In common with many Western nations, Australian governments, both state and federal, have increasingly embraced network-based approaches in responding to the effects of globalisation. Since 2001, thirty one Local Learning and Employment Networks (LLEN) have been established across all areas of Victoria, Australia in line with recommendations of a Ministerial Review into Post Compulsory Education and Training Pathways. That review reported that, in the globalised context, youth in transition from schooling to independence faced persistent and severe difficulties unknown to previous generations; it also found problems were frequently concentrated in particular groups and regions. LLEN bring together the expertise and experience of local education providers, industry, community organisations, individuals and government organisations. As a result of their local decisions, collaboration and community building efforts it is intended that opportunities for young people will be enhanced. My research was conducted within an Australian Research Council Linkage Project awarded to Deakin University Faculty of Education in partnership with the Smart Geelong Region LLEN (SGR LLEN). The Linkage Project included two separate research components one of which forms my thesis: a case study of SGR LLEN. My data was generated through participant observation in SGR LLEN throughout 2004 and 2005 and through interviews, reflective writing and archival review. In undertaking my analysis and presenting my thesis I have chosen to weave a series of panels whose orientation is poststructural. This approach was based in my acceptance that all knowledge is partial and fragmentary and, accordingly, researchers need to find ways that highlight the intersections in and indeterminacy of their empirical data. The LLEN is -by its nature as a network -more than the contractual entity that gains funding from government, acts as the administrative core and occupies the LLEN office. As such I have woven firstly the formation and operational structure of the bounded entity that is SGR LLEN before weaving a series of six images that portray the unbounded LLEN as an instance-in-action. The thesis draws its theoretical inspiration from the work of Deleuze and Guattari (1987). Despite increased use of notions of networks, local decision-making and community building by governments there had been little empirical research that explored stakeholder understandings of networks and their role in community building as well as a lack of theorisation of how networks actually ‘work.’ My research addresses this lack and suggests an instituted network can function as a learning community capable of fostering systemic change in the post compulsory education training and employment sector and thereby contributing to better opportunities for young people. However the full potential of the policy is undermined by the reluctance of governments to follow through on the implications of their policies and, in particular, to confront the limiting effects of performativity at all levels.

Anguilla australis glass eels proved to be resilient and present strong aquaculture potential. General husbandry techniques, anaesthesia and prophylactic treatments were established for glass eels between 0.1 g and 2.0 g and elvers between 2.0 g and 8.0 g, caught in rivers and estuaries along the South East Coast of Victoria. The protozoan parasites Ichthyobodo and Trichodina were found to be present on arrival to the hatchery developed during different rearing treatments, and were successfully eradicated. A. australis glass eels accepted artificial food, but it was recommended first be fed a preweaning diet of minced fish flesh. A weaning regime from minced fish flesh to commercially available eel grower mash, over 15 days was established. Growth rate proved to be highly variable, both between and within groups. The highest growth rate of 2.71%/day was found when the natural diet of minced fish and Artemia was fed. The maximum growth rate when reared on an artificial diet of 1.63%/day was observed at 25°C. Growth was affected by the presence or absence of a preweaning diet, weaning diet, weaning period, temperature, but not by size or density. Once weaned, glass eels were found to perform better on commercially available grower mash than on the minced fish flesh, which was used to aid in weaning them to artificial diets. Of the water quality parameters measured stocking density was found to affect pH, Total Ammonia Nitrogen, Total Phosphorus, and Dissolved Oxygen, through not to an extent which affected growth.

This dissertation is concerned with the implications of the learning processes for the technological capability accumulation at the firm level. This relationship was examined in Kvaerner Pulping over the period from 1980 to 2000. The firm is located in Curitiba/PR and supplies equipment and complete plants (capital goods) for pulp mills. In other words, based on an individual case study, this dissertation examines how the learning processes influence the building and accumulation of technological capability. The accumulation of technological capabilities is crucial for the survival and the competitive performance of the firms. An analytical framework already available in the literature was used to describe the paths (way and speed) of technological capability accumulation in the firm studied. However, the framework was adapted specifically for the capital goods industry for the pulp & paper sector. The paths of technological capability accumulation are analysed for three different technological functions: ¿engineering activities and project management¿, ¿operational processes and practices¿ and ¿process equipment¿. The learning mechanisms were examined in the light of four key features: variety, intensity, functioning and interaction. During the 1980s and 1990s the firm accumulated different levels of technological capability in the technological functions studied. It was only when the firm started to coordinate systematically the efforts to acquire and convert the knowledge from the individual to the organizational level, at the mid 1990s, that the accumulation of technological capability was accelerated. By the end of this decade the firm was able to accumulate innovative capabilities in all the functions analysed. Similarly to previous studies that investigated other types of firms, the conclusion of this dissertation suggests that the way and rate by which the firm accumulates technological capability can be explained by the learning process and its key features over time.

The objective of the second national development plan was to define industrial expansion in Brazil. The capital goods industry had to be aligned with large infrastructure projects. Also public sector national enterprise was a key element. A newly created financial base 'FIBASE', the national development bank, and state enterprises are principal agents of change in the industrial model. The Green Supply Chain Management (GSCM) is gaining prominence in the academy and business, as an approach that aims to promote economic and environmental gains. The GSCM is operated through the Environmental Management System Tools and treated as an Environmental Management System (EMS), involving Reverse Logistics, Green Purchasing, Green Sourcing, Green Design, Green Packaging, Green Operation, Green Manufacturing, Green Innovation and Customer Awareness. The objective of this study is to map the GSCM tools and identify their practice in a consumer goods industry in the Vale do Paraiba. The approach and data collection were made in the company's database chosen as the object of study, as well as through on site visits and interviews. The results showed that the tools Green Operation, Green Manufacturing, Green Innovation and Green Sourcing are applied in the company and just Costumer Awareness tool showed no practice at all. To other tools was identified ideology or interest of the company in applying them

Este artigo apresenta os resultados de um levantamento sobre o desempenho logístico das PMEs da indústria de bens de capital. O desempenho logístico foi avaliado com base no grau de concordância das empresas frente às afirmações acerca das dimensões do desempenho logístico identificadas na literatura. Os resultados indicaram uma concordância maior das empresas frente a essas afirmações. Nas análises comparativas, foi observado que as médias de desempenho das PMEs pesquisadas distanciaram-se significativamente do padrão de excelência em logística. Adicionalmente, foram constatadas diferenças entre as médias de desempenho logístico nas comparações por segmento, porte e origem de capital das PMEs. Entre as implicações práticas e teóricas, destacam-se a necessidade de criação de parcerias entre as PMEs nacionais e estrangeiras e a oportunidade de se sistematizar as práticas de excelência em logística do setor, visando a sua transferência para as empresas de menor desempenho logístico.

The term "Smart Product" has become commonly used in recent years. This is because there has been an increasing interest in these kinds of products as part of the consumer goods industry, impacting everyday life and industry. Nevertheless, the term "Smart Product" is used with different meanings in different contexts and application domains. The use of the term "Smart Product" with different meanings and underlying semantics can create important misunderstandings and dissent. The aim of this paper is to analyze the different definitions of Smart Product available in the literature, and to explore and analyze their commonalities and differences, in order to provide a consensus definition that satisfies, and can therefore be used by, all parties. To embrace the identified definitions, the concept of "Smart Thing" is introduced. The methodology used was a systematic literature review. The definition is expressed as an ontology.
