intelligence methods to deal with several problems of future power systems is presented in this chapter. Four different applications are presented to illustrate the promises of computational intelligence, and illustrate their potentials.

The development of renewable energy sources and Distributed Generation (DG) of electricity is of main importance in the way towards a sustainable development. However, the management, in large scale, of these technologies is complicated because of the intermittency of primary resources (wind, sunshine, etc.) and small scale of some plants. The aggregation of DG plants gives place to a new concept: the Virtual Power Producer (VPP). VPPs can reinforce the importance of these generation technologies making them valuable in electricity markets. VPPs can ensure a secure, environmentally friendly generation and optimal management of heat, electricity and cold as well as optimal operation and maintenance of electrical equipment, including the sale of electricity in the energy market. For attaining these goals, there are important issues to deal with, such as reserve management strategies, strategies for bids formulation, the producers’ remuneration, and the producers’ characterization for coalition formation. This chapter presents the most important concepts related with renewable-based generation integration in electricity markets, using VPP paradigm. The presented case studies make use of two main computer applications:ViProd and MASCEM. ViProd simulates VPP operation, including the management of plants in operation. MASCEM is a multi-agent based electricity market simulator that supports the inclusion of VPPs in the players set.
