FinnWordNet is a WordNet for Finnish that conforms to the framework given in Fellbaum (1998) and Vossen (ed.) (1998). FinnWordNet is open source and currently contains 117,000 synsets. A classic WordNet consists of synsets, or sets of partial synonyms whose shared meaning is described and exemplified by a gloss, a common part of speech and a hyperonym. Synsets in a WordNet are arranged in hierarchical partial orderings according to semantic relations like hyponymy/hyperonymy. Together the gloss, part of speech and hyperonym fix the meaning of a word and constrain the possible translations of a word in a given synset. The Finnish group has opted for translating Princeton WordNet 3.0 synsets wholesale into Finnish by professional translators, because the translation process can be controlled with regard to quality, coverage, cost and speed of translation. The project was financed by FIN-CLARIN at the University of Helsinki. According to our preliminary evaluation, the translation process was diligent and the quality is on a par with the original Princeton WordNet.

Identifying translations from comparable corpora is a well-known problem with several applications, e.g. dictionary creation in resource-scarce languages. Scarcity of high quality corpora, especially in Indian languages, makes this problem hard, e.g. state-of-the-art techniques achieve a mean reciprocal rank (MRR) of 0.66 for English-Italian, and a mere 0.187 for Telugu-Kannada. There exist comparable corpora in many Indian languages with other ``auxiliary'' languages. We observe that translations have many topically related words in common in the auxiliary language. To model this, we define the notion of a translingual theme, a set of topically related words from auxiliary language corpora, and present a probabilistic framework for translation induction. Extensive experiments on 35 comparable corpora using English and French as auxiliary languages show that this approach can yield dramatic improvements in performance (e.g. MRR improves by 124% to 0.419 for Telugu-Kannada). A user study on WikiTSu, a system for cross-lingual Wikipedia title suggestion that uses our approach, shows a 20% improvement in the quality of titles suggested.

The bilateral filter is a versatile non-linear filter that has found diverse applications in image processing, computer vision, computer graphics, and computational photography. A common form of the filter is the Gaussian bilateral filter in which both the spatial and range kernels are Gaussian. A direct implementation of this filter requires O(sigma(2)) operations per pixel, where sigma is the standard deviation of the spatial Gaussian. In this paper, we propose an accurate approximation algorithm that can cut down the computational complexity to O(1) per pixel for any arbitrary sigma (constant-time implementation). This is based on the observation that the range kernel operates via the translations of a fixed Gaussian over the range space, and that these translated Gaussians can be accurately approximated using the so-called Gauss-polynomials. The overall algorithm emerging from this approximation involves a series of spatial Gaussian filtering, which can be efficiently implemented (in parallel) using separability and recursion. We present some preliminary results to demonstrate that the proposed algorithm compares favorably with some of the existing fast algorithms in terms of speed and accuracy.

Resumen: el segundo ingreso de Aristóteles en Occidente trajo consigo una verdadera revolución intelectual. Junto con las obras de Aristóteles, fueron introducidas asimismo las traducciones latinas de Averroes. Comentador por excelencia del Filósofo. Fue así como se incorporaron al ámbito universitario parisino y al quehacer cotidiano de los pensadores, nuevos temas, algunos de ellos, de naturaleza controvertida respecto de la verdad revelada; entre ellos el tema de la eternidad del mundo. Nuestro trabajo está centrado en el tratado De Aeternitate Mundi de Siger de Brabante en el que el autor se refiere a la eternidad de las especies más que a la eternidad del mundo. Allí discute si puede o no haber creación de la especie humana en un primer hombre Adán, o si, en cambio la especie humana debe ser considerada eterna. A pesar de ello, el texto ha sido leído en una clave interpretativa que afecta el dogma de la creación

This study examines the development of the Community Fisheries Sub-Decree. From its promulgation in late 2000 through its draft form in June 20021, this sub-decree has gone through over 25 drafts. Initially, the writing process involved the public intimately: community meetings were conducted, NGOs contributed their knowledge and expertise, and then, with these consultations in mind, the newly-formed Community Fisheries Development Office (CFDO) in the Department of Fisheries (DoF) drafted the sub-decree. Over the following year and a half, the sub-decree went through numerous changes, some of which fundamentally alter the tenor of the legislation. This includes the deletion of some of the primary issues of rural communities, such as what fishing gears they can use and whether they can participate in patrolling the fishing area. While the final form is still pending, there are many questions as to the positive effects that the sub-decree will ultimately have on people’s livelihoods when it is finally approved. This research was undertaken to track the development of the sub-decree to gain a better understanding of how the Cambodian policy-making system functions. Consultations were undertaken with the DoF and CFDO before the research began, both of which agreed to the study. It is hoped that this report will help not only those interested in community fisheries issues, but also those who want to advocate on other Cambodian development issues as well. Due to the sensitive nature of the subject material, and the fact that the sub-decree is still pending, the author has conducted interviews with the express purpose of keeping them confidential. Therefore, no individual will be quoted directly in this study. In addition, many of the English versions of the drafts examined were unofficial translations. The author has made no effort to correct the English in the drafts. Moreover, there are also questions regarding the drafts and their sequence, as no government records were kept of the process or the changes that were made along the way. These have been compiled after the fact. (33 p.)

Tension Leg Platform (TLP) is a typical compliant offshore structure for oil exploitation in deep water. Most of the existing mathematical models for analyzing the dynamic response of TLP are based on explicit or implicit assumptions that displacements (translations and rotations) are small magnitude. Herein a theoretical method for analyzing the nonlinear dynamic behavior of TLP with finite displacement is developed, in which multifold nonlinearities are taken into account, i.e. finite displacement, coupling of the six degrees of freedom, instantaneous position, instantaneous wet surface, free surface effects and viscous drag force. Using this theoretical model, we perform the numerical analysis of dynamic response of a representative TLP. The comparison between the degenerative linear solution of the proposed nonlinear model and the published one shows good agreements. Furthermore, numerical results are presented which illustrate that nonlinearities exert a distinct influence on the dynamic responses of the TLP.

Most of the existing mathematical models for analyzing the dynamic response of TLP are based on explicit or implicit assumptions that motions (translations and rotations) are small magnitude. However, when TLP works in severe adverse conditions, the a priori assumption on small displacements may be inadequate. In such situation, the motions should be regarded as finite magnitude. This paper will study stochastic nonlinear dynamic responses of TLP with finite displacements in random waves. The nonlinearities considered are: large amplitude motions, coupling the six degrees-of-freedom, instantaneous position, instantaneous wet surface, free surface effects and viscous drag force. The nonlinear dynamic responses are calculated by using numerical integration procedure in the time domain. After the time histories of the dynamic responses are obtained, we carry out cycle counting of the stress histories of the tethers with rain-flow counting method to get the stress range distribution.

[EN] This contribution offers a brief overview of research undertaken for the last few years under the TRACE (translation and censorship, or censored translations) project with respect to theatre. The AGA (General Administration Archive in Alcala de Henares, Madrid), a unique source for information for translation scholars, has become the focus of TRACE-theatre investigations on Francoist Spain in the last few years. In Spain, these censorship archives have proved to be an essential source of information, and a rich reservoir of data that, when explored in depth, help draw a history of Spanish theatre in translation. Contrary to what one may think at first, the purpose of using censorship archives in TRACE is not only to check what got censored (banned, crossed out or modified) but rather to trace back all written evidence left by plays that underwent the bureaucratic censoring process which was applied to all cultural manifestations, national or foreign, theatrical as well as non-dramatic. And it is precisely when tracing back censorship records that one finds a way to uncover a history of Spanish theatre in translation that is yet to be written but can now be outlined.
