The concern with the environmental planning has become important in Brazil recently. Until then, nature was conceived as a resource, because of the implementation of developmental policies that perdured to the 1970s, based on the expansion of the industrial complex, altogether hadn´t preoccupation by the federal government with the relationship between society and nature. During this period, after the threat of not receiving more international investment to finance large projects in the country, accompanied by pressure from civil society organizations, the federal government began to take some action related to the environment, such as the creation of federal agencies (IBAMA), application of environmental laws and decrees in order to create rules for the proper use of natural resources such as water, soil and air. From the decade of 1990 onwards the master plans have become a mandatory document for all municipalities in the country with a population over 20,000 inhabitants, ranging from health issues to the development of urban, rural and environmental planning. Thus, the environmental planning gained prominence in the political scene. Therefore, to achieve environmental planning is necessary to follow some social and environmental parameters, which for this survey, conducted in the District of Ameliópolis – Presidente Prudente... The hegemonic version of democracy is based on Schumpeter’s approach, a legacy of liberal pluralism that reduces the formation of legitimate majorities through representation. Nevertheless, the democratization of authoritarian countries has provided innovative experiences of civil society in new participatory formats. At the institutional level, the Statute of the City regulated the chapter of the Urban Policy of the Federal Constitution of 1988. It advocates participatory formats of public policies in urban management “through public participation and representative associations”. The construction of this agenda is the result of institutional imposition and it reflects the government decisions and civil society demands. This paper analyzes the participation, its ability to share decisions, and to what extent these participatory formats depend on governments for the implementation of new paradigms of urban management. The approach combines theoretical and empirical analysis of development processes of Master Plans normatively guided by the City Statute. The empirical basis is formed by three medium-sized cities in Sao Paulo state: Piracicaba, Bauru and Rio Claro.

Palestinian refugees registered with UNRWA and their housing conditions are officially characterized by a “ temporary status” , a situation which has lasted the past sixty years. This article explores this time-paradox by focusing on the host governments’ and UNRWA’s policies affecting the refugees’ housing conditions. After having reviewed available literature, this contribution analyses the current housing situation. Drawing on data from a recent survey, the authors provide insights on areas where intervention is needed. In all UNRWA’s fields of operation, overcrowding, lack of public spaces, humidity and structural defects are the main sources of housing discomfort that camp refugees endure. Host countries’ restrictions as well as the incapacity or unwillingness of larger urban municipalities to incorporate refugee camps in their master plans are among the main obstacles to the refugees’ housing development. Rehabilitation and self-help re-housing programs may offer substantial incentives for housing improvement. The success of such programs depends, among several factors, on the host governments’ good will to provide UNRWA with authorizations, financial support, and land, as well as on the capacity of involving the refugee communities in projects’ planning and implementation.

This paper aims to capture the changing features of local SOEs under the national SOE restructuring program in the 2000s. The national policy on SOE reform in this phase had an effect of considerably clarifying and narrowing down the raison d'être of SOEs, which has been put into practice at the local level through provincial master plans. Consequently, some signs of an important change are observed: the structure of the local SOE sector is being standardized to a certain extent, and the remaining local SOEs are becoming more geared to the needs of a market economy. This trend would have far-reaching implications for the policy implementation and public service delivery by localities, which in turn would affect the long-term development of non-state sectors.

In an early paper Herbert Mohring (J. Poi Et on , 49 (1961)) presented a model for land rent distribution yielding the well-known result that the price of land must fall with the distance from the city center to offset transportation costs. Our paper is an extension of Mohring's model in which we relax some of his drastic simplifying assumptions. This extended model has been incorporated in a method for economic evaluation of city master plans which has been applied to a Swedish city. In this method the interdependence among housing, heating, and transportation, the dura-bility of urban structures, and the uncertainty of future demand are explicitly considered within a cost-benefit approach. Some empirical results from this pilot study concerning land rent distributions are also presented here.

The correct assets’ forecast in the field of transportation logistics is a matter of vital importance for a suitable planning and optimization of the necessary means and resources. Up to this date, ports planning studies were basically using empirical models to deal with new terminals planning or master plans development when no initial data are available; analytical models, more connected to the queuing theory and the waiting times, and very complicated mathematical formulations requiring significant simplifications to acquire a practical and easy to handle model; or simulation models, that require a significant investment in computer codes and complex developments to produce acceptable results. The Data Mining (DM) is a modern interdisciplinary field that include those techniques that operate automatically (almost no human intervention is required) and are highly efficient when dealing with practical problems characterized by huge data bases containing significant amount of information. These disciplines’ practical application extends to many commercial or research fields, dealing with forecast, classification or diagnosis problems. Among the different techniques of the Data Mining, the Artificial Neuronal Networks (ANN) and the probabilistic – or Bayesian – networks (BN) allow the joint modeling of all the relevant information for a given problem. This PhD work analyses their application to two practical cases in the ports field, concretely to container terminals. This PhD work details how the ANN have been developed as a tool to produce traffic and resources forecasts for several ports, based on exploitation variables to obtain continuous values. For the Bayesian networks case (BN), a similar development has been carried out, obtaining discreet values (an interval). The main finding is the possibility to use ANN and BN to estimate future needs of the port’s or terminal’s physical parameters, as well as the relationship between them within a specific terminal, that allow a correct assignment of the necessary means and, thus, to increase the terminal’s productive efficiency. The final step is a short term complementarily study of both models, carried out in order to verify the obtained results. It can thus be stated that these prediction methods can be a very useful tool in ports’ planning.
