This paper shows the role that some foresight tools, such as scenario design, may play in exploring the future impacts of global challenges in our contemporary Society. Additionally, it provides some clues about how to reinforce scenario design so that it displays more in-depth analysis without losing its qualitative nature and communication advantages. Since its inception in the early seventies, scenario design has become one of the most popular foresight tools used in several fields of knowledge. Nevertheless, its wide acceptance has not been seconded by the urban planning academic and professional realm. In some instances, scenario design is just perceived as a story telling technique that generates oversimplified future visions without the support of rigorous and sound analysis. As a matter of fact, the potential of scenario design for providing more in-depth analysis and for connecting with quantitative methods has been generally missed, giving arguments away to its critics. Based on these premises, this document tries to prove the capability of scenario design to anticipate the impacts of complex global challenges and to do it in a more analytical way. These assumptions are tested through a scenario design exercise which explores the future evolution of the sustainable development paradigm (SD) and its implications in the Spanish urban development model. In order to reinforce the perception of scenario design as a useful and added value instrument to urban planners, three sets of implications –functional, parametric and spatial— are displayed to provide substantial and in-depth information for policy makers. This study shows some major findings. First, it is feasible to set up a systematic approach that provides anticipatory intelligence about future disruptive events that may affect the natural environment and socioeconomic fabric of a given territory. Second, there are opportunities for innovating in the Spanish urban planning processes and city governance models. Third, as a foresight tool, scenario design can be substantially reinforced if proper efforts are made to display functional, parametric and spatial implications generated by the scenarios. Fourth, the study confirms that foresight offers interesting opportunities for urban planners, such as anticipating changes, formulating visions, fostering participation and building networks

This special issue of the Journal of the Operational Research Society is dedicated to papers on the related subjects of knowledge management and intellectual capital. These subjects continue to generate considerable interest amongst both practitioners and academics. This issue demonstrates that operational researchers have many contributions to offer to the area, especially by bringing multi-disciplinary, integrated and holistic perspectives. The papers included are both theoretical as well as practical, and include a number of case studies showing how knowledge management has been implemented in practice that may assist other organisations in their search for a better means of managing what is now recognised as a core organisational activity. It has been accepted by a growing number of organisations that the precise handling of information and knowledge is a significant factor in facilitating their success but that there is a challenge in how to implement a strategy and processes for this handling. It is here, in the particular area of knowledge process handling that we can see the contributions of operational researchers most clearly as is illustrated in the papers included in this journal edition. The issue comprises nine papers, contributed by authors based in eight different countries on five continents. Lind and Seigerroth describe an approach that they call team-based reconstruction, intended to help articulate knowledge in a particular organisational. context. They illustrate the use of this approach with three case studies, two in manufacturing and one in public sector health care. Different ways of carrying out reconstruction are analysed, and the benefits of team-based reconstruction are established. Edwards and Kidd, and Connell, Powell and Klein both concentrate on knowledge transfer. Edwards and Kidd discuss the issues involved in transferring knowledge across frontières (borders) of various kinds, from those borders within organisations to those between countries. They present two examples, one in distribution and the other in manufacturing. They conclude that trust and culture both play an important part in facilitating such transfers, that IT should be kept in a supporting role in knowledge management projects, and that a staged approach to this IT support may be the most effective. Connell, Powell and Klein consider the oft-quoted distinction between explicit and tacit knowledge, and argue that such a distinction is sometimes unhelpful. They suggest that knowledge should rather be regarded as a holistic systemic property. The consequences of this for knowledge transfer are examined, with a particular emphasis on what this might mean for the practice of OR Their view of OR in the context of knowledge management very much echoes Lind and Seigerroth's focus on knowledge for human action. This is an interesting convergence of views given that, broadly speaking, one set of authors comes from within the OR community, and the other from outside it. Hafeez and Abdelmeguid present the nearest to a 'hard' OR contribution of the papers in this special issue. In their paper they construct and use system dynamics models to investigate alternative ways in which an organisation might close a knowledge gap or skills gap. The methods they use have the potential to be generalised to any other quantifiable aspects of intellectual capital. The contribution by Revilla, Sarkis and Modrego is also at the 'hard' end of the spectrum. They evaluate the performance of public–private research collaborations in Spain, using an approach based on data envelopment analysis. They found that larger organisations tended to perform relatively better than smaller ones, even though the approach used takes into account scale effects. Perhaps more interesting was that many factors that might have been thought relevant, such as the organisation's existing knowledge base or how widely applicable the results of the project would be, had no significant effect on the performance. It may be that how well the partnership between the collaborators works (not a factor it was possible to take into account in this study) is more important than most other factors. Mak and Ramaprasad introduce the concept of a knowledge supply network. This builds on existing ideas of supply chain management, but also integrates the design chain and the marketing chain, to address all the intellectual property connected with the network as a whole. The authors regard the knowledge supply network as the natural focus for considering knowledge management issues. They propose seven criteria for evaluating knowledge supply network architecture, and illustrate their argument with an example from the electronics industry—integrated circuit design and fabrication. In the paper by Hasan and Crawford, their interest lies in the holistic approach to knowledge management. They demonstrate their argument—that there is no simple IT solution for organisational knowledge management efforts—through two case study investigations. These case studies, in Australian universities, are investigated through cultural historical activity theory, which focuses the study on the activities that are carried out by people in support of their interpretations of their role, the opportunities available and the organisation's purpose. Human activities, it is argued, are mediated by the available tools, including IT and IS and in this particular context, KMS. It is this argument that places the available technology into the knowledge activity process and permits the future design of KMS to be improved through the lessons learnt by studying these knowledge activity systems in practice. Wijnhoven concentrates on knowledge management at the operational level of the organisation. He is concerned with studying the transformation of certain inputs to outputs—the operations function—and the consequent realisation of organisational goals via the management of these operations. He argues that the inputs and outputs of this process in the context of knowledge management are different types of knowledge and names the operation method the knowledge logistics. The method of transformation he calls learning. This theoretical paper discusses the operational management of four types of knowledge objects—explicit understanding; information; skills; and norms and values; and shows how through the proposed framework learning can transfer these objects to clients in a logistical process without a major transformation in content. Millie Kwan continues this theme with a paper about process-oriented knowledge management. In her case study she discusses an implementation of knowledge management where the knowledge is centred around an organisational process and the mission, rationale and objectives of the process define the scope of the project. In her case they are concerned with the effective use of real estate (property and buildings) within a Fortune 100 company. In order to manage the knowledge about this property and the process by which the best 'deal' for internal customers and the overall company was reached, a KMS was devised. She argues that process knowledge is a source of core competence and thus needs to be strategically managed. This editorial paper outlines key directions for knowledge management research and practice. The editorial team presents the results from a small survey of academics and practitioners about the present and future of knowledge management, and the editors include their own informed views on how this journal can help promote scholarly inquiry in the field.

The significant social changes and unstable social–economic processes we are undergoing require more participation and more future oriented grassroots activity both in designing the possible future alternatives and in the actions for the realization of them. Action oriented futures studies and participatory futures studies are in close connection, because orientation towards actions and participation of non-professionals can be strengthened by their mutual interdependence in futures work. This study gives—as examples—summaries of four Hungarian case studies using participatory futures methods: one case from the field of vocational training, two cases concerning regional development, and one about national social–economic development. Our experience shows that such selected groups have evaluated the present issues in their environments as well as the closer and broader regional issues in authentic ways. The future alternatives that were outlined regarding the future of vocational training, acceptable future alternatives of domestic social–economic development, and future living conditions of a smaller settlement and in a larger town, reflected obligation, responsibility and personal interest. That non-professionals lack sufficient future orientation, and do not see possibilities to take serious actions for the future is a read problem. Fortunately, it seems that the future and action oriented attitude of the individuals might be further developed by the use of partnership education.

Este artigo tem como foco o uso de casos multimédia na formação inicial de professores e procura analisar o seu contributo para o desenvolvimento do conhecimento didático de futuras professoras acerca do ensino exploratório da Matemática, bem como apreciar as suas perspetivas sobre as mais-valias do caso multimédia utilizado como recurso formativo. Analisam-se questionários e relatórios de treze alunas do Mestrado em Educação Pré-Escolar e Ensino do 1.º Ciclo da Universidade de Évora, que trabalharam sobre um caso multimédia que retrata a prática de ensino de uma professora de 1º ciclo. O caso inclui recursos diversificados, sendo os vídeos de sala de aula complementados com o plano da aula, as resoluções da tarefa pelos alunos, as reflexões da professora sobre a sua prática, um quadro de referência sobre o ensino exploratório da Matemática e artigos teóricos sobre ensino de natureza exploratória da Matemática. As alunas em formação apreciaram conhecer e explorar o caso multimédia, ressaltando a possibilidade de através dele conhecerem uma nova prática real de ensino da Matemática; sublinharam a importância de ouvirem as reflexões da professora para dotar de sentido a respetiva prática, revelando as intenções das suas ações; aprenderam também conhecimentos relevantes para pôr em prática o ensino exploratório, nomeadamente relativos ao conhecimento do processo instrucional, tanto no diz respeito à planificação, como à condução da aula.

In this paper we will analyse the usage of FTA to support decision-making in employment policy relate to specific occupational groups. The examples can be better understood if one focus on the nanotechnology and its implications on some sectors (clothing, bio-medical engineering, micro-electronics). When this is done will be clear which occupations will engage a restructuring process (engineers, specialised technicians, qualified machine operators, quality controllers) and what policies are being designed to cope with it. This means toward which extend social partners have driven specific policies on these issues (focused in their sectors).

This paper shows the impact of the atomic capabilities concept to include control-oriented knowledge of linear control systems in the decisions making structure of physical agents. These agents operate in a real environment managing physical objects (e.g. their physical bodies) in coordinated tasks. This approach is presented using an introspective reasoning approach and control theory based on the specific tasks of passing a ball and executing the offside manoeuvre between physical agents in the robotic soccer testbed. Experimental results and conclusions are presented, emphasising the advantages of our approach that improve the multi-agent performance in cooperative systems

Tämän hetken trendit kuten globalisoituminen, ympäristömme turbulenttisuus, elintason nousu, turvallisuuden tarpeen kasvu ja teknologian kehitysnopeus korostavatmuutosten ennakoinnin tarpeellisuutta. Pysyäkseen kilpailukykyisenä yritysten tulee kerätä, analysoida ja hyödyntää liiketoimintatietoa, jokatukee niiden toimintaa viranomaisten, kilpailijoiden ja asiakkaiden toimenpiteiden ennakoinnissa. Innovoinnin ja uusien konseptien kehittäminen, kilpailijoiden toiminnan arviointi, asiakkaiden tarpeet muun muassa vaativatennakoivaa arviointia. Heikot signaalit ovat keskeisessä osassa organisaatioiden valmistautumisessa tulevaisuuden tapahtumiin. Opinnäytetyön tarkoitus on luoda ja kehittää heikkojen signaalien ymmärrystä ja hallintaa sekäkehittää konseptuaalinen ja käytännöllinen lähestymistapa ennakoivan toiminnan edistämiselle. Heikkojen signaalien tyyppien luokittelu perustuu ominaisuuksiin ajan, voimakkuuden ja liiketoimintaan integroinnin suhteen. Erityyppiset heikot signaalit piirteineen luovat reunaehdot laatutekijöiden keräämiselle ja siitä edelleen laatujärjestelmän ja matemaattiseen malliin perustuvan työvälineen kehittämiselle. Heikkojen signaalien laatutekijät on kerätty yhteen kaikista heikkojen signaalien konseptin alueista. Analysoidut ja kohdistetut laatumuuttujat antavat mahdollisuuden kehittää esianalyysiä ja ICT - työvälineitä perustuen matemaattisen mallin käyttöön. Opinnäytetyön tavoitteiden saavuttamiseksi tehtiin ensin Business Intelligence -kirjallisuustutkimus. Hiekkojen signaalien prosessi ja systeemi perustuvat koottuun Business Intelligence - systeemiin. Keskeisinä kehitysalueina tarkasteltiin liiketoiminnan integraatiota ja systemaattisen menetelmän kehitysaluetta. Heikkojen signaalien menetelmien ja määritelmien kerääminen sekä integrointi määriteltyyn prosessiin luovat uuden konseptin perustan, johon tyypitys ja laatutekijät kytkeytyvät. Käytännöllisen toiminnan tarkastelun ja käyttöönoton mahdollistamiseksi toteutettiin Business Intelligence markkinatutkimus (n=156) sekä yhteenveto muihin saatavilla oleviin markkinatutkimuksiin. Syvähaastatteluilla (n=21) varmennettiin laadullisen tarkastelun oikeellisuus. Lisäksi analysoitiin neljä käytännön projektia, joiden yhteenvedot kytkettiin uuden konseptin kehittämiseen. Prosessi voidaan jakaa kahteen luokkaan: yritysten markkinasignaalit vuoden ennakoinnilla ja julkisen sektorin verkostoprojektit kehittäen ennakoinnin struktuurin luonnin 7-15 vuoden ennakoivalle toiminnalle. Tutkimus rajattiin koskemaan pääasiassa ulkoisen tiedon aluetta. IT työvälineet ja lopullisen laatusysteemin kehittäminen jätettiin tutkimuksen ulkopuolelle. Opinnäytetyön tavoitteena ollut heikkojen signaalien konseptin kehittäminen toteutti sille asetetut odotusarvot. Heikkojen signaalien systemaattista tarkastelua ja kehittämistyötä on mahdollista edistää Business Intelligence - systematiikan hyödyntämisellä. Business Intelligence - systematiikkaa käytetään isojen yritysten liiketoiminnan suunnittelun tukena.Organisaatioiden toiminnassa ei ole kuitenkaan yleisesti hyödynnetty laadulliseen analyysiin tukeutuvaa ennakoinnin weak signals - toimintaa. Ulkoisenja sisäisen tiedon integroinnin ja systematiikan hyödyt PK -yritysten tukena vaativat merkittävää panostusta julkishallinnon rahoituksen ja kehitystoiminnan tukimuotoina. Ennakointi onkin tuottanut lukuisia julkishallinnon raportteja, mutta ei käytännön toteutuksia. Toisaalta analysoitujen case-tapausten tuloksena voidaan nähdä, ettei organisaatioissa välttämättä tarvita omaa projektipäällikköä liiketoiminnan tuen kehittämiseksi. Business vastuun ottamiseksi ja asiaan sitoutumiseen on kuitenkin löydyttävä oikea henkilö

L'étude classique des attributions de responsabilité instiguée par Heider en psychologie sociale s'est principalement bornée à aborder ce processus psychosocial dans une perspective individualiste qui se cantonne aux niveaux intra-individuel et interpersonnel (selon la distinction opérée par Doise). Les réflexions et les travaux empiriques présentés dans cette thèse ont deux objectifs. Dans un premier temps, il s?agit d'élargir cette perspective aux autres niveaux sociologique et idéologique (en faisant notamment recours à l'approche des attributions sociales et aux propositions de Fauconnet sur les règles de responsabilité). Deuxièmement, il s?agit d'éprouver la pertinence d'une telle approche dans un contexte particulier : celui du travail en groupe dont la nature des rapports sociaux qui y étaient présentés ont été manipulés à l'aide de scénarii chez des étudiant-e-s de l?Université de Lausanne. L?objectif principal de cette thèse est donc de tester un modèle d?ancrage des attributions de responsabilité qui permette de souligner les dynamiques représentationnelles sous-jacentes en termes de légitimation ou de remise en cause de l?organisation des groupes. Dans l?ensemble les résultats indiquent que si la nature des rapports sociaux (re)présentés dans un groupe sont de puissants déterminants de la manière de légitimer ou de remettre en cause l?organisation des groupes, le niveau individuel d'adhésion à des croyances idéologiques dominantes, comme la justification du système économique, représente un modérateur des prises de position des répondant-e-s interrogé-e-s. De plus, il semble que ces processus évoluent dans le temps, faisant ainsi apparaître l'existence de phénomènes de socialisation relativement plus complexes que ne le laissent entendre les recherches actuellement effectuées dans ce domaine. En effet, si des connaissances idéologiques sur le monde sont acquises dans les filières universitaires et n?interviennent pas toujours dans les processus de formation des représentations du travail en groupe, des connaissances spécifiques aux disciplines et à la politique de sélection universitaire semblent intervenir dans le processus de légitimation des rapports sociaux dans les groupes au niveau des attributions. En tentant une articulation entre les concepts d?ancrage des représentations sociales, d?attribution et de socialisation, cette thèse permet ainsi de souligner la pertinence qu?il y a à insérer une problématique en termes de croyances idéologiques dans l?étude des groupes sociaux.<br/><br/>Heider?s approach of responsibility attributions almost exclusively emphasized on an individualistic point of view ; i.e. focusing at an intraindividual and interpersonnal level of analysis according to Doise?s distinction. The reflexions and empirical studies presented here firstly aim at broaden this perspective by taking socio-structural as well as societal levels of analysis into account. Secondly, it is to test this approach in the particular domain of organized groups. Manipulation of the structure of social relations in work groups on screenplays were undertaken (in a population of students from the Lausanne University). Hence, the main goal of these studies is to test the impact of the social ancoring of social representations in the responsibility processes in terms of legitimation or opposition to the group organization. All in all, the results show that social structures are powerfull predictors of the formation of social representations of a work situation and so forth of the attribution process. Nevertheless hegemonic ideological beliefs, such as Economical System Justification, do play a substantial moderating role in this process. It also proves to be evolving through time. The present findings show that a complexe process of socialization is occuring during the student?s university life. Indeed, the results let us believe that ideological beliefs may not interact anytime in the group?s perception and in the construction of the representation of the situation. In the same time, it seems that more discipline specific oriented knowledge and the impact of selection policy at the Lausanne University also predict the groupe legimation process and interfer with the ideological beliefs. Trying to articulate concepts of fields of research like social representations, attribution and socialization, the present thesis allows to underline the heuristic potential of reabilitating ideological beliefs at a dispositional level in the study of group process.

Lisääntynyt Balanced Scorecardin käyttö herätti kiinnostuksen tutkia, mistä BSC:ssä oli oikein kysymys. Epäonnistumiset BSC-projekteissa vaikuttivat siihen, että haluttiin tutkia, mikä nykyisissä projektimalleissa oli vikana. Kirjallisuudessa on esitetty useita BSC:n käyttöönoton projektimalleja, joista tunnetuin on Kaplanin ja Nortonin kehittämä malli. Alun perin kyseessä oli varsin operatiivinen suoritusmittaristo, jonka tavoitteena oli nostaa ei-taloudelliset mittarit taloudellisten mittareiden rinnalle. Sittemmin lähestymistapa onlaajentunut strategiapohjaiseksi johtamisen järjestelmäksi, mutta mallin rakentamisessa on vielä puutteita. Havaitut puutteet BSC-projektimalleissa loivat tarpeen uuden mallin kehittämiselle. Tutkimuksen tavoitteena oli kehittää suomalaisten yritysjohtajien ja alan asiantuntijoiden avulla BSC-projektimalli, jota käyttämällä yritykset voisivat menestyksekkäämmin toteuttaa BSC-projektinsa. Lisäksi tavoitteena oli selvittää BSC:n käytön nykytila Suomen 500 suurimmassa yrityksessä. Tutkimuksessa haluttiin myös hankkia tietoa siitä, miksi yritykset olivat lähteneet BSC-projektiin, mitkä tekijät vaikuttivat BSC-projektin onnistumiseen jamitä muutoksia yritykset olivat tehneet BSC:n käytännön kokemuksen pohjalta. Tutkimuksen teoriaosassa tarkasteltiin yrityksen strategista suunnittelua ja johtamista, yrityksen johtamisessa käytettyjä ohjausjärjestelmiä, toiminnan kehittämistä ja BSC-projektien toteuttamista. Tutkimuksen empiriisessä osassa kehitettiinkymmenvaiheinen BSC-projektin toteuttamismalli. Se tehtiin tutustumalla 15 konsultointiyrityksen tapaan toteuttaa BSC-projekti ja paneutumalla 50 yrityksen BSC-projektista saamiin kokemuksiin. Kehitettyä mallia testattiin Tulikivi-casessa,ja sitä arvioitiin kyselytutkimuksessa ja työistunnossa. Kyselytutkimuksen mukaan ensimmäiset suomalaiset yritykset aloittivat BSC:n käytön vuonna 1995. Vuonna1996 käyttö yleistyi jonkin verran, ja vuosia 1997 ja 1998 voidaan Suomessa kutsua BSC:n läpimurtovuosiksi. Vastanneista yrityksistä 23,2 % ilmoitti käyttävänsä BSC:tä. Yrityksistä 14,8 % oli ottamassa sitä käyttöön, ja 19,2 % harkitsi käyttöönottamista. Yritykset olivat lähteneet BSC-projektiin mm. paremman ohjausjärjestelmän, toiminnan tehostamisen ja muutoksen aikaansaamisen toivossa. BSC-projektin onnistumisen tärkeimpinä tekijöinä pidettiin johdon sitoutumista hankkeeseen, mittariston kytkeytymistä strategiaan ja mittareiden selkeyttä. BSC:n nähtiin vaikuttaneen yrityksissä eniten liiketoiminnan kokonaisuuden ymmärtämiseen, strategian toteutumiseen ja ei-taloudellisten asioiden seurantaan. Yrityksissä olimuutettu toimintaa mm. niin, että se suuntautuisi enemmän asiakkaisiin ja tulevaisuuteen. Tulevaisuudessa BSC:llä uskottiin olevan suurimmat vaikutukset kokonaisvaltaiseen ja strategiseen johtamiseen sekä strategian toteutumisen seurantaan. Kyselytutkimuksen perusteella voitiin osoittaa, että suuret yritykset käyttävät BSC:tä enemmän kuin pienet yritykset. Myös alueellisia eroja on: pääkaupunkiseudulla BSC:tä käytetään enemmän kuin muualla maassa. Mitä kannattavammaksi kyselyyn vastaaja arvioi yrityksensä, sitä parempana se piti tässä tutkimuksessa kehitettyä BSC-projektimallia verrattuna Kaplanin ja Nortonin kehittämään BSC-projektimalliin. BSC-projekti on niin kokonaisvaltainen, että sen onnistuminen edellyttää koko henkilöstön osallistuvan siihen. Ylimmän johdon aito sitoutuminen on välttämätöntä, jotta BSC-projekti saa riittävästi resursseja. Projektissa visio jastrategiat puretaan käytännön toimiksi, joten ilman ylimmän johdon mukanaoloa projektilla ei ole asiakasta. Keskijohto ja henkilöstö toteuttavat laaditut strategiat, jolloin heidän panoksensa on erittäin merkittävä projektin onnistumiseksi. Henkilöstö pitää saada osallistumaan mittaristotyöhön, jotta he sitoutuisivat asetettuihin tavoitteisiin. Ellei henkilöstöä saada mukaan, mittaristo jää helposti ylimmän johdon työkaluksi. Tällöin strategian toteuttaminen koko organisaatiossa on hyvin työlästä, jopa mahdotonta. Mittariston pitää olla strategialähtöinen, eikä se saa olla liian monimutkainen. Mitä alemmalle tasolle organisaatiossamennään, sitä yksinkertaisempi mittariston pitää olla. Ylimmillä tasoilla mittareita voi olla kahdeksasta kahteentoista, mutta alemmilla tasoilla niitä on oltava hieman vähemmän. Projektin nopea läpivienti yrityksessä ei saa olla itsetarkoitus, mutta nopeasti saadut konkreettiset tulokset auttavat, että projekti saa resursseja ja mahdollistavat palautteen saamisen ja oppimisen. Kerralla ei BSC:täsaada täydellisesti toimivaksi, vaan se on oppimisprosessi, joka mahdollistaa syvällisemmän strategian toteuttamiseen. Tässä tutkimuksessa kehitetty BSC-projektin toteuttamismalli perustuu kymmenien asiantuntijoiden kokemuksiin ja näkemyksiin BSC-projektin toteuttamisesta. Kyselytutkimuksesta, työistunnosta ja Tulikivi-casesta saadut tulokset osoittavat, että kehitetyn mallin avulla yrityksillä on entistä paremmat mahdollisuudet saada BSC-projekti onnistumaan. Näin tutkimuksen päätavoite saavutettiin. Muut tavoitteet saavutettiin kyselytutkimuksen tulosten avulla.

The purpose of this research was to do a repeated cross-sectional research on class teachers who study in the 4th year and also graduated at the Faculty of Education, University of Turku between the years of 2000 through 2004. Specifically, seven research questions were addressed to target the main purpose of the study: How do class teacher education masters’ degree senior students and graduates rate “importance; effectiveness; and quality” of training they have received at the Faculty of Education? Are there significant differences between overall ratings of importance; effectiveness and quality of training by year of graduation, sex, and age (for graduates) and sex and age (for senior students)? Is there significant relationship between respondents’ overall ratings of importance; effectiveness and their overall ratings of the quality of training and preparation they have received? Are there significant differences between graduates and senior students about importance, effectiveness, and quality of teacher education programs? And what do teachers’ [Graduates] believe about how increasing work experience has changed their opinions of their preservice training? Moreover the following concepts related to the instructional activities were studied: critical thinking skills, communication skills, attention to ethics, curriculum and instruction (planning), role of teacher and teaching knowledge, assessment skills, attention to continuous professional development, subject matters knowledge, knowledge of learning environment, and using educational technology. Researcher also tried to find influence of some moderator variables e.g. year of graduation, sex, and age on the dependent and independent variables. This study consisted of two questionnaires (a structured likert-scale and an open ended questionnaire). The population in study 1 was all senior students and 2000-2004 class teacher education masters’ degree from the departments of Teacher Education Faculty of Education at University of Turku. Of the 1020 students and graduates the researcher was able to find current addresses of 675 of the subjects and of the 675 graduates contacted, 439 or 66.2 percent responded to the survey. The population in study 2 was all class teachers who graduated from Turku University and now work in the few basic schools (59 Schools) in South- West Finland. 257 teachers answered to the open ended web-based questions. SPSS was used to produce standard deviations; Analysis of Variance; Pearson Product Moment Correlation (r); T-test; ANOVA, Bonferroni post-hoc test; and Polynomial Contrast tests meant to analyze linear trend. An alpha level of .05 was used to determine statistical significance. The results of the study showed that: A majority of the respondents (graduates and students) rated the overall importance, effectiveness and quality of the teacher education programs as important, effective and good. Generally speaking there were only a few significant differences between the cohorts and groups related to the background variables (gender, age). The different cohorts were rating the quality of the programs very similarly but some differences between the cohorts were found in the importance and effectiveness ratings. Graduates of 2001 and 2002 rated the importance of the program significantly higher than 2000 graduates. The effectiveness of the programs was rated significantly higher by 2001 and 2003 graduates than other groups. In spite of these individual differences between cohorts there were no linear trends among the year cohorts in any measure. In respondents’ ratings of the effectiveness of teacher education programs there was significant difference between males and females; females rated it higher than males. There were no significant differences between males’ and females’ ratings of the importance and quality of programs. In the ratings there was only one difference between age groups. Older graduates (35 years or older) rated the importance of the teacher training significantly higher that 25-35 years old graduates. In graduates’ ratings there were positive but relatively low correlations between all variables related to importance, effectiveness and quality of Teacher Education Programs. Generally speaking students’ ratings about importance, effectiveness and quality of teacher education program were very positive. There was only one significant difference related to the background variables. Females rated higher the effectiveness of the program. The comparison of students’ and graduates’ perception about importance, effectiveness, and quality of teacher education programs showed that there were no significant differences between graduates and students in the overall ratings. However there were differences in some individual variables. Students rated higher in importance of “Continuous Professional Development”, effectiveness of “Critical Thinking Skills” and “Using Educational Technology” and quality of “Advice received from the advisor”. Graduates rated higher in importance of “Knowledge of Learning Environment” and effectiveness of “Continuous Professional Development”. According to the qualitative data of study 2 some graduates expressed that their perceptions have not changed about the importance, effectiveness, and quality of training that they received during their study time. They pointed out that teacher education programs have provided them the basic theoretical/formal knowledge and some training of practical routines. However, a majority of the teachers seems to have somewhat critical opinions about the teacher education. These teachers were not satisfied with teacher education programs because they argued that the programs failed to meet their practical demands in different everyday situations of the classroom e.g. in coping with students’ learning difficulties, multiprofessional communication with parents and other professional groups (psychologists and social workers), and classroom management problems. Participants also emphasized more practice oriented knowledge of subject matter, evaluation methods and teachers’ rights and responsibilities. Therefore, they (54.1% of participants) suggested that teacher education departments should provide more practice-based courses and programs as well as closer collaboration between regular schools and teacher education departments in order to fill gap between theory and practice.
