El presente trabajo analiza la evolución del señorío eclesiástico en el largo plazo, para sumar al conocimiento de las formas señoriales de la Extremadura leonesa. Consideramos específicamente el caso del cabildo catedralicio salmantino entre los siglos XII y XV. Buscamos demostrar que no poseyó idéntica estructura durante todo el período y que sus transformaciones se explican por una compleja conjunción de variables. Dichas transformaciones incidieron sobre las estructuras sociales del agro, en especial sobre el desarrollo de procesos de diferenciación social campesina. Demostramos que la forma concreta en que se realizaba la renta podía alterar las estructuras sociales de las comunidades y que el desarrollo de las relaciones sociales asalariadas se encontraba muy vinculado a las coyunturas económicas y a las posibilidades y límites de la gestión señorial. Finalmente, ponemos de relieve que la transformación social no siempre fue irreversible y que su consolidación dependió de la incapacidad de los señores de ejercer sus poderes políticos.

O objetivo principal é analisar a Intervenção social com crianças refugiadas em Portugal e as estratégias profissionais do Serviço Social como resposta às necessidades dessas crianças. Assim, pretendemos conhecer de que forma o assistente social, enquanto agente ativo na sociedade e capacitado de uma ação meditativa, produz respostas a esta problemática e conhecer também a realidade do nosso país relativamente à chegada de crianças refugiadas. A metodologia de investigação usada foi qualitativa tendo sido, realizado um questionário com oito perguntas fechadas e abertas, sendo divulgado on-line pelas redes sociais em grupos de serviço social. Foram recolhidas oito respostas, no entanto dois inquéritos não se enquadravam nos critérios de inclusão definidos pelo que foram excluídos. A partir dos dados obtidos foi possível perceber que existe uma estrutura preparada em Portugal para proceder ao acolhimento de crianças refugiadas sozinhas, que considera nos seus procedimentos o superior interesse da criança mas que padece ainda de algumas lacunas, nomeadamente ao nível da formação dos agentes de intervenção no terreno e do ensino da língua portuguesa. / The present study aimed to analyze the social intervention with refugee children in Portugal and the professional strategies of social workers in order to insure the needs of these children. Our main objective was to understand how the social worker, as an active agent in society and capable of a meditative action, produces answers to this problem and also know the reality of our country in respect to the arrival of refugee children. By the use of qualitative research methodology and the application of a questionnaire, composed with eight open and closed questions, published online in social networks of social service groups, we came up with eight responses. However two surveys did not fit the inclusion criteria defined and, therefore, were excluded. From the data obtained it was revealed that there is a structure prepared in Portugal to carry out the reception of refugee unattended children. It is a structure that considers the procedures regarding the best interests of the child, but it still suffers from some shortcomings, particularly in terms of training of intervention agents on the ground and in the tutorship of Portuguese language.

Daniel Bromley argues against Oran Young’s FIT model as a basis for environmental governance, on the grounds that humans cannot manage nature and that attempts to do so are based on a scientistic, modernist conceit. At issue is the role of natural and social scientists in adjudicating questions about what we ought to do to close governance gaps and address unsustainable behaviors. If Bromley is right, then the lessons of the American pragmatist tradition recommend against attempts to “fit” social institutions to the natural world. The first objective of this paper is to argue that Bromley’s view is not in keeping with the pragmatism of C. S. Peirce and John Dewey, which actually places a high value on natural and social scientific modes of inquiry in the service of social ends. I argue that Young’s proposal is in fact a development of the pragmatist idea that social institutions must be fit in the sense of fitness, i.e., resilient and able to navigate uncertainty. Social institutions must also evolve to accommodate the emerging values of the agents who operate within them. The second objective of this paper is to examine the role of social science expertise in the design of social policies. Governance institutions typically rely on the testimony of natural scientists, at least in part, to understand the natural systems they operate within. However, natural systems are also social systems, so it seems pertinent to ask whether there is a role for social systems experts to play in helping to design environmental governance institutions. I argue that social scientists can make a unique contribution as experts on social institutions, and as such, are necessary to bring about a transformation of the unsustainable institutions that are preventing us from achieving stated sustainable development goals.

L’identité professionnelle des travailleurs sociaux (TS) est l’objet de débats et d’enjeux au sein de la profession depuis longtemps. Le caractère a priori insaisissable de la dimension relationnelle n’est pas sans participer à cette préoccupation constante à l’égard de la professionnalité du travail social. Confrontée à une difficulté de conceptualisation, et, par voie de conséquence, d’évaluation des productions des TS, la profession souffre d’un sentiment de non-reconnaissance par la population et par le champ des professions sociales. Cette difficulté à concevoir et à nommer sa pratique va même jusqu’à provoquer un haut taux de détresse et de retrait au travail chez les TS. Si la médiation représente le trait distinctif du travail social, elle n’apparait pas spontanément dans les discours des TS ; celle-ci étant plutôt conçue en termes de négociation ou de résolution de conflits. Pourtant, l’intervention sociale du TS repose sur une médiation fondamentale qui rend possible l’harmonisation des dimensions individuelle et sociale caractéristiques du travail social et qui conduit un usager à reprendre du pouvoir sur sa vie afin que ses besoins sociaux trouvent enfin satisfaction et que se rétablisse l’échange social. L’action du TS est donc essentiellement médiatrice, puisqu’elle vise l’objectivation et la transformation d’un rapport rompu entre un usager et une norme sociale. La position du TS à l’interface de différents systèmes, qu’ils soient individuels, institutionnels, organisationnels, politiques ou sociaux, facilite par ailleurs l’accomplissement de la médiation. Or, l’occultation de cette spécificité professionnelle, dans un contexte où la profession est amenée à débattre publiquement de ses productions, accroit l’importance de mieux comprendre cette pratique professionnelle. C’est dans cette perspective que cette thèse de doctorat a souhaité caractériser la dimension médiatrice de la pratique professionnelle de TS œuvrant en Centres de santé et de services sociaux (CSSS). Plus spécifiquement, deux composantes de la pratique de TS en CSSS ont été analysées: l’intervention sociale telle que réalisée en situation et l’intervention sociale telle que consignée par écrit. Deux formes de données ont donc constitué le corpus analysé: des enregistrements audio d’entrevues individuelles conduites par six TS auprès d’usagers et la reprographie des notes évolutives insérées aux dossiers à la suite de ces entrevues. Le recours à un dispositif de traitement et d’analyse des données fondé sur la méthode d’analyse structurale de discours a guidé l’analyse de ces deux types de données. Cette dernière, parce qu’elle permet de dégager les univers de sens donnés à une profession et qui orientent la conduite de la pratique professionnelle de ses agents, donne accès aux référents professionnels partagés par l’ensemble du groupe et, par voie de conséquence, met à jour les piliers de son identité professionnelle. Les résultats font ressortir un écart dans l’intervention sociale telle que réalisée et telle que consignée aux dossiers. Se référant tantôt aux normes sociales tantôt au cadre normatif institutionnel, ses visées oscillent entre la recherche d’une transformation sociale et l’atteinte d’un équilibre fonctionnel chez l’usager. Deux logiques d’intervention sont donc mises en œuvre : une logique d’accompagnement lors des entretiens auprès de l’usager et une logique thérapeutique dans les notes aux dossiers. En situation, il s’agit d’un travail social fondé sur une logique d’accompagnement de l’usager dans l’instauration d’un registre d’action visant à le rendre autonome dans la prise en charge de ses difficultés. Le TS devient dès lors accompagnateur et guide vers le changement. Dans le cadre de la logique thérapeutique, le TS se positionne plutôt comme le spécialiste des problèmes de l’usager. Par la maitrise d’actes cliniques et diagnostiques que lui seul est à même de poser, les symptômes identifiés peuvent enfin être contrôlés, les critères institutionnels d’octroi de services sociaux être rencontrés et son intervention plus facilement évaluée. Si l’idée d’améliorer la situation de l’usager est celle qui prime dans les entrevues, dans les notes aux dossiers, l’intention est de démontrer sa compétence envers le problème de l’usager. Quelles que soient ces distinctions, et en dépit de l’écart observé et des exigences actuelles pesant sur la profession, les constats dégagés indiquent que le travail social conserve le même mandat : agir sur les rapports des usagers aux normes sociales, quelle que soit la forme de ces normes.

The spatial and temporal fluidity conditioned by the technologies of social interaction online have been allowing that collective actions of protest and activism arise every day in cyberspace - the cyber-activism. If before these actions were located in geographical boundaries, today's demands and mobilizations extrapolate the location, connect to the global, and at the same time, return to the regional through digital virtuality. Within this context of the relationship between digital technology and global flow of sociability, emerges in October 2010 the social movement of the hashtag "#ForaMicarla", which means the dissatisfaction of cibernauts from Natal of Twitter with the current management of the municipality of Natal-RN, Micarla de Sousa (Green Party). We can find in the center of this movement and others who appeared in the world at the same time a technological condition of Twitter, with the hashtag "#". Given this scenario, this research seeks to analyze how the relationship of the agents of movement hashtag "ForaMicarla", based on the principle that it was formed in the Twitter network and is maintained on the platform on a daily basis, it can create a new kind of political culture. Thus, this study discusses theoretically the importance of Twitter and movements that emerge on the platform and through it to understand the social and political demands of the contemporary world and this public sphere, which now seems to include cyberspace

En 2003, le gouvernement brésilien (gestion Lula) a initié une nouvelle phase dans son histoire de l habitation, en intensifiant les constructions de logements sociaux au Brésil. Un tel accroissement a eut des répercussions tant en ville comme à la campagne, et fût marqué dans le Rio Grande do Norte, par la production a grande échelle d ensembles d habitations, dans les programmes de Gouvernement. Afin de viabiliser ces transformations, des instruments politiques, financiers et de gestion ont étés articulés conjointement, utilisant la répétition d une typologie d édification, comme modèle, accompagnée de la reproduction d une morphologie dans les constructions de logements sociaux. Afin de comprendre ce processus nous introduisons une recherche urbanistique et socio-économique du problème du logement social au Brésil, en cherchant à mettre en relation les aspects techniques avec les questions historique, professionnelles et culturelles, éléments complémentaires. Notre analyse cherche a identifier comment les politiques de gestion et financement officielles (administrées dans sa grande majorité par la Caisse Économique Fédérale -CEF-), influencent le processus de conception de projets, en provoquant les répétitions de type/morphologiques, déjà citées. Basée sur l observation directe au cour de deux expériences différenciées pour du logement social en milieu rural, au Rio Grande do Norte, nous montrerons aussi certaines limitations et possibilités des acteurs sociaux, face aux agents et politiques officielles pour le logement social au Brésil, proposant des solutions alternatives standardisées qui caractérisent le résultat des projets financées et gérés par la CEF. Nos principales références théoriques et méthodologiques sont Nabil Bonduki (1998), David Harvey (2009,1982), Henry Lefèbvre (1970), Ermínia Maricato (2010, 2009, 2000, 1987) et Raquel Rolnik (2010, 2009, 2008, 1997)

Esta dissertação apresenta a modelagem de uma ferramenta baseada em SMA para a simulação da produção e gestão social de um ecossistema urbano, a organização social do Projeto da Horta San Jeronimo(SJVG), localizado no Parque San Jeronimo Sevilha, Espanha, que e coordenado pela confederação Ecologistas en Accion . Estes processos sociais observados no projeto do SJVG são caracterizados pela ocorrência de uma serie de interações e trocas sociais entre os participantes. Além disso, os comportamentos periódicos, interações e comunicações são regulados pelo Regimento de Normas Internas, estabelecidos pela comunidade em assembleia, sob a supervisão e coordenação da confederação EA. O SMA foi concebido como um sistema JaCaMo multidimensional, composto por cinco dimensões integradas: a população de agentes, os artefatos normativos (a organização), os artefatos físicos (o ambiente dos agentes), artefatos de comunicação (o conjunto de interações) e os artefatos normativos (política normativa interna). A ferramenta utilizada no projeto e o framework JaCaMo, uma vez que apresenta suporte de alto nível e modularidade para o desenvolvimento das três primeiras dimensões acima mencionadas. Mesmo tendo enfrentado alguns problemas importantes que surgiram adotando o framework JaCaMo para desenvolvimento do Projeto SJVG-SMA, como: (i) a impossibilidade de especificação da periodicidade no modelo MOISE, (II) a impossibilidade de definir normas, seus atributos básicos (nome, periodicidade, papel a que se aplica) e as sanções, e (III) a inexistência de uma infraestrutura modular para a definição de interações através da comunicação, foi possível adotar soluções modulares interessantes para manter a ideia de um SMA de 5 dimensões, desenvolvidos na plataforma JaCaMo. As soluções apresentadas neste trabalho são baseadas principalmente no âmbito do Cartago, apontando também para a integração de artefatos organizacionais, normativos, físicos e de comunicação.

Face aux difficultés auxquelles sont confrontées pratiquement toutes les économies mondiales, ce mémoire propose dans le cas spécifique du Cameroun une modeste solution visant à résorber l'état de crise qui traverse l'ensemble de notre système financier. La crise des institutions financières camerounaises est caractérisée à la fois par la défaillance et la dégradation du secteur bancaire moderne, ainsi que par l'insuffisance de mécanismes adaptés à la collecte de l'épargne intérieure. Compte tenu de cette situation on ne peut plus alarmante, il apparaît inévitable et propice en raison même du caractère concret des problèmes de dysfonctionnement, qu'il faille réorganiser en profondeur les mécanismes de gestion et de collecte de l'épargne traditionnelle en les adaptant plus sainement non seulement aux exigences réelles de développement, mais surtout aux mentalités et aux habitudes de la population camerounaise. En d'autres termes, il est temps que les autorités camerounaises, de concert avec les autres agents économiques songent à une nouvelle pratique bancaire qui corresponde véritablement à la majorité des préoccupations socio-économiques de la population. Dans cette perspective, la ligne directrice de notre sujet de recherche repose sur un processus de recyclage local de l'épargne privée, dans le but de créer un cadre monétaire et financier optimal pour l'épargne et le crédit. Comme c'est le cas dans les économies en voie de développement, nous pensons que les comportements d'épargne au Cameroun demandent aussi à être développés et surtout orientés, pour que nos décisions individuelles d'investissement correspondent aux objectifs globaux de la production nationale. C'est dans ce sens que les institutions monétaires et financières se doivent de jouer un rôle déterminant. Les pays membres de la zone BEAC ont cette particularité qu'ils coexistent dans leurs économies des secteurs financiers formels et informels, dualistes ou complémentaires. Au Cameroun en l'occurrence, le système financier formel comprend outre la Banque Centrale, des banques commerciales, des banques de développement, ainsi que des institutions financières non monétaires. En marge à ces systèmes formels, existent des systèmes financiers informels caractérisés principalement par les tontines. Les deux types d'organisations concourent à leur manière et suivant leurs pratiques de fonctionnement au financement de l'économie, tant au niveau de la mobilisation des ressources (collecte de l'épargne) que de la distribution des liquidités (octroi de crédit). Le défi de ce mémoire consiste à présenter une approche plausible de développement économique et social basée sur une liaison effective entre les deux systèmes financiers.

The National School Feeding Programme (PNAE) is a public policy in Brazil for over 60 years and represents one of the most important programs of feeding and nutrition in the world. The role of family farming as a source of employment in rural areas, food provider and for ensuring much of the Brazil’s food security is constantly present at the government's and social movement’s agendas. Law 11.947 of 2009 marked its integration in the food supply for the National School Feeding Programme. Article 14 of aforementioned law highlights that a minimum of 30% (thirty percent) of the funds transferred by the National Development Fund Education (FNDE) to the Programme must be used for the purchase of food directly from family farmers or their organizations. The national school feeding policy under the responsibility of the FNDE and is subjected to agencies of internal control, such as the General Controllership of the Union (CGU), of external control, such as the Audit Courts of the Union and the of the states, and to the social control of the school feeding councils. Those funds are transferred to the implementing agencies, which are the education offices of the states, municipalities and of the Federal District. These entities must annually present their accountings to the School Feeding Councils, which analyze them and then issue a conclusive report to the FNDE, approving with or without reservations, or rejecting them. In this sense, this research aims to propose parameters that should contribute to the improvement of the social control over purchases from family farming for the National School Feeding Programme. The study was conducted by non parametric sampling alongside the managers of the implementing entities, school feeding councils and Family Farming Organizations all across Brazil, from the databases provided by FNDE and by the National Union of Cooperatives of Family Agriculture and Solidarity Economy (Unicafes). The study points out that the legal framework of PNAE seeks to ensure the participation of family farming in the food supply for the Programme, despite allowing the executing agencies to justify the non-compliance of the minimum required in a number of ways. The survey also signalizes that the school feeding councils follow the implementation of the Programme very shyly, and points out that there is room to expand and enhance the participation of these councils and organizations of family farming in the execution of PNAE. Its effectiveness requires a constant and effective process of training of the agents involved in the Programme.

The general goal of this study was to analyze the relations between the agentssocial capital and joint actions developed by the Cluster of wine produced at the high altitudes of Santa Catarina. This group is made up of 43 agents: one governing agent, 26 support agents and 16 winemakers. This descriptive and exploratory study uses data from qualitative and quantitative approaches. During the exploratory phase, a documental analysis was carried out, as well as semi-structured interviews. The data collection tool used to gather information concerning the social capital and joint actions was the semi-structured questionnaire, and this data gathering was conducted through field research using a structured interview with the selected agents from November 16 to November 26, 2015. The results of this study show a good social capital, which reflects on the joint actions done by the agents. Among the variables of social capital, trust shows a great level among the Cluster agents, followed by good levels concerning commitment and involvement, information share, rules and sanctions, horizontality and authority and improvement. As a result, it has created a nice level of involvement and effectiveness of joint actions, highlighting events organization, joint participation at fairs and events, marketing campaigns, development of products and processes, and human resources improvement. There is a small group of agents who show a strong social capital and a proper environment to expand this capital throughout the network. However, the evaluation concerning reciprocity and density represents only one third of the possibilities of this group, and it happens especially because of the geographical distance between the agents who are part of the Cluster. The main limitation of this study was the trouble trying to map the whole agent group before applying the questionnaires and identifying the responsible people in each of the support agents to inform everything correctly. It is suggested that these questionnaires be carried out with other Clusters as well as in the future in order to have a temporal assessment of this study.

This paper introduces two ongoing research projects which seek to apply computer modelling techniques in order to simulate human behaviour within organisations. Previous research in other disciplines has suggested that complex social behaviours are governed by relatively simple rules which, when identified, can be used to accurately model such processes using computer technology. The broad objective of our research is to develop a similar capability within organisational psychology.

A presente proposta de investigação, ao abordar os dilemas inerentes à cooperação transfronteiriça, no âmbito da educação/formação, no Alentejo-Extremadura, traduz-se assim, num diagnóstico a nível meso, já que aborda em termos micro, o papel dos professores das Escolas Oficiais de Idiomas da Extremadura enquanto potenciais agentes de regulação da cooperação transfronteiriça, através das suas relações interpessoais, funcionando esta regulação como uma ponte ou forma intermediária de atingir a regulação macro, entendida aqui como a regulação nacional e internacional, no panorama transfronteiriço Portugal/Espanha. A Escola Oficial de Idiomas, ao possuir uma estrutura organizacional geradora de uma dinâmica das relações sociais dos actores, permitiu diagnosticar, no seu dinamismo, a importância das interdependências entre os indivíduos, e destes com o exterior, as quais poderão constituir "redes emergentes'' de cooperação, assentes essencialmente em relações débeis e muitas informais, servindo de eventuais nós na criação de redes de cooperação transfronteiriça mais formais. / Summary: This research proposal, as it tackles the dilemmas inherent in cross-border cooperation concerning education/training in Alentejo-Extremadura, is thus a meso level analysis, since it deals, at the micro levei, with the role of the teachers in the Official Language Schools of Extremadura as potential regulation agents of cross-border cooperation, through their interpersonal relationships. This regulation acts as a bridge or an intermediary way of achieving macro regulation, which refers to the national and international regulation in Portugal/Spain's cross-border context. The Official Language School, possessing an organizational structure that brings dynamics into the actors’ social relations, has made it possible, within its dynamism, to establish the importance of the interdependence between individuals, and between them and the outside, which may create "emerging networks" of cooperation, based mostly in feeble and many informal relationships, operating as possible ties in the creation of more formal networks of cross-border cooperation.
