This study examines how Finnish foreign and security policy has been influenced by the European Union and its Common Foreign and Security Policy. It points to a growing interplay and misfit between the external expectations originating from the European level and the domestic expectations and traditional ways-of-doing-things. It is concluded that the deepening European integration in the sphere of foreign, security and defence policy has played a significant role in a number of transformations in the Finnish policies since 1995. New, more European, meanings have been attached to the key concepts of Finnish foreign and security policy. Neutrality and traditional peacekeeping have been replaced by a minimalist reading of military non-alignment and participation in crisis management operations and EU battle groups. Traditional small state identity has been recast more and more as small member stateness . At the same time Finland has entered an era of post-consensus in national foreign and security policy. A key theoretical argument in the background of the study is that collective understandings attached to European policies, when not resonating well with domestic understandings, cause adaptation pressures on domestic-level processes and may lead to changes in the way interests and identities are constructed. This means that Europeanization is principally seen as identity reconstruction. Consequently, the theoretical framework of the study builds on the Europeanization research literature and constructivist IR theory on state identity. Foreign and security policy is defined as the practice in which state identity is reproduced, and the key foreign and security policy concepts are seen as the vehicles of identity production. It is concluded that for Finland, participation in the EU s foreign, security and defence policies represents not only a tool for responding to the changes in the international security environment but also a new means of self-identification. Concerning the Finnish attempts of projecting national interests on the European security policy agenda, it is concluded that they mainly relate to the compatibility of the potential development of EU s defence dimension with the Finnish military non-alignment. Although neutrality was cast aside in the official security policy when Finland joined the EU, the analysis shows that its impact has continued in the domestic political debate and in the mind-set of the decision-makers. The primary research material includes official Finnish foreign and security policy documentation and the related parliamentary debates from 1994 to 2007. This study serves also as a comprehensive empirical overview on Finland s reactions and contributions to the EU Common Foreign and Security Policy.

In Finland the organising of defence is undergoing vast restructuring. Recent legislation has redefined the central tasks of the Finnish Defence Forces. At the same time, international security cooperation, economic pressures and new administrative paradigms have steered the military towards new ways of organising. National defence is not just politics and principles; to a large extent it is also enacted in day-to-day life in organisations. The lens through which these realities of defence are analysed in this study is gender. How is the security sector – and national defence as part of it – organised in the changing security environment? What is the new division of labour between different societal actors in the face of security challenges? What happens ‘at work’ within the military and the defence sector more broadly? How does gender affect the way in which defence is organised and understood, and how do the changes in the organising of security affect gender relations? The thesis searches for answers to these questions in the context of two organisational settings in the male-dominated defence sector. The case study on a Finnish peacekeeping unit in the Balkans opens a critical view on men’s social practices and the everyday life of crisis management organisations. In the second case study, reorganising of provisioning in the Finnish Defence Forces turns out to be a complicated process where different power relations and social divisions intermingle. Tallberg’s extensive ethnographic fieldwork in the two focal organisations has produced a detailed set of data that lays the basis for critical analysis and policy development in terms of defence organising, cooperation around peace and security issues, and gender equality in organisations. Observations and results are provided for understanding social networks, militarisation, authority relations, care, public-private partnerships, personnel policies, career planning, and humour.

Esta Tese analisa a possibilidade de responsabilização penal dos brasileiros que têm participado de operações de paz capitaneadas ou delegadas pela Organização das Nações Unidas. Além de apresentar como se procede esta responsabilização no ambiente nacional, também analisa a possibilidade de sua responsabilização internacional diante da evolução que esta tem constatado desde o final do período conhecido como guerra-fria. Para tanto, parte de uma contextualização histórica da evolução e modificação das operações de paz, mostrando como o Brasil também modificou sua inserção nesta questão, em especial depois de 1990. Decorrente desse relevante aumento de responsabilidades e numérico de brasileiros engajados nestas operações apresenta como a fundamentação doutrinária legal e normativa também sofreu significativas mudanças nas últimas décadas. A partir deste ponto, fazendo uso de metodologia analítico-descritiva, apresenta as qualificações jurídicas admitidas, análise dos principais documentos internacionais que abordam a responsabilização penal dos integrantes de operações de paz e como se processa a relação entre estes documentos e o ordenamento jurídico brasileiro. Procura analisar como se processa, no ambiente interno, a jurisdição e competência para julgamento destas questões. Apresenta como o direito internacional tem sido influenciado pelo crescimento do direito internacional penal e como este pode se manifestar diante de integrantes de operações de paz, fazendo, inclusive, uma abordagem de como outras cortes internacionais têm se manifestado sobre a questão. Parte de decisões de direito interno de outros países, mostra a contribuição que os tribunais Ad Hoc instituídos pela ONU trouxeram para culminar na análise da possibilidade (ou não) de responsabilização destes integrantes pelo Tribunal Penal Internacional, ou mesmo, por terceiros Estados fazendo uso da Jurisdição Universal. Assim, a tese demonstra que efetivamente o Brasil dispõe de meios para exercer sua plena jurisdição perante seus nacionais envolvidos nestas operações internacionais, no entanto, a fim de garantir maior adensamento de juridicidade e sustentação legal, aponta possíveis soluções como contribuição para dirimir eventuais ponderações internas e internacionais.

Há um crescente interesse da comunidade epistêmica de internacionalistas sobre a posição da política externa brasileira em diversos temas, particularmente sobre o modo pelo qual o Brasil atua nas operações de paz promovidas pelas Nações Unidas. Desse modo, este trabalho pretende refletir criticamente sobre a existência de um modelo histórico e legítimo que orienta a participação brasileira nessas operações de paz e avaliar de que forma esse modelo brasileiro foi ou poderia ser instrumentalizado pelos formuladores de política externa, para construir um discurso de legitimidade a fim de conquistar seus pleitos diplomáticos.O objeto de pesquisa analisado nesta dissertação é, portanto, o modelo brasileiro de participação em operações de paz nas quais o Brasil efetivamente enviou tropas: Suez (1957-1967), Angola (1989-1999), Moçambique (1993-1994), Timor Leste (1999-2002) e Haiti (2004-2012). Esse modelo formulado está apoiado em seis características principais, os 6 Ps do modelo brasileiro de participação em operações de paz: pioneiro, principista, pessoal, político, polêmico e pragmático.

This thesis is a study of military memorials and commemoration with a focus on Anglo-American practice. The main question is: How has history defined military memorials and commemoration and how have they changed since the 19th century. In an effort to resolve this, the work examines both historic and contemporary forms of memorials and commemoration and establishes that remembrance in sites of collective memory has been influenced by politics, conflicts and religion. Much has been written since the Great War about remembrance and memorialization; however, there is no common lexicon throughout the literature. In order to better explain and understand this complex subject, the work includes an up-to-date literature review and for the first time, terminologies are properly explained and defined. Particular attention is placed on recognizing important military legacies, being familiar with spiritual influences and identifying classic and new signs of remembrance. The thesis contends that commemoration is composed of three key principles – recognition, respect and reflection – that are intractably linked to the fabric of memorials. It also argues that it is time for the study of memorials to come of age and proposes Memorialogy as an interdisciplinary field of study of memorials and associated commemorative practices. Moreover, a more modern, adaptive, General Classification System is presented as a means of identifying and re-defining memorials according to certain groups, types and forms. Lastly, this thesis examines how peacekeeping and peace support operations are being memorialized and how the American tragic events of 11 September 2001 and the war in Afghanistan have forever changed the nature of memorials and commemoration within Canada and elsewhere. This work goes beyond what has been studied and written about over the last century and provides a deeper level of analysis and a fresh approach to understanding the field of Memorialogy.

Many among the emerging generation of political elites in Africa see the role the European Union (EU) plays in the maintenance of an unprecedented period of peace in Western Europe as an inspirational example of the manner in which the African Union (AU) can contribute to peace and stability in Africa. This doctoral thesis examines security cooperation between the EU and the AU, with a particular focus on the nature and substance of that cooperation. It suggests that despite the establishment of various EU–AU institutions and ties with a role in security policy and cooperation, such security cooperation is limited in substance. This study argues that EU–AU security cooperation is especially constrained by the emergence of alternative partners, most notably China, and by failures of implementation and follow-through. Two case studies, the first dealing with EU–AU cooperation in peacekeeping, and the second addressing the silent water crisis along with the link between water and security, have been analysed in detail to determine the effectiveness and sustainability of the EU–AU partnership. A number of important lessons for regionalism, interregionalism and multilateralism are drawn from the bond between the EU and the AU. This doctoral thesis will prove that, despite an emphasis on the problematic term ‘strategic’ by both EU and AU policymakers, EU–AU cooperation is limited and somewhat lacking in strategic direction. The cooperation between the EU and the AU focuses mainly on EU financial support for AU peacekeeping and specific projects in Africa (e.g. in the water sector), as well as on a limited political dialogue. Nonetheless, the EU–AU link represents the most comprehensive partnership the AU has with any non-African actor. This study will furthermore demonstrate that the United Nations (UN) is an indispensable third-party to their relationship and it is therefore more appropriate to speak of the AU–EU–UN nexus. This doctoral thesis concludes that the AU–EU–UN nexus is an important example of interregionalism in a global context and that such interregionalism is an important emerging part of global governance.

What role do elections play in societies emerging from communal war and what type of institutions can serve as catalysts in deepening peace and compromise? While some analysts argue that ethnicity should be recognized through 'consociational' institutions, others maintain that 'integrative' devices - in particular, carefully crafted electoral rules - can limit or even break down the salience of ethnicity and increase the possibility for inter-ethnic accommodation. This article examines the post-war electoral experience of Bosnia and Herzegovina (BiH), arguing that elections had a problematic, unintended impact on peacebuilding. First, timid integrative electoral devices were adopted in a consociational system that reifies ethnic division and complicates compromise; second, peacebuilding agencies needlessly manufactured electoral rules that backfired; third, group-based features of the BiH political system run counter to individual human rights. The article ends with suggestions for improving the electoral framework.

During the 1992-95 war, Prijedor was synonymous with mass killing, ethnic cleansing and detention camps. A decade after the end of the war, international agencies consider this town to be an example of successful foreign intervention. Thousands of Muslim displaced persons (DPs) returned to their pre-war homes, mosques have been rebuilt, and hard-line Serb nationalists have lost much influence. How could Prijedor turn from a hopeless case of ethnic violence to an example of successful intervention? This essay argues that Prijedor's (relative) success is due more to the determination of Muslim DPs than to the international peacebuilding strategy. The initial post-Dayton international intervention exacerbated the problem of internal displacement, raised ethnic tensions and left Prijedor in the hands of the same indicted war criminals responsible for the war. Against the advice of international agencies, which feared a backlash among the Bosnian Serbs, in 1998 Muslim DPs began returning home. Eventually, large-scale return improved ethnic relations and helped marginalize Bosnian Serb extremists. The essay concludes by highlighting the lessons from Prijedor, and identifies the domestic and international contribution to Prijedor's post-settlement success.

In the struggle to assert and consolidate its power, the Hamas movement of the Palestinian territories has devised several strategies for control. In recognition that control of security remains a key goal for any power-seeker, following its election victory in January 2006, Hamas entered into a fierce and ultimately successful conflict with Fatah for control of the Palestinian Authority Ministry of Interior and Palestinian Security Forces (PSF) in the Gaza Strip. One way in which Hamas was able to achieve this objective was through the creation of its own internal ‘police’ force called the Tanfithya (Executive Force or EF). This article details an anatomy of the EF and the implications of this force in terms of Hamas' confrontation with opponents and its attempts at governance. It also examines the extent to which the EF can be considered to be a model of Islamic policing and its impact on secular rivals in the Gaza Strip.

The conflicts currently taking place around the world demand that the international intervention fits the intensity and extent of the threat. This is particularly important in post-conflict scenarios, leading to a greater participation of the Security Forces in those scenarios, in order to foster lasting peace, enforce the order and improve law enforcement services in those regions. The transition from armed conflict to peacekeeping may entail high risk situations and greater instability periods, so-called “intermediate situations”. Accordingly, in the face of persisting high volatility, a robust response is still required post-conflict. Therefore, it is appropriate to deploy Security Forces with military nature and status, the gendarmeries, which have training and response capabilities similar to Armed Forces in peacekeeping operations. Their double facet as police and military forces enables them to perform police duties in high risk and unsafe environments. In light of these features, the Portuguese gendarmerie, Guarda Nacional Republicana (GNR), is able to carry out tasks in these scenarios, which it has been doing through individual operatives or larger units. This dissertation focuses on the use of Security Forces of military nature in peacekeeping missions, in particular the Portuguese GNR, relying mostly on the inductive approach and using literature research, document analysis, interviews and statistics. After a brief description of international peacekeeping missions, we describe the contribution of Security Forces of a military nature in such operations. Then we introduce and analyse the GNR, focusing on its deployment in different kinds of peacekeeping operations, from its first participation in 1995 until today. We also report some reactions to the performance of GNR. Finally, we discuss whether there is indeed a unique role for this type of forces in international peacekeeping missions.

Le Conseil de sécurité est l’organe principal du système onusien chargé du maintien de la paix et de la sécurité internationales. Face à une situation illégale, il ne peut donc l’ignorer et s’en désintéresser. Cependant, la perpétration d’un acte à la légalité controversée par l’un ou plusieurs de ses membres permanents peut nous laisser entendre que l’organe politique onusien aura des difficultés à remplir son rôle. Les membres permanents vont tenter d’instrumentaliser le Conseil de sécurité afin de diminuer l’illégalité de la situation. Ceci pose avec acuité le problème du contrôle de son activité en matière de maintien de la paix. L’accomplissement d’un acte illégal par un ou plusieurs membres permanents du Conseil de sécurité nécessite alors de réfléchir à des moyens d’ordre juridique pour limiter son pouvoir. Cette réflexion s’avère particulièrement pressante lorsque le Conseil est confronté à une occupation de guerre impliquant ses membres permanents ou, lorsqu’il crée ou autorise des opérations de paix de grandes envergures suite à un conflit armé impliquant ses membres permanents. Afin de limiter les prérogatives du Conseil de sécurité, le régime juridique de l’occupation tel qu’énoncé par le Règlement de La Haye (IV) de 1907 et la IVe Convention de Genève de 1949 devrait être appliquer par l’organe politique onusien lorsqu’il intervient dans une situation d’occupation de guerre impliquant ses membres permanents. L’objectif est d’éviter qu’il n’attribue aux puissances occupantes des missions qui dépassent le cadre juridique imposé par le droit des conflits armés. L’autorisation, par le Conseil de sécurité d’opérations de paix, telles qu’une administration civile transitoire ou une force multinationale avec un mandat de la paix avec recours à la force armée, suite à un conflit armé impliquant ses propres membres permanents, ouvre le débat sur leur réglementation. Alors, il sera proposé une interprétation progressiste de la définition de l’occupation telle qu’énoncée par le Règlement de La Haye (IV) de 1907 et la IVe Convention de Genève de 1949 afin d’y intégrer ces nouvelles formes d’occupations pacifiques, présentant de grandes similitudes avec les occupations de guerre. Ainsi, le régime juridique de l’occupation pourra leur être appliqué.

La réforme des secteurs de sécurité est au cœur du processus de reconstruction postconflictuelle et du rétablissement de l’État de droit. Souvent implantées par des acteurs internationaux, ces réformes sont nécessaires au développement socio-économique des sociétés sortant de conflit. L’objectif premier de ce travail est d’établir si la coordination des forces militaires et policières internationales a une influence sur la réussite de la réforme des secteurs de sécurité dans le cadre des missions de paix de l’ONU. L'hypothèse de départ est la suivante : la coordination entre les policiers et les militaires sur le terrain, facilitée par la coopération entre les composantes policières et militaires du Département des opérations de maintien de la paix de l'ONU (DOMP), favorise le succès de la RSS. C’est la culture bureaucratique de l’ONU qui influencera la qualité et le degré de coopération entre les composantes policières et militaires du DOMP. Cela sera vérifié à travers l’étude en deux temps de l’aide internationale apportée à la réforme des secteurs de sécurité en Haïti de 1993 à 1997, puis de 2004 à aujourd’hui. La qualité de la coordination entre policiers et militaires dépend de facteurs internes à la mission plutôt que des initiatives mises de l’avant par les quartiers généraux de l’ONU. De plus, la coordination militaropolicière sur le terrain facilite certains aspects de la réforme des secteurs de sécurité, comme la professionnalisation des forces policières locales et le rétablissement de la sécurité.
