For this paper, heterolingualism or language plurality will be considered as the presence in a single text or in a social environment of both French and English, Canada’s official languages. Language plurality will here be studied from an institutional viewpoint: the influence of the Canadian government on the translation of political speeches. The first part of this article will establish that political speeches are written in a bilingual environment where the two official languages are often in contact. Es esperable que a medida que los aspectos más violentos del conflicto en el que ha vivido el país vayan desapareciendo, esta pluralidad sea cada vez más admitida y menos disonante. Trataremos en este trabajo de dar una idea acerca de un discurso particular de la identidad vascófona.

Based on a wide bibliographic apparatus, and on a discourse-analysis approach, but written in a very accessible way to reach also a non-specialist audience, the pamphlet focuses on misleading and biased representations – through every-day stereotypes, media clichés, political speeches – of migration and migrants in today’s Italy, and is exciting a national debate about the strong relationship between language abuses, political and social misrepresentation, lack of citizenship for migrants and asylum seekers in Italy.

A presente pesquisa objetiva analisar o uso que foi feito da violência, enquanto problema social, nos contextos jornalístico e político, a partir das matérias veiculadas no Jornal Nacional, da Rede Globo e nos discursos políticos dos candidatos à presidência da República, Geraldo Alckmin (PSDB) e Luiz Inácio Lula da Silva (PT), no horário eleitoral, denominado aqui de campanha eleitoral televisiva, das eleições de 2006. Como aportes metodológicos principais foram utilizadas as ferramentas de análise da hermenêutica e dos enquadramentos (frame analysis), com a intenção de desvelar esse olhar sobre a violência e fazer uma reflexão teórica sobre esse problema social no “pós-mídia”, termo designado nesta pesquisa para o processo de exacerbação da mídia e de sua inserção como instituição que constrói sentido da realidade para a vida das pessoas. O telejornal e a campanha eleitoral, analisados nos meses de agosto, setembro e outubro de 2006, foram tomados como importantes programas de referências na construção social da realidade. Constata-se que há uma superficialidade e homogeneização no tratamento desse problema social.

El propósito de este trabajo es reflexionar sobre la importancia histórica, vigencia y protagonismo de personalidades como la de Víctor Raúl Haya de la Torre, abarcando las ideologías que pretendieron imponer sus proyectos y discursos políticos occidentales en la región. Para referirse al aprismo y al indoamericanismo, es menester preguntarse sobre la densidad romántica de las motivaciones que tuvieron los revolucionarios del siglo XIX y de los de la década del 30 para ejercer sus derechos ciudadanos en tiempos de colonización, dependencia y emancipación en medio de los rudimentarios influjos de la modernización. Preguntarse por qué en aquellos tiempos la Patria era Vida y Muerte, fuente de identidad primordial; qué estaban pensando los ideólogos norteamericanos en las últimas décadas del siglo XIX acerca de América Latina y luego dirigir nuestra mirada a Perú, su círculo serrano y costeño como espacio de contradicción migratoria e intercultural.

Actualmente una de las variantes historiográficas más importantes en el estudio de la independencia en América Latina está circunscrita al análisis de la participación política de los grupos populares. En ese sentido, en aquel contexto de guerra y lucha revolucionaria en el Perú, que va desde la crisis hispana de 1808 hasta la independencia definitiva en 1824, esta investigación, a partir de un conjunto de fuentes de archivo, impresos y periódicos diversos, desarrolla las imágenes y representaciones que las elites peruanas construyeron de estos sectores sociales, algunas de las respuestas que estos últimos les infringieron y las múltiples alternativas políticas, que en aquel escenario beligerante, todos estos actores supieron concebir, negociar y utilizar políticamente.

One of the biggest challenges in speech synthesis is the production of contextually-appropriate naturally sounding synthetic voices. This means that a Text-To-Speech system must be able to analyze a text beyond the sentence limits in order to select, or even modulate, the speaking style according to a broader context. Our current architecture is based on a two-step approach: text genre identification and speaking style synthesis according to the detected discourse genre. For the final implementation, a set of four genres and their corresponding speaking styles were considered: broadcast news, live sport commentaries, interviews and political speeches. In the final TTS evaluation, the four speaking styles were transplanted to the neutral voices of other speakers not included in the training database. When the transplanted styles were compared to the neutral voices, transplantation was significantly preferred and the similarity to the target speaker was as high as 78%.

This paper, the third in a series for a CEPS project on the ‘The British Question’, is pegged on an ambitious exercise by the British government to review all the competences of the European Union on the basis of evidence submitted by independent stakeholders. The reviews considered in this paper cover the following EU policies: the single market for services, financial markets, the free movement of people, cohesion, energy, agriculture, fisheries, competition, social and employment policies, and fundamental rights. The declared objective of Prime Minister Cameron is to secure a ‘new settlement’ between the UK and the EU. From political speeches in the UK one can identify three different types of possible demand: reform of EU policies, renegotiation of the UK’s specific terms of membership, and repatriation of competences from the EU back to the member states. As most of the reviews are now complete, three points are becoming increasingly clear: i) The reform agenda – past, present or future - concerns virtually every branch of EU policy, including several cases reviewed here that are central to stated UK economic interests. The argument that the EU is ‘unreformable’ is shown to be a myth. ii) The highly sensitive cases of immigration from the EU and social policies may translate into requests for renegotiation of specific conditions for the UK, but further large-scale opt-outs, as in the case of the euro and justice and home affairs, are implausible. iii) While demands for repatriation of EU competences are voiced in general terms in public debate in the UK, no specific proposals emerge from the evidence as regards competences at the level at which they are identified in the treaties, and there is no chance of achieving consensus for such ideas among member states. This work focuses on translated political speeches made by Canadas prime minister during times of national crises. Delivered orally in both English and French, this translation-based political discourse is examined in a tripartite manner, offering the reader contextualisation of the corpus researched; description of the translation shifts encountered; and interpretation of the discourse varies greatly depending on the era observed. Since the latter half of the 20th century, for instance, different text types have been assigned to different categories of translators. As for translative shifts revealed in the corpus, they have been categorised as either paratextual or textual divergences. Paratextual differences indicate that the Canadian prime ministers national statements in English and French do not necessarily seek to portray symmetry between what is presented in each language. Each version of a national speech thus retains a relative degree of visual autonomy. In sum, accumulated instances of paratextual divergence suggest an identifiable paratextual strategy, whereby translation contributes to the illusion that there is only one federal language: the readers. The deployment of this paratextual strategy obscures the fact that such federal expression occurs in two official languages. The illusion of monolingualism generates two different world views one for each linguistic community. Similarly, another strategy is discerned in the analysis of translative textual shifts a textual strategy useful in highlighting some of the power struggles inherent in translated federal expression. Textual interpretation of data identifies four federal translation tendencies: legitimisation and characterisation of linguistic communities; dislocation of the speech-event; neutralisation of (linguistic) territory; and valorisation of federalism.
