The major technical objectives of the RC-NSPES are to provide a framework for the concurrent operation of reactive and pro-active security functions to deliver efficient and optimised intrusion detection schemes as well as enhanced and highly correlated rule sets for more effective alerts management and root-cause analysis. The design and implementation of the RC-NSPES solution includes a number of innovative features in terms of real-time programmable embedded hardware (FPGA) deployment as well as in the integrated management station. These have been devised so as to deliver enhanced detection of attacks and contextualised alerts against threats that can arise from both the network layer and the application layer protocols. The resulting architecture represents an efficient and effective framework for the future deployment of network security systems.

The principle aim of this research is to elucidate the factors driving the total rate of return of non-listed funds using a panel data analytical framework. In line with previous results, we find that core funds exhibit lower yet more stable returns than value-added and, in particular, opportunistic funds, both cross-sectionally and over time. After taking into account overall market exposure, as measured by weighted market returns, the excess returns of value-added and opportunity funds are likely to stem from: high leverage, high exposure to development, active asset management and investment in specialized property sectors. A random effects estimation of the panel data model largely confirms the findings obtained from the fixed effects model. Again, the country and sector property effect shows the strongest significance in explaining total returns. The stock market variable is negative which hints at switching effects between competing asset classes. For opportunity funds, on average, the returns attributable to gearing are three times higher than those for value added funds and over five times higher than for core funds. Overall, there is relatively strong evidence indicating that country and sector allocation, style, gearing and fund size combinations impact on the performance of unlisted real estate funds.

This paper draws from a wider research programme in the UK undertaken for the Investment Property Forum examining liquidity in commercial property. One aspect of liquidity is the process by which transactions occur including both how properties are selected for sale and the time taken to transact. The paper analyses data from three organisations; a property company, a major financial institution and an asset management company, formally a major public sector pension fund. The data covers three market states and includes sales completed in 1995, 2000 and 2002 in the UK. The research interviewed key individuals within the three organisations to identify any common patterns of activity within the sale process and also identified the timing of 187 actual transactions from inception of the sale to completion. The research developed a taxonomy of the transaction process. Interviews with vendors indicated that decisions to sell were a product of a combination of portfolio, specific property and market based issues. Properties were generally not kept in a “readiness for sale” state. The average time from first decision to sell the actual property to completion had a mean time of 298 days and a median of 190 days. It is concluded that this study may underestimate the true length of the time to transact for two reasons. Firstly, the pre-marketing period is rarely recorded in transaction files. Secondly, and more fundamentally, studies of sold properties may contain selection bias. The research indicated that vendors tended to sell properties which it was perceived could be sold at a ‘fair’ price in a reasonable period of time.

This paper identifies some significant gaps in our knowledge of the configuration and performance of the property asset management sector. It is argued that, as many leading academic property researchers have focussed on financial vehicles and modelling, in-depth analysis of property assets and their management has been neglected. In terms of potential for future in-depth research, three key broad preliminary research themes or questions are identified. First, how do the active management opportunities presented, costs of management and the key management tasks vary with market conditions, asset type and life-cycle stage? Second, how is property asset management delivered and what are the main costs and benefits of different models of procurement? Finally, what are the appropriate metrics for measuring the performance of different property managers and approaches to property management? It is concluded that the lack of published materials addressing these issues has implications for educating property students.

This study investigates student approaches to learning over the 3 years of an undergraduate degree course in accounting. The objective of the study was, first, to identify changes in learning approaches over the course duration. Second, the study examined whether any changes in learning approaches were consistent with changes in the context of learning as well as students' perceptions of the teaching/learning environment. The results show that students made greater use of sophisticated learning approaches over time linked to their more favourable perceptions of the teaching/learning environment as they progressed in their course. However, there were no significant changes in learning approach attributable to the learning context. Implications for accounting educators drawn from the findings are discussed.

One objective of government is to provide services at least cost whilst maintaining or improving service quality. While this may be an important objective, questions are being asked whether services can be provided more efficiently and effectively by the private rather than by the government sector. The shift of service provision from the public to the private sector is known as outsourcing or contracting out. The objective in this study is to critically examine whether the contracting out of services by local government to the private sector is an efficient management practice.

The contracting out of Parks and Grounds Maintenance services for the City of Kingston in the State of Victoria, Australia, is used as an exploratory case study to identify the variables associated with management decision-making in the contracting out process. Factors relevant to the contracting out decision such as the criteria used in selecting a contractor; the evaluation of a contractor’s performance; and any subsequent changes to management practice relating to the contracting out of the services are identified and discussed.

Political forces were found to be an important consideration in the initial contracting out decision, and the selection of a contractor was influenced by the potential to avoid costs. It was also found that under-bidding and associated cost /profit constraints lead to contractors engaging in non-sustainable environmental practices which resulted in the degradation of the local government’s Parks and Gardens assets. A sustainable asset management philosophy as opposed to an avoidable costs approach now underpins the contracting out process to ensure the preservation of such assets. Further, administrative processes have been revised to make tender specifications more prescriptive, critical components of services have been brought back in-house, and management practices have been amended so that a greater degree of control is exercised over contractors’ activities.

Despite significant efforts in natural resource management (NRM), the environmental condition of Victoria’s catchments is mostly ‘poor to moderate’, and continuing to decline in many places. NRM is a complex undertaking involving social, economic, and environmental objectives, across policy, research, and practice dimensions. It is therefore not easy to ensure that the knowledge required to underpin effective NRM is readily available to practitioners. Knowledge brokering is an emerging approach with the potential to improve knowledge sharing and exchange. While it has attracted attention in other areas of public interest (such as health and information technology), its potential in NRM has received relatively limited attention. This article reports on a Victorian knowledge brokering case study which was a major element in the Catchment Knowledge Exchange project. A key finding is that knowledge brokering is a role that is being undertaken informally, without proper acknowledgement or definition. This raises challenges for knowledge management in the context of NRM. We conclude that the ‘people’ component of knowledge brokering is the driving element, although organisational processes and information technologies are critical in enhancing the effectiveness of knowledge brokers. Demonstrating the benefits of knowledge brokering in terms of the ultimate measure of its contribution towards improving the condition of catchments remains a challenge.

This paper describes an ePortfolio implementation strategy at Federation University Australia, Victoria (formerly the University of Ballarat). The authors combined a personal and practical viewpoint to elicit pitfalls, challenges, and recommendations for improvement. The paper is divided into three main areas in order to outline the experiments that occurred. The first section provides a standard literature review around ePortfolio adoption as well as a research-based analysis of available ePortfolio software at Australian universities. The second part depicts the University’s ePortfolio implementation strategy that focused on “test-to-production” and technology dissemination phases. This section is based on the authors’ personal viewpoint of ePortfolio adoption at a university where a “top-down management decision making model” (Slade, Murfin, & Readman, 2013, p. 178) was used. Third, the evaluation strategy is reported, which was based on similar research conducted at Australian universities (Hallam & Creagh, 2010; Hallam, Harper, Hauville, Creagh, & McAllister, 2009). This part is offered as a modest-scoped, mixed methods evaluation process. The paper extends on ePortfolio implementation strategies (Bell & White, 2013; Coffey & Ashford-Rowe, 2014; Jarrott & Gambrel, 2011; Lambert & Corrin, 2007; Ring & Ramirez, 2012; Slade et al., 2013) and software analysis (ACODE, 2011; Slade et al., 2013). Recommendations are made for the careful integration of pre- and post-rollout of ePortfolio programs with face-to-face ePortfolio tutor support, offering online resources and alternative portfolio-making options for students with poor broadband access.

Identificar, compartilhar e gerenciar os riscos de contratar são preocupações que impedem o estabelicmento e a administração das Parcerias Públicos Particulares (PPP). Porem, gerentes das entidades públicas, bancos de formento, construtoras e seguradoras pesquisam e utilizam muitas técnicas para enfrentar a avaliação e gerenciamento dos riscos. A transferência de risco é uma indicação dos chamados benefícios que são inspirados pelos PPP, contudo devido às realidades contratuais e conceptuais, a entidade de cede o risco (o partido público) permanece quase sempre como o portador final do risco. Conseqüentemente, o partido público retem um interesse de resistência na gerência total destes riscos cedidos. Esta dissertação explora alguns defeitos das aproximações comuns a conceituar a gestão de risco no contexto de um PPP. Focalizando os conceitos da interdependência e da reciprocidade e usando na decisão para transferir o risco do projeto, esta dissertação molda a decisão para transferir o risco nos termos das realidades interdependentes de relacionamentos sistemáticos, alargam os conceitos técnicos do risco e da avaliação de risco, considerando o uso reflexivo das diferenças na analise de um estudo de caso. O autor explora estes conceitos em uma análise da decisão de um gerente de risco da empresa de construção civil brasileira Construtora Norberto Odebrecht (ODB) para projetar uma facilidade inovadora da ligação de garantia com Inter-American Development Bank (BID) e uma seguradora, American International Group (AIG), um negócio que ganhe o reconhecimento Trade Finance Magazine’s 2007 deal of the year. O autor mostra que por compreender a transferência de risco nos termos abordados nesta dissertação, um atore que transfere o risco pode identificar e criar mais oportunidades de estabelecer relacionamentos em longo prazo, através dos processos que a literatura atual do PPP ainda não considere. Os resultados devem fornecer contribuições para a pesquisas sobre a transferência do risco do projeto, na cooperação entre organizações e na seleção do sócio do projeto do potencial.

The business world has changed the way how people think and act on products and services. In this context, the most recent amendment of the scenarios of retail operations has been the use of technology in sales and distribution. The internet has revolutionized the way people communicate, and moreover as they purchase their goods and services. Thus, the e-commerce, specifically the relation business to customer, or simply B2C, has acted so convincingly in this change of paradigm, namely the purchases in the physical location for the virtual site. Quotes online, ease of payment, price, speed of delivery, have become real order winners of applications for companies that compete in this segment. ABSTRACT: This researpch discusses the role of Articulated Action Plan (AAP) in education management and present as object of study the implications of AAP in the management of Altamira-PA education, with respect to the democratic management. The investigation seems to clarify se with the implementation of the AAP there was progress in the democratization of education management in Altamira-PA. We pointed as well as general objective: analyze the implications of AAP for educational management Altamira from 2007 to 2012. The research investigation bases made themselves with the literature of contribution on the issues of the state and education politic, the democratic management of education and Articulated Action Plan, as well as official documents available in SEMED and other sources. Having as part of a research management, considered in the analysis of the educational context dimension 1 (one) of the AAP. So in addition to statistical data on municipal education, we analyzed financial data for the transfer of federal funds, and qualitative data on the participation of research subjects (education secretaries, counselors, teachers and teaching coordination). The investigation revealed that it is still fragile the field of democratization of education in Altamira. Of the analyzed aspects contained in the AAP, including the functioning of the councils (School Boards, City Board of Education, CACS-Fundeb and CAE), providing of the position of directors and the construction of the Municipal Education Plan (MEP) show progress and setbacks regarding the democratic management: existence of all the advice of social control and monitoring; reactivation of CME but this still can not coordinate discussions on the educational politic of the municipality; little participation in the School Boards; creation of Law No. 3,085/2012 establishing the Municipal school system, but still no installation; transfers under the AAP of federal funds for schools; lack of MEP and privilege of the IAS Target Plan. Finally, it is concluded that even if the resistance fronts for the construction and consolidation of democratic management of education and there are historical in Altamira, the construction of educational politic with the participation of all is frustrated by the centrality of the decision-making power in the Government’s hands.
