This present study aims to identify and evaluate the impacts caused by the state Programa do Leite in the familiar life of the ones that get this benefit in Natal, from 2003 to 2008. The interviews were done in the four areas of the city and show the high level of poverty of the ones registered in the benefit. The introduction of the families in the program changed their habits. The study also shows the fragility of the poor population inside social welfare works like this one. Some of these programs become permanent by the politicians and by the lack of economic independence of the ones that get the benefit, causing much more dependence of these people on the social program

The Family Health Program implemented in Brazilian municipalities from 1994 represents today the most promising proposal to promote important changes in municipality`s health systems, to allow universal access to health care, comprehensiveness, equity and to promote social control, achievements provided by the health reform process and incorporated to the Unified Health System principles. However, many are the challenges imposed to the Family Health Program so that it can cause these advances. In this study, we aimed to answer the following research question: what are the results of the Family Health Program in relation to beneficiaries at small, medium and large municipalities? The hypothesis that guided this work was that the variation in levels of achievement/results (strict, impacts and effects) of the Family Health Program is related to the size of the municipalities. Therefore, our general aim was to evaluate the results of the Family Health Program in municipalities at Rio Grande do Norte, Brazil. And as specific objectives, to measure strict results, effects and impacts of the Program, from the criteria of efficiency and effectiveness on the beneficiated population, and to measure the Program`s impact on the organization of municipality`s health system. This is an impact assessment research, developed from multiple case studies with quanti-qualitative approach. The study included small municipalities (Acari and Taipu), midsize (Canguaretama and Santa Cruz) and large (Natal and Mossoró). The individuals chosen to the research were users/beneficiaries of the Program and health professionals. Data analysis was performed using descriptive statistics and content analysis compared from the Program`s logical /theoretical model. The results obtained in relation to the principles evaluated (universality, comprehensiveness and community participation) presented that municipalities show different results, although not directly related to the size, but related with characteristics of the Program`s implementation form in each municipality and the arrangements made for its operationalization. The positive effect that generated significant change in people`s lives has been linked to the increase of access and to the decrease of geographic barriers. However, to the municipal health system, regarding the changes desired by the Program, it was not observed a positive impact, but a negative impact related to the increase of barriers for the user to access other levels of the health system

O objetivo do trabalho é propor um estudo sobre a relação do Programa Nacional de Crédito Fundiário - PNCF, no estado do Rio Grande do Norte, e sua concentração fundiária. Ou seja, se o PNCF está sendo direcionado, para as microrregiões que apresentam maior índice de concentração, de acordo com o índice de Gini, e se as áreas adquiridas através do crédito fundiário estão emergindo nestas microrregiões. Para isto, o estudo levantou a hipótese de que o PNCF no estado do Rio Grande do Norte não está sendo conduzida, de modo a reduzir a concentração fundiária, dentre as microrregiões do estado. Ou seja, não existe correlação entre o índice de Gini, da concentração fundiária, e as áreas adquiridas através do programa. Além disso, o trabalho buscou realizar uma discussão da literatura sobre os programas de reforma agrária assistida pelo mercado. Apresentando os autores que são exaltadores do modelo e das suas potencialidades, atrelando as causas dos problemas levantados como sendo de ordem técnica e operacional, onde os principais autores desta linha são: Van Zyl, Kirsten & Binswanger, (1996), Deininger & Binswanger, (1999). Têm-se também a apresentação da posição dos autores adeptos as políticas fundiárias pautadas na dinâmica e liberação dos mercados de terras, mas que visam contribuir com estudos que permitam uma redução para o custo elevado e a sua incapacidade de abarcar a esfera social, em decorrência do pagamento á vista e a preço de mercado aos donos das terras, são eles: De Janvry & Sadoulet (2002), Gordillo (2002), Banerjee (1999), Jaramillo (1998) e Burki & Perry (1997). Todavia, apresentou-se a corrente de autores que ressalta a natureza socialmente agressiva da Reforma Agrária Assistida pelo Mercado (RAAM), sendo os seus principais contribuidores: El-Ghonemy (2001); Barros, Schwartzman & Sauer (2003); Borras Jr. (2006, 2003 e 2003a); Garoz et al. (2005); Sauer & Pereira (2006); Pereira (2005, 2006 e 2010); Sauer (2010); Lahiff, Borras Jr. & Kay (2007). Em sequência, o trabalho apresentou a transição e características dos programas de acesso à terra, no Brasil, a partir da década de 1990, bem como, alguns indicadores do PNCF, no Brasil e o estado do Rio Grande do Norte. Apresentou-se também os indicadores da concentração fundiária, no Brasil e no estado. Através dos dados do Censo Agropecuário de 2006 foi possível calcular o índice de Gini da distribuição fundiária nas microrregiões no estado do Rio Grande do Norte. Com os dados fornecidos pela Secretaria de Estado de Assuntos Fundiários e de Apoio à Reforma Agrária - SEARA mostrou-se a distribuição das linhas de crédito do PNCF e as áreas adquiridas, entre os anos de 2006 e 2012. Por fim, o valor do coeficiente de correlação simples (r) igual a (0,2865), que com base no teste bilateral da distribuição de t de Student chegou-se no resultado para T calculado no valor de (1,2333), que ao ser comparado com o valor de T crítico igual a (2,898), com 17 graus de liberdade, a um nível de significância de 1%, pode aceitar a hipótese de partida, ou seja, que o PNCF não estava sendo direcionado para diminuir a concentração fundiária no estado

The Health Family Program (HFP) was founded in the 1990s with the objective of changing the health care model through a restructuring of primary care. Oral health was officially incorporated into HFP mainly through the efforts of dental professionals, and was seen as a way to break from oral health care models based on curative, technical biological and inequity methods. Despite the fast expansion of HFP oral health teams, it is essential to ask if changes are really occurring in the oral health model of municipalities. Therefore, the purpose of this study is to evaluate the incorporation of oral health teams into the Health Family Program by analyzing the factors that may interfere positively or negatively in the implementation of this strategy and consequently in the process of changing oral health care models in the National Health System in the state of Rio Grande do Norte, Brazil. This evaluation involves three dimensions: access, work organization and strategies of planning. For this purpose,19 municipalities, geographically distributed according to Regional Public Health Units (RPHU), were randomly selected. The data collection instruments used were: structured interview of supervisors and dentists, structured observation, documental research and data from national health data banks. It was possible to identify critical points that may be impeding the implementation of oral health into HFP, such as, low incomes, no legal employment contract, difficulty in referring patients for high-complexity procedures, in developing intersectoral actions and program strategies such as epidemiologic diagnosis and evaluation of the new actions. The majority of municipalities showed little or no improvement in oral health care after incorporating the new model into HFP. All of them had failures in most of the aspects mentioned above. Furthermore, these municipalities are similar in other areas, such as low educational levels in children from 7 to 14 years of age, high child mortality rates and wide social inequalities. On the other hand, the five municipalities that had improved oral health, according to the categories analyzed, offered better living conditions to the population, with higher life expectancy, low infant mortality rates, per capita income among the highest in the state as well as high Human Development Index (HDI) means. Therefore, it is possible to conclude that public policies that include aspects beyond the health sector are decisive for a real change in health care models

The Family Scolarship Program while public politics of intersectorial form developed by Social Development Department and Famine Combat having with partner the Education Department and Health Department inaugurate in the country a new integrity way of the public politics, reinforcing a precept of 2004 Social Protection National Politics (PNAS 2004) that places the social protection while allied to the social and human development. The research INCOME TRANSFER AND LOCAL DEVELOPMENT: the family scolarship program in Pedra Grande-RN municipally had as aim to avaluate the permanent Family Scolarship Program as a possible element in local development of Pedra Grande-RN municipally understood as capacity expansion and improvement of life quality from its users. For this means we elaborate specifically the families` socio-economical profile; we avaluate the program repercussion in these families` lives; we analyse in which proportion occurred the capacity expansion and improvement of life quality of the users. The methodologic process was constituted by: literarture review about Income Transfer, Social Vulnerability, Development and Public Politics Avaluation to the criation of a theoric picture analysis. The documental research joined to the Social Development Department and Famine Combat of Pedra Grande Municipally Hall to obtain of the aims, program goals, and the profile of users. And finally, carrying out the interviews with the managers and experts of the Municipally Program and focal groups with the users to avaluate the permanent of the Program starting by the points of view of those ones. It was verified that the program expand the capacity (food, consumer goods and services, bank services access and wages) and improvement in life quality of the users. Nevertheless, there are deficiencies in coming with conditionality and from the use of resources the by families users

The objective of this study was to identify the facilitators and restrictive factors promoted by the organizational culture on the implementation of a continuous improvement program in a company. The influence of organizational culture on tools used to improve processes and results demonstrate critical factors for international competitiveness, reflecting a company's strategy. Depending on how new working methods are implemented, organizational changes to reduce variation and waste, such as lean production, can affect the employee experience in the workplace and their learning conditions. Changes and formalization of the work process can be coercive, characterized by forced compliance, introduction of rules, and focus on technical and financial methods; or may be favorable, encouraging employee involvement in problem solving and stressing learning and innovation. The basis of the analysis lies with two models for assessing organizational culture - Denison Model and Competing Values Framework. The methodology used was: conducting interviews, a questionnaire, literature review and documentary analysis of a large company equipment industry. Results suggest that organizational culture plays an important role in the adoption of Lean practices. It can contribute to its effectiveness and job satisfaction, but it is not decisive feature of their success. The conclusion is that the organizational culture becomes a driving factor when aligned to the proposed practices and when taken into consideration for planning, acting as a limitation when it does not promote development and a participative environment

Esta Tesis tiene como objetivo demostrar que los programas de preservación del patrimonio, durante su fase de implementación, deben someterse a un análisis multidisciplinar que haga un balance de su ejecución. Dicho análisis permitirá identificar resultados significativos, capaces de fundamentar la rectificación de las bases conceptuales de la política pública en cuestión. Este reajuste podrá darse, por lo tanto, durante su vigencia y, de forma más relevante, posteriormente, sus motivos y resultados permitirán elaborar nuevas estrategias que serán aplicadas en futuros programas de intervención. Por otro lado se indagó, además, si las ciudades participantes en un programa nacional de preservación del patrimonio, regidas por normas y metas comunes, podrían alcanzar resultados diferentes. Para atender a estos objetivos, la investigación se encuentra enfocada a la realidad brasileña, siendo seleccionado como objeto de estudio el Programa Monumenta. Este Programa formó parte de la política pública cultural del Ministerio de Cultura con una importante implicación del Banco Interamericano de Desarrollo. Implementado a partir de 1999, procuró promover un proceso de recuperación urbana sostenible y de preservación del patrimonio de 26 Sitios Históricos Urbanos o Conjuntos de Monumentos Urbanos protegidos por el Instituto del Patrimonio Histórico y Artístico Nacional (Iphan). El Programa contó con el apoyo de la Unesco y del Iphan, así como con la participación de las Administraciones Municipales y/o Estatales, sectores privados y la sociedad civil. Las hipótesis planteadas en esta Tesis Doctoral fueron: (a) el análisis de los resultados en la fase de implementación de un programa de preservación del patrimonio es imprescindible, porque permite extraer conclusiones preliminares y orientar sus reformas; (b) los objetivos a corto plazo establecidos por el Programa Monumenta fueron alcanzados de modo diferenciado en las distintas ciudades beneficiadas; (c) a pesar de las diferencias, el Programa Monumenta presentó resultados preliminares positivos y significativos en la preservación del patrimonio histórico urbano brasileño. Los procedimientos metodológicos se centraron en un análisis cuantitativo, cualitativo y comparativo de los resultados alcanzados por tres ciudades beneficiadas por el Programa Monumenta, seleccionadas según su tamaño poblacional: Pelotas, Porto Alegre (Estado de Rio Grande do Sul) y São Francisco do Sul (Estado de Santa Catarina). Estos procedimientos fueron aplicados en los siguientes indicadores: utilización de los equipamientos culturales, características de la población y de los domicilios, variación de las actividades económicas, financiación destinada al sector privado para la recuperación de inmuebles y el fomento de la seguridad urbana. La Tesis ha englobado discusiones y conceptos abordados en las disciplinas de la Sociología Urbana, Geografía Urbana, Historia, Economía y Estadística de modo que se atribuye al objeto de investigación una visión interdisciplinar que ayudará a la comprensión de la teoría y la práctica preservacionistas. El análisis de la varianza, la regresión lineal y el análisis factorial fueron las herramientas estadísticas aplicadas sobre los datos con el objetivo de constatar la significación de los resultados y la relación de correspondencia entre algunas variables. Esta Tesis contribuye a la elaboración de una metodología analítica que puede ser aplicada en el cálculo de la superficie ocupada por las actividades económicas, con base en el método estadístico del Diagrama de Caja y Bigotes, de John Wilder Tukey. Las conclusiones corroboran las hipótesis planteadas y pretenden contribuir al diseño de las nuevas políticas públicas de preservación de sitios históricos de carácter urbano, enfatizando, con ello, la necesidad de evaluaciones más profundas de los resultados durante su fase de implementación. ---------------------------------------------------------------------------------- RESUMO--------------------------------------------------------------------------- A presente Tese apresenta como objetivo principal demonstrar que os programas de preservação do patrimônio histórico, durante a sua fase de implementação, necessitam de uma análise multidisciplinar sobre a sua execução. A Tese inclui discussões e conceitos abordados nas disciplinas de Sociologia Urbana, Geografia Urbana, História, Economia e Estatística, de modo a atribuir ao objeto de investigação uma visão interdisciplinar e uma compreensão entre a teoria e a prática preservacionista. A análise de variância, regressão linear e análise fatorial foram as técnicas estatísticas aplicadas sobre os dados, com o objetivo de constatar a significação dos resultados e a relação de correspondência entre algumas variáveis. As conclusões corroboram com as hipóteses estabelecidas e pretendem contribuir para o desenho de novas políticas públicas de preservação de sítios históricos de caráter urbano, enfatizando a necessidade de avaliações mais profundas dos resultados durante a sua fase de implementação. ---------------------------------------------------------------------------------- ABSTRACT ---------------------------------------------------------------------------------- The main goal of this PhD. Thesis is to demonstrate that a multidisciplinary analysis is needed during the implementation phase of preservation of heritage programmes. Such analysis allows the identification of significant results, which in turn can serve as the foundation for the conceptual bases of the public policy at hand. Thus, any corrections can be made both during the programme and afterward, by introducing new strategies to be applied in future intervention programmes. On the other hand, this project also asks whether cities participating in the same national preservation of heritage programme with common rules and goals can achieve distinct results. In order to meet these objectives, the project chose Brazil as its focus and Monumenta Programme for its object of study. This Programme is part of the Ministry of Culture’s public cultural policy, and was developed with cooperation by the Inter-American Development Bank. Implemented at the national level in 1999, the Programme aimed at promoting a process of sustainable urban renewal and the preservation of 26 urban historic sites or urban monumental ensembles, protected by the National Historic and Artistic Heritage Institute (IPHAN). UNESCO and IPHAN supported the Programme, and participants included municipal and state offices, private businesses, and local residents. The hypotheses established in this Doctoral Thesis were: (a) the analysis of the results in the implementation phase of a cultural public policy is imperative, because it enables preliminary conclusions to be drawn and orientate reforms; (b) the short-term objectives set out in the Monumenta Programme were achieved differently in the benefitted cities; (c) despite the differences, the Monumenta Programme displayed significant positive preliminary results in the conservation of the urban historic heritage in Brazil. Methodology procedures centered around quantitative, qualitative, and comparative analyses of the results achieved in three benefiting cities, selected according to population size: Pelotas, Porto Alegre (Rio Grande do Sul State) and São Francisco do Sul (Santa Catarina State). These procedures were applied to the following indicators: the use of the cultural facilities, characteristics of the population and the residential housing, variation of the economic activities, financing destined for the recovery of real estate, and promoting urban safety. The Thesis includes discussions and concepts addressed in urban sociology, urban geography, history, economics, and statistics, in order to examine the object of study with an interdisciplinary eye and an understanding between preservation theory and practice. Variance analysis, linear regression, and factorial analysis were the statistical techniques applied to the data, with the goal of defining the significance of the results and the correspondence ratio between some of the variables. This Thesis attempted to elaborate an applied methodology for calculating the space occupied by economic activities, using John Wilder Tukey's statistical method of Box-and-Whisker Plot. The conclusions corroborated the hypotheses established and are meant to contribute to the design of new public policies of historical site preservation in urban settings, emphasizing the need for deeper evaluations of the results during the implementation phase.

Este artigo apresenta estudo exploratório realizado acerca do Programa Município VerdeAzul, estabelecido em 2007 pelo Governo do Estado de São Paulo para incentivar os municípios a atuar a favor da melhoria das condições ambientais. A pesquisa teve como recorte os sete municípios do Grande ABC no estado de São Paulo. A análise priorizou três diretivas do programa: Esgoto Tratado, Resíduos Sólidos e Educação Ambiental, por possuírem o maior peso atribuído. Ribeirão Pires e São Caetano do Sul obtiveram as melhores notas, seguidas por Santo André. Os resultados evidenciam que, na diretiva Esgoto Tratado, São Caetano do Sul tem melhor posição; na diretiva Resíduos Sólidos, o destaque é para Santo André, que agora possui aterro sanitário; e, no quesito Educação Ambiental, todos descrevem e comprovam ações de educação ambiental.

The Acquisition Food Program (Programa de Aquisição de Alimentos – PAA) is one of the governmental public politics proposed, in the year of 2003, that has the focus in the family-run farm in Brazil. This Program has as objectives: commercialize the familyrun farm products, bought by the government agencies; to encourage production, and promoting actions that improve quality food of people facing starving risk. This Program has been working, to some extent, as complement to the Program of family-run farm Enhancement (PRONAF). The present study has as its focus to analyse the social territorials changes observed in the state of Rio Grande do Norte, as a result of the PAA implementation. In this sense, it was promoted a discussion between territory and rules. I this work, public politics are understood as rules. This procedure was important in order to understand how the rules have influenced territorial changes, creating new social and territorial relations. In the research process was used scientific and institutional texts on the subject. It was applied a quiz with 97 PAA’s supplying farmers, and interviews were done with the Program managers in Federal (MDA), State (CONAB and EMATER) and municipal (local office of EMATER and Departments of Agriculture) levels. Social public politics were also analyzed with the aim of understand the context where PAA is situated in relation with the public politics directed to familyrun farm as a whole since 1980, within new Brazilian democratization process. With the information collected in the field, plus the secondary data, maps, charts, tables and cartograms were made. With all of this, a socio-economical profile of the family-run farm in the Rio Grande do Norte was traced, as well as the included in this research. Before this picture, we concluded that PAA indeed represents a forward in public politics directed to family-run farm. However, in spite of the importance of the Program for the family-run farmers to come of age, but in order to the rural and family-run farm reality in the Rio Grande do Norte come to present meaningful changes much still remain to be done.

The present study carried out in the context of the Baseline Studies of the PROESF was aimed at evaluating the impact of the Family Health Program (PSF) on indicators for child health in cities with more than 100,000 inhabitants in the Brazilian Northeast. Four cities were investigated. In each one, twenty censual sectors were selected randomly from areas covered by the PSF and compared with twenty sectors selected from areas not covered by the PSF on the basis of socioeconomic criteria. In most cases, no significant differences were found between the areas covered and not covered by the PSF. The only difference found was a significantly lower rate of hospital admissions due to diarrhea but this was on account of the Program of Community Health Agents. The PSF exerted no additional effect on the reduction of this indicator. It was also observed that the way by which the program is implemented in each city interferes directly in the results. Thus, there is no basis for considering the PSF per se ineffective or not differing from other programs with regard to its health care patterns. An evaluation of the PSF would necessarily have to include an analysis of the way the program is implemented and conducted in each case, besides considering its general socioeconomical and political characteristics.
