Este estudo aborda os esforços para a democratização das escolas da rede municipal de Santo André (SP) e as políticas públicas implementadas para atingir esse fim no período de 1997 a 2008, tendo como foco principal a construção do projeto político pedagógico como alternativa democrática e buscando identificar a criação de mecanismos que corroboraram com essa construção. De caráter qualitativo, a pesquisa desenvolveu um trabalho de campo pautado na investigação dos documentos produzidos no período, realizou entrevistas, aplicou questionários e utilizaram-se grupos focais, a fim de que os dados possibilitassem uma reflexão teórica e uma análise dialogal sobre a temática escolhida. Apresenta-se um estudo bibliográfico ancorado nas idéias de Antonio Gramsci, o teórico da hegemonia cultural, que inspirou a caminhada em direção à democratização. Procura-se encontrar, ao longo desta pesquisa, o movimento contra-hegemônico que possa indicar sinais de possíveis mudanças na escola e sua contribuição com a construção de um espaço democrático. O projeto político pedagógico é visto como referência para o diálogo, e discutem-se sua elaboração, acompanhamento e avaliação com base no conceito de "qualidade negociada" a partir das contribuições de Luiz Carlos de Freitas. Também se expõem contribuições de autores econhecidos no meio acadêmico que pesquisam a temática em pauta, trazendo à tona a dinâmica contraditória e conflituosa para a instauração de processos participativos em um país de tradição autoritária como o Brasil. A análise dos dados permitiu apresentar e reconhecer os limites da gestão escolar historicamente centralizada e hierarquizada, observando neste processo a criação de mecanismos de participação para que uma nova cultura de gestão da escola seja construída. A pesquisa elucida a importância da construção do lugar do convívio ou seja, de luta, segundo Gramsci, e de fronteira, segundo Freitas , espaço que pode permitir a criação das possibilidades de atuação social construídas pela sociedade política e pela sociedade civil.(AU)

The thesis begins with a conceptual model of the way that language diversity affects the strategies, organisation and subsidiary control policies of multinational companies. The model is based solely on the researcher'’ personal experience of working in a variety of international management roles, but in Chapter 2 a wide-ranging review of related academic literature finds evidence to support the key ideas. The model is developed as a series of propositions which are tested in a comparative case study, refined and then re-tested in a global survey of multinational subsidiaries. The principal findings of the empirical phases of the thesis endorse the main tenets of the model: - That language difference between parent and subsidiary will impair communication, create mistrust and impede relationship development. - That subsequently the feelings of uncertainty, suspicion and mistrust will influence the decisions taken by the parent company. - They will have heightened sensitivity to language issues and will implement policies to manage language differences. - They will adopt low-risk strategies in host countries where they are concerned about language difference. - They will use organisational and manpower strategies to minimise the consequences and risks of the communications problems with the subsidiary. - As a consequence the level of integration and knowledge flow between parent and subsidiary will be curtailed. - They will adopt styles of control that depend least on their ability to communicate with their subsidiary. Although there is adequate support for all of the above conclusions, on some key points the evidence of the Case Studies and Survey is contradictory. The thesis, therefore, closes with an agenda for further research that would address these inconsistencies.

For the formulation of policies, laws and regulations for management of fisheries and aquatic systems there is a requirement for scientific knowledge to guide in this formulation. Such knowledge is used to guide in sustainable management of capture fisheries, integrating lake productivity processes into fisheries management, prevention of pollution and eutrophication of the aquatic environment, control of invasive weeds e.g. water hyacinth, enhancement of aquaculture production, reduction of post-harvest fish losses and ensuring fish quality, development of options for optimization of socio-economic benefits from fisheries and for co-management.

Systematic Municipal Solid Waste Management (MSWM) authorities of Sri Lanka contributes to exchange some productive outputs with localities; however it is still not in a successful mode due to limitations and environmental failures in their operation. Most of these local administrations are directly dumping Municipal Solid Waste (MSW) to an open dumping site, this manner of inappropriate disposal of MSW is become a major threat to the environment and public health in developing countries like Sri Lanka. This study was conducted for the MSWM practices of Balangoda Urban Council. The research was performed based on analyzing information obtained from field observations; reports; literature; questionnaire distribution among community; and a series of formal interviews with major stakeholders. The ongoing MSWM practices of Balangoda Urban Council encompass six categories as waste minimization and handling; waste collection; on-site separation; waste transportation; further management including grading, composting, recycling, producing sludge fertilizer; and final disposal to an open dump site. Apart from those, training sessions on MSWM are also being conducted. The purpose of this paper is to assess current status of urban waste management scenario and highlight strengths and weaknesses to understand the sustainability of the system which would help any local authority to improve MSWM.

The Charter of European Planning 2013 presents a Vision for the future of European cities and regions, highlighting the sustainability of cities and the preservation of urban ecosystems, integrating the man-made environment with the natural ecosystems and contribute to the well-being and quality of life of their inhabitants and other stakeholders. Thus, urban public policies are crucial to the improvement of the landscape ecological system, achievable by city planning and design. The paper aims to analyse if public urban policies in Portugal have been integrating strategies and/or guidelines to enhance the ecological system of the landscape. Then, which new perspectives are possible, framed by the recently approved law Bases of Public Policy of Soils, Land Management and Urban Planning (2014). This new law, in contrast with the previous ones, don’t allow reserving land to urbanize, in municipal master plans. Moreover, it is possible to revert land classified for urban purposes in those plans into rustic soils (when it is not yet infra-structured or built). It allows creating new planning and design dynamics, convert several areas and including them in the urban ecological structure, essential to the enhancement of landscape ecological system. This is a filed of work where landscape architecture has huge responsibilities, by associating and harmonize man-made environment with natural systems, enlightening sustainability consistent with conservation and improvement of Nature while contributing to the well-being and quality of life of Man. A sustainability that is ethical, aesthetic, ecological and cultural. The study is supported by a case study – the city of Évora. The ultimate goal is to propose measures to promote larger and better integration of ecological component in urban public policies, framed by the new territorial management law, taking into account and highlighting the specificities of the landscape system – Man and Nature – at the local level.
