The Portuguese educational system has counted, for many years, with the co-existence of both public and private schools. In fact, the country’s growth and development led, in the past, to an increasing demand for free of charge public education that could only be matched through the creation of “publicly-subsidized and privately owned and managed schools”. Still, the demographic evolution of Portugal recently generated a decrease on the demand for public educational services. This situation has raised doubts about the true contribution of this type of school for the public education system. This paper aims at answering this question by isolating the impact of different property and management schemes on the performance of students, resorting to cross-section data on 9th grade students from 2010. The results corroborate the well known result on the relevance of the family socio-economic background for students’ performance, but do also sustain the existence of a significant positive impact of private ownership and management schemes on the overall performance of students. These results suggest that there might be gains associated with the expansion of such schemes within the public education system.

Davant dels nous reptes educatius que planteja l’augment de la diversitat lingüística i cultural al conjunt del Sistema Educatiu Català, el present treball descriu els resultats i experiències obtinguts en les tres primeres fases d’un projecte de recerca centrat en la identificació d’indicadors vàlids que permetin dissenyar i implementar estratègies educatives inclusives adequades per atendre la diversitat lingüística i cultural present als nostres centres. La part central de la memòria descriu les primeres dades d’un estudi quantitatiu , realitzat en diferents moments del període d’escolarització (Pàrvuls 5 anys , segon i sisè de Primària i segon d’ESO) a quatre centres públics de Vilafranca del Penedès a finals del curs 2009-2010 , sobre el coneixement de català i de castellà i les possibles influències que en aquest hi juguen els factors de diversitat lingüística i cultural. El segon bloc d’aquest projecte presenta un seguit d’experiències i propostes d’assessorament centrades en el procés de sensibilització inicial sobre les implicacions educatives a nivell d’aula i de centre de la diversitat lingüística i cultural. També es presenta, com a annex final, un recull dels principals materials emprats en aquest procés d’intervenció en centre. A la part final del treball, s’hi desenvolupa una reflexió sobre les condicions que poden afavorir la implementació d’aquestes estratègies a nivell de centre i de sistema educatiu; i sobre el paper que , en aquests processos de canvi i millora educativa , hi podrien jugar els Serveis Educatius de Zona del Departament d’Ensenyament de la Generalitat de Catalunya.

Scope The Education Strategy for the Children Detention School Service September 2010-2013 has been operating in draft form from 2008 and has evolved to the document it is now. It constitutes the Department of Education and Skills’ (DES) overarching strategy on educational services for children placed in children detention schools and provides an outline of the Department’s role in this sector and provides the broad parameters which inform educational provision in the education facilities attached to these detention schools. Background In December 2005, following a review carried out by the Department of Justice and Law Reform, the Government approved a programme of Youth Justice reforms specifically designed to restructure the youth justice service in Ireland into a more modern and streamlined service.

To Members of the 82nd General Assembly, As we begin the second year of our Administration, we are pleased to submit the Fiscal Year 2009 budget for the State of Iowa pursuant to Iowa Code Section 8.21 and our constitutional authority. This budget recognizes the progress that we began last year with improvements in education, economic development, energy independence, and health care; provides funding for new policy initiatives in these areas; and is based on fiscally sound budget practices. Building on last year’s accomplishments, our Fiscal Year 2009 General Fund budget proposes an additional $75 million for increasing teachers’ salaries as part of our goal to move Iowa closer to the national average. We lay the foundation for student achievement by recommending $32.1 million for pre-school education, and we also propose $177.5 million in total for community colleges and $726.2 million in total for Regents universities. To make our State more energy independent, our General Fund budget appropriates the second-year funding of $25 million for the new Iowa Power Fund. The newly established Office of Energy Independence will soon start making awards from the Power Fund. Apart from the budget, we will be making several proposals to implement the new State energy plan. We have pledged to expand the number of Iowans who have health-care coverage. As a result, we are recommending additional funding for enrollment growth in the State Children Health Insurance Program (SCHIP). These additional funds will help the State provide coverage for another 25 percent of children who are eligible but not yet enrolled in hawk-i and the Iowa Medicaid Program. To protect the safety of Iowans, we are recommending issuance of revenue bonds for approximately $260 million in net proceeds to build a new state penitentiary in Ft. Madison, renovate and expand the Women’s Correctional Institution at Mitchellville, upgrade kitchen facilities at the Rockwell City and Mt. Pleasant Correctional Institutions, and expand Community-Based Correctional Facilities in Ottumwa, Sioux City, Waterloo, and Des Moines. Additionally, we are including funding for developing a prototype program for providing parolees and low-risk offenders with mental health and drug abuse treatment and educational services to help them make a crime-free re-entry into our communities. As part of this Capitals Budget, we also propose using $20 million for the State’s matching share for building new facilities at the Iowa Veterans Home. Iowa Budget Report iv Fiscal Year 2009 Importantly, our budget continues to fully fund our State’s Reserve Funds to help buffer Iowa from any future economic downturn. We recommend reimbursing $78.2 million to the Property Tax Credit Fund as part of our multi-year proposal to correct bad budgeting practices and eventually restore $160.0 million to this Fund. To provide more transparency, we are transferring operational expenditures in the Rebuild Iowa Infrastructure Fund to the General Fund and expenditures from the Endowment for Healthy Iowans and Healthy Iowans Tobacco Trust Funds to the General Fund. We believe that Iowa has charted a new course of becoming energy independent, providing quality pre-school education, recognizing the importance of our teachers, and providing greater health coverage for children. Our Fiscal Year 2009 budget and policy priorities reflect our continuing faith in Iowa’s ability to be the best state in the nation. This article examines the extent and limits of nonstate forms of authority in international relations. It analyzes how the information and communication technology (ICT) infrastructure for the tradability of services in a global knowledge-based economy relies on informal regulatory practices for the adjustment of ICT-related skills. By focusing on the challenge that highly volatile and short-lived cycles of demands for this type of knowledge pose for ensuring the right qualification of the labor force, the article explores how companies and associations provide training and certification programs as part of a growing market for educational services setting their own standards. The existing literature on non-conventional forms of authority in the global political economy has emphasized that the consent of actors, subject to informal rules and some form of state support, remains crucial for the effectiveness of those new forms of power. However, analyses based on a limited sample of actors tend toward a narrow understanding of the issues concerned and fail to fully explore the differentiated space in which non state authority is emerging. This article develops a three-dimensional analytical framework that brings together the scope of the issues involved, the range of nonstate actors concerned, and the spatial scope of their authority. The empirical findings highlight the limits of these new forms of nonstate authority and shed light on the role of the state and international governmental organizations in this new context.

Aquest treball té com a objectiu aprofundir en la relació que s’estableix entre escola i família i els elements que configuren aquesta, així com les estratègies implicades per tal que aquesta es doni de la manera adequada; als Serveis Educatius Municipals 0-6 de la ciutat de Pistoia. D’aquesta manera, juntament amb bases teòriques que ens contextualitzen i ens expliquen com funciona aquest aspecte dins del marc educatiu dels Serveis de la ciutat, trobem un anàlisi aprofundit d’aquesta relació en el dia a dia en dos d’aquests serveis, concretament un l’Asilo Nido i una Scuola dell’Infanzia.

Tutkimuksen tavoitteena oli saada kokonaiskuva siitä, kuinka sitoutunut Lappeenrannan kaupungin kasvatus- ja opetustoimen henkilöstö on kaupungin strategiaan ja etenkin siihen sisältyvään toimialan omaan strategiaan. Tutkimuksessa selvitettiin strategian toimeenpanoa hankaloittavat asiat ja esitettiin näihin konkreettisia kehittämisehdotuksia. Tutkimusmenetelminäkäytettiin johtotasolle suunnattua teemahaastattelua ja muulle henkilöstölle suunnattua kyselylomaketta. Tutkimuksen perusteella Lappeenrannan kaupungin johto ja kasvatus- ja opetustoimen johto ovat hyvin sitoutuneita strategiatyöhön, mutta etenkin ei-esimiesasemassa olevan henkilöstön strategiatietämyksessä on puutteita. Henkilöstö on halukas vaikuttamaan strategisiin asioihin, mutta monet kokevat, ettei heillä ole tarpeeksi vaikutusmahdollisuuksia. Kuitenkin toimipisteiden tavoitteet ovat hyvin sopusoinnussa toimialan strategisten tavoitteiden kanssa ja ne ohjaavat henkilöstön työntekoa, joten kasvatus- ja opetustoimessa toimitaan strategian mukaisesti. Päivittäinen työnteko koetaan siltiraskaaksi muun muassa siksi, ettei omalla työllä ja strategialla nähdä aina riittävästi yhteyttä. Erityisesti määräaikaiset työntekijät kokevat vaikeaksi sitoutua strategiaan.

Els Camps d’Aprenentatge són uns Serveis Educatius de la Generalitat de Catalunya distribuïts pel territori Català. Personalment penso que són poc coneguts pels docents, per això, la meva investigació tracta de conèixer la seva història i descobrir quins temes es treballen en cadascun. Principalment, investigo el Camp d’Aprenentatge de la Noguera situat en la meva població, Sant Llorenç de Montgai, per aprofundir-me en aquest i descobrir el seu funcionament. D’aquesta manera, pretenc potenciar aquests serveis educatius que utilitzen estratègies metodològiques innovadores. Pel que fa la part pràctica d’aquesta recerca, analitzo les valoracions que van realitzar els centres escolars del primer i l’últim curs, per tal d’observar l’evolució i el creixement d’aquest CdA. A més, també analitzo les observacions de la sortida realitzada amb els infants de P-5 i 1r de Primària de l’escola Dos Rius de Camarasa. Per acabar, es troben les conclusions d’aquesta investigació.

Aquest treball té com a objectiu aprofundir en la importància que tenen els espais de les escoles dels Serveis Educatius de Pistoia en la inclusió i l’atenció a la diversitat. Per aquest motiu, després d’una recerca teòrica que contextualitza aquests serveis, es troba un anàlisi que relaciona els resultats d’aquesta primera part teòrica amb una segona part pràctica portada a terme durant un període de pràctiques en tres escoles d’aquests serveis educatius, una d’elles és un Asilo Nido i les altres dues són Scuole dell’infanzia.
