[spa] En este trabajo examinamos si, en la asignación de transferencias, los gobernantes regionales discriminan a favor de los gobiernos locales controlados por el mismo partido político, y si las perspectivas electorales de los gobiernos locales mejoran si están políticamente alineados con el gobierno regional. Con una nueva base de datos que considera 3.000 municipios españoles durante el período 2000-07 y un diseño de discontinuidad en la regresión, documentamos un efecto robusto de importante magnitud: en elecciones ajustadas, los municipios alineados con el gobierno regional reciben, en media, un 83% más de transferencias per cápita y su gobernante obtiene un 10% más de votos en las elecciones locales. También demostramos que el efecto de la alineación política es mayor: (i) si las elecciones regionales y locales se celebran el mismo día, (ii) en regiones donde las elecciones regionales son menos competidas, y (iii) en regiones con más recursos presupuestarios.

Aquest treball analitza en què consisteix l'administració electrònica i quines són les adaptacions que ha de realitzar una administració local per transformar-s'hi. El present document també recull quins són els elements clau que cal adaptar dins de l'organització, detallant-los i veient els beneficis d'utilitzar-los. Atès que la inversió econòmica per fer la transformació cap a l'e-Administració pot ser elevada, s'analitzen els serveis que ofereix de forma gratuïta el consorci d'Administració Oberta de Catalunya (AOC), els quals poden ajudar a abaratir la despesa.

The objective of this research was to understand and describe what corpo-rate social and regional responsibility is in SMEs and define the meaning of these concepts to the community and region. Corporate social respon-sibility (CSR) creates a basis for regional responsibility. Regional respon-sibility is a new concept and this research examines it from SMEs’ view-point. This is a theoretical research and the aim is to create a theoretical framework of SMEs’ corporate social and regional responsibility. This framework supports the future research on the subject. The research results show that CSR of SMEs is practical, informal and dependent on the scarce resources of SMEs. CSR is a complex and deep concept and SMEs have their own way of interpreting it. It can be stated that CSR-practises in SMEs are closely connected to employment, envi-ronment, community and supply chain. The challenge is to find motivation to socially and regionally responsible behaviour in SMEs. Benefiting from responsible behaviour and the attitude of SME’s owner-manager are the key reasons for SMEs to involve in CSR and regional responsibility. The benefits of this involvement are for example improved image, reputation and market position. CSR can also be used in SMEs as risk management tool and in cost reduction. This study indicates also that creation of strate-gic partnerships, local government participation, a proper legal system and financial support are the basic issues which support CSR of SMEs. This research showed that regional responsibility of SMEs includes active participation in regional strategy processes, L&RED initiatives and regional philanthropy. For SMEs regional responsibility means good relationships with the community and other related stakeholders, involvement in L&RED initiatives and acting responsibly towards the operating environment. In SMEs’ case this means that they need to understand the benefits of this kind of involvement in order to take action and participate. As regional responsibility includes the relationships between firm and the community, it can be stated that regional responsibility extends CSR’s view of stakeholders and emphasises both, the regional stakeholders and public-private partnerships. Community engagement and responsible be-haviour towards community can be seen as a part of SMEs’ social and regional responsibility. This study indicates that social and regional re-sponsibility of SMEs have a significant influence on the community and region where they are located. Better local and regional relationships with regional and community actors are the positive impacts of social and re-gional responsibility of SMEs. Socially and regionally responsible behav-iour creates a more positive environment and deepens the involvement of SMEs to community and L&RED initiatives.

Functional advantages and drawbacks are commonly mentioned to rationally justify or condemn municipality amalgamations. However, many consolidation projects are resisted by local governments or citizens on the grounds that amalgamation would dampen local identity. A municipality's name change is probably the most visible sign of the loss of community bond experienced by citizens at amalgamation time. This article aims to put a value on this loss by measuring citizen willingness to pay for their city name. This methodological approach innovates upon the literature on municipal amalgamation and place branding by exploiting the versatility of the so-called contingent valuation method (CVM). CVM confronts respondents, in a survey setting, with a hypothetical market in which a characteristic of interest is exchanged. Here the characteristic is the possibility to retain one's city name for an amalgamated jurisdiction. The article presents the estimates provided by a survey conducted in four Swiss cities.

En la primera part d"aquest article s"analitza el fenomen de les personificacions instrumentals locals (PIL), tant de les funcionals (organismes autònoms, entitats públiques empresarials i societats mercantils locals), com de les cooperatives (mancomunitats, consorcis i societats mercantils constituïdes per diversos ens locals). L"estudi inclou dues dimensions: la quantitativa, que centra el seu objectiu en determinar el nombre de personificacions existents i classificar-les; i la qualitativa, en la qual l"anàlisi persegueix descriure i caracteritzar el fenomen i explicar els seus problemes i dificultats de funcionament, com també els criteris de funcionalitat i les alternatives a la seva constitució. La segona part del treball revela com s"ha invertit la tendència al creixement que havia caracteritzat el fenomen de les PIL. L"estudi dels projectes de llei aprovats el mes de juliol de 2013 pels governs estatal (de Racionalidad y Sostenibilidad de la Administración Local) i català (de governs locals de Catalunya) mostra que les propostes normatives contenen limitacions severes a la creació d"aquestes personificacions i d"altres ens vinculats a les entitats locals, així com un conjunt de mesures restrictives tendents al redimensionament del sector públic local, que, si s"aproven finalment, constituiran una manifestació més del declinar de l"auge de les PIL.

Swiss municipalities are, to a large extent, responsible for their financial resources. Since these resources primarily depend on income and property taxes from individuals and enterprises, municipality budgets are likely to be directly affected by the current crisis in the financial sector and the economy. This article investigates how municipalities perceived this threat and how they reacted to it. In a nationwide survey conducted at the end of 2009 in all 2596 Swiss municipalities, we asked local secretaries which measures had been launched in order to cope with expected losses in tax income and a possible increase in welfare spending. Did the municipalities rely on Keynesian measures increasing public spending and accepting greater deficits, or did they try to avoid further deficits by using austerity measures and a withdrawal of planned investments? Our results show that only a few municipalities - mainly the bigger ones - expected to be greatly affected by the crisis. Their reactions, however, did not reveal any clear patterns that theory would lead one to expect. Preferences for austerity measures and deficit spending become visible but many municipalities took measures from both theories. The strongest explanatory factors for determining how/why municipalities react are: the municipality's level of affectedness followed by whether or not the municipality belongs to the French-speaking part of the country. Size also has an impact, whereas the strength of the Social Democrat party is negligible. Explaining what kind of measures municipalities are likely to take is more difficult. However, the more a municipality is affected, the more likely it is to stick to austerity measures.

Local autonomy is a highly valued feature of good governance. The continuous attempts of many European countries to strengthen the autonomy of local government show the importance given to decentralisation and far-reaching competences at the lowest units of a state. Measuring and comparing local autonomy, however, has proven to be a difficult task. Not only are there diverging ideas about the core elements of local autonomy, there are also considerable difficulties to apply specific concepts to different countries. This project suggests a comprehensive methodology to measure local autonomy. It analyses 39 European countries and reports changes between 1990 and 2014. A network of experts on local government assessed the autonomy of local government of their respective countries on the basis of a common code book. The eleven variables measured are located on seven imensions and can be combined to a "Local Autonomy Index" (LAI). The data show an increase of local autonomy between 1990 and 2005, especially in the new Central and Eastern European countries. Countries with a particularly high degree of local autonomy are Switzerland, the Nordic countries, Germany and Poland.

The empirical literature about factors explaining local government delivery choices has traditionally focused the attention on the public or private production dilemma. However, hybrid organizational forms such as mixed public-private firms are increasingly used in several European countries. This paper makes use of survey data from Spanish municipalities to examine motivations of local governments for engaging in hybrid organizational forms. Data refer to two very relevant local services: water distribution and solid waste collection. The empirical analysis indicates that the use of mixed firms emerge as a type of pragmatically based ‘third way’ between pure public and pure private production. Indeed, local governments make use of mixed firms when cost considerations (scale economies, transaction costs and soon), financial constraints and private interests exert contradictory pressures. On the contrary, political and ideological factors do not play any significant role on the local government decision of engaging or not in joint ventures with private partners.

Taking a realist view that law is one form of politics, this dissertation studies the roles of citizens and organizations in mobilizing the law to request government agencies to disclose environmental information in China, and during this process, how the socio-legal field interacts with the political-legal sphere, and what changes have been brought about during their interactions. This work takes a socio-legal approach and applies methodologies of social science and legal analysis. It aims to understand the paradox of why and how citizens and entities have been invoking the law to access environmental information despite the fact that various obstacles exist and the effectiveness of the new mechanism of environmental information disclosure still remains low. The study is largely based on the 28 cases and eight surveys of environmental information disclosure requests collected by the author. The cases and surveys analysed in this dissertation all occurred between May 2008, when the OGI Regulations and the OEI Measures came into effect, and August 2012 when the case collection was completed. The findings of this study have shown that by invoking the rules of law made by the authorities to demand government agencies disclosing environmental information, the public, including citizens, organizations, law firms, and the media, have strategically created a repercussive pressure upon the authorities to act according to the law. While it is a top-down process that has established the mechanism of open government information in China, it is indeed the bottom-up activism of the public that makes it work. Citizens and organizations’ use of legal tactics to push government agencies to disclose environmental information have formed not only an end of accessing the information but more a means of making government agencies accountable to their legal obligations. Law has thus played a pivotal role in enabling citizen participation in the political process. Against the current situation in China that political campaigns, or politicization, from general election to collective actions, especially contentious actions, are still restrained or even repressed by the government, legal mobilization, or judicialization, that citizens and organizations use legal tactics to demand their rights and push government agencies to enforce the law, become de facto an alternative of political participation. During this process, legal actions have helped to strengthen the civil society, make government agencies act according to law, push back the political boundaries, and induce changes in the relationship between the state and the public. In the field of environmental information disclosure, citizens and organizations have formed a bottom-up social activism, though limited in scope, using the language of law, creating progressive social, legal and political changes. This study emphasizes that it is partial and incomplete to understand China’s transition only from the top-down policy-making and government administration; it is also important to observe it from the bottom-up perspective that in a realistic view law can be part of politics and legal mobilization, even when utterly apolitical, can help to achieve political aims as well. This study of legal mobilization in the field of environmental information disclosure also helps us to better understand the function of law: law is not only a tool for the authorities to regulate and control, but inevitably also a weapon for the public to demand government agencies to work towards their obligations stipulated by the laws issued by themselves.

John Smith (1894-1977), son of Daniel Smith and Annie Douglas was a native of Scotland, immigrating to Canada in 1913. He first worked as a coach builder, then as a carpenter, finally developing his own contracting business. During WWI he served overseas with the 10th Battery, RCA as a sergeant. In 1924 Smith married Jean Wood, and together they had a daughter Irene (Hugh Langley). Smith first entered politics in 1940 serving as an alderman for the next 11 years. In 1954 he was elected mayor of the city of St. Catharines, and was twice returned to office by acclamation, serving until 1957 when he successfully ran as the Progressive Conservative candidate representing Lincoln County in the federal election. He won the election by a 10 000 vote majority. He served his constituents in Ottawa until he was defeated in the 1962 election. After leaving politics Mr. Smith was active in his community. He spearheaded the establishment of the St. Catharines Museum, and then was appointed its first director in 1966, serving in that capacity until 1972. He was an active member of the board of governors of the St. Catharines General Hospital and a life member and former president of the Lincoln County Humane Society. In 1971 he was voted Citizen of the Year for the city of St. Catharines. John Smith died on February 8, 1977 and was buried at Victoria Lawn Cemetery. Ce mémoire porte sur le mouvement de l’Association des Paysans de Vallue (APV), qui a vu le jour après la chute de la dictature des Duvalier en Haïti en 1986. La recherche vise à cerner les stratégies mises en œuvre par l’APV dans le développement local, la portée et les impacts de ses initiatives locales sur les conditions de vie des paysans et sur leur relation avec le territoire de Vallue. Elle vise également à identifier les modes de participation des paysans dans la dynamique de développement local qui est implantée par l’APV à Vallue. Après avoir présenté une brève revue de littérature sur le développement local en Haïti, nous évoquons les problèmes confrontés par les paysans et les stratégies qu’ils ont développées en vue de trouver des moyens de survie. Pour comprendre et étudier l’expérience de l’APV à Vallue, nous nous sommes inspirés des perspectives théoriques portant sur le développement local et sur les stratégies d’intervention. La recherche est de type qualitatif ; elle est articulée autour de dix-sept (17) entretiens réalisés avec les vingt-et-un (21) participants recrutés à Vallue. Les résultats de la recherche indiquent que l’APV a su orchestrer des stratégies variées pour réaliser un développement qui est ancré localement et qui répond aux besoins des paysans. En misant sur l’éducation, la sensibilisation, la négociation, la concertation, le partenariat et en mobilisant des ressources locales et externes, l’APV a su réaliser des interventions qui provoquent tout un changement de mentalité et une conscience collective chez les paysans qui développent de nouvelles manières de faire dans l’éducation de leurs enfants et dans la protection de l’environnement de la zone. La route construite par l’association rend Vallue accessible et ouverte, ce qui facilite le développement et permet l’organisation d’une activité comme la foire de la montagne qui met en valeur les produits locaux et la culture locale. L’APV a su apporter des éléments de solution aux problèmes confrontés par les paysans et ses interventions ont des impacts sur leurs conditions de vie et sur leur relation avec le territoire de Vallue. Ils s’identifient mieux au territoire et développent toute une fierté par rapport à leur espace. En outre, la participation des paysans tant dans les élections, la prise de décision et les projets, constitue un élément important. Toutefois, cette participation comporte certaines limites liées au niveau d’éducation des membres de certains groupes. Enfin, il importe de souligner qu’à travers le dernier chapitre de la recherche nous dégageons les points de convergence et de divergence entre la partie théorique et la partie empirique.

Pour devenir plus flexible, le secteur public a ouvert la voie à de nouveaux principes inspirés de la gestion propre aux firmes, soit la marchandisation des services (Fairbrother et Poynter, 2001). Notre recherche souhaite mieux comprendre les facteurs qui peuvent influencer l’implication du syndicat lorsque la marchandisation est introduite dans la gestion de la prestation des services municipaux. Pour se faire, nous avons choisi de comparer des cas des municipalités dans deux pays, la Ville de Québec et Edinburgh en Écosse, afin de nous aider à comprendre davantage les interactions entre les influences nationales et locales. Nous proposons que les ressources de pouvoir du syndicat local et la stratégie patronale influencent l’implication du syndicat dans la gestion de la prestation des services municipaux, peu importe le contexte national. Les résultats de la recherche nous indiquent que les ressources de pouvoir et la stratégie patronale influencent directement l’implication syndicale. Alors que les ressources de pouvoir donnent un rapport de force au syndicat face à l’employeur, la stratégie patronale peut encourager ou freiner l'implication syndicale. Nos résultats ont aussi soulevé certaines différences entre les contextes nationaux de l’Écosse et du Québec affectant l’implication syndicale: les législations de « Best Value » au Royaume-Uni et celles encadrant les conventions collectives et relations de travail au Québec. Ainsi, des recherches futures sont nécessaires pour mettre à l’épreuve les modèles nationaux couramment utilisés en relations industrielles pour contribuer à la création d’une nouvelle théorie comparative.
