A introdução de novas exigências na Avaliação do Desempenho Docente (ADD) em Portugal (Decretos-Lei 15/2007 e 75/2010; Decretos Regulamentares 2/2008 e 2/2010) tem gerado nas escolas e nos professores, desde 2008, situações organizacionais complexas, que urge analisar e compreender. As políticas educativas têm vindo a apontar para a necessidade de um maior investimento nos processos de avaliação de professores, dando relevância ao papel a desempenhar pela supervisão pedagógica nesse contexto. A supervisão da prática letiva passou a ser considerada procedimento fundamental, na medida em que se tornou difícil conceber uma avaliação dos docentes que não incluísse sessões de observação em sala de aula. Fruto destas novas políticas de avaliação de professores, a ADD apresentou-se, do ponto de vista normativo, com base em duas funções: sumativa e formativa. Estas funções exigem maiores investimentos, novas práticas e uma reflexão sobre o papel do professor ancorada numa perspetiva holística, transformadora e emancipatória do seu desenvolvimento profissional. O principal objetivo do nosso estudo consiste em compreender as perceções e práticas desenvolvidas pelos docentes face às alterações introduzidas no sistema da ADD no geral, e, em particular, o papel desempenhado pela supervisão pedagógica (SP) na avaliação entre pares, no segundo ciclo avaliativo (2009-2011). A investigação empírica tem por base um estudo de caso desenvolvido num Agrupamento de escolas do Distrito de Aveiro. A recolha de dados foi concretizada através da administração de um questionário a todos os docentes do Agrupamento e da condução de entrevistas a 26 informadores privilegiados do processo avaliativo. Os principais resultados do estudo de caso apontam para: i) a opinião desfavorável dos professores face ao atual modelo de ADD, dada a sua natureza burocrática, complexa, injusta e a sua escassa utilidade prática, preenchendo apenas requisitos legais e de controlo; ii) um processo de SP, concretamente, a observação de aulas, que não contribui para o desenvolvimento profissional dos professores e tem impacte negativo no trabalho docente, acentuando a artificialidade dos procedimentos e aumentando o clima de competição e de conflito; iii) a sensação de desconforto entre os intervenientes, fazendo emergir sentimentos de injustiça, insegurança e ansiedade que, em seu entender, constituem constrangimentos à melhoria das aprendizagens dos alunos e à qualidade da escola; iv) uma escassa implicação na melhoria das práticas futuras e do desenvolvimento profissional dos docentes. Estes resultados constituem um desafio colocado aos investigadores no sentido de identificarem alternativas de ação para poderem lidar com a complexidade inerente ao processo de avaliação na sua relação com a supervisão pedagógica, com vista à melhoria de desempenho das escolas e dos professores.

A presente tese tem como objetivo geral investigar os impactos e mudanças promovidos pela implementação de programas de avaliação institucional, nas condições de produção do ensino de graduação das universidades municipais no Estado de Santa Catarina, a partir do Programa de Avaliação Institucional das Universidades Brasileiras - Paiub. Justifica-se a nível contextual, pela necessidade de se discutir propostas de políticas de avaliação das universidades comprometidas com modelos de autonomia e emancipação. A nível teórico, são reduzidos os trabalhos que tenham explorado a temática, levando em consideração as universidades municipais catarinenses. Focou o ensino de graduação. Priorizou as categorias analíticas: avaliação X impacto X mudança; fatores técnicos X fatores políticos. A população foi composta de gestores de onze universidades criadas por lei municipal no estado de Santa Catarina. Duas abordagens de pesquisa estiveram presentes no estudo: uma de cunho histórico e outra de cunho exploratório. O referencial teórico explorou: as principais transformações ocorridas a nível internacional no campo econômico, político, social e tecnológico e que interferem no contexto do ensino superior brasileiro; a mercantilização do Ensino Superior e a ação do Estado avaliativo através da emergência da avaliação institucional como estratégia de controle do mercado; as políticas avaliativas diferenciadas entre aquelas emergentes da sociedade civil organizada e aquelas oriundas do Estado avaliativo, priorizando as análises no PAIUB e no ENC - Exame Nacional de Cursos Descreve a gênese das instituições de Ensino Superior fundacional municipal catarinense, suas principais características, perspectivas e os aspectos legais de sua inserção no Sistema Estadual de Educação. Ao abordar os impactos e mudanças da avaliação institucional nas condições de produção do ensino de graduação contempla o estudo: da missão das IES; das origens dos programas de avaliação institucional; do papel do PAIUB na elaboração dos primeiros projetos de avaliação institucional; dos fatores técnicos e fatores políticos e suas interferências na evolução e consolidação dos programas de avaliação institucionais das IES; dos impactos e mudanças promovidos pela avaliação institucional no ensino de graduação; e o compromisso dos programas de avaliação institucional com regulação, emancipação, universidade do conhecimento e universidade de mercado. Conclui o estudo comprovando a tese de que: a gênese do processo de avaliação institucional está vinculada ao lançamento do PAIUB; a avaliação institucional tem gerado impactos e mudanças nas condições de produção do ensino de graduação; fatores técnicos e políticos interferem no pleno êxito dos programas avaliativos.

Este trabalho propõe e avalia ex-ante uma política pública, denominada Sociedade de Participantes, para reduzir a desigualdade econômica no Brasil. Para tanto, inicialmente se discute os efeitos da desigualdade no tecido social e no desenvolvimento econômico de um país. Em seguida, apresenta os conceitos básicos de justiça distributiva, contrapondo os ideais da direita liberal e os da esquerda distributiva, e sustentando que a política proposta equilibra os desejos destas duas correntes. O passo seguinte é a quantificação do fenômeno econômico em pauta, a desigualdade, sendo então apresentada uma metodologia inédita no Brasil, que permite analisar a contribuição para a desigualdade de cada setor econômico e unidade geográfica da federação. Também são expostas medidas éticas de desigualdade, até agora não discutidas em nossa literatura, que possibilitam avaliar o bem-estar de uma população. A proposta é então discutida detalhadamente, sendo analisadas as políticas semelhantes que estão sendo implantadas em outros países, levantando-se os prós e contras em relação à política de renda mínima garantida e dialogando-se com as críticas contra a política proposta existentes na literatura. Para a avaliação ex-ante da Sociedade de Participantes é necessário um ferramental específico, que inclui conceitos de microssimulação e demografia, discutidos na etapa seguinte. Para sua implementação discute-se também uma mudança no sistema tributário nacional, fortemente embasado em tributos indiretos com características regressivas, e a adoção de um imposto sobre riquezas, que é quantificado no estudo. Finalmente, são apresentados os resultados, simulados entre 2008 e 2080, da avaliação ex-ante da Sociedade de Participantes, na qual se conclui que ela é altamente efetiva para combater a desigualdade e a pobreza endêmica no Brasil.

Esta pesquisa analisará o aprendizado em organizações do terceiro setor a partir de dois eixos principais: 1) Aprendizado através de análises empíricas (Avaliação de Impacto) - Pretende-se entender as principais recomendações para o terceiro setor em relação a Avaliação de Impacto e qual o cenário atual dessas práticas no contexto brasileiro. Para isso, foram entrevistadas 50 instituições que fazem parte de uma rede de organizações na área de educação, para entender como a avaliação vem sendo aplicada; 2) Aprendizado através da dimensão de Policy Learning: Social Learning e Instrumental Learning – Estabelecimento de conexão de teorias de aprendizado em políticas públicas com as instituições do terceiro setor e análise de possibilidades de aprendizado através de outras experiências e boas práticas.

Com a Reforma Administrativa levada a efeito em meados da década de 90 do século passado, a implementação do orçamento por resultados no Governo Federal foi subjacente a estratégia de mudança na Administração Pública Brasileira. Este novo contexto produziu uma nova orientação para elaboração dos orçamentos, onde a integração destes com o planejamento ganhou fundamental importância e a avaliação de Políticas Públicas passou a ter um enorme campo de atuação, embora a investigação sobre os impactos destas políticas pouco tenha avançado neste novo ambiente institucional. Nesta direção, o trabalho investiga as restrições à avaliação de impacto no modelo de orçamento orientado para resultados implementado pelo governo federal, consubstanciados nos diversos Planos Plurianuais – PPA´s.

The evaluation of public policies that promote Food Security and Nutrition (FSN) it s a multidisciplinary activity extremely relevant to the effectiveness of actions to legitimize the Human Right to Adequate Food (HRAF). This study aimed at assessing the effectiveness of the unit project Natal-RN Café do Trabalhador in promoting SAN to its users. The theoretical framework is based on the public and political and on the dimensions of the concept of FSN (quantity and quality-regularity). Through a qualitative approach, methodologically this was the work of an evaluation of efficiency of the unit Natal-RN of Café do Trabalhador project in light of the assumptions of the concept of SAN. Data collection was conducted through retrospective archival research in official documents of the project, semi-structured interviews with managers involved in its implementation (representative of the Secretary of State for Employment, Housing and Care of RN SETHAS and third party), socioeconomic questionnaire applied to the users of the unit, check the amount, regularity and quality of meals offered for 15 days (menu routine) using the descriptive form menu and form filling type checklist for verification of compliance with good practices . Methods of analysis, we used content analysis, descriptive statistics and compared to previously established parameters for the project. As categories of analysis were defined organizational arrangement, access, user, food quantity-regularity and food quality. The results show that, it was found in the category arrangement that will implement the project dismissed technical criteria for choosing the districts and the quantitative distribution of meals for each location. It was found that the valuation of the shares of the company outsources technical SETHA has not been performed. We observed in the access category, the unit has a strategic location, but lack of space in the refectory. The main obstacle to economic access for users is the lack of a register for the beneficiaries. In the category of users, it was identified that the clientele of the project it is predominantly men, with more than 51 years, low education, earning wages less 1 obtained through informal employment, which they move up through the unit transport collective, go to all days of operation due primarily to price. About the meals category quantity-regularity of food showed that the menu serves 95% of the desired needs, and that holidays and weekends are periods of disrupting the regularity of supply of meals. Regarding the category of food quality, it was found that the nutritional aspect on the menu are food sources rich in sodium, nitrates and low in fiber. In the aspect of hygiene and sanitation are the main limitations related to waste management, lack of exposure controls of food prepared and inadequacies of the physical structure. The results showed that in general and the institutional arrangement of the organs attached to the project should establish a systematic evaluation project is to establish as a promoter of and FSN overcome these obstacles

We had as the problem of analysis in this research: what are the assumptions, principles and general content that based the Sistema Nacional de Avaliação da Educação Superior (SINAES). We started from the hypothesis that the general content of SINAES is essentially based on the assumptions and principles of a control/regulatory perspective of evaluation and a summative epistemology, objectivist and quantitativist, constituted by members who prioritize testing and classification of courses and institutions based on market values. The overall goal was to make a political evaluation of SINAES and the specific objectives were: a) apply the concepts of politics evaluation and meta-evaluation, b) identify the role of international organizations in education reform in the 1990s and its impact on superior education in Brazil c) redeem the concept of evaluation, especially in the field of studies in education; and d) investigate the evaluation policies of Brazilian superior education leading to SINAES. As for the technical procedures for collecting and analyzing data, the research was made with bibliography and documents, considering that it was developed by bibliographic sources and official publications. It was developed by crossing sources: texts or documents remitted to others; it was also concentrated: on the role of international organizations in educational and State reforms (in the 1990s); on the policies of evaluation of the Brazilian superior education (1980s and 1990s); on the proposal of the Comissão Especial de Avaliação (CEA); on the Law No. 10.861/2004; on the documents of CONAES; on the Decree No. 5.773/2006, and the MEC Regulatory Ordinances No. 4/2008 and No. 12/2008. It did not stop in the so called purely technical aspects, but in the ideological field itself. The research found that international organizations, notably the World Bank, played a political, intellectual and financial role determinant to the field of education, a fact that reflects in the legal framework. It was also found that the politics of evaluation of the superior education is historically marked by conflict, represented by two distinct perspectives of different natures and emphases. On one hand, the focus is on control / regulation, favoring efficiency, productivity and competitiveness benchmarking and prioritizing the punctual performance and measurement. On the other, it seeks to transform academic perspective in primarily formative / emancipatory, in order to support more institutional improvement. It was concluded that the CEA presented a conception evaluation predominantly formative and emancipatory, which emphasized the idea of system, centered around the institution and repudiated the rankings practices. In the post-formulation period, however, some of its principles were fragmenting and, gradually, the institution was giving way to the courses and the Exame Nacional de Desempenho de Estudantes (ENADE) grew in prominence. With the creation of the Conceito Preliminar de Cursos superiores (CPC) and of the Índice Geral de Cursos da Instituição de Educação Superior (IGC), it was redemeed the practice of evaluation as measurement and control, under the principles of efficiency and productivity. So, SINAES that seemed like a progressive evaluation method has assumed a setting that close resembles the Exame Nacional de Cursos (ENC-Provão). This thesis, whose title is DEVELOPMENT AND SOCIAL ASSISTANCE: AN EFFECTIVENESS EVALUATION IN SOCIAL ASSISTENCE POLICY IN THE CITIES OF ASSÚ AND MOSSORÓ/RN (2004/2008), has as main aim to evaluate effectiveness in Social Assistance Policy in the cities of Assu and Mossoró/RN, from 2004 to 2008, identifying its impacts and effects in life of its users. The methodological process for the research was composed by: a) Literature review on this theme, development of public policies; social public policies, public policy evaluation and Social Assistance Policy in Brazil; b) Documental research from Municipal Management of Social Development and Municipal Counsels of Social Assistance in the cities of Assu and Mossoró/RN about the object of this study and empirical field; c) Field Research constituted by the realization of Focal Groups with Social Assistance users and semistructured interviews with municipal managers from Assú and Mossoró. It was also taken into account participant observations in events and activities related to Social Assistance previously mentioned, considering field management and also the response to users demands. Articulating the themes of Development and Public Social Policy in Social Assistance was the theoretical purpose for this thesis. To achieve this purpose, it was performed two theoretical displacements related, at the same time, to the notion of development and to the concept of Social Assistance, which means to comprehend development as social change and improvement in users life quality, expressed in the expansion of their capacities and liberties (SEN, 1993, 2000), and the Social Assistance as an element for development. Such displacements provide a view of Public policy and Social Policies and evaluate National Policy of Social Assistance achieved in those cities. As product, this thesis presents a methodological purpose for effectiveness evaluation in Public Policy, taking into account expansion of capacities and liberties, concluding that Social Assistance Policy in Assú and Mossoró/RN, even in lesser extent had its impact and caused effective results in the life of their users and provided an expansion of their capacities and liberties, improving life quality and empowered agent condition for those subjects. The results show that this Policy has been proved to be effective, and consequently, it was considered, in this thesis, to be also an element and an allied for development

This thesis entitled SINAES: the different faces of the evaluation at UFRN, aims to analyze the configuration that the national policy for assessment in higher education has taken on UFRN. We assume that in recent years there are an oscillation between the concepts of evaluation, according with the logic of public administration it has preferred an approach that presents itself as a promoter of quality, sometimes with regulatory aspects, sometimes with educational ones. The text discusses the use of the new assessment tools for higher education placing them under the new demands on state reform context in which this is to promote and measure quality based on the values of excellence and competitiveness. This movement arises from the redefinition of the role of the State that has been taking features of Evaluator State. From a historical review of government initiatives in the field of evaluation, we analyze the characteristics of assessment policies outlined over the past decades. We are based on the theoretical method that aims to examine the multiple determinants that shape a particular reality from the larger movement of totality. To identify, in this case, connections and ruptures that have emerged over the history of assessment policies aimed at higher education by checking their determinants in order to better explain the reality. To investigate the object of this study we used as instruments: the research literature and research documents, the semi-structured interviews and non-participant observation. The study revealed that there are different practices of evaluation and that before to establishment the SINAES program, the UFRN already had a culture of an institutional assessment, more participatory and democratic, opposing to the rigidity of the self-assessment in SINAES program that it was instituted by the Commission for assessment (CPA). We also noticed that the implementation of the SINAES at URFN has been performed very slowly and the breadth and complexity of the evaluation process has contributed to hinder its implementation in all dimensions provided by MEC. Although it was observed that in its operationalization the SINAES has assumed a more normative assessment and directed to establish rankings between courses and higher education schools than to establish a more qualitative assessment in this system. As regards the evaluation of the undergraduate course studied on this research and subjected to the three dimensions of evaluation proposed by SINAES (self-assessment, Evaluation of Courses and ENADE) it was not possible to verify an effective integration between the methods of assessing conducted. The results are considered separately, in only a partial view of the course evaluated the proposal what pits the SINAES as a system that involves the totality

The considerable expansion of Distance Education registered in recent years in Brazil raises the importance of debate about how the implementation of this policy has been happening so that formulators and implementers make better informed decisions, maximizing results, identifying successes and overcoming bottlenecks. This study aims to evaluate the implementation process of Distance Education policy by Secretary of Distance Education of the Federal University of Rio Grande do Norte. For this, we sought to use an evaluation proposal consistent with this policy, and came to the one developed by Sonia Draibe (2001), which suggests an analysis called anatomy of evaluation general process. To achieve the objectives, we made a qualitative research, case study type, using documentary research and semi-structured interviews with three groups of subjects who belong to the policy: managers, technicians and beneficiaries. It was concluded that: the implementation process needs a open contact channel between the management and technicians and beneficiaries; the lack of clarity in the dissemination of information between technicians produces noises that affects the outcomes; the absence of dissemination of internal and external actions contributes to the perpetuation of prejudice in relation to Distance Education; using selection criteria based on competence and merit contributes to form a team of skilled technicians to perform their function within the policy; an institution that do not enable technicians generates gaps that possibly will turn into policy implementation failures; all subjects involved in politics need internal evaluations to contribute to improvements in the implementation process, however, a gap is opened between the subjects if there is no socialization of results; the existence of an internal structure that manipulates financial resources and balances the budget from different maintainer programs is essencial; the consortium between IES and municipalities in presential support poles are bottlenecks in the process, since beneficiaries are exposed to inconsistency and lack of commitment of these local municipalities
