Internationalisierungsstrategien und -massnahmen an (deutschen) Hochschulen sind zumeist noch vom traditionellen herderschen Verständnis homogener Kulturen und damit von (kultureller) Abgrenzung, eigener Dominanz sowie den Defiziten der “Anderen“ geprägt. Die vielfältigen kulturellen, sprachlichen und fachlichen Ressourcen können dadurch bisher kaum bis gar nicht für innovative Lern- und Arbeitsprozesse fruchtbar gemacht werden. Transkulturelle Bildung bietet hingegen Chancen für Innovationen gerade zur Internationalisierung der Hochschulen. Der Beitrag formuliert dazu konzeptionelle Eckpunkte Transkultureller Bildung auf dem Weg zur dialogischen Öffnung von Hochschulen.

Der kundenindividuelle Anlagenbau (z. B. im Bereich Energie-, Kraftwerk- und Umwelttechnik) ist durch ein klassisches Projektgeschäft geprägt und erfordert ein individuelles Projektmanagement in Abhängigkeit von dem zu liefernden Produkt und den jeweiligen kunden- und projektindividuellen Rahmenbedingungen. So steht das Projektmanagement hier vor der Herausforderung, dass Anlagen in Form einer Baustellenfertigung als Unikate realisiert werden müssen, wobei die einzelnen Module häufig an unterschiedlichen Standorten gefertigt und dann unter Beachtung systemtechnischer, konstruktiver, lokaler, logistischer, energetischer, wetterbedingter, zeitlicher und finanzieller Randbedingungen beim Kunden montiert werden müssen. Zudem werden Projekterfahrungen selten über Projekte hinaus weitergereicht, d. h. es erfolgt nur bedingt eine Zusammenführung des Erfahrungswissens, das während der Projektrealisierung anwächst. Zur Risikovermeidung im Projektverlauf und zur Erreichung einer termingerechten Inbetriebnahme sind daher in Erweiterung zu den heutigen Projektmanagementwerkzeugen ergänzende Methoden zur Abschätzung von Projektunsicherheiten und zur Bewertung von Projektplänen, aber auch zur nachhaltige Nutzung von Projektwissen notwendig. Zur Verbesserung des logistikintegrierten Projektmanagements im kundenindividuellen Anlagenbau wurde daher eine Methodik zur projekt- und produktspezifischen Unterstützung des Projektmanagements entwickelt und anhand eines Demonstrators umgesetzt. Statt den Unsicherheiten im Projektverlauf mit zusätzlichen Pufferzeiten zu begegnen, bewertet jetzt eine mit Optimierungs-, Analyse- und Visualisierungsverfahren kombinierte Ablaufsimulation zufällige Einflüsse in den Plänen. Hierdurch wird eine Verbesserung des Risikomanagements in den Projekten erreicht, indem bestehende Unsicherheiten in den Planungsprozessen simuliert und reduziert werden. Um einen transparenten Projektmanagementprozess zu erhalten und auch Erfahrungswissen aus vorangegangenen Projekten einzubinden, lassen sich Referenzprojektpläne unter Berücksichtigung von Restriktionen nutzen, die durch das zu erstellende Produkt, die zu verwendenden Technologien, die zugrundeliegenden Prozesse oder die notwendigen logistischen Ressourcen bedingt sind. Die IT-Architektur der Plattform ist werkzeugneutral, so dass das entwickelte Konzept auf Branchen außerhalb des Anlagenbaus übertragbar ist. Dies haben Vertreter verschiedener Industrieunternehmen des Anlagenbaus aus den Bereichen der Umwelt- und Energietechnik, des Schiffbaus, der Automobilindustrie sowie dem OWL Maschinenbau e.V. bestätigt.

Purpose – This paper aims to assess the actual contribution to organisational change of management and leadership development (MLD) activity for middle managers (MMs) in public service organisations (PSOs). Design/methodology/approach – Using the case study approach, the paper compares the content and outcomes of management and leadership training interventions for MMs in two large PSOs. The organisations, a fire brigade and a train operating company, are leaders in their sectors with respect to management development and “modernisation” of their services. Findings – The paper demonstrates how, in one case, MM development was largely an exercise in regulatory compliance, with little effect on individual MMs' performance or organisational outcomes. The second case demonstrates how MMs were effectively trained to enforce specific human resource policies which contributed to the successful implementation of top-down strategy yet paid little attention to the potential leadership role of MMs. Research limitations/implications – The paper highlights the need for further contextualised research at organisational level into the outcomes of MLD, especially in terms of different public service contexts. Practical implications – The paper demonstrates the dangers of designing and implementing development programmes without sufficient regard to professional practice and the realities of managerial discretion in PSOs. Originality/value – The paper provides an in-depth and contextualised insight into the conditions for success and failure in management development interventions in PSOs.

Arthropods that have a direct impact on crop production (i.e. pests, natural enemies and pollinators) can be influenced by both local farm management and the context within which the fields occur in the wider landscape. However, the contributions and spatial scales at which these drivers operate and interact are not fully understood, particularly in the developing world. The impact of both local management and landscape context on insect pollinators and natural enemy communities and on their capacity to deliver related ecosystem services to an economically important tropical crop, pigeonpea was investigated. The study was conducted in nine paired farms across a gradient of increasing distance to semi-native vegetation in Kibwezi, Kenya. Results show that proximity of fields to semi-native habitats negatively affected pollinator and chewing insect abundance. Within fields, pesticide use was a key negative predictor of pollinator, pest and foliar active predator abundance. On the contrary, fertilizer application significantly enhanced pollinator and both chewing and sucking insect pest abundance. At a 1 km spatial scale of fields, there were significant negative effects of the number of semi-native habitat patches within fields dominated by mass flowering pigeonpea on pollinators abundance. For service provision, a significant decline in fruit set when insects were excluded from flowers was recorded. This study reveals the interconnections of pollinators, predators and pests with pigeonpea crop. For sustainable yields and to conserve high densities of both pollinators and predators of pests within pigeonpea landscapes, it is crucial to target the adoption of less disruptive farm management practices such as reducing pesticide and fertilizer inputs.

Requirements for research, practices and policies affecting soil management in relation to global food security are reviewed. Managing soil organic carbon (C) is central because soil organic matter influences numerous soil properties relevant to ecosystem functioning and crop growth. Even small changes in total C content can have disproportionately large impacts on key soil physical properties. Practices to encourage maintenance of soil C are important for ensuring sustainability of all soil functions. Soil is a major store of C within the biosphere – increases or decreases in this large stock can either mitigate or worsen climate change. Deforestation, conversion of grasslands to arable cropping and drainage of wetlands all cause emission of C; policies and international action to minimise these changes are urgently required. Sequestration of C in soil can contribute to climate change mitigation but the real impact of different options is often misunderstood. Some changes in management that are beneficial for soil C, increase emissions of nitrous oxide (a powerful greenhouse gas) thus cancelling the benefit. Research on soil physical processes and their interactions with roots can lead to improved and novel practices to improve crop access to water and nutrients. Increased understanding of root function has implications for selection and breeding of crops to maximise capture of water and nutrients. Roots are also a means of delivering natural plant-produced chemicals into soil with potentially beneficial impacts. These include biocontrol of soil-borne pests and diseases and inhibition of the nitrification process in soil (conversion of ammonium to nitrate) with possible benefits for improved nitrogen use efficiency and decreased nitrous oxide emission. The application of molecular methods to studies of soil organisms, and their interactions with roots, is providing new understanding of soil ecology and the basis for novel practical applications. Policy makers and those concerned with development of management approaches need to keep a watching brief on emerging possibilities from this fast-moving area of science. Nutrient management is a key challenge for global food production: there is an urgent need to increase nutrient availability to crops grown by smallholder farmers in developing countries. Many changes in practices including inter-cropping, inclusion of nitrogen-fixing crops, agroforestry and improved recycling have been clearly demonstrated to be beneficial: facilitating policies and practical strategies are needed to make these widely available, taking account of local economic and social conditions. In the longer term fertilizers will be essential for food security: policies and actions are needed to make these available and affordable to small farmers. In developed regions, and those developing rapidly such as China, strategies and policies to manage more precisely the necessarily large flows of nutrients in ways that minimise environmental damage are essential. A specific issue is to minimise emissions of nitrous oxide whilst ensuring sufficient nitrogen is available for adequate food production. Application of known strategies (through either regulation or education), technological developments, and continued research to improve understanding of basic processes will all play a part. Decreasing soil erosion is essential, both to maintain the soil resource and to minimise downstream damage such as sedimentation of rivers with adverse impacts on fisheries. Practical strategies are well known but often have financial implications for farmers. Examples of systems for paying one group of land users for ecosystem services affecting others exist in several parts of the world and serve as a model.

Although the effects of quality management on social work are still widely unexplored, critics suspect that it will lead to a negative standardization of working conditions, whereas supporters of quality management hope for a greater transparency and effectiveness of service delivery. This article reports on a survey of 30 managers, 261 professionals, and 435 families in 30 family intervention service organizations. It uses cluster analysis to explore the relationship between quality management and different forms of work formalization. Results showed that working conditions generally are enabling for professional practice, but differences exist between what is called here a managerialist machine bureaucracy, an atomistic professional organization, and a collegiate professional organization.

Recent advancements in cloud computing have enabled the proliferation of distributed applications, which require management and control of multiple services. However, without an efficient mechanism for scaling services in response to changing environmental conditions and number of users, application performance might suffer, leading to Service Level Agreement (SLA) violations and inefficient use of hardware resources. We introduce a system for controlling the complexity of scaling applications composed of multiple services using mechanisms based on fulfillment of SLAs. We present how service monitoring information can be used in conjunction with service level objectives, predictions, and correlations between performance indicators for optimizing the allocation of services belonging to distributed applications. We validate our models using experiments and simulations involving a distributed enterprise information system. We show how discovering correlations between application performance indicators can be used as a basis for creating refined service level objectives, which can then be used for scaling the application and improving the overall application's performance under similar conditions.
