Un entendimiento infraestructural del proyecto arquitectónico Este trabajo de tesis reivindica la pertinencia de la lógica infraestructural como herramienta de proyecto arquitectónico en el territorio urbano contemporáneo, a través del relato del tránsito que se produce entre las décadas de 1960 y 1970 y el final del siglo XX, desde unos sistemas urbanos centrales, vectoriales y ‘modernos’ hacia unos sistemas policéntricos, organizados según modelos de campos y ‘contemporáneos’. Las infraestructuras han sido tradicionalmente objeto de interés para generaciones de arquitectos y urbanistas que, bien desde su condición plástica más pregnante, bien desde una intuición de su capacidad organizativa, han sido fascinados por la irrupción en el territorio de estos elementos generalmente ajenos al proyecto arquitectónico. Los proyectos que durante décadas han explorado la posibilidad de habitar estas grandes estructuras, o de proyectar con su lenguaje y su escala, han resultado en un acercamiento a la capacidad de lo infraestructural como herramienta de proyecto limitada a cuestiones morfotipológicas. Sin embargo, a partir de un estudio de la infraestructura ‘clásica’ como aquella resultado de la manifestación de las redes de abastecimiento y conectividad básicas, se desvela una naturaleza de lo infraestructural que trasciende su expresión formal conocida y explora su capacidad performativa, como sistema de relaciones, como orden topológico, como soporte flexible para la actividad espontánea y no anticipada. A partir del trabajo de diversos autores y de una selección de proyectos de distinta índole –la mayoría no construidos– se muestra cómo la irrupción de una conciencia relacional, así como la problemática moderna de afrontar los procesos de generación de una ‘nueva ciudad para una nueva sociedad’, motivan la búsqueda de sistemas de generación y control de ‘forma colectiva’ adecuados a un modelo urbano contemporáneo. Transitando por los escritos de Fumihiko Maki en Investigations in Collective Form, Reyner Banham en Megastructure, o Shadrach Woods en The Man in the Street durante los 60 y 70 y, más recientemente, de Stan Allen en Points + Lines, Edward Soja en Postmetropolis o Frei Otto en Occupying and Connecting, se traza esta historia semántica de lo infraestructural desde lo tipológico hasta una noción ampliada que resulta pertinente para operar en el territorio contemporáneo postmetropolitano. Para ello el trabajo plantea, por un lado, la descripción del contexto urbano que podemos asumir como contemporáneo, su evolución y sus características principales. Por otro lado, se explora la formación de esta noción de entendimiento infraestructural en las últimas décadas desde enfoques complementarios. Una introducción describe las condiciones de contexto en las que este estudio doctoral adquiere su pertinencia: el tránsito relativamente reciente desde un modelo vectorial y clásico de ocupación del territorio, al modelo contemporáneo disperso y policéntrico propio del modelo de campos. Un bloque central de tres capítulos analiza ‘lo infraestructural’ como expresión de una arquitectura de las relaciones, como soporte para una sociedad en cambio y como lógica proyectual, no ligada a una forma dada. La última parte, a modo de epílogo, describe el territorio urbano contemporáneo, sus cualidades básicas y la capacidad de las lógicas infraestructurales enunciadas en los capítulos anteriores para operar en él. Un último apartado de conclusiones, establece las bases de una línea de investigación abierta acerca de la operatividad actual de estos sistemas en el proyecto de arquitectura. ABSTRACT An infrastructural understanding of architectural design This thesis project claims for the suitability of infrastructural logics as a design tool within contemporary urban territories. This claim is illustrated by means of a report on the transit between the 60–70’s decades and the end of the 20th century, ranging from vector, central, ‘modern’ urban systems, towards polycentric ‘contemporary’ urban patterns, arranged following field models. Infrastructures have been traditionally on the spot for generations of architects and urban planners who, due to either their aesthetical condition, or an intuition of their organizational capacity, have been fascinated by the bursting of these elements in the territory. Projects which have explored the possibility to inhabit these huge structures, or to design with its language or scale for decades, have turned out to be always limited to morphological-typological issues. However, from the base of a research on ‘classic’ infrastructure –understood as the outcome of supplies and connectivity basic networks– a new nature of infrastructure is revealed, going beyond its known formal expression and exploring its potential to perform as a system of relationships, as a topological pattern, or as a flexible support for spontaneous and unanticipated activity. The breakthrough of a relational consciousness, as well as the modern concern about the generation of ‘a new city for a new society’ are shown, through the works of several authors and a selection of heterogeneous mostly-unbuilt projects. This semantic history of infrastructures, regarding not only typologies but also a broader concept able to operate in contemporary postmetropolitan territory, is drawn by following the paths of Fumihiko Maki in Investigations in Collective Form, Reyner Banham in Megastructure, or Shadrach Woods in The Man in the Street during the 60’s and 70’s and, lately, those of Stan Allen in Points + Lines, Edward Soja in Postmetropolis or Frei Otto in Occupying and Connecting. In order to do so, this thesis project sets, on one hand, a description of the urban context which can be assumed as contemporary, as well as its evolution and main features. On the other hand, complementary approaches help go deep into how this notion of infrastructural insight within the last decades has been created. An introduction describes the contextual conditions for this thesis project to become relevant: the relatively recent transit from a classic spatial occupation pattern, to the contemporary, disperse and polycentric pattern inherent to field models. A three-chapters core analyzes the infrastructures as the expression of an architecture of relations, as well as a support for a changing society and as a formless design logic. The last part, an epilogue, describes the urban contemporary territory and the suitability of the infrastructural logics to operate in it. A final conclusive section, lays the foundations for an open line of research on present functionality of these systems in architectural designs.

In 2007, an alliance was formed between the Illinois Suicide Prevention Strategic Planning Committee and the Illinois Suicide Prevention Coalition, unifying the strengths of the groups to continue to advance the plan. The joint mission of this alliance is "to reduce suicide and its stigma throughout Illinois by collaboratively working with concerned stakeholders from the public and private sectors to increase awareness and education, provide opportunities to develop individual and organizational capacity in addressing suicide prevention, and advocate for access to treatment."

The present global economic crisis creates doubts about the good use of accumulated experience and knowledge in managing risk in financial services. Typically, risk management practice does not use knowledge management (KM) to improve and to develop new answers to the threats. A key reason is that it is not clear how to break down the “organizational silos” view of risk management (RM) that is commonly taken. As a result, there has been relatively little work on finding the relationships between RM and KM. We have been doing research for the last couple of years on the identification of relationships between these two disciplines. At ECKM 2007 we presented a general review of the literature(s) and some hypotheses for starting research on KM and its relationship to the perceived value of enterprise risk management. This article presents findings based on our preliminary analyses, concentrating on those factors affecting the perceived quality of risk knowledge sharing. These come from a questionnaire survey of RM employees in organisations in the financial services sector, which yielded 121 responses. We have included five explanatory variables for the perceived quality of risk knowledge sharing. These comprised two variables relating to people (organizational capacity for work coordination and perceived quality of communication among groups), one relating to process (perceived quality of risk control) and two related to technology (web channel functionality and RM information system functionality). Our findings so far are that four of these five variables have a significant positive association with the perceived quality of risk knowledge sharing: contrary to expectations, web channel functionality did not have a significant association. Indeed, in some of our exploratory regression studies its coefficient (although not significant) was negative. In stepwise regression, the variable organizational capacity for work coordination accounted for by far the largest part of the variation in the dependent variable perceived quality of risk knowledge sharing. The “people” variables thus appear to have the greatest influence on the perceived quality of risk knowledge sharing, even in a sector that relies heavily on technology and on quantitative approaches to decision making. We have also found similar results with the dependent variable perceived value of Enterprise Risk Management (ERM) implementation.

The ALBA 2002 Call for Papers asks the question ‘How do organizational learning and knowledge management contribute to organizational innovation and change?’. Intuitively, we would argue, the answer should be relatively straightforward as links between learning and change, and knowledge management and innovation, have long been commonly assumed to exist. On the basis of this assumption, theories of learning tend to focus ‘within organizations’, and assume a transfer of learning from individual to organization which in turn leads to change. However, empirically, we find these links are more difficult to articulate. Organizations exist in complex embedded economic, political, social and institutional systems, hence organizational change (or innovation) may be influenced by learning in this wider context. Based on our research in this wider interorganizational setting, we first make the case for the notion of network learning that we then explore to develop our appreciation of change in interorganizational networks, and how it may be facilitated. The paper begins with a brief review of lite rature on learning in the organizational and interorganizational context which locates our stance on organizational learning versus the learning organization, and social, distributed versus technical, centred views of organizational learning and knowledge. Developing from the view that organizational learning is “a normal, if problematic, process in every organization” (Easterby-Smith, 1997: 1109), we introduce the notion of network learning: learning by a group of organizations as a group. We argue this is also a normal, if problematic, process in organizational relationships (as distinct from interorganizational learning), which has particular implications for network change. Part two of the paper develops our analysis, drawing on empirical data from two studies of learning. The first study addresses the issue of learning to collaborate between industrial customers and suppliers, leading to the case for network learning. The second, larger scale study goes on to develop this theme, examining learning around several major change issues in a healthcare service provider network. The learning processes and outcomes around the introduction of a particularly controversial and expensive technology are described, providing a rich and contrasting case with the first study. In part three, we then discuss the implications of this work for change, and for facilitating change. Conclusions from the first study identify potential interventions designed to facilitate individual and organizational learning within the customer organization to develop individual and organizationalcapacity to collaborate’. Translated to the network example, we observe that network change entails learning at all levels – network, organization, group and individual. However, presenting findings in terms of interventions is less meaningful in an interorganizational network setting given: the differences in authority structures; the less formalised nature of the network setting; and the importance of evaluating performance at the network rather than organizational level. Academics challenge both the idea of managing change and of managing networks. Nevertheless practitioners are faced with the issue of understanding and in fluencing change in the network setting. Thus we conclude that a network learning perspective is an important development in our understanding of organizational learning, capability and change, locating this in the wider context in which organizations are embedded. This in turn helps to develop our appreciation of facilitating change in interorganizational networks, both in terms of change issues (such as introducing a new technology), and change orientation and capability.

Since 2000, the number of living wage ordinances has steadily increased throughout the country. While most of the current research has focused on the beneficial outcomes of living wages, little has been published on their administrative practices. To address this shortcoming, this study focused on the identification of key administrative and political factors involved impacting the implementation of living wage ordinances in Miami-Dade and Broward Counties. The study utilized a triangulation of interviews, surveys, and direct observation. The author conducted interviews of administrators and members of the living wage oversight boards in both counties and observed the monthly meetings held by each county's oversight board from January 2006 to June 2007. These findings were buttressed with a national survey of senior staff in other living wage communities. The study utilized descriptive statistics, Chi Square, Cronbach's Alpha, and Spearman's Rank Correlation Coefficient (Spearman's rho). Interviews indicated that administrators in Dade and Broward are seriously under-staffed and budgeted. Ambiguities in the enabling ordinances have lead to loopholes that undermine implementation and accountability for participating contractors. Survey results showed that policy ambiguity, organizational politics, and a lack of organizational capacity were significant negative factors in the implementation process while an organizational culture emphasizing consistent enforcement was a positive factor. Without the proper inputs, an organization hinders itself from meeting its outputs and outcomes. This study finds that Broward and Miami-Dade Counties do not provide the necessary administrative support to implement a living wage effectively – in stark contrast to the high hopes and strong political support behind their passage. For a living wage to succeed, it first needs an organizational culture committed to providing the necessary resources for implementation as well as transparent, consistent accountability mechanisms.

The notion of autonomy arises in feminism as theory and action for horizontal and building self-appointed women in the project of social transformation. As part of the feminist movement - political subject of women - the autonomy is established dynamically, back and forth from the socio-historical context that sign and thus the correlation of forces that is with the women's group . Thus, for this work it was necessary to feminism take on your current process, which set the transitional period of "onguização" of feminist organizations (1980 to 2000), which discusses the relative loss of autonomy before the alliance as State and dependence on development agencies, for the current period, which incorporates discourses and practices through autonomous groups and their militants. Therefore, this study is based on research of autonomous feminism of young women, characterized as another radical and political integration proposed for that period. The aim then was to analyze the organizational capacity of autonomous feminist collective in Natal/RN, from the knowledge of the structure and dynamics of a group and understanding the consubstantiality gender, 'race'/ethnicity, class for the process organization. And with the participation of the Coletivo Autônomo Feminista Leila Diniz. This was in organizational transition, ending his career as ONGs and leaving for autonomous militancy. In order to achieve the so-objectification proposal, literature review was performed of the categories, feminism, autonomy, patriarchy, feminist activist conscientiously and collective; documentary research relating to the Group; participant observations within their meetings; and a themed workshop with some militants Autonomous Collective, which was produced pictures and speeches. The materialization of these instruments provided research analysis on the elements that constitute the young feminists and contemporary autonomous organizations, in view of the multiple experiences and the diversity of women who configures the subject [the subject] while feminist collective total. As well as taking a feminist militancy conscience expressed by the group studied the necessary re-appropriation of each other in combating patriarchal femininity, the hierarchical naturalizations marking the sex of women and the recognition as sex class for feminist autonomous organization for women's liberation.

Cette recherche fait état de la crise du syndicalisme qui affecte la capacité d’action et l’efficacité des pratiques des organisations syndicales à travers le monde. Elle dresse un portrait complet des éléments de crise qu’elle décline sous les niveaux économique, politique et social. Cette recherche expose ainsi la nécessité d’un renouveau syndical pour porter précisément sur les coalitions, hétérogènes notamment, comme stratégie de renouveau syndical. Au plan analytique, elle évalue l’impact de l’identité et de la capacité organisationnelle d’une organisation syndicale aux Philippines sur son choix de se coaliser, mais aussi l’influence de ses objectifs et du contexte national dans lequel elle évolue. Les données empiriques pour mener cette étude proviennent principalement de près de 24 entrevues semi-dirigées, tenues auprès de représentants de l’une des plus grandes organisations syndicales des Philippines, de représentants d’organisations non syndicales alliées et de répondants externes à celle-ci. Premièrement, nos résultats montrent qu’une identité collective sociétale forte influence favorablement le choix de l’organisation syndicale étudiée de se coaliser. Elle confirme également le rôle essentiel de l’identité dans l’orientation de son action collective. Deuxièmement, nos résultats permettent de conclure qu’une capacité organisationnelle forte influence favorablement le choix de cette organisation syndicale de se coaliser, considérant qu’elle permet à celle-ci d’identifier les opportunités d’action, de mettre en œuvre de nouvelles stratégies et d’assurer la légitimité et la mobilisation des membres quant aux actions entreprises. De nos résultats ressort l’importance de l’éducation sur l’accroissement de la capacité organisationnelle et, particulièrement, sur la formation et le renforcement de l’identité collective de l’organisation syndicale étudiée. Plus encore, nos résultats exposent l’interaction entre les dimensions de l’identité et de la capacité organisationnelle : précisément, nous avons observé une relation de renforcement positif entre ces deux variables. Troisièmement, nos résultats mettent de l’avant l’interaction entre les différents niveaux de transformations résultantes de sa participation à différents types de coalitions. Ainsi dans le cas observé, l’obtention de transformation au plan intraorganisationnel permet à rebours d’obtenir des transformations au plan extraorganisationnel et vice-versa. Finalement, le contexte répressif des Philippines et les objectifs de l’organisation syndicale étudiée apparaissent favorables à son choix de se coaliser à différents niveaux (local, régional, national et international).
