From 1974 to 1986 the Iberian Peninsula was the arena of major political changes. The process then undertaken was characterized by the transition from two Iberian authoritarian regimes to two democracies, which enabled both countries to join the European Economic Community (EEC) on 1 January 1986. However, the political vicissitudes until full membership of what became the European Union (EU) was achieved were very different and were decisively, although not exclusively, influenced by the fact Portugal was a republic and Spain a monarchy. In Portugal the 1974 revolution took place with consequent shift of the head of state while in Spain the engine of change was precisely the head of state: King Juan Carlos I. It is also true that despite the dangers to democracy (terrorism in Spain and some radicalism in Portugal) both societies supported the political parties committed to the democratic process in elections, which helped avoid tensions that could have defeated the process. Likewise, it is possible to argue that in Spain a plan to achieve democracy within the rule of law (an archetypal transition) was designed by the head of state, while in Portugal there was no pre-established plan – the programme of the Armed Forces Movement (Movimento das Forças Armadas [MFA]) was a weak and precarious compromise between different visions of the road to follow, enabling an intense political struggle that almost led to civil war and a dangerous state of crisis.

In this thesis, wind wave prediction and analysis in the Southern Caspian Sea are surveyed. Because of very much importance and application of this matter in reducing vital and financial damages or marine activities, such as monitoring marine pollution, designing marine structure, shipping, fishing, offshore industry, tourism and etc, gave attention by some marine activities. In this study are used the Caspian Sea topography data that are extracted from the Caspian Sea Hydrography map of Iran Armed Forces Geographical Organization and the I 0 meter wind field data that are extracted from the transmitted GTS synoptic data of regional centers to Forecasting Center of Iran Meteorological Organization for wave prediction and is used the 20012 wave are recorded by the oil company's buoy that was located at distance 28 Kilometers from Neka shore for wave analysis. The results of this research are as follows: - Because of disagreement between the prediction results of SMB method in the Caspian sea and wave data of the Anzali and Neka buoys. The SMB method isn't able to Predict wave characteristics in the Southern Caspian Sea. - Because of good relativity agreement between the WAM model output in the Caspian Sea and wave data of the Anzali buoy. The WAM model is able to predict wave characteristics in the southern Caspian Sea with high relativity accuracy. The extreme wave height distribution function for fitting to the Southern Caspian Sea wave data is obtained by determining free parameters of Poisson-Gumbel function through moment method. These parameters are as below: A=2.41, B=0.33. The maximum relative error between the estimated 4-year return value of the Southern Caspian Sea significant wave height by above function with the wave data of Neka buoy is about %35. The 100-year return value of the Southern Caspian Sea significant height wave is about 4.97 meter. The maximum relative error between the estimated 4-year return value of the Southern Caspian Sea significant wave height by statistical model of peak over threshold with the wave data of Neka buoy is about %2.28. The parametric relation for fitting to the Southern Caspian Sea frequency spectra is obtained by determining free parameters of the Strekalov, Massel and Krylov etal_ multipeak spectra through mathematical method. These parameters are as below: A = 2.9 B=26.26, C=0.0016 m=0.19 and n=3.69. The maximum relative error between calculated free parameters of the Southern Caspian Sea multipeak spectrum with the proposed free parameters of double-peaked spectrum by Massel and Strekalov on the experimental data from the Caspian Sea is about 36.1 % in spectrum energetic part and is about 74M% in spectrum high frequency part. The peak over threshold waverose of the Southern Caspian Sea shows that maximum occurrence probability of wave height is relevant to waves with 2-2.5 meters wave fhe error sources in the statistical analysis are mainly due to: l) the missing wave data in 2 years duration through battery discharge of Neka buoy. 2) the deportation %15 of significant height annual mean in single year than long period average value that is caused by lack of adequate measurement on oceanic waves, and the error sources in the spectral analysis are mainly due to above- mentioned items and low accurate of the proposed free parameters of double-peaked spectrum on the experimental data from the Caspian Sea.

In diesem Beitrag geht es um das Projekt E-Lernen auf der ILIAS-Plattform an der Universität der Bundeswehr Hamburg (E-L I-P UniBwH). Ziel des Projekts ist es, die Präsenzlehre mit dem Einsatz elektronischer Medien zu unterstützen. Im Beitrag werden Ansatzpunkte dargestellt, die die Lehrenden zum Gebrauch der E-Lernplattform motivieren. Es werden Bedarfsmöglichkeiten aufgezeigt, für die eine E-Lernplattform eine mögliche Lösung sein kann, sowie die Rahmenbedingungen benannt, unter denen sie eingesetzt wird. Ziel ist es, die Nachhaltigkeit des E-Lernens an der UniBwH zu fördern.(DIPF/Orig.)

The text analyses the intelligence activity against Poland in the period 1944-1989. The paper also contains a case study, i.e. an analysis of the American intelligence service activity held against Poland. While examining the research thesis, the author used the documents and analyses prepared by the Ministry of Internal Affairs. In order to best illustrate the point, the author presented a number of cases of persons who spied for the USA, which was possible thanks to the analysis of the training materials of the Ministry of Internal Affairs directed to the officers of the Security Service and the Citizens’ Militia. The text tackles the following issues: (1) to what extent did the character of the socio-political system influence the number of persons convicted for espionage against Poland in the period under examination?, (2) what was the level of interest of the foreign intelligence services in Poland before the year 1990?, (3) is it possible to indicate the specificity of the U.S. intelligence activity against Poland? 1) The analysis of data indicates that the period 1946-1956 witnessed a great number of convictions for espionage, which is often associated with the peculiar political situation in Poland of that time. Up to 1953, the countries of the Eastern bloc had reproduced the Stalin’s system, which only ceased due to the death of Stalin himself. Since then, the communist systems gradually transformed into the system of nomenklatura. Irrespective of these changes, Poland still witnessed a wave of repressions, which resulted from the threats continuously looming over the communist authorities – combating the anti-communist underground movement, fighting with the Ukrainian Insurgent Army, the Polish government-in-exile, possible revisionism of borders, social discontent related to the socio-political reforms. Hence, a great number of convictions for espionage at that time could be ascribed to purely political sentences. Moreover, equally significant was the fact that the then judicial practice was preoccupied assessing negatively any contacts and relations with foreigners. This excessive number of convictions could ensue from other criminal-law provisions, which applied with respect to the crimes against the State, including espionage. What is also important is the fact that in the Stalin’s period the judiciary personnel acquired their skills and qualifications through intensive courses in law with the predominant spirit of the theory of evidence and law by Andrey Vyshinsky. Additionally, by the decree of 1944 the Penal Code of the Polish Armed Forces was introduced; the code envisaged the increase in the number of offences classified as penalised with death penalty, whereas the high treason was subject to the military jurisdiction (the civilians were prosecuted in military courts till 1955; the espionage, however, still stood under the military jurisdiction). In 1946, there was introduced the Decree on particularly dangerous crimes in the period of the State’s recovery, which was later called a Small Penal Code. 2) The interest that foreign intelligence services expressed in relation to Poland was similar to the one they had in all countries of Eastern and Central Europe. In the case of Poland, it should be noted that foreign intelligence services recruited Polish citizens who had previously stayed abroad and after WWII returned to their home country. The services also gathered information from Poles staying in immigrant camps (e.g. in FRG). The activity of the American intelligence service on the territory of FRG and West Berlin played a key role. The documents of the Ministry of Internal Affairs pointed to the global range of this activity, e.g. through the recruitment of Polish sailors in the ports of the Netherlands, Japan, etc. In line with the development in the 1970s, espionage, which had so far concentrated on the defence and strategic sectors, became focused on science and technology of the People’s Republic of Poland. The acquisition of collaborators in academic circles was much easier, as PRL opened to academic exchange. Due to the system of visas, the process of candidate selection for intelligence services (e.g. the American) began in embassies. In the 1980s, the activity of the foreign intelligence services concentrated on the specific political situation in Poland, i.e. the growing significance of the “Solidarity” social movement. 3) The specificity of the American intelligence activity against Poland was related to the composition of the residency staff, which was the largest in comparison to other Western countries. The wide range of these activities can be proved by the quantitative data of convictions for espionage in the years 1944-1984 (however, one has to bear in mind the factors mentioned earlier in the text, which led to the misinterpretation of these data). Analysing the data and the documents prepared by the Ministry of Internal Affairs, one should treat them with caution, as, frequently, the Polish counter-intelligence service used to classify the ordinary diplomatic practice and any contacts with foreigners as espionage threats. It is clearly visible in the language of the training materials concerned with “secret service methods of the intelligence activity” as well as in the documents on operational activities of the Security Service in relation to foreigners. The level of interest the USA had in Poland was mirrored in the classification of diplomatic posts, according to which Warsaw occupied the second place (the so-called Group “B”) on the three-point scale. The CIA experienced spectacular defeats during their activity in Poland: supporting the Polish underground anti-communist organisation Freedom and Independence and the so-called Munich-Berg episode (both cases took place in the 1950s). The text focuses only on selected issues related to the espionage activities against Poland. Similarly, the analysis of the problem has been based on selected sources, which has limited the research scope - however, it was not the aim of the author to present the espionage activity against Poland in a comprehensive way. In order to assess the real threat posed by the espionage activity, one should analyse the case of persons convicted for espionage in the period 1944-1989, as the available quantitative data, mentioned in the text, cannot constitute an explicit benchmark for the scale of espionage activity. The inaccuracies in the interpretation of data and variables, which can affect the evaluation of this phenomenon, have been pointed out in the text.

O presente trabalho de investigação individual (TII) teve como objetivo produzir um índice de avaliação da satisfação dos utentes, delimitado às consultas externas do Hospital das Forças Armadas - Polo de Lisboa (HFAR/PL), a fim de identificar os aspetos positivos e negativos, bem como a qualidade dos serviços prestados, visando melhorar o desempenho desta unidade hospitalar. Para o desenvolvimento do TII seguiu-se um raciocínio hipotético-dedutivo, adotando no domínio metodológico uma estratégia quantitativa e usando como instrumento de recolha de dados, a técnica por inquérito de questionário, num modelo de perguntas fechadas, utilizando para isso a plataforma Survio1. “Como é que os utentes avaliam os serviços prestados nas Consultas Externas do HFAR/PL?”, é a pergunta pela qual foi orientado o presente trabalho, tendo sido avaliadas diversas dimensões (e respetivos indicadores), onde se conclui que a maioria de utentes estão satisfeitos relativamente ao desempenho dos profissionais de saúde (médicos e enfermeiros), embora seja importante refletir sobre outros aspetos, de modo a serem otimizados, visando a melhoria da qualidade do serviço prestado e a satisfação dos utentes. Abstract: This paper’s aim is to produce and analyze an evaluation index of the user’s satisfaction, limited to the scope of Armed Forces Hospital - Lisbon Campus (HFAR /PL) outpatients. This will make it possible to identify positive and negative aspects and evaluate the quality of the services, thus finding ways to improve the performance of the hospital. For the development of the research, a hypothetical-deductive reasoning, adopting a methodological quantitative approach, was used. A closed question survey, based on the Survio Platform, was used as the data collection instrument. The leading question was “How do users evaluate the services provided to Outpatients Consultations by HFAR / PL?". Several dimensions (and their respective indicators) were evaluated, leading to the conclusion that most outpatients are satisfied with the performance of the health professionals (doctors and nurses). Nevertheless, other aspects have been identified as needing optimization in order to improve the quality of the service and the user’s satisfaction.

A redução dos efetivos permanentes das Forças Armadas reforça a necessidade de mecanismos que garantam o seu crescimento. Desses mecanismos, a Convocação e a Mobilização no Exército Português constituiu-se como o objeto de estudo do presente trabalho. Com o objetivo da investigação de identificar contributos para adequar o modelo de Convocação e Mobilização aos desafios futuros, as análises ao atual modelo nacional, espanhol, britânico e francês, permitem identificar procedimentos de melhoria. A metodologia utilizada, baseada na análise documental complementada por entrevistas e inquéritos, permite determinar comportamentos das dimensões Qualidade e Oportunidade do modelo nacional. A análise aos ambientes interno e externo, assim como aos seus intervenientes, contribuem para a identificação de potencialidades, vulnerabilidades, oportunidades e desafios futuros a enfrentar. A existência de contributos, tendo em vista a melhoria das dimensões Qualidade e Oportunidade do modelo de Convocação e Mobilização do Exército, constituem-se como resultado principal da investigação. Concluiu-se que a Convocação para treino e o recrutamento seletivo, aceites pela maioria dos militares não permanentes inquiridos, depende de bases de dados adequadas. Simultaneamente, a dispersão territorial e o recrutamento regional, a par de uma estratégia de comunicação específica, permitem o incremento do voluntariado e uma adequada resposta a situações de calamidade. Abstract: The reduction of the permanent Armed Forces troops reinforces the need for mechanisms to ensure their growth. With these mechanisms, the Convocation and the Mobilization in the Portuguese Army was established as the present object of study work. With the aim of the investigation to identify contributions to bring the Convocation and Mobilization model to future challenges, the analyses of the current national model, Spanish, British and French, allow us to identify improvement procedures. The methodology, based on document analysis, complemented by interviews and surveys, allows us to determine behaviour of the Quality and Opportunity dimensions of the national model. The analysis of the internal and external environments, as well as their stakeholders, contribute for the identification of strength, weakness, opportunities and challenges to be faced in the future. The existence of contributions, in order to improve the Quality and Opportunity dimensions of the Army Convocation and Mobilization model, constitute themselves as the main outcome of this investigation. We concluded that the Convocation for training and selective recruitment, accepted by the majority of non-permanent personnel questioned, depends on appropriate databases. Simultaneously, the territorial dispersion and regional recruitment, along with a dedicated strategic communication, allow the growth of volunteerism and an appropriate response to calamity situations.

O emprego das Forças Armadas Portuguesas em Operações Conjuntas e Combinadas faz-se no âmbito do quadro de alianças de que Portugal faz parte, das quais destacamos a Organização do Tratado do Atlântico Norte. No sentido de melhorar a eficácia operacional, a normalização assume um papel fundamental para que se possa atingir a interoperabilidade entre as forças da Aliança. Assim, este trabalho teve como objetivo principal, analisar e sintetizar os processos de normalização e desenvolvimento de doutrina Militar Conjunta e Combinada nas Forças Armadas Portuguesas. Tem ainda como finalidade, identificar lacunas nos processos nacionais, de forma a contribuir para uma melhor integração e harmonização da doutrina da Aliança, tendo em consideração a doutrina nacional e os interesses nacionais. A nossa investigação baseou-se num raciocínio hipotético-dedutivo, apoiado por uma estratégia qualitativa. O modelo de análise desenvolvido teve por hipóteses, que foram deduzidas de questões derivadas da questão central. Neste processo analítico, identificámos indicadores que permitiram a validação das hipóteses, para este efeito, recorremos a dois estudos de caso e uma análise SWOT. O desenvolvimento de um plano de ação que permita a integração dos processos analisados constitui o principal contributo desta investigação. A necessidade de criar uma Estrutura Coordenadora de Normalização, primordial para agilizar os procedimentos de normalização entre o Ministério da Defesa Nacional, o Estado-Maior General das Forças Armadas e os Ramos, juntamente, com a criação de um Conselho Superior de Doutrina nas Forças Armadas, que defina as prioridades e orientações gerais para o desenvolvimento de doutrina, constituem os principais resultados desta investigação. Abstract: The use of the Portuguese Armed Forces in Combined and Joint Operations is made within the framework of alliances that Portugal is a member, of which we highlight the North Atlantic Treaty Organization. In order to improve the operational efficiency, standardization plays a key role in achieving the interoperability between the forces of the Alliance. The aim of this study is to analyse and synthesize the standardization and development processes of Combined and Joint Military Doctrine in the Portuguese Armed Forces. Identify gaps in national processes, in order to contribute to a better integration and harmonization of the Alliance Doctrine, taking into account the national doctrine and national interests. Our research was based on a hypothetical-deductive argument, supported by a qualitative strategy. The analysis model developed based on assumptions, deducted from derivatives questions of the central question. In this analytical process, we identify indicators that allowed the validation of hypotheses, to achieve this purpose we used two case studies and resort to a SWOT analysis. The development of an action plan that allows the integration of the analysed processes is the main contribution of this research. The need to create a Standardization Coordination Structure it´s crucial to streamline the procedures of normalization between the Ministry of Defence, the Armed Forces General Joint Staff and the Services, along with the establishment of a Doctrine Supreme Council in the Armed Forces, which set the priorities and guidelines for the development of doctrine. This are the main outputs of this research.

As Lições Aprendidas (LL), permitem a uma organização aprender com a experiência e desta forma melhorar o seu desempenho. No Estado-Maior General das Forças Armadas (EMGFA), esta capacidade, encontra-se em fase de implementação, e por este motivo o trabalho realizado, teve como finalidade formular subsídios para o seu desenvolvimento. Através de uma estratégia de pesquisa qualitativa, foi analisado o modelo implementado no Joint Analysis and Lessons Learned Centre (JALLC) e o modelo que se encontra em implementação no Centro de Treino Avaliação e Certificação (CTAC), com vista a identificar as linhas de ação para o desenvolvimento da capacidade. A NATO tem a sua capacidade sustentada no JALLC, que assegura resposta a requisitos de análise, promove a partilha de informações e auxilia no desenvolvimento de LL. No EMGFA o CTAC tem a atribuição de validar as lições identificadas, estabelecer e promover a implementação das lições aprendidas e conduzir estudos de investigação e análise. Do nosso estudo, concluímos que o CTAC está a desenvolver a capacidade de LL de acordo com a doutrina pela NATO, no entanto o seu âmbito de atuação carece de ser alargado, para edificar a capacidade de LL no EMGFA. Abstract: The Lessons Learned (LL), allow an organization to learn from experience and thus improve their performance. In the Portuguese General Staff of the Armed Forces (EMGFA), this capability is being implemented, and for this reason this study, aimed to formulate subsidies for its development. Through a qualitative research strategy, both model the Joint Analysis and Lessons Learned Centre(JALLC) and the the Training Center Assessment and Certification (CTAC) was analysed, to identify the lines of action for the development of capacity in EMGFA. NATO supports their capability in JALLC, which ensures response to requirements analysis, promotes the sharing of information and assists in the development of lessons learned. CTAC in EMGFA has the authority to validate the identified lessons, establish and promote the implementation of lessons learned and conduct research and analysis studies. From our study, we conclude that CTAC is developing LL capacity according to NATO doctrine, however their performance scope needs to be extended to build the capacity in LL EMGFA.

Tendo como objeto de estudo a identificação dos fatores da Motivação e Satisfação dos discentes do Curso de Promoção a Oficial General, Curso de Estado-Maior Conjunto e Curso de Promoção a Oficial Superior, pretende-se com esta investigação, identificar as medidas a implementar para o seu aumento, tendo em consideração as especificidades de cada curso e o ramo das Forças Armadas e/ou Guarda Nacional Republicana a que pertencem os discentes. Apoiando a consecução deste objetivo, foi construído e aplicado um questionário à população alvo. Assim, constatou-se que a componente Desenvolvimento pessoal da Motivação, relacionada com a vontade e o desejo de querer aprender, constitui-se o principal fator motivador, com os discentes do Exército e do Curso de Estado-Maior Conjunto a apresentarem os maiores índices motivacionais. Relativamente à Satisfação, constatou-se que as principais (importantes) causas de satisfação são a Qualidade dos docentes e os Conteúdos programáticos/metodologia, ainda que não constituindo as causas com as quais os discentes demonstram maior satisfação. O Curso de Promoção a Oficial Superior, com foco nos ramos da Força Aérea e Marinha, representa os discentes menos satisfeitos. Decorrente dos resultados conclui-se então, da necessidade de implementar medidas diretamente relacionadas com o processo de aprendizagem para aumento da Motivação e Satisfação dos discentes do Instituto Universitário Militar. Igualmente, verificou-se a influência nessas variáveis, da diferente valorização dos cursos em estudo por parte dos Ramos. Abstract: With the research object of study, the identification of Motivation factors and Satisfaction of students of Flag Officers Course, Joint Staff Course and Field Grade Officers Course, it is intended, identify the measures to be implemented to its increase, taking into account the specificities of each course and the branch of the armed forces and / or Republican National Guard that belong the various students. To achieve this objective, it was constructed and applied a questionnaire to the target population. Thus, it was found that the Personal Development component of Motivation related to the will and desire to want to learn, it constitutes the main motivating factor, with the students of the Army and the Joint Staff Course to present the greatest motivational indexes. Regarding to Satisfaction, it was found that the key (important) satisfaction causes are the quality of teachers and programmatic contents / methodology, although not constituting the causes with which students demonstrate greater satisfaction. Highlights the less satisfaction between students of Field Grade Officers Course, with focus on the branches of the Air Force and Navy. Due to the results it is concluded then, the need to implement measures directly related to the learning process for increasing student Motivation and Satisfaction, and its influence by the different valuation by each branch.

As organizações em geral procuram alcançar objetivos, adotando estratégias que lhes permitam cumprir aquele desiderato com a máxima eficiência e eficácia. Os ramos das Forças Armadas procuram implementar a estratégia ao longo de um período que, face ao impacto das alterações entretanto verificadas, exige a capacidade para fazer ajustamentos àquela estratégia inicial. Nesse sentido, recorrem a ferramentas para avaliar o desempenho organizacional, que lhes permita saber qual o desempenho real e quais os ajustamentos necessários a fazer para alcançar esses objetivos. O objeto de estudo são as ferramentas de gestão estratégica utilizadas pelos ramos das Forças Armadas com o objetivo de analisar a sua pertinência, a sua eficiência na avaliação do desempenho organizacional e as diferenças relativamente ao Sistema Integrado de Gestão e Avaliação do Desempenho na Administração Pública (SIADAP). Seguiu-se uma estratégia de investigação qualitativa e um desenho de pesquisa comparativo, verificando-se que as ferramentas de gestão estratégica são pertinentes para a formulação e implementação da estratégia, são eficientes na avaliação do desempenho organizacional e diferenciam-se do SIADAP por integrarem a formulação, a implementação e a avaliação da estratégia segundo quatro perspetivas relevantes para o cumprimento da missão dos ramos das Forças Armadas. Abstract: The general organizations seek to achieve goals, adopting strategies that will enable them to fulfil that desideratum with maximum efficiency and effectiveness. The branches of the armed forces seek to implement the strategy over a period that address the impact of changes however checked, and it requires the ability to make adjustments to that initial strategy. In that sense, they use tools to assess organizational performance, enabling them to know what the actual performance and what adjustments needed to do to achieve those goals. The object of study are the strategic management tools used in the branches of the armed forces, with the aim of analysing their relevance, their effectiveness in assessing organizational performance and the differences from the Integrated Management and Performance Evaluation System in Public Administration (SIADAP). There was a qualitative research strategy and a comparative research design, verifying that the strategic management tools are relevant to the formulation and implementation of strategy, are effective in assessing organizational performance and differentiate SIADAP by integrating the formulation, implementation and evaluation of the strategy in four relevant perspectives to fulfil the mission of the branches of the armed forces.

Em 1990 foi aprovado o primeiro Estatuto dos Militares das Forças Armadas. Desde então, o contexto político, económico e social têm moldado o enquadramento legislativo que enforma o Estatuto e a carreira dos militares das Forças Armadas, com especial relevância para o novo Estatuto aprovado pelo DL n.º 90/2015 de 29 de maio. Nesta investigação, efetuámos o enquadramento do estatuto aprovado pelo DL n.º 34- A/1990 de 24 de janeiro, analisámos as diversas alterações legislativas decorridas no período em apreço, com ênfase no DL n.º 90/2015 de 29 de maio, identificando as alterações provocadas no desenho e nos mecanismos reguladores de carreira. Por último e de forma prospetiva, procurámos identificar eventuais constrangimentos ao desenvolvimento das carreiras dos oficiais das Forças Armadas, para contribuir para uma melhoria da gestão de carreiras. Abstract: In 1990 it was approved the first EMFAR . Since then, the political, economic and social context have changed the legislative framework that shapes the Statute and the careers of armed forces personnel, with special relevance to the new EMFAR approved by Decree 90/2015 of 29 May. In this research, we've made the framework of the rules approved by Decree 34-A/1990 of 24 January, we looked at the various legislative changes elapsed in the period under review, with emphasis on the Decree 90/2015 of May 29 , identifying the changes caused in the career’s design and regulatory mechanisms. Finally and in a prospective way, we tried to identify possible constraints to the development of the officer’s careers to contribute to the improvement of career management in the Portuguese Armed Forces.

No fim da guerra fria, teve início uma nova era para a Bundeswehr. Com a participação em missões no estrangeiro, surgiram novos desafios que influenciaram as diretrizes da defesa, a estrutura da força, a orientação e as necessidades de formação das forças armadas alemãs. Entre 1992 e 2010, foram implementadas alterações profundas para lidar com a nova situação da NATO e da Alemanha na organização. Em 2003, após várias reformas, o ministério da defesa considerou que reformas apenas não eram suficientes, e teve início o chamado processo de transformação. Este processo contínuo influenciou a "face da Bundeswehr mais profundamente do que qualquer outra alteração até à altura. A orientação em missões internacionais era o novo objetivo e uma consequência de experiências na Somália, Bósnia, Kosovo e Afeganistão. Além disso, a crise financeira para as despesas da defesa e a mudança da estrutura da força NATO influenciaram a Bundeswehr de forma semelhante, e impulsionaram a política de defesa alemã também para estas novas direções. A nova Bundeswehr orientada para missões foram moldadas e desenvolvidas de forma diferente, transformação é a nova palavra-chave e este processo contínuo mantém-se até hoje. Abstract: After the end of the cold war a new era began for the Bundeswehr. With the participation in missions out of area, new challenges came up and influenced the defense papers, force structure, orientation and training needs of the German armed forces. Within 1992 and 2010 several far-reaching changes were made, to deal with the new situation of the NATO and Germanys role within the organization. In 2003, after various reforms, reforms only were no longer sufficient in the eyes of acting minister of defense and the so called transformations process was initiated. This continuing process influenced the “face” of the Bundeswehr more deeply than any other changes before. The orientation on out of area missions was the new objective and a consequence from experiences in Somalia, Bosnia, Kosovo and Afghanistan. Beside of that, the financial downturn for defense expenditure and the changing NATO force structure influenced the Bundeswehr in a similar way and pushed the German defense policy into new directions as well. The new mission orientated Bundeswehr was shaped and built up differently, transformation is the new leading word and the ongoing process until today.

Com o aparecimento do novo regime de contratação militar de dois anos renovável anualmente por um período máximo de seis anos, achámos importante estudar quais as principais razões que levavam os civis a candidatar-se. Assim sendo, o objetivo deste trabalho é identificar os incentivos militares que seduzem mais os civis. Este estudo é analisado da parte dos civis e da parte dos “ex-civis”, ou seja, atuais militares. Para a execução deste trabalho foram realizados inquéritos a civis e a militares sobre o grau de importância e de satisfação de determinados valores laborais. Além do que referimos, também foi realizado uma entrevista a pessoas que tenham ou estejam a passar por este regime de contratação, de cada uma das áreas das FA (Marinha, Exército e Força Aérea), com o efeito de recolher dados relevantes para o desenvolvimento desta dissertação de mestrado. Para completar foi recolhido informação bibliográfica sobre os principais temas dentro das áreas militares, com o fim de nos enquadrarmos nesta área.
