Recent studies have found contradicting results on whether tropical atmospheric circulation (TAC) has intensified or weakened in recent decades. We here re-investigate recent changes in TAC derived from moisture transports into the tropics using high temporal and spatial resolution reanalyses from ERA-interim. We found a significant strengthening of both, the lower level inward transports and the mid level outward transports over the recent two decades. However the signal in the total budget is weak, because strengthening of the in and outflow neutralize each other, at least to some extent. We found atmospheric humidity to be relatively stable, so suggest that the intensification is mainly caused by an intensification of the wind related circulation strength. The exact quantitative values were found to heavily depend on whether the calculations are based on mean or instantaneous values. We highlight the importance for using the instantaneous ones for transport calculations, as they represent the coincidence of high wind speeds and high atmospheric humidity.

This technical note investigates the controllability of the linearized dynamics of the multilink inverted pendulum as the number of links and the number and location of actuators changes. It is demonstrated that, in some instances, there exist sets of parameter values that render the system uncontrollable and so usual methods for assessing controllability are difficult to employ. To assess the controllability, a theorem on strong structural controllability for single-input systems is extended to the multiinput case.

This corrected control will steer the system exactly to a required design manifold.

The robustness of state feedback solutions to the problem of partial pole placement obtained by a new projection procedure is examined. The projection procedure gives a reduced-order pole assignment problem. It is shown that the sensitivities of the assigned poles in the complete closed-loop system are bounded in terms of the sensitivities of the assigned reduced-order poles, and the sensitivities of the unaltered poles are bounded in terms of the sensitivities of the corresponding open-loop poles. If the assigned poles are well-separated from the unaltered poles, these bounds are expected to be tight. The projection procedure is described in [3], and techniques for finding robust (or insensitive) solutions to the reduced-order problem are given in [1], [2].

Coordinate free conditions are given for pole assignment by feedback in linear descriptor (singular) systems which guarantee closed-loop regularity. These conditions are shown to be both necessary and sufficient for assignment of the maximum possible number of finite poles. Transformation to special coordinates are not used and the results provide a robust algorithm for the computation of the required feedback.

A number of computationally reliable direct methods for pole assignment by feedback have recently been developed. These direct procedures do not necessarily produce robust solutions to the problem, however, in the sense that the assigned poles are insensitive to perturbalions in the closed-loop system. This difficulty is illustrated here with results from a recent algorithm presented in this TRANSACTIONS and its causes are examined. A measure of robustness is described, and techniques for testing and improving robustness are indicated.

A LightCycler-based PCR-hybridization gyrA mutation assay (GAMA) was developed to rapidly detect gyrA point mutations in multiresistant (MR) Salmonella enterica serotype Typhimurium DT104 with decreased susceptibility to ciprofloxacin (MIC, 0.25 to 1.0 mg/liter). Ninety-two isolates (49 human, 43 animal) were tested with three individual oligonucleotide probes directed against an Asp-87-to-Asn (GAC --> AAC) mutation, an Asp-87-to-Gly (GAC --> GGC) mutation, and a Ser-83-to-Phe (TCC --> TTC) mutation. Strains homologous to the probes could be distinguished from strains that had different mutations by their probe-target melting temperatures. Thirty-seven human and 30 animal isolates had an Asp-87-to-Asn substitution, 6 human and 6 animal isolates had a Ser-83-to-Phe substitution, and 5 human and 2 animal isolates had an Asp-87-to-Gly substitution. The remaining six strains all had mismatches with the three probes and therefore different gyrA mutations. The sequencing of gyrA from these six isolates showed that one human strain and two animal strains had an Asp-87-to-Tyr (GAC --> TAC) substitution and two animal strains had a Ser-83-to-Tyr (TCC --> TAC) substitution. One animal strain had no gyrA mutation, suggesting that this isolate had a different mechanism of resistance. Fifty-eight of the strains tested were indistinguishable by several different typing methods including antibiograms, pulsed-field gel gel electrophoresis, and plasmid profiling, although they could be further subdivided according to gyrA mutation. This study confirmed that MR DT104 with decreased susceptibility to ciprofloxacin from humans and food animals in England and Wales may have arisen independently against a background of clonal spread of MR DT104.

A novel technique for selecting the poles of orthonormal basis functions (OBF) in Volterra models of any order is presented. It is well-known that the usual large number of parameters required to describe the Volterra kernels can be significantly reduced by representing each kernel using an appropriate basis of orthonormal functions. Such a representation results in the so-called OBF Volterra model, which has a Wiener structure consisting of a linear dynamic generated by the orthonormal basis followed by a nonlinear static mapping given by the Volterra polynomial series. Aiming at optimizing the poles that fully parameterize the orthonormal bases, the exact gradients of the outputs of the orthonormal filters with respect to their poles are computed analytically by using a back-propagation-through-time technique. The expressions relative to the Kautz basis and to generalized orthonormal bases of functions (GOBF) are addressed; the ones related to the Laguerre basis follow straightforwardly as a particular case. The main innovation here is that the dynamic nature of the OBF filters is fully considered in the gradient computations. These gradients provide exact search directions for optimizing the poles of a given orthonormal basis. Such search directions can, in turn, be used as part of an optimization procedure to locate the minimum of a cost-function that takes into account the error of estimation of the system output. The Levenberg-Marquardt algorithm is adopted here as the optimization procedure. Unlike previous related work, the proposed approach relies solely on input-output data measured from the system to be modeled, i.e., no information about the Volterra kernels is required. Examples are presented to illustrate the application of this approach to the modeling of dynamic systems, including a real magnetic levitation system with nonlinear oscillatory behavior.

Tryckeribranschen är en ekonomiskt pressad bransch som söker nya besparingsmetoder. En av metoderna är att minska insatsvaran tryckfärg med färgreduceringsprogramvara. Rapporten undersöker möjligheterna med färgreduceringssystem. Detta genom att studera hur man använder sig av färgreducering och hur det påverkar trycket. Studien avser besvara: • Hur stor färgminskning kan man använda sig av utan negativa konsekvenser på bildkvalitén? • Hur går man tillväga för att skapa den färgminskningen? • Överensstämmer total färgförändring och visuell bedömning av tryck? För att få svar på dessa frågor togs en testform fram med nödvändiga bilder och färgfält som sedan genomgick en rad färgreduktioner. Testformen utvärderades digitalt med avseende på TAC och total färgförändring. Därefter trycktes testformen och utvärderades visuellt av en testgrupp och uppmättes för att visa färgförändring efter tryck. Resultatet av undersökningen visar att det går att färgreducera tryck utan avsevärda negativa konsekvenser på bildkvalitén. En reducering från 300 % TAC till en TAC mellan 240 % och 210 % är fullt möjlig för att få en besparing och vara inom standard för total färgförändring. Detta går att göra väldigt lätt med en programvara som Alwan CMYK Optimizer ECO, med enbart förvalda inställningar och en inställd Total Ink Limit mellan 240 % och 210 %. Resultatet visade även en stark korrelation mellan den visuella bedömningen och den totala färgförändring, som tyder att både metoder är lämpliga för bedömning av tryck.

Esta monografia analisa as características do Termo de Ajustamento de Conduta, bem como demonstra os motivos pelos quais se apresenta como uma solução para a efetividade do princípio do acesso à justiça. Para demonstrar que o TAC é de fato uma alternativa à via judicial, foram obtidos dados nos sites do Tribunal de Justiça do Rio de Janeiro e do Conselho Nacional de Justiça que comprovaram a crise do sistema judiciário. Em seguida, foram expostas algumas características do ajustamento de conduta bem como sua evolução ao longo dos anos. A princípio, tais peculiaridades corroboram ainda mais a ideia de “substitutividade” ao procedimento judicial, uma vez que o instituto além de ser mais célere, não impõe as formalidades exigidas pelo poder judiciário. Por fim, foram apresentados dois termos de ajustamento de conduta, sendo primeiro firmado pelo Ministério Público Federal em conjunto com o Ministério Público Estadual, e o segundo pelo Ministério Público do Trabalho. A conclusão deste estudo é a de que TAC tem todo o potencial para tornar-se uma alternativa à solução de litígios, contudo, ainda precisa de certas adaptações para que seja plenamente eficaz.

A partir dos dados do Tribunal de Contas da União (TCU) que apontaram que, entre os anos de 2009 e 2013, a Agência Nacional de Energia Elétrica (ANEEL) arrecadou apenas 32,7% do total de multas administrativas aplicadas, passamos a questionar quais seriam as possíveis hipóteses que poderiam, de certa forma, ter influenciado nesse percentual. O próprio TCU chegou a apontar algumas hipóteses, entre elas, destacamos: recursos administrativos pendentes de julgamento, recursos pendentes no Poder Judiciário, falha no sistema de inscrição de inadimplentes no Cadastro Informativo de Créditos Não Quitados do Setor Público Federal (CADIN) e a celebração de Termos de Ajustamento de Conduta (TAC). O presente trabalho concentrou a análise apenas nessa última hipótese levantada, em razão da importância que esse instituto vem ganhando ao longo dos últimos anos. Visando testar a hipótese acima mencionada, realizamos uma pesquisa na Biblioteca Virtual da ANEEL e analisamos as decisões da diretoria da agência que julgaram os pedidos de celebração dos TACs entre os anos de 2011 e abril de 2015, tendo como objetivo identificar em que medida esses acordos celebrados com a agência impactaram na redução do valor das multas aplicadas.

This masther dissertation presents a contribution to the study of 316L stainless steel sintering aiming to study their behavior in the milling process and the effect of isotherm temperature on the microstructure and mechanical properties. The 316L stainless steel is a widely used alloy for their high corrosion resistance property. However its application is limited by the low wear resistance consequence of its low hardness. In previous work we analyzed the effect of sintering additives as NbC and TaC. This study aims at deepening the understanding of sintering, analyzing the effect of grinding on particle size and microstructure and the effect of heating rate and soaking time on the sintered microstructure and on their microhardness. Were milled 316L powders with NbC at 1, 5 and 24 hours respectively. Particulates were characterized by SEM and . Cylindrical samples height and diameter of 5.0 mm were compacted at 700 MPa. The sintering conditions were: heating rate 5, 10 and 15◦C/min, temperature 1000, 1100, 1200, 1290 and 1300◦C, and soaking times of 30 and 60min. The cooling rate was maintained at 25◦C/min. All samples were sintered in a vacuum furnace. The sintered microstructure were characterized by optical and electron microscopy as well as density and microhardness. It was observed that the milling process has an influence on sintering, as well as temperature. The major effect was caused by firing temperature, followed by the grinding and heating rate. In this case, the highest rates correspond to higher sintering.

The antioxidant activity of aqueous extracts of five edible tropical fruits (Spondias lutea, Hancornia speciosa, Spondias purpurea, Manilkara zapota and Averrhoa carambola) was investigated using different methods. The amount of phenolic compounds was determined by the Folin-Ciocalteu reagent. The M. zapota had Total Antioxidant Capacity (TAC) higher than the other fruits. Extracts showed neither reducing power nor iron chelation (between 0.01 and 2.0 mg/mL). H. speciosa exhibited the highest superoxide scavenging activity (80%, 0.5 mg/mL). However, at high concentrations (8.0 mg/mL) only A. carambola, S. purpurea and S. lutea scavenging 100% of radicals formed. M. zapota and S. purpurea had higher phenolic compound levels and greater OH radical scavenging activity (92 %, 2.0 mg/mL). Antiproliferative activity was assessed with 3T3 fibroblasts and cervical tumor cells (HeLa). The most potent extract was S. purpurea (0.5 mg/mL), which inhibited HeLa cell proliferation by 52%. The most fruits showed antioxidant and antiproliferative properties, characterizing them as functional foods.
