At first glance the built environments of South Florida and South East Queensland appear very similar, particularly along the highly urbanized coast. However this apparent similarity belies some fundamental differences between the two regions in terms of context and the approach to regulating development. This paper describes some of these key differences, but focuses on two research questions: 1) do these differences affect the built environment; and 2) if so, how does the built form differ? There has been considerable research on how to best measure urban form, particularly as it relates to measuring urban sprawl (Schwarz 2010; Clifton et al. 2008). Some of the key questions identified by this research include: what are the best variables to use?; what scale should be used?; and what time period to use? We will assimilate this research in order to develop a methodology for measuring urban form and apply it to both case study regions. There are several potential outcomes from this research -- one is that the built form between the two regions is quite different; and the second is that it is similar. The first outcome is what might be expected given the differences in context and development regulation. However how might the second outcome be explained – major differences in context and development regulation resulting in minor differences in key measures of urban form? One explanation is that differences in the way development is regulated are not as important in determining the built form as are private market forces.

Background: Periurban agriculture refers to agricultural practice occurring in areas with mixed rural and urban features. It is responsible 25% of the total gross value of economic production in Australia, despite only comprising 3% of the land used for agriculture. As populations grows and cities expand, they are constantly absorbing surrounding fringe areas, thus creating a new fringe, further from the city causing the periurban region to constantly shift outwards. Periurban regions are fundamental in the provision of fresh food to city populations and residential (and industrial) expansion taking over agricultural land has been noted as a major worldwide concern. Another major concern around the increase in urbanisation and resultant decrease in periurban agriculture is its potential effect on food security. Food security is the availability or access to nutritionally-adequate, culturally-relevant and safe foods in culturally-appropriate ways. Thus food insecurity occurs when access to or availability of these foods is compromised. There is an important level of connectedness between food security and food production and a decrease in periurban agriculture may have adverse effects on food security. A decrease in local, seasonal produce may result in a decrease in the availability of products and an increase in cost, as food must travel greater distances, incurring extra costs present at the consumer level. Currently, few Australian studies exist examining the change in periurban agriculture over time. Such information may prove useful for future health policy and interventions as well as infrastructure planning. The aim of this study is to investigate changes in periurban agriculture among capital cities of Australia. Methods: We compared data pertaining to selected commodities from the Australian Bureau of Statistics 2000-01 and 2005 -2006 Agricultural Census. This survey is distributed online or via mail on a five-yearly basis to approximately 175,000 Agricultural business to ascertain information on a range of factors, such as types of crops, livestock and land preparation practices. For the purpose of this study we compared the land being used for total crops, and cereal , oil seed, legume, fruit and vegetable crops separately. Data was analysed using repeated measures anova in spss. Results: Overall, total area available for crops in urbanised areas of Australia increased slightly by 1.8%. However, Sydney, Melbourne, Adelaide and Perth experienced decreases in the area available for fruit crops by 11%, 5%,and 4% respectively. Furthermore, Brisbane and Perth experienced decreases in land available for vegetable crops by 28% and 14% respectively. Finally, Sydney, Adelaide and Perth experienced decreases in land available for cereal crops by 10 – 79%. Conclusions: These findings suggest that population increases and consequent urban sprawl may be resulting in a decrease in peri-urban agriculture, specifically for several core food groups including fruit, breads and grain based foods. In doing so, access to or availability of these foods may be limited, and the cost of these foods is likely to increase, which may compromise food insecurity for certain sub-groups of the population.

The Queensland government planning policies actively encourage increased dwelling density, sustainable infill development and transit oriented development to maximise land use and minimise urban sprawl. One of the detriments of such a policy is the potential for intensified residential development to create conflict between lawfully operating existing industrial uses and residences. In particular the government is concerned that intensified urban development will increase the risk of litigation from landowners and tenants detrimentally affected by the emission of aerosols, fumes, light, noise, odour, particles or smoke from existing industrial premises.

China is experiencing rapid progress in industrialization, with its own rationale toward industrial land development based on a deliberate change from an extensive to intensive form of urban land use. One result has been concerted attempts by local government to attract foreign investment by a low industrial land price strategy, which has resulted in a disproportionally large amount of industrial land within the total urban land use structure at the expense of the urban sprawl of many cities. This paper first examines “Comparable Benchmark Price as Residential land use” (CBPR) as the theoretical basis of the low industrial land price phenomenon. Empirical findings are presented from a case study based on data from Jinyun County, China. These data are analyzed to reveal the rationale of industrial land price from 2000 to 2010 concerning the CBPR model. We then explore the causes of low industrial land prices in the form of a “Centipede Game Model”, involving two neighborhood regions as “major players” to make a set of moves (or strategies). When one of the players unilaterally reduces the land price to attract investment with the aim to maximize profits arising from the revenues generated from foreign investment and land premiums, a two-player price war begins in the form of a dynamic game, the effect of which is to produce a downward spiral of prices. In this context, the paradox of maximizing profits for each of the two players are not accomplished due to the inter-regional competition of attracted investment leading to a lose-lose situation for both sides’ in competing for land premium revenues. A short-term solution to the problem is offered involving the establishment of inter-regional cooperative partnerships. For the longer term, however, a comprehensive reform of the local financial system, more adroit regional planning and an improved means of evaluating government performance is needed to ensure the government's role in securing pubic goods is not abandoned in favor of one solely concerned with revenue generation.

Urban consolidation has been a policy objective of many local and state governments in Australia for the past decade. Densification of city centres and other identified activity centres is a sensible solution to a plethora of policy objectives including: growth management, housing affordability, housing choice and infrastructure utilisation etc whilst preserving the fabric of existing neighbourhoods. However despite the plethora of supportive policies and ripe redevelopment sites, urban sprawl continues to permeate city fringes and affordable urban densification in the post GFC environment slips into the “too hard” basket. This article discusses current issues facing the development industry, highlighting factors contributing to the disequilibrium between demand and supply in the medium to high density residential markets.

With the fast development of urban sprawl and renewal in China, many buildings are “non-nature” short-lived, i.e. demolished after only a few years. For this concern, this research explores the influencing factors of short-lived buildings and provides the scientific foundation for sustainable urban management and planning. Cases for this research are 1734 buildings demolished in Jiangbei district, the middle region of Chongqing City. Internal and external factors for the short-lived buildings are identified by applying logistic analysis. The results indicate that nine factors have significant influence on short-lived buildings. This research also find that buildings with low density, utilization and compensation while high land development potential are more likely to become short-lived buildings.

Recent international trends towards urban consolidation, intended to reduce outward urban sprawl by concentrating growth within existing neighbourhoods, can cause contention in cities. Understanding how the mass media represents urban consolidation can lead to more informed and democratic planning practices. This paper employs Social Representations Theory to identify and understand representations of urban consolidation in newspaper media. The theory recognises that the media is a key purveyor of public discourse and can reflect, shape or suppress ideas circulating in society. This novel approach has not previously been applied to understanding social representations of urban consolidation strategies in the mass media. The rapidly growing and changing city of Brisbane, Australia, is utilised as a case study. Brisbane is situated in South East Queensland, the fastest growing region in Australia, and is governed by regional and local planning policies that strongly support increased densities in existing urban areas. Findings from a quantitative textual analysis of 449 articles published in Brisbane newspapers between 2007 and 2014 reveal key clusters and classes of co-occurring words that represent dominant social representations apparent in the newspaper corpus. The paper provides two key conclusions. The first is that social representations occurring in mass media represent an important source of information about ‘common sense’ understandings and evaluations of urban consolidation debates. The second is that urban consolidation is represented as a ultifaceted issue, including interrelated themes of housing,sustainable population growth, investment strategies and the interplay between politics and planning

Urbanization is becoming increasingly important in terms of climate change and ecosystem functionality worldwide. We are only beginning to understand how the processes of urbanization influence ecosystem dynamics and how peri-urban environments contribute to climate change. Brisbane in South East Queensland (SEQ) currently has the most extensive urban sprawl of all Australian cities. This leads to substantial land use changes in urban and peri-urban environments and the subsequent gaseous emissions from soils are to date neglected for IPCC climate change estimations. This research examines how land use change effects methane (CH4) and nitrous oxide (N2O) fluxes from peri-urban soils and consequently influences the Global Warming Potential (GWP) of rural ecosystems in agricultural use undergoing urbanization. Therefore, manual and fully automated static chamber measurements determined soil gas fluxes over a full year and an intensive sampling campaign of 80 days after land use change. Turf grass, as the major peri-urban land cover, increased the GWP by 415 kg CO2-e ha 1 over the first 80 days after conversion from a well-established pasture. This results principally from increased daily average N2O emissions of 0.5 g N2O ha-1 d-1 from the pasture to 18.3 g N2O ha-1 d-1 from the turf grass due to fertilizer application during conversion. Compared to the native dry sclerophyll eucalypt forest, turf grass establishment increases the GWP by another 30 kg CO2-e ha 1. The results presented in this study clearly indicate the substantial impact of urbanization on soil-atmosphere gas exchange in form of non-CO2 greenhouse gas emissions particularly after turf grass establishment.

A theoretical framework to analyse the interaction of planning and governance on the extent of outgrowth and level of services is proposed. An indicator framework for quantifying sprawl is also proposed and the same is operationalised for Bangalore. The indicators comprise spatial metrics (derived from temporal satellite remote sensing data) and other metrics obtained from a house-hold survey. The interaction of different indicators with respect to the core city and the outgrowth is determined by multi-dimensional scaling. The analysis reveals the underlying similarities (and dissimilarities) that relate with the different governance structures that prevail here. The paper concludes outlining the challenges in addressing urban sprawl while ensuring adequate level of services that planning and governance have to ensure towards achieving sustainable urbanisation.

Urbanisation is a dynamic complex phenomenon involving large scale changes in the land uses at local levels. Analyses of changes in land uses in urban environments provide a historical perspective of land use and give an opportunity to assess the spatial patterns, correlation, trends, rate and impacts of the change, which would help in better regional planning and good governance of the region. Main objective of this research is to quantify the urban dynamics using temporal remote sensing data with the help of well-established landscape metrics. Bangalore being one of the rapidly urbanising landscapes in India has been chosen for this investigation. Complex process of urban sprawl was modelled using spatio temporal analysis. Land use analyses show 584% growth in built-up area during the last four decades with the decline of vegetation by 66% and water bodies by 74%. Analyses of the temporal data reveals an increase in urban built up area of 342.83% (during 1973-1992), 129.56% (during 1992-1999), 106.7% (1999-2002), 114.51% (2002-2006) and 126.19% from 2006 to 2010. The Study area was divided into four zones and each zone is further divided into 17 concentric circles of 1 km incrementing radius to understand the patterns and extent of the urbanisation at local levels. The urban density gradient illustrates radial pattern of urbanisation for the period 1973-2010. Bangalore grew radially from 1973 to 2010 indicating that the urbanisation is intensifying from the central core and has reached the periphery of the Greater Bangalore. Shannon's entropy, alpha and beta population densities were computed to understand the level of urbanisation at local levels. Shannon's entropy values of recent time confirms dispersed haphazard urban growth in the city, particularly in the outskirts of the city. This also illustrates the extent of influence of drivers of urbanisation in various directions. Landscape metrics provided in depth knowledge about the sprawl. Principal component analysis helped in prioritizing the metrics for detailed analyses. The results clearly indicates that whole landscape is aggregating to a large patch in 2010 as compared to earlier years which was dominated by several small patches. The large scale conversion of small patches to large single patch can be seen from 2006 to 2010. In the year 2010 patches are maximally aggregated indicating that the city is becoming more compact and more urbanised in recent years. Bangalore was the most sought after destination for its climatic condition and the availability of various facilities (land availability, economy, political factors) compared to other cities. The growth into a single urban patch can be attributed to rapid urbanisation coupled with the industrialisation. Urban sprawl is a challenge to the sustainability of many cities around the world. Fragmented urban development and vacant land are widespread problems in many Arab cities (UN-Habitat, 2012) which are, according to Ben-Hamouch, mainly a result of inappropriate modern planning and poor land management (2013). This study addresses the problem of urban fragmentation at the neighbourhood level and examines to what extent the concept of compact urban form can contribute to the improvement of social and environmental sustainability in the Libyan city of Benghazi and Arab cities in general. The objectives and scope of the study have justified a morphological approach, where eleven case studies that present different urban typologies in the city have been investigated. The research strategy and selection of case studies were driven by the availability of data and meant to cover the main urban types and important issues defined within this context. This research, which has been conducted to explore and explain the relationships that exist between local urban forms and their performance in terms of sustainability, has produced valuable knowledge and helped to identify measures which target the improvement of people’s quality of life and environmental sustainability of the city. The research draws on the argument that adopting a type of human scale urban form, which is relatively compact and dense, well-connected and comfortably diverse, coupled with concepts of urban greening and flexible development relevant to the local context, would help to create a high quality urban form that is liveable and accessible, while causing minimum damage to the natural environment. This work is an attempt to respond and add to the ongoing debate on sustainable urban form in the developing countries (see: (Jenks, 2000)). The findings have contributed to the understanding of urban fragmentation and highlighted the relevance of the theory of compact city to sustainable development in Benghazi and the South in general. It is anticipated that this work would raise awareness on the impact of urban fragmentation on the sustainability of the built environment within this context and help to advance research on planning theory and practice based on real-life experience and responses to local circumstances.

After nearly 80 years since the construction of its core, represented today by the city's central area, Londrina, located in the state of Parana, has the appearance of a new city but its features and trends of planning policies depict the bad examples of Brazilian cities. With a booming urban growth, from north to south of the county, the urban interstices represented by big voids in the middle of the city created speculation and the concept of an ideal city slowly disappeared. With a metropolitan appearance and, at the same time, with small town aspects, Londrina stands out as an automobile-oriented city, a fact that has impacted the livelihood of the population, generating environmental impacts for all social classes. This paper discusses how the form of occupation in Londrina, characterized by the sprawl phenomenon and its relation to car preference as a mode of transportation has generated urban environmental impacts. It was concluded that the choice of using cars in Londrina, as well in other medium-sized Brazilian cities studied by the comparative method, has increased and has generated bottlenecks in traffic. As a consequence, there is a constant expropriation of properties for widening roads and at the same time, the presence of various densities and urban voids that form an uneven urban space and an obstacle to efficient urban planning. © 2012 WIT Press.

This paper analyzes land use change in Rio Claro City and its surroundings, located in the southeastern state of Sao Paulo, in the period from 1988 to 1995, using air-borne digital imagery and a cellular automata model. The simulation experiment was carried out in the Dinamica EGO platform and the results revealed a constrained urban sprawl, resulting from both the densification of residential areas implemented in previous years and the economic recession that led to an internal financial crisis in Brazil during the early 1990s. The simulation outputs were validated using a multi-resolution procedure based on a fuzzy similarity index and showed a satisfactory fitness in relation to the historical reference data. © 2013 IEEE.

Lo sviluppo urbano avvenuto negli ultimi 20 anni soprattutto nelle grandi città, ma anche in quelle più piccole, è stato definito con il termine americano “urban sprawl”. In linea del tutto generale, lo sprawl può essere definito come la tendenza delle aree urbane a svilupparsi in maniera dispersa e disorganizzata nelle campagne circostanti. I principali impatti del fenomeno riguardano il consumo e l’impermeabilizzazione del suolo oltre a forti impatti su tutte le altre matrici ambientali. Per una corretta pianificazione necessita di essere studiato e quantificato nelle sue differenti declinazioni. Nella presente tesi vengono riportati i risultati della analisi diacronica nel Comune di Carpi (Provincia di Modena) attraverso una sequenza temporale di mappe dell’uso/copertura del suolo (1954,1976,1997,2003,2008) appositamente redatte. Vengono, in particolare, analizzati gli aspetti legati allo sviluppo urbano (del comune e delle frazioni di sua competenza) al fine di evidenziare l’occorrenza di sprawl. Ciò è stato fatto attraverso l’analisi degli andamenti dell’area urbana e di quella agricola nel tempo, delle trasformazioni principali avvenute nel territorio (sia in termini qualitativi che quantitativi), dell’evoluzione della rete infrastrutturale e infine mediante il calcolo di indici propri dell’ecologia del paesaggio utilizzati in molti studi sullo sprawl urbano. Dai risultati di questa analisi emerge che il territorio in esame si è fortemente trasformato dal 1954 al 1976; in particolare l’urbanizzazione è avvenuta in un primo tempo a carico del centro principale di Carpi e in seguito (1976-2008) ha interessato maggiormente le frazioni secondarie e l’edificato discontinuo lungo le principali infrastrutture viarie. Questo aspetto è attribuibile al fenomeno dello sprawl in termini di sviluppo periurbano e di invasione delle campagne. Il calcolo degli indici ha evidenziato che l’area urbana totale è fortemente dispersa, sia rispetto al centro principale che considerata come totale, fin dal 1954 (alta entropia relativa di Shannon) e contemporaneamente il territorio agricolo si presenta frammentato (Patch Density e Mean Patch Size) e con un’eterogeneità ambientale abbastanza limitata; questi indici non mostrano però un andamento che indichi un aumento dello sprawl nella sequenza temporale. Ciò che gli indici rilevano è l’urbanizzazione veloce e compatta avvenuta tra il 1954 ed il 1976. Il presente studio rivela quindi l’inadeguatezza degli indici scelti ad evidenziare il fenomeno dello sprawl negli ultimi vent’anni nel territorio d’indagine a causa della bassa sensibilità a trasformazioni molto moderate ed a scale di dettaglio dell’area urbana molto piccole.
