Object detection is a fundamental task in many computer vision applications, therefore the importance of evaluating the quality of object detection is well acknowledged in this domain. This process gives insight into the capabilities of methods in handling environmental changes. In this paper, a new method for object detection is introduced that combines the Selective Search and EdgeBoxes. We tested these three methods under environmental variations. Our experiments demonstrate the outperformance of the combination method under illumination and view point variations.

Classification criteria should facilitate selection of similar patients for clinical and epidemiologic studies, therapeutic trials, and research on etiopathogenesis to enable comparison of results across studies from different centers. We critically appraise the validity and performance of the Assessment of SpondyloArthritis international Society (ASAS) classification criteria for axial spondyloarthritis (axSpA). It is still debatable whether all patients fulfilling these criteria should be considered as having true axSpA. Patients with radiographically evident disease by the ASAS criteria are not necessarily identical with ankylosing spondylitis (AS) as classified by the modified New York criteria. The complex multi-arm selection design of the ASAS criteria induces considerable heterogeneity among patients so classified, and applying them in settings with a low prevalence of axial spondyloarthritis (SpA) greatly increases the proportion of subjects falsely classified as suffering from axial SpA. One of the unmet needs in non-radiographic form of axial SpA is to have reliable markers that can identify individuals at risk for progression to AS and thereby facilitate early intervention trials designed to prevent such progression. We suggest needed improvements of the ASAS criteria for axSpA, as all criteria sets should be regarded as dynamic concepts open to modifications or updates as our knowledge advances.

Deep convolutional network models have dominated recent work in human action recognition as well as image classification. However, these methods are often unduly influenced by the image background, learning and exploiting the presence of cues in typical computer vision datasets. For unbiased robotics applications, the degree of variation and novelty in action backgrounds is far greater than in computer vision datasets. To address this challenge, we propose an “action region proposal” method that, informed by optical flow, extracts image regions likely to contain actions for input into the network both during training and testing. In a range of experiments, we demonstrate that manually segmenting the background is not enough; but through active action region proposals during training and testing, state-of-the-art or better performance can be achieved on individual spatial and temporal video components. Finally, we show by focusing attention through action region proposals, we can further improve upon the existing state-of-the-art in spatio-temporally fused action recognition performance.

In this article we introduce and evaluate testing procedures for specifying the number k of nearest neighbours in the weights matrix of spatial econometric models. The spatial J-test is used for specification search. Two testing procedures are suggested: an increasing neighbours testing procedure and a decreasing neighbours testing procedure. Simulations show that the increasing neighbours testing procedures can be used in large samples to determine k. The decreasing neighbours testing procedure is found to have low power, and is not recommended for use in practice. An empirical example involving house price data is provided to show how to use the testing procedures with real data.

This paper explores the fiscal situation of the European Union as well as the different approaches proposed for achieving fiscal policy coordination among the member states. Furthermore, it works through the need of fiscal integration as a pressing matter in order for the European Union to achieve its aim of functioning as an efficient single market and economic unit. In order to do so, it analyzes the theoretical lines of the Modern Money Theory as a possible framework for further integration, and it evaluates the different proposals made for fiscal integration so that it can give an assessment regarding their compatibility with this theory.

The initial subsistence fisheries of Lake Victoria were dominated by two indigenous tilapiines, Oreochromis esculentus (Graham 1929) and Oreochromis variabilis Boulenger 1906, exploited with simple fishing crafts and gears that had little impact on the fish stocks (Jackson 1971). Commercial fisheries, targeting the tilapia fishery, started at the beginning of the 20th Centurywhen cotton flax gillnets were first introduced in 1905 into the Nyanza Gulf in Kenya. Gillnets were quickly adopted around the whole lake and consequently, the native methods of fishing soon died out (Jackson 1971). Following the introduction of gillnets, fishing boats and their propulsion methods were also improved. These improvements in fishing capacity coincided with development of urban centres and increasing human population around the lake, which increased the demand for fishery products. To satisfy the increasing demand, fishing effort increased greatly during the 20th century, despite the decline of catch per unit of effort (CPUE) (Jackson 1971; Ogutu-Ohwayo 1990). The initial catch rates of 127mm (5 inch) mesh size gill nets in the tilapia-based fishery, in 1905, was in the range of 50 to 100 fish per gillnet of approximately 50 m in length. However, twenty years later, the catch rates of gillnets of the same mesh size had declined to about six fish per net and gillnets of smaller mesh sizes, which had better catch rates, had been introduced suggesting overfishing (Worthington and Worthington, 1933).
