The Brazilian state of Paraná exhibits a violent geography of inequality and duality, hosting both the most developed city in the country, internationally recognized by its urban and environmental innovations, and southern Brazil’s most concentrated cluster of poverty and underdevelopment. Over the course of the past decades, the state underwent a major economic transformation, modernizing and increasing its industrial structure and shifting to the service sector with a larger participation of the knowledge economy. This study is concerned on the interplay between formal education and socioeconomic development during this process, and above all its spatial character. It attempts make sense of the rich literature on education and growth and/or development, discussing it through the lenses of human geography and planning. In order for the analysis to be possible, this study created a consistent database of municipal scores of education over the course of 40 years, dealing with changing census methodologies and municipal boundaries. Making use of modern exploratory spatial data analysis combined with spatial regressions, the study identifies a clustered, time-persistent interplay between education and development that is stronger for low and basic levels of education. Moreover, it provides evidence that not only education is a predictor of future development, but also that analyses of this kind must take into consideration spatial autocorrelation in order to be accurate.

This study examines what many scholars have neglected to investigate when addressing post Civil War issues in Lebanon. Most studies have addressed political issues surrounding activities of Shiite movements, such as Harakat Amal or Hizb Allah, while socioeconomic issues have been neglected.^ Imam Musa Sadr challenged the power of traditional Shiite leaders by creating official Shiites institutions and movements like Amal. The Iranian Revolution and the Israeli invasion of Lebanon in 1982 sparked the creation of Hizb Allah which, not only struggled against its foes, but also provided social services to the Shiites. This development program has been central in creating political legitimacy for Hizb Allah, regardless of its military situation, which suggests that socioeconomic development can transform a militia into a legitimate actor on the Lebanese political scene. The survivability of Shiite parties is therefore tantamount to not only their military might, but also to their social involvement. ^

This dissertation is an attempt to use the radical political economy approach, which assumes that there is a connection between a state's strategic interests and the interests of dominant multinational corporations (MNCs) located within a state's territory, to explain continuity in the USAID development agenda and lending patterns during the past 30 years of development aid to Haiti. Employing the qualitative method of "process-tracing," my study concludes that the radical political economy approach has an explanatory power when it comes to understanding continuity in the USAID development agenda and lending patterns during the past 30 years of development aid to Haiti. The evidence shows that USAID has implemented in Haiti, from the 1980s through the post-9/11 Washington Consensus period, neoliberal policies that conform to the political economy of US multinational corporations (US MNCs). Contrary to the claim that the USAID-sponsored post-earthquake development paradigm has departed from previous development strategies, the study has shown that USAID has used the occurrence of the January 2010 earthquake tragedy to accelerate in Haiti the implementation of a neoliberal agenda congenial to the business promotion of multinational investors, particularly US multinational corporations. In terms of the way ahead, the study argues for the implementation of a new development approach articulated by a legitimate Haitian state and primarily intended to promote the socioeconomic development of the poorest Haitians.

The present doctoral thesis studies the association between pre-colonial institutions and long-run development in Latin America. The thesis is organised as follows: Chapter 1 places the motivation of the thesis by underlying relevant contributions in the literature on long-run development. I then set out the main objective of the thesis, followed by a brief outline of it. In Chapter 2, I study the effects of pre-colonial institutions on present-day socioeconomic outcomes for Latin America. The main thesis of this chapter is that more advanced pre-colonial institutions relate to better socioeconomic outcomes today - principally, but not only, through their effects on the Amerindian population. I test such hypothesis with a dataset of 324 sub-national administrative units covering all mainland Latin American countries. The extensive range of controls covers factors such as climate, location, natural resources, colonial activities and pre-colonial characteristics - plus country fixed effects. Results strongly support the main thesis. In Chapter 3, I further analyse the association between pre-colonial institutions and present-day economic development in Latin America by using the historical ethnic homelands as my main unit of analysis. The main hypothesis is that ethnic homelands inhabited by more advanced ethnic groups -as measured by their levels of institutional complexity- relate to better economic development today. To track these long-run effects, I construct a new dataset by digitising historiographical maps allowing me to pinpoint the geospatial location of ethnic homelands as of the XVI century. As a result, 375 ethnic homelands are created. I then capture the levels of economic development at the ethnic homeland level by making use of alternative economic measures --satellite light density data. After controlling for country-specific characteristics and applying a large battery of geographical, locational, and historical factors, I found that the effects of pre-colonial institutions relate to a higher light density --as a proxy for economic activity- in ethnic homelands where more advanced ethnic groups lived. In Chapter 4, I explore a mechanism linking the persistence of pre-colonial institutions in Latin America over the long-run: Colonial and post-colonial strategies along with the ethnic political capacity worked in tandem allowing larger Amerindian groups to "support" the new political systems in ways that would benefit their respective ethnic groups as well as the population at large. This mechanism may have allowed the effects of pre-colonial institutions to influence socioeconomic development outcomes up to today. To shed lights on this mechanism, I combine the index of pre-colonial institutions prepared for the second chapter of the present thesis with individual-level survey data on people's attitudes. By controlling for key observable and unobservable country-specific characteristics, the main empirical results show that areas with a history of more advanced pre-colonial institutions increase the probability of individuals supporting present-day political institutions. Finally, in Chapter 5, I summarise the main findings of the thesis, and emphasise the key weaknesses of the study as well as potential avenues for future research.

Urban infrastructure along the hard forms such as roads, electricity, water and sewers also includes the soft forms such as research, training, innovation and technology. Knowledge and creativity are keys to soft infrastructure and socioeconomic development. Many city administrations around the world adjust their endogenous development strategies increasingly by investing in soft infrastructure and aiming for a knowledge-based development. At this point, the mapping and management of knowledge asset of cities has become a critical issue for promoting creative urban regions. The chapter scrutinizes the relations between knowledge assets and urban infrastructures and examines the management model to improve soft infrastructure provision.

Climate change is expected to be one of the biggest global health threats in the 21st century. In response to changes in climate and associated extreme events, public health adaptation has become imperative. This thesis examined several key issues in this emerging research field. The thesis aimed to identify the climate-health (particularly temperature-health) relationships, then develop quantitative models that can be used to project future health impacts of climate change, and therefore help formulate adaptation strategies for dealing with climate-related health risks and reducing vulnerability. The research questions addressed by this thesis were: (1) What are the barriers to public health adaptation to climate change? What are the research priorities in this emerging field? (2) What models and frameworks can be used to project future temperature-related mortality under different climate change scenarios? (3) What is the actual burden of temperature-related mortality? What are the impacts of climate change on future burden of disease? and (4) Can we develop public health adaptation strategies to manage the health effects of temperature in response to climate change? Using a literature review, I discussed how public health organisations should implement and manage the process of planned adaptation. This review showed that public health adaptation can operate at two levels: building adaptive capacity and implementing adaptation actions. However, there are constraints and barriers to adaptation arising from uncertainty, cost, technologic limits, institutional arrangements, deficits of social capital, and individual perception of risks. The opportunities for planning and implementing public health adaptation are reliant on effective strategies to overcome likely barriers. I proposed that high priorities should be given to multidisciplinary research on the assessment of potential health effects of climate change, projections of future health impacts under different climate and socio-economic scenarios, identification of health cobenefits of climate change policies, and evaluation of cost-effective public health adaptation options. Heat-related mortality is the most direct and highly-significant potential climate change impact on human health. I thus conducted a systematic review of research and methods for projecting future heat-related mortality under different climate change scenarios. The review showed that climate change is likely to result in a substantial increase in heatrelated mortality. Projecting heat-related mortality requires understanding of historical temperature-mortality relationships, and consideration of future changes in climate, population and acclimatisation. Further research is needed to provide a stronger theoretical framework for mortality projections, including a better understanding of socioeconomic development, adaptation strategies, land-use patterns, air pollution and mortality displacement. Most previous studies were designed to examine temperature-related excess deaths or mortality risks. However, if most temperature-related deaths occur in the very elderly who had only a short life expectancy, then the burden of temperature on mortality would have less public health importance. To guide policy decisions and resource allocation, it is desirable to know the actual burden of temperature-related mortality. To achieve this, I used years of life lost to provide a new measure of health effects of temperature. I conducted a time-series analysis to estimate years of life lost associated with changes in season and temperature in Brisbane, Australia. I also projected the future temperaturerelated years of life lost attributable to climate change. This study showed that the association between temperature and years of life lost was U-shaped, with increased years of life lost on cold and hot days. The temperature-related years of life lost will worsen greatly if future climate change goes beyond a 2 °C increase and without any adaptation to higher temperatures. The excess mortality during prolonged extreme temperatures is often greater than the predicted using smoothed temperature-mortality association. This is because sustained period of extreme temperatures produce an extra effect beyond that predicted by daily temperatures. To better estimate the burden of extreme temperatures, I estimated their effects on years of life lost due to cardiovascular disease using data from Brisbane, Australia. The results showed that the association between daily mean temperature and years of life lost due to cardiovascular disease was U-shaped, with the lowest years of life lost at 24 °C (the 75th percentile of daily mean temperature in Brisbane), rising progressively as temperatures become hotter or colder. There were significant added effects of heat waves, but no added effects of cold spells. Finally, public health adaptation to hot weather is necessary and pressing. I discussed how to manage the health effects of temperature, especially with the context of climate change. Strategies to minimise the health effects of high temperatures and climate change can fall into two categories: reducing the heat exposure and managing the health effects of high temperatures. However, policy decisions need information on specific adaptations, together with their expected costs and benefits. Therefore, more research is needed to evaluate cost-effective adaptation options. In summary, this thesis adds to the large body of literature on the impacts of temperature and climate change on human health. It improves our understanding of the temperaturehealth relationship, and how this relationship will change as temperatures increase. Although the research is limited to one city, which restricts the generalisability of the findings, the methods and approaches developed in this thesis will be useful to other researchers studying temperature-health relationships and climate change impacts. The results may be helpful for decision-makers who develop public health adaptation strategies to minimise the health effects of extreme temperatures and climate change.

Ross River virus (RRV) is the most common vector-borne disease in Australia. It is vitally important to make appropriate projections on the future spread of RRV under various climate change scenarios because such information is essential for policy-makers to identify vulnerable communities and to better manage RRV epidemics. However, there are many methodological challenges in projecting the impact of climate change on the transmission of RRV disease. This study critically examined the methodological issues and proposed possible solutions. A literature search was conducted between January and October 2012, using the electronic databases Medline, Web of Science and PubMed. Nineteen relevant papers were identified. These studies demonstrate that key challenges for projecting future climate change on RRV disease include: (1) a complex ecology (e.g. many mosquito vectors, immunity, heterogeneous in both time and space); (2) unclear interactions between social and environmental factors; and (3) uncertainty in climate change modelling and socioeconomic development scenarios. Future risk assessments of climate change will ultimately need to better understand the ecology of RRV disease and to integrate climate change scenarios with local socioeconomic and environmental factors, in order to develop effective adaptation strategies to prevent or reduce RRV transmission.

The need for strong science, technology and innovation linkages between Higher Education Institutions (HEIs) and industries is a pivotal point for middle-income countries in their endeavor to enhance human capital in socioeconomic development. Currently, the University-Industry partnerships are at an infant stage in Sri Lankan higher education context. Technological maturity and effective communication skills are contributing factors for an efficient graduate profile. Also, expanding internship programs in particular for STEM disciplines provide work experience to students that would strengthen the relevance of higher education programs. This study reports historical overviews and current trends in STEM education in Sri Lanka. Emphasis will be drawn to recent technological and higher education curricular reforms. Data from the last 10 years were extracted from the higher education sector and Ministry of Higher Education Policy portfolios. Associations and trend analysis of the sector growth were compared with STEM existence, merger and predicted augmentations. Results were depicted and summarised based on STEM streams and disciplines. It was observed that the trend of STEM augmentation in the Sri Lankan Higher Education context is growing at a slow but steady pace. Further analysis with other sectors in particular, Industry information, would be useful and a worthwhile exercise.

Background: High levels of wealth inequality with improved health statistics in South Africa (SA) provide an important opportunity to investigate non-communicable diseases (NCDs) among the poor. Aims: This paper uses two distinct national data sets to contrast patterns of mortality in rich and poor areas and explore the associations between poverty, risk factors, health care and selected NCDs diseases in South African adults. Methods: Causes of premature mortality in 1996 experienced in the poorest magisterial districts are compared with those in the richest, using average household wealth to classify districts. Logistic and multinomial regression are used to investigate the association of a household asset index and selected chronic conditions, related risk factors and healthcare indicators using data from the 1998 South African Demographic and Health Survey. Results: NCDs accounted for 39% and 33% of premature mortality in rich and poor districts respectively. The household survey data showed that the risk factors hypertension and obesity increased with increasing wealth, while most of the lifestyle factors, such as light smoking, domestic exposure to ``smoky'' fuels and alcohol dependence were associated with poverty. Treatment status for hypertension and asthma was worse for poor people than for rich people. Conclusions: The study suggests that NCDs and lifestyle-related risk factors are prevalent among the poor in SA and treatment for chronic diseases is lacking for poor people. The observed increase in hypertension and obesity with wealth suggests that unless comprehensive health promotion strategies are implemented, there will be an unmanageable chronic disease epidemic with future socioeconomic development in SA.

Background: Undernutrition and physical inactivity are both associated with lower bone mass. Objective: This study aimed to investigate the combined effects of early-life undernutrition and urbanized lifestyles in later life on bone mass accrual in young adults from a rural community in India that is undergoing rapid socioeconomic development. Design: This was a prospective cohort study of participants of the Hyderabad Nutrition Trial (1987–1990), which offered balanced protein-calorie supplementation to pregnant women and preschool children younger than 6 y in the intervention villages. The 2009–2010 follow-up study collected data on current anthropometric measures, bone mineral density (BMD) measured by dual-energy X-ray absorptiometry, blood samples, diet, physical activity, and living standards of the trial participants (n = 1446, aged 18–23 y). Results: Participants were generally lean and had low BMD [mean hip BMD: 0.83 (women), 0.95 (men) g/cm2; lumbar spine: 0.86 (women), 0.93 (men) g/cm2]. In models adjusted for current risk factors, no strong evidence of a positive association was found between BMD and early-life supplementation. On the other hand, current lean mass and weight-bearing physical activity were positively associated with BMD. No strong evidence of an association was found between BMD and current serum 25-hydroxyvitamin D or dietary intake of calcium, protein, or calories. Conclusions: Current lean mass and weight-bearing physical activity were more important determinants of bone mass than was early-life undernutrition in this population. In transitional rural communities from low-income countries, promotion of physical activity may help to mitigate any potential adverse effects of early nutritional disadvantage.

Os royalties de petróleo têm ganhado notoriedade nos últimos anos pelo crescimento das atividades petrolíferas no país, as mudanças nas leis, preços do petróleo e transferência e aplicação de recursos nos Municípios para seu desenvolvimento socioeconômico. Esta pesquisa busca identificar mudanças em indicadores socioeconômicos em Municípios do estado do Rio de Janeiro através de análise temporal de variáveis que indiquem uma relação da evolução socioeconômica dos Municípios com os royalties de petróleo. Para testar esta hipótese, foi feita uma análise de agrupamento dos Municípios do estado do Rio de Janeiro utilizando as variáveis IDH (Índice de Desenvolvimento Humano), PIB (Produto Interno Bruto) e população, sendo todas as variáveis apresentando valores do ano 2000. Com a determinação do número de grupos, foram escolhidos dois Municípios de cada grupo sob a condição de maior arrecadador de royalties e não arrecadador de royalties e analisados entre os anos 2003 e 2006 para verificar a possível mudança de indicadores socioeconômicos neste período e possível relação desta mudança com royalties de petróleo.

Os programas de Pagamento por Serviços Ambientais (PSA) correspondem a incentivos a quem ajuda a manter ou a produzir os serviços ecossistêmicos. O presente trabalho preocupou-se com a compreensão sobre a real contribuição destes programas de PSA para a gestão sustentável dos recursos hídricos, destacando o caso do programa FUNBOAS - Fundo de Boas Práticas Sócio Ambientais, criado pelo Comitê de Bacias Hidrográficas Lagos São João (CBHLSJ). Para atingir o objetivo proposto e entender os impactos do programa na microbacia, foram utilizadas informações fornecidas pelo CBHLSJ e foram realizadas visitas em campo, onde amostras de água foram coletadas para análise de parâmetros físico-químicos (pH, turbidez, NH3, P, OD, DQO e COT) e entrevistas com a população local foram realizadas. O FUNBOAS é um mecanismo de incentivo técnico e financeiro aos que ajudam a conservar os recursos hídricos e é alimentado com recursos oriundos da cobrança pelo uso da água da bacia. De uma forma geral, foi possível observar que o FUNBOAS possibilitou que os agricultores da microbacia beneficiada adotassem práticas de manejo mais sustentáveis, colaborando para a prestação dos serviços ecossistêmicos. Os resultados das análises de água indicaram que ainda existem pontos críticos de contaminação na microbacia, onde é necessário que medidas sejam tomadas para recuperar a qualidade da água do córrego. As entrevistas possibilitaram demonstrar que o FUNBOAS afetou o modo de vida dos produtores rurais da microbacia de forma positiva, melhorando a qualidade de vida das famílias beneficiadas. Também foi constatada a importância da preservação das florestas nativas na conservação da qualidade da água e dos trabalhos de educação ambiental na capacitação da população e na conscientização sobre a preservação dos recursos naturais. Além disso, o monitoramento ambiental da qualidade da água demonstrou ser uma ferramenta fundamental em programas de PSA em recursos hídricos, pois podem embasar a tomada de decisão, apontar pontos críticos de intervenção e evidenciar os impactos das ações, servindo para o acompanhamento dos resultados alcançados pelo programa. De uma forma geral, os resultados alcançados por esta pesquisa permitem concluir que programas de PSA são importantes instrumentos de gestão sustentável dos recursos hídricos, uma vez que possibilitam a preservação dos ecossistemas, colaborando com desenvolvimento socioeconômico das comunidades afetadas.

Ao longo da história, poucos fenômenos despertaram tanto interesse dos cidadãos, dispenderam tantos recursos do Estado e contribuíram tanto para o atraso de seu desenvolvimento quanto o problema da corrupção dos agentes públicos. Nesta tese, uso o conceito de improbidade para definir um tipo particular de fenômeno e distingui-lo de outros geralmente abrangidos pelo conceito de corrupção. A partir daí procuro responder as seguintes questões: quais elementos influenciam o processo de tomada de decisão do agente público para que considere o engajamento em uma improbidade? Que fatores estão associados à ocorrência de improbidades na Administração Pública municipal brasileira? Sob a perspectiva da nova economia institucional, a primeira parte da tese procede com a análise conceitual e metodológica do fenômeno, consubstanciado no referencial analíticos das improbidades, sustentando que: a) as improbidades correspondem a um gênero de atitudes oportunistas, dentre as quais se destaca uma espécie denominada transação corrupta; b) o processo de tomada de decisão do agente público, inserido no contexto de racionalidade limitada, orienta-se igualmente por elementos da análise custo-benefício (maximização da utilidade esperada), da dinâmica dos processos de aprendizagem e da barreira ético-moral dos próprios indivíduos. As demais partes da tese apresentam os resultados de uma investigação empírica sistemática, baseada nas informações de uma amostra aleatória de 960 municípios brasileiros auditados pela Controladoria-Geral da União. A análise evidencia os fatores associados à ocorrência das improbidades, tanto sob o ponto vista da literatura tradicional (modernização, capital social e rent-seeking), quanto da nova perspectiva analítica proposta, baseada nos mecanismos de governança. O teste a partir dos modelos tradicionais da literatura demonstra: a) a associação negativa entre a ocorrência das improbidades e os indicadores de desempenho institucional e de desenvolvimento socioeconômico dos municípios (em consonância com os efeitos comumente atribuídos as improbidades); b) a associação negativa entre a ocorrência das improbidades e os indicadores de modernização e de capital social dos municípios (em consonância com as causas comumente atribuídas as improbidades); c) a não associação entre a ocorrência das improbidades nos municípios brasileiros e os indicadores de incentivo ao comportamento rent-seeking (em oposição à clássica proposição de que quanto maior o tamanho do Estado, maior será a ocorrência de improbidades em razão dos incentivos oriundos de seu monopólio). Com base nos resultados obtidos, incorporo os supostos neoinstitucionalistas a análise das improbidades, interpretando-os como decorrência da inadequação das estruturas de governança dos contratos. Assim, para além do impacto do arranjo institucional, que abarca o controle parlamentar, administrativo e jurisdicional interno e externo dos recursos públicos federais transferidos aos municípios, apresento evidências de que as variações observadas na contagem de improbidades nos municípios brasileiros estão diretamente relacionadas à qualidade de seus mecanismos de governança. Dentre esses, destacam-se aqueles de natureza democrática: os mecanismos de controle social (os conselhos municipais de políticas públicas); os mecanismos de promoção da transparência (a qualidade do governo eletrônico); e os mecanismos de accountability (a disputa político-eleitoral). De acordo com o referencial analítico das improbidades, a existência e operação desses mecanismos elevam os custos de transação do agente público que, mesmo superando as limitações da barreira ético-moral e de aprendizado, ainda considera um eventual engajamento nesse gênero de atitudes oportunistas.

Mudanças marcantes no perfil geográfico eleitoral do Brasil, no que diz respeito às eleições para Presidente da República, aconteceram no ano de 2006. Candidatos do Partido dos Trabalhadores (PT) que antes eram bem votados em regiões mais desenvolvidas do país, passaram a ganhar as eleições, com grande margem de preferência, nas regiões mais pobres do país. Entenda por regiões mais pobres as regiões Norte e Nordeste. Esse trabalho pretende traçar um histórico da relação eleitoral da Região Nordeste do Brasil com os candidatos do Partido dos Trabalhadores ao cargo de Presidente da República desde a redemocratização. O objetivo é entender a relação entre a opção de voto em candidatos desse partido e o desenvolvimento socioeconômico ao longo do tempo da região, levando em consideração também o programa Bolsa Família para tentar comprovar a sua racionalidade. Além disso, este trabalho faz um estudo de caso da votação da cidade de Viçosa do Ceará para exemplificar o fato de que a indução do voto para candidatos de âmbito federal por representantes locais não é mais a regra da região e sim a exceção. A investigação usa análise bibliográfica, histórica e métodos de análise estatística, principalmente, técnicas de análise espacial.
