Con el propósito de contribuir a los resultados de gestión en una entidad ambiental como es la Corporación Autónoma Regional del Valle del Cauca (CVC), se diseñó una Oficina de Gestión de Proyectos (PMO), con base en el PMI, por su sigla Project Management Institute, integrada a la estructura orgánica de la entidad -- La idea surgió de la necesidad de posicionar su imagen corporativa en un escalón más alto ante la comunidad, al considerar para el efecto las circunstancias organizativas internas de la entidad, como los nuevos sistemas competitivos de gestión administrativa, operativa y técnica -- En dicho contexto, la entidad requiere fortalecer su capacidad de gestión institucional y se deben adoptar tácticas que definan el direccionamiento de la gestión, como la propuesta de diseño de una Oficina de Gestión de Proyectos para la Dirección de Planeación en cuanto a las políticas, los objetivos y los proyectos, que la lleven a superar los condicionantes, soportado en procesos de modernización, innovación y tecnología, mediante la organización de sus funciones y sus competencias y la formalización de sus procesos y procedimientos, tanto los técnicos como los administrativos y financieros, así como sus instrumentos de coordinación, comunicaciones, seguimiento y control

Debido a que el sector de las comunicaciones móviles está en el momento más competitivo, cada una de ellas debe responder de forma ágil y proactiva a los requerimientos del mercado y específicamente del sector; por lo cual la gerencia de proyectos ha tomado un papel muy importante en está época y se ha convertido en la herramienta más innovadora e imprescindible para ganar posición y competitividad en una medio cambiante y en plena evolución. El presente proyecto, se basa en la implementación de una red de transmisión que interconecte Valledupar y la Guajira con Barranquilla que permitirá la disminución de gastos por cánones mensuales de arrendamiento de E1s y permitirá responder más rápidamente a los crecimientos de mercado que afecten la capacidad de dichas redes, al igual que mejorar los tiempos de respuesta a fallas garantizando así la excelencia en los altos estándares de servicio al cliente con el cual se tiene alta incidencia en la cautivación del mercado. Este proyecto se elaborará haciendo uso de los conceptos y herramientas adquiridos durante el desarrollo de la especialización; los cuales se encuentran enmarcados en la metodología del PMI (Project Management Institute) a través de la Guía a los Fundamentos de la Dirección de Proyectos (PMBOK® Guide); en la cual se describe la naturaleza de los procesos de dirección de proyectos en términos de su integración, las interacciones dentro de ellos, y sus propósitos. A research study was conducted in a key area of project management: stakeholder and relationship management through communication - ‘the soft skills’. It was conducted with Diploma of Project Management graduates from one Australian Registered Training Organisation (RTO), the Australian College of Project Management (ACPM). The study was designed to initially identify the qualifications and project management experience of the participants. Further, it identified the respondents’ understanding of and attitude to commonly held principles and literature within the project management field as it relates to the soft skills of projects. This is specifically connected to their project experience and knowledge, approach to project communications, and the stakeholder’s needs. Some of the literature showed that through the management and application of the project soft skills by project managers may actually be a recipe for project success. Hence, an important underpinning of this study was that the project manager can enhance project success (or reduce the impact of failure) by identifying and prioritising stakeholders, developing and implementing strategies for engaging and communicating with them. The use of a positivist approach to this research study allowed for the evaluation and understanding of respondents to the emergent theories of successful projects being delivered through the management of stakeholders, communications, and relationships. Consequently, a quantitative approach to this study was undertaken. The participants were drawn from graduates who completed (graduated) from the ACPM with the Diploma of Project Management between January 2004 and December 2007 only. A list of graduates was collated from this period indicating that a total of 656 graduates have completed and graduated with the qualification. The data collection for this study was done in one phase only. The questionnaire was emailed individually by the researcher directly to the selected potential respondents. Subsequently, a total of 44 responses were received, providing an overall response rate of 43%. Two key factors emerged from the survey questionnaire. Firstly, the need for the soft skills to be incorporated in project management curriculum and education programs, and secondly, that successful projects are delivered through the management and application of the project soft skills. It is expected that the findings of this study be provided across various forums (such as vocational education and training, and project management conferences) and via project management bodies such as the Australian Institute of Project Management (AIPM) to inform learning and provide greater insight into the soft skills of project management. It is the contention of the researcher that this quantitative study of Diploma of Project Management graduates’ views and attitudes highlights the importance of project soft skills and its importance in the delivery of successful projects as well as being part of the competencies of a successful project manager. This study also revealed the value of project experience and knowledge as it pertains to the management and application of the project soft skills.

The purpose of this paper is to investigate the relationship between organizational and professional commitment of project workers. We first present (i) role–conflict theory, and exchange theory to establish the multiple dimensions of commitment—affective, continuance, and normative; and (ii). social–identity theory to support our argument for different foci of commitment—organization and profession. Building on these theoretical lenses, we present the literature review that compares organizational and professional commitment of project workers with respect to the 3 dimensions of commitment. Adopting a positivist approach and a sample of 141 project workers, we use Pearson’s correlation to identify the relationship between affective organizational and affective professional, continuance organizational and continuance professional, and normative organizational and normative professional commitment. We report significant correlation between affective organizational commitment and affective professional commitment of project workers. The correlations between continuance organizational commitment, and continuance professional commitment; and normative organizational commitment, and normative professional commitment are moderate. We then discuss the implications of these findings for the project management profession.

This paper gives an overview of an ongoing project endeavouring to advance theory-based production and project management, and the rationale for this approach is briefly justified. The status of the theoretical foundation of production management, project management and allied disciplines is discussed, with emphasis on metaphysical grounding of theories, as well as the nature of the heuristic solution method commonly used in these disciplines. Then, on-going work related to different aspects of production and project management is reviewed from both theoretical and practical orientation. Next, information systems agile project management is explored with a view to its re-use in generic project management. In production management, the consequences and implementation of a new, wider theoretical basis are analyzed. The theoretical implications and negative symptoms of the peculiarities of the construction industry for supply chains and supply chain management in construction are observed. Theoretical paths for improvements of inter-organisational relationships in construction which are fundamental for improvement of construction supply chains are described. To conclude, the observations made in this paper vis-à-vis production, project and supply chain management are related again to the theoretical basis of this paper, and finally directions for theory development and future research are given and discussed.

Purpose My aim is to introduce, in the project management field, an Aristotelian ethics lens moving beyond the classical deontological and consequentialism approaches underlying the current ethical practices and codes of ethics and professional conducts. In doing so, I wish to pose the premises of a debate on the implications of a conscious ethical perspective for the structure and agency relationship within the project management field Design/methodology/approach Project management is a knowledge field on its own right. However the current perspectives applied to make sense and develop the field (modernism vs. postmodernism) leads to dichotomous thinking rather than recognizing the merits and contextual validity of both sides. I call for Aristotelian Ethics as a way of moving beyond this dichotomous thinking. I introduce briefly Aristotelian Ethics and its consequences in term of relation theory – practice, means and ends, facts and values, and finally politics (i.e. being part of a community of practitioners). Then I illustrate some consequences for the field taking PMI Code of Ethics and Professional Conduct and APM Code of Professional Conduct as supports for discussion Findings I suggest a need for revisiting and/or redesigning the codes of ethics and professional conducts for project management according to an Aristotelian perspective, in order to move beyond the normative limitations of classical deontological (conflict between competing duties, exemplified by PMI Code) or consequentialism (focusing on the "right" outcome to the detriment of duties, exemplified by APM Code) approaches (both, in fact, leading to a disconnection means and ends, and facts and values). This implicates shifting our view from the question "what is my duty?" to the questions "why should I undertake my duty?" and "how ought I act in this situation?" Practical implications Raising Professional Bodies, Industry and Education institutions awareness and consciousness and leading them to rethink about codes of ethics and the implications for the way they conceive practice and research, bodies of knowledge, credentialing, education... Originality/value To the best of my knowledge, this kind of discussion has not yet been conducted within the project management field, and considering the implication of project management in our life and for the well being of the society, an ethical debate may present some value(s)

Existing research and best practice were utilized to develop the Project Management, Stakeholder Engagement and Change Facilitation (PSC) approach to road safety infrastructure projects. Two case studies involving Queensland Transport and Main Roads demonstrated that use of the PSC has potential to create synergies for projects undertaken by multi-disciplinary road safety groups, and to complement Safe System projects and philosophy. The case studies were the North West Road Safety Alliance project, and the implementation of Road Safety Audit policy, and utilised a mix of qualitative and quantitative methods including interviews and surveys.

Atualmente não é possível pensar em gestão de projetos sem uma boa ferramenta apoiada em Tecnologia da Informação. Este trabalho estudou o processo de implantação e personalização do Microsoft Project Server na Câmara dos Deputados com o objetivo de avaliar se essa implantação se deu de maneira adequada segundo as melhores práticas de gestão de projetos, além de levantar as principais lições aprendidas no processo. Para tanto foi realizada uma pesquisa documental, em que, na primeira parte fez-se um apanhado em nível teórico das melhores práticas de gestão de projetos, notadamente PMBOK do PMI e a consulta a autores relevantes no contexto da gestão de projetos e da aprendizagem organizacional. Em um segundo momento foram pesquisados documentos relacionados ao processo de implantação como o edital de licitação, atas de reunião, atos normativos, dentre outros. Dos dados levantados foram identificadas falhas por parte da Câmara dos Deputados tais como elevado número de exigências de personalizações no ambiente e conhecimento limitado, a priori, da ferramenta, de suas capacidades e limitações. Por parte da contratada, observou-se falhas como desorganização, planejamento ruim, descumprimento de prazos, pendências, grandes atrasos e mudanças na equipe técnica do projeto. Pela análise dessas falhas, levantaram-se diversas lições aprendidas no processo. Por fim, concluiu-se que o processo de implantação do Microsoft Project Server na Câmara dos Deputados foi parcialmente adequado, pois apesar de ao final estar implantado de acordo com o escopo requerido, o processo como um todo apresentou muitas falhas.
