The sleep is an active brain process that allows the efficient realization of daily tasks. The changes on sleep patterns may influence the different cognitive processes performance. Many recent studies show the possibility of cognitive performance improvement, through the cognitive training with the use of computer games. The question is if these interventions may be influenced by the sleep quality. Thus, we evaluated the sleep quality effect about the efficacy of an intervention with computers games based on the working memory and attention for a cognitive performance training of elementary school students. The sample was constituted by 42 students with average age of 10,43 years old (SD=1,23), with 22 male participants and 20 female participants. We used to evaluate the sleep with the parents a sleep questionnaire, a sleep diary and the Sleep Behavior Questionnaire. In regard to intervention, the subjectives were distributed in an experimental and in a control group, both with 21 participants. In the first group occurred the intervention that consisted in the working memory and attention training with two cognitive tasks (Safari e Brain Workshop) during 30 daily minutes, for a 6 weeks period. In an equal period, the students from the control group should reproduce an artwork using drawing software. To evaluate the cognitive performance we applied before and after the intervention period the Wechsler Intelligence Scale for Children (WISC-III). The results showed that in both the groups the performance of the intelligence, working memory, attention and visuospatial skills was below of the mean. The cognitive processes evaluated after of intervention in the experimental group had a performance significantly higher in the Perceptual Reasoning Index (t = -6,24; p < 0,01) and in the Full Scale IQ (t = -5,09; p < 0,01) and Performance IQ (t = -6,52; p < 0,01), suggesting a improvement on the visuospatial skills, attention, working memory and processing speed. On the control group, the performance was significantly higher in the Coding subtest (t = -5,38; p< 0,01) and in the Perceptual Reasoning Index (t = -3,66; p = 0,01), suggesting a improvement on the visuospatial skills and attention. The mean obtained with the Sleep Behavior Questionnaire was 53,76 (SD=14,96) for an experimental group and 61,19 (SD=12,82) for a control group, indicating tendency for a bad sleep quality in that last one. Not only during the first days, but also in the last fifteen days of the intervention we verified in the two groups an adequate time to sleep, duration and regularity, in the weekdays and on the weekends. We didn t find significant differences between the two groups in none of the sleep variables. We verified statistically meaningful improvement on the performance of the experimental group with the intervention in the two games. We didn t verify significant correlations between the games performance index and in the sleep variables of the experimental group individuals. We verified significant correlations among the performance on the Brain Workshop and the Cubes subtest, the Perceptual Reasoning Index and the Scale Performance IQ, suggesting that the significant improvement of the visuospatial skills and of the attention was correlated with the performance in the Brain Workshop. Although the absence of correlations with the performance in the Safari, possibly it also has relieved in the improvement of the cognitive performance. The findings support the hypothesis that the computer games might be a satisfactory tool for the improvement of the performance in visuospatial skills and attention. This can be resulted of the insertion of visuospatial stimulations in the task, for example, graphical elements with thematic for children that increase the interest. The IQ below mean the individuals might have influenced the improvement absence on the cognitive processes like the working memory with games. Moreover, it wasn t verified a relation between the sleep quality and the intervention efficacy. It might have been influenced by the n of the sample. Future studies must focalize in the improvement of the effect of the interventions with games

Recently in Brazil cities have been suffering strong influence concerning concepts of sustainable development and urban-environmental management in order to implement public policies. These approaches combined, subsidize fair democratic construction, along with citizen participation and transparency regarding the use of resources. This study was meant to address the evaluation of performance and environmental quality through the use of sustainability indicators as a tool for planning and management of municipal urban-environmental, its advantages, disadvantages and contributions to the effectiveness in the implementation of policies aimed at local sustainable development. The main objective of the study was to do a comparative analysis of the indicators used in Piracicaba, to the national indicator system and other municipal programs, and also, its application in urban and environmental planning. To achieve this goal, initially a topic selection was made based on a bibliographic analysis in order to discuss the use of management tools and municipal evaluation systems from the perspective of sustainability, showing the management tools such as laws, agreements, documents and mainly, sustainability indicators. It was then, prepared the case study carried out in Piracicaba, São Paulo municipality. With the obtained results, it was possible to provide a model which shows strengths and weaknesses of public actions and policies for the environment, such as project suggestions that could be applied aiming greater sustainability and continuous improvement of municipal environmental performance

Neste trabalho, teve-se por objetivo construir uma metodologia de avaliação de desempenho dos municípios paulistas quanto à eficiência técnica na aplicação de recursos públicos nas ações de atenção básica à saúde e analisar a influência de variáveis não controláveis no processo de produção em tal área. A eficiência técnica é um dos parâmetros de avaliação de desempenho dos gestores públicos, refletindo a capacidade de uma entidade obter máximos outputs com o menor consumo de inputs. O alcance de tal métrica pode ser prejudicado ou favorecido pelas variáveis ambientais ou não controláveis que, se não forem consideradas na avaliação de desempenho, podem gerar vieses. Nesse sentido, por meio da metodologia Data Envelopment Analysis (DEA) em dois estágios, os escores de eficiência dos municípios foram estimados e depois ajustados com o uso da análise de regressão. Os resultados indicaram que seria possível aumentar, consideravelmente, a quantidade de serviços prestados à população sem a necessidade de novas dotações orçamentárias na maioria dos municípios. Além disso, verificou-se que a maior proporção de idosos em uma jurisdição torna a prestação de serviços mais cara; por sua vez, maiores densidade populacional, grau de urbanização e escala dos estabelecimentos de saúde favorecem o gasto público com eficiência. Os cinco municípios paulistas considerados mais eficientes foram Tuiuti, Nova Guataporanga, Sabino, Lins e Santos.

Higher Education Institutions (HEIs) have an extremely important social role, they are responsible for the place where they work and to form citizens who contribute to a fair and cooperative society. Universities can engage with sustainable development in planning, management, education, research, operations, community services, procurement of materials, transportation and infrastructure; this research seeks to analyze the sustainability practices in service operations in the Higher Education Institutions of the Federal Network of Professional, Scientific and Technological Education in Brazil through the development and application of a model called the Sustainability Assessment for Higher Technological Education (SAHTE). To achieve the proposed goal, a systematic survey of the scientific literature on sustainability assessment models in higher education institutions was conducted, making it possible to identify the characteristics and features of existing models. The model was applied through multiple case studies. The proposal compares the sustainability performance of service operations among individual institutions using a common methodology. It presents five areas to be evaluated in the HEI: Governance and Policies, People, Food, Water and Energy, and Waste and Environment, with a total of 134 questions. The need for greater support from the senior management of institutions to formulate and implement policies on sustainable development was identified when the lack of policies on sustainability in service operations was found; initiatives tend to be isolated. The participation of students and teachers in studies on the daily operations of the campus can be expanded and more widespread. The model seeks to evaluate sustainable practices in the service operations of the Brazilian Federal Network of Professional, Scientific and Technological Education; studies related to the evaluation of teaching sustainability are absent and the applicability of the model in private institutions and other countries is needed. The results obtained with the application of the SAHTE model are useful for the preparation and development of policies on sustainable development, especially in the service operations of the surveyed HEI. The results can sensitize staff and students, who can reflect on their roles in the HEI, as well as the community and suppliers.

The increasing use of fossil fuels in line with cities demographic explosion carries out to huge environmental impact in society. For mitigate these social impacts, regulatory requirements have positively influenced the environmental consciousness of society, as well as, the strategic behavior of businesses. Along with this environmental awareness, the regulatory organs have conquered and formulated new laws to control potentially polluting activities, mostly in the gas stations sector. Seeking for increasing market competitiveness, this sector needs to quickly respond to internal and external pressures, adapting to the new standards required in a strategic way to get the Green Badge . Gas stations have incorporated new strategies to attract and retain new customers whom present increasingly social demand. In the social dimension, these projects help the local economy by generating jobs and income distribution. In this survey, the present research aims to align the social, economic and environmental dimensions to set the sustainable performance indicators at Gas Stations sector in the city of Natal/RN. The Sustainable Balanced Scorecard (SBSC) framework was create with a set of indicators for mapping the production process of gas stations. This mapping aimed at identifying operational inefficiencies through multidimensional indicators. To carry out this research, was developed a system for evaluating the sustainability performance with application of Data Envelopment Analysis (DEA) through a quantitative method approach to detect system s efficiency level. In order to understand the systemic complexity, sub organizational processes were analyzed by the technique Network Data Envelopment Analysis (NDEA) figuring their micro activities to identify and diagnose the real causes of overall inefficiency. The sample size comprised 33 Gas stations and the conceptual model included 15 indicators distributed in the three dimensions of sustainability: social, environmental and economic. These three dimensions were measured by means of classical models DEA-CCR input oriented. To unify performance score of individual dimensions, was designed a unique grouping index based upon two means: arithmetic and weighted. After this, another analysis was performed to measure the four perspectives of SBSC: learning and growth, internal processes, customers, and financial, unifying, by averaging the performance scores. NDEA results showed that no company was assessed with excellence in sustainability performance. Some NDEA higher efficiency Gas Stations proved to be inefficient under certain perspectives of SBSC. In the sequence, a comparative sustainable performance and assessment analyzes among the gas station was done, enabling entrepreneurs evaluate their performance in the market competitors. Diagnoses were also obtained to support the decision making of entrepreneurs in improving the management of organizational resources and promote guidelines the regulators. Finally, the average index of sustainable performance was 69.42%, representing the efforts of the environmental suitability of the Gas station. This results point out a significant awareness of this segment, but it still needs further action to enhance sustainability in the long term

A União Europeia é composta por regiões com diferentes níveis de desenvolvimento económico. O instrumento financeiro FEDER – Fundo Europeu de Desenvolvimento Regional surgiu com o objetivo de corrigir alguns dos desequilíbrios regionais, nomeadamente através da atribuição de fundos ao tecido empresarial, destinados a investimentos produtivos e geradores de emprego, fomentando a coesão entre vários Estados Membros. Ao longo dos tempos as empresas adquiriram uma importância crescente no âmbito da Política Regional Europeia, uma vez que a competitividade das regiões depende diretamente dos níveis de competitividade do seu tecido empresarial. Dada a importância desta temática, a presente investigação tem como objeto de estudo uma análise ao tecido empresarial a posteriori da atribuição dos fundos comunitários. Concretamente, o presente trabalho constitui um estudo empírico ao impacto dos sistemas de incentivo atribuídos às empresas no contexto do território Português. Tem como foco principal o estudo da influência do Quadro de Referencia Estratégico Nacional (QREN) no desempenho económico e financeiro das micro, pequenas e médias empresas (PME) do setor da indústria transformadora no período 2007-2013. A análise económica e financeira constitui um instrumento quantitativo de avaliação de desempenho empresarial, o qual, quando comparado com um padrão perfil, mede a competitividade. O estudo de caso consiste na análise de indicadores económicos e financeiros de uma amostra de 56 PME, que beneficiaram de apoios do QREN no âmbito do Programa Operacional Fatores de Competitividade, sediadas no concelho de Barcelos, assim como a aplicação de um questionário dirigido aos seus diretores financeiros de forma a avaliar a sua perceção sobre a importância dos projetos implementados, os seus impactos e perspetivas para projetos futuros. Da análise aos resultados quantitativos podemos concluir que, de uma forma geral, os indicadores económicos como volume de negócios, exportações, valor acrescentado bruto e produtividade tiveram crescimentos substanciais e resultados estatisticamente significativos. Quanto à perceção por parte das empresas, de acordo com o questionário aplicado, encontram-se satisfeitas com os apoios comunitários na concretização dos seus projetos, assim como salientam a existência de melhorias nos indicadores económicos, principalmente nos indicadores de crescimento, medidos em volume de negócios e exportações. Concluiu-se ainda que, na inexistência do apoio dos fundos estruturais, as empresas implementariam o mesmo investimento produtivo, no entanto a um ritmo mais lento, traduzindo uma dinâmica e flexibilidade por parte das empresas.

O objetivo deste estudo é demonstrar que as informações fornecidas pela Lei Orçamentária Anual de 2010 da Prefeitura da Cidade do Rio de Janeiro e pelos seus respectivos relatórios de execução orçamentária, referentes aos investimentos em obras e instalações da Secretaria Municipal de Educação não permitem ao cidadão avaliar a eficácia e a eficiência dos seus representantes; também é objetivo deste estudo demonstrar que as alterações realizadas na Lei Orçamentária Anual de 2010 da Prefeitura da Cidade do Rio de Janeiro, referentes aos investimentos em obras e instalações da Secretaria Municipal de Educação, podem prejudicar uma possível avaliação da eficácia e eficiência do gestor representante e, finalmente, este estudo também objetiva sugerir possíveis sugestões e recomendações para que a Lei Orçamentária Anual da Prefeitura da Cidade do Rio de Janeiro e os seus respectivos relatórios de execução orçamentária passem a fornecer as informações necessárias para o cidadão avaliar a eficácia e a eficiência dos seus representantes. Para alcançar tais objetivos, serão abordados conceitos como: a) estado democrático, para demonstrar o contexto onde acontece a relação entre os cidadãos e os seus representantes eleitos; b) orçamento público, para discutir a sua função como instrumento de controle entre os cidadãos e os seus representantes eleitos; c) avaliação de desempenho, para demonstrar a importância desta para o gestor e para o controle dos cidadãos; e d) teoria da agência, para discutir o conflito decorrente entre os cidadãos e os seus representantes eleitos, de forma a permitir uma nova perspectiva desta relação. Para desenvolver este estudo será utilizado o método de estudo de caso, por ser o mais indicado para esse tipo de pesquisa. O caso escolhido foi a parte da Lei Orçamentária Anual de 2010 da Prefeitura da Cidade do Rio de Janeiro e seus respectivos relatórios de execução orçamentária, referente aos investimentos em obras e instalações da Secretaria Municipal de Educação.

Esta pesquisa buscou compreender a dinâmica entre o legal e o legítimo a partir de um processo de avaliação de indicadores do INCA. Os objetivos foram relatar a opinião dos profissionais sobre a avaliação de desempenho institucional, descrever a percepção de pertencimento e corresponsabilidade dos profissionais nas contratualizações institucionais e apontar obstáculos ao fortalecimento da cultura de avaliação. O objeto do estudo foi construído a partir do referencial teórico da Psicossociologia Francesa. Como trajetória metodológica, para o alcance dos objetivos propostos, foi realizado um estudo de natureza qualitativa, empregando entrevistas semiestruturadas. As entrevistas foram organizadas com auxílio de anotações realizadas pela autora em 62 reuniões cujo tema era avaliação e monitoramento de indicadores. As entrevistas constituíram-se como o material empírico para proceder às análises, visando, sobretudo, a interpretação dos entrevistados sobre demandas estratégicas da gestão. Ao analisar a dinâmica entre o legal e legítimo, concluímos que organização do instituto por normativos dispositivos legais não garante legitimidade das ações propostas. Aspectos (inter) subjetivos contemplados na elaboração de normas diretrizes dificultam capilaridade necessária da informação. Por fim, estudo defende ampliação abordagem valor subjetividade nos processos gestão INCA.
