Building for a sustainable environment requires sustainable infrastructure assets. Infrastructure capacity management is the process of ensuring optimal provision of such infrastructure assets. Effectiveness in this process will enable the infrastructure asset owners and its stakeholders to receive full value on their investment. Business research has shown that an organisation can only achieve business value when it has the right capabilities. This paradigm can also be applied to infrastructure capacity management. With limited access to resources, the challenge for infrastructure organisations is to identify and develop core capabilities to enable infrastructure capacity management. This chapter explores the concept of capability and identifies the core capability needed in infrastructure capacity management. Through a case study of the Port of Brisbane, this chapter shows that infrastructure organisations must develop their intelligence gathering capability to effectively manage the capacity of their infrastructure assets.

With the growth and development of communication technology there is an increasing need for the use of interception technologies in modern policing. Law enforcement agencies are faced with increasingly sophisticated and complex criminal networks that utilise modern communication technology as a basis for their criminal success. In particular, transnational organised crime (TOC) is a diverse and complicated arena, costing global society in excess of $3 trillion annually, a figure that continues to grow (Borger, 2007) as crime groups take advantage of disappearing borders and greater profit markets. However, whilst communication can be a critical success factor for criminal enterprise it is also a key vulnerability. It is this vulnerability that the use of CIT, such as phone taps or email interception, can exploit. As such, law enforcement agencies now need a method and framework that allows them to utilise CIT to combat these crimes efficiently and successfully. This paper provides a review of current literature with the specific purpose of considering the effectiveness of CIT in the fight against TOC and the groundwork that must be laid in order for it to be fully exploited. In doing so, it fills an important gap in current research, focusing on the practical implementation of CIT as opposed to the traditional area of privacy concerns that arise with intrusive methods of investigation. The findings support the notion that CIT is an essential intelligence gathering tool that has a strong place within the modern policing arena. It identifies that the most effective use of CIT is grounded within a proactive, intelligence‐led framework and concludes that in order for this to happen Australian authorities and law enforcement agencies must re‐evaluate and address the current legislative and operational constraints placed on the use of CIT and the culture that surrounds intelligence in policing.

Brain-derived neurotrophic factor (BDNF) plays a key role in learning and memory, but its effects on the fiber architecture of the living brain are unknown. We genotyped 455 healthy adult twins and their non-twin siblings (188 males/267 females; age: 23.7 ± 2.1. years, mean ± SD) and scanned them with high angular resolution diffusion tensor imaging (DTI), to assess how the BDNF Val66Met polymorphism affects white matter microstructure. By applying genetic association analysis to every 3D point in the brain images, we found that the Val-BDNF genetic variant was associated with lower white matter integrity in the splenium of the corpus callosum, left optic radiation, inferior fronto-occipital fasciculus, and superior corona radiata. Normal BDNF variation influenced the association between subjects' performance intellectual ability (as measured by Object Assembly subtest) and fiber integrity (as measured by fractional anisotropy; FA) in the callosal splenium, and pons. BDNF gene may affect the intellectual performance by modulating the white matter development. This combination of genetic association analysis and large-scale diffusion imaging directly relates a specific gene to the fiber microstructure of the living brain and to human intelligence.

This project proposes a framework that identifies high‐value disaster-based information from social media to facilitate key decision-making processes during natural disasters. At present it is very difficult to differentiate between information that has a high degree of disaster relevance and information that has a low degree of disaster relevance. By digitally harvesting and categorising social media conversation streams automatically, this framework identifies highly disaster-relevant information that can be used by emergency services for intelligence gathering and decision-making.

Shorter telomere length (TL) has found to be associated with lower birth weight and with lower cognitive ability and psychiatric disorders. However, the direction of causation of these associations and the extent to which they are genetically or environmentally mediated are unclear. Within-pair comparisons of monozygotic (MZ) and dizygotic (DZ) twins can throw light on these questions. We investigated correlations of within pair differences in telomere length, IQ, and anxiety/depression in an initial sample from Brisbane (242 MZ pairs, 245 DZ same sex (DZSS) pairs) and in replication samples from Amsterdam (514 MZ pairs, 233 DZSS pairs) and Melbourne (19 pairs selected for extreme high or low birth weight difference). Intra-pair differences of birth weight and telomere length were significantly correlated in MZ twins, but not in DZSS twins. Greater intra-pair differences of telomere length were observed in the 10% of MZ twins with the greatest difference in birth weight compared to the bottom 90% in both samples and also in the Melbourne sample. Intra-pair differences of telomere length and IQ, but not of TL and anxiety/depression, were correlated in MZ twins, and to a smaller extent in DZSS twins. Our findings suggest that the same prenatal effects that reduce birth weight also influence telomere length in MZ twins. The association between telomere length and IQ is partly driven by the same prenatal effects that decrease birth weight.

This study presents a systematical analysis of biochemist Michael Behe's thinking. Behe is a prominent defender of the Intelligent Design Movement which has gaines influence particularly in the United States, but also in elsewhere. At the core of his thinking is the idea of intelligent design, according to which the order of the cosmos and of living things is the handiwork of a non-human intelligence. This "design argument" had previously been popular in the tradition of natural theology. Behe attempts to base his argument on the findings of 20th century biology, however. It has been revealed by biochemistry that cells, formerly thought to be simple, in fact contain complex structures, for instance the bacterial flagellum, which are reminiscent of the machines built by humans. According to Behe these can be believably explained only by referring to intelligent design, not by invoking darwinian natural laws. My analysis aims to understand Behe's thought on intelligent design, to bring forward its connections to intellectual history and worldviews, and to study whether Behe has formulated his argument so as to avoid common criticisms directed against design arguments. I use a large amount literature and refer to diverse writers participating in the intelligent design debate. The results of the analysis are as follows. Behe manages to avoid a large amount of classical criticisms against the design argument, and new criticisms have to be developed to meet his argument. For Independent Finland. The Military Committee 1915–1918 In the course of the First World War, several organizations were founded with the purpose of making Finland independent or, at least, restoring her autonomous status. The Military Committee was the most significant active independence organization in Finland in the First World War, in addition to the activist student movement, i.e., the Jaeger Movement. The Military Committee was an organization founded in 1915 by officers who had attended the Hamina Cadet School, with the goal of creating a national army for a liberation war against the Russian troops. It was believed that the liberation war should succeed only with the help of the German Army. With the situation in society continually tensing up in the autumn 1917, the Military Committee also had to figure on the possibility of a Civil War. The activities of the Military Committee started in the early part of 1915 when they were still small-scale, but they gained significant momentum after the Russian Revolution in March 1917. In January 1918, the Military Committee formed the general staff for the White Army, the Senate’s troops. The independence-related activities of the Hamina cadets in the years of the First World War were more extensive and multifaceted than has been believed heretofore. The work of the Military Committee was divided into preparations for a liberation war in Finland, on one hand, and in Stockholm and Berlin, on the other hand. In Finland, the Military Committee took part in intelligence gathering for Germany and in supporting the recruiting Jaegers, and later in founding the civil guard organization, in solving the law and order authorities issue, and finally in selecting the Commander-in-Chief for the Senate’s troops. The member of the Military Committee, especially Captain Hannes Ignatius of the Cavalry contributed greatly to the drafting of the independence activists’ national action plan in Stockholm in May 1917. This plan preceded the formation of the civil guard organization. The Military Committee’s role in founding the civil guards was initially minor, but in the fall of 1917, the Military Committee started to finance the activities of the civil guards, named several former officers as commanders of the civil guards and finally overtook the entire civil guard movement. In Stockholm and Berlin, the representatives of the Military Committee were in active contact with both the high command of the German Army and with the representatives of the Swedish Army. Colonel Nikolai Mexmontan, who was a representative of the Military Committee, collaborated with Swedish officers and Jaeger officers in Stockholm in coming up with comprehensive and detailed plans for starting the Liberation War. Under Mexmontan’s leadership, there were serious negotiations to enter into a confederation with Germany. Lieutenant Colonel Wilhelm Thesleff, on the other hand, became the commander of the Jaeger Battalion 27. The influence and importance of the Military Committee came to the forefront in independent and conflict-torn Finland. The Military Committee became a Senate committee on the 7th of January 1918, with its chairman, for all practical purposes, as the Commander-in-Chief in an eventual war. Lieutenant General Claes Charpentier was the chairman of the Military Committee from mid-December 1917 onwards, but on the 15th of January 1918 he had to resign in favour of Lieutenant General Gustaf Mannerheim. Soon after that, Mannerheim got an order from the chairman of the Senate P. E. Svinhufvud to organize and assume the leadership of the law and order authorities. The chairman of the Military Committee became the Commander-in-Chief of the Senate troops in January 1918, and the Military Committee became the Commander-in-Chief’s general staff. The Military Committee had turned from a clandestine organization into the first general staff of the independent Finnish Army.

Esta investigação, no campo da produção acadêmica dos programas de pós-graduação de universidades brasileiras, sobre a temática altas habilidades/superdotação, teve como objetivos: mapear um conjunto significativo de trabalhos elaborados sob as formas de tese e dissertação, nas duas últimas décadas; e apresentar as contribuições desses estudos para o atendimento educacional aos portadores de altas habilidades/superdotados. A contextualização teórica da presente pesquisa refere-se à busca de uma teoria mais completa e abrangente sobre a inteligência humana, e da melhor compreensão das altas habilidades/superdotação, mencionando a legislação educacional mais recente sobre o atendimento a esses alunos especiais. A metodologia de pesquisa bibliográfica foi utilizada na sistematização da leitura e releitura dos textos, em vários níveis, para a exploração de seus conteúdos. O objetivo almejado foi a adequada identificação das linhas de pensamento dos autores, procurando-se manter o máximo possível de imparcialidade e respeito a cada um dos posicionamentos. Os assuntos foram categorizados por afinidade temática, em três capítulos, que em sua estrutura apresentam uma introdução, as sínteses descritivas dos trabalhos analisados e uma conclusão. Os resultados alcançados permitiram uma análise elucidativa da produção acadêmica em pauta, nas décadas de 80 e 90, estendendo-se aos anos 2000 e 2001. Sinalizaram evoluções conceituais concernentes às altas habilidades/superdotação. Pontuaram conclusões sobre: a identificação precoce; a estimulação ambiental; a auto-alfabetização precoce; a identificação e atendimento a crianças das classes populares e a preparação de professores; a elaboração de instrumento de observação a ser utilizado pelos professores. Mais conclusões puderam ser registradas em relação a: percepções da escola, pais e professores; percepção de professores universitários; autopercepção e os relacionamentos interpessoais de adultos e jovens adultos; incidentes e comportamentos críticos observados na escola; representação social da escola segundo os alunos; relação professora-aluno portador de altas habilidades; autopercepção e a percepção dos olhares da família, escola e companheiros, por adolescentes. Outras conclusões ainda foram evidenciadas sobre: estratégias educativas para estimulação e identificação de talentos na escola regular, no ensino fundamental e educação infantil; subsídios para a realização escolar no ensino fundamental; a capacidade acadêmica elevada no ensino fundamental; a avaliação de um curso de educação do pensamento por professores participantes. Incluem-se também neste conjunto de resultados: dados históricos sobre a questão das altas habilidades/superdotação; reflexões sobre a profissionalização na área tecnológica; uma crítica ao atendimento educacional aos portadores de altas habilidades/superdotados; e o estudo da trajetória escolar de alunos que receberam atendimento em escolas da rede pública de ensino.

仿人机器人是研究人类智能的高级平台,是综合多种学科的复杂智能机械,其研制和开发涉及到各学科、多方面问题,目前已成为机器人领域的研究热点问题之一.本文对仿人机器人目前的发展现状进行了综述,分析了多种仿人机器人的自由度分布,介绍了具有不同结构特点的腰机构,分析了腰关节在仿人机器人的稳定动态步行、全身协调运动及有情感步行等方面的重要作用.本文还指出了仿人机器人目前的主要研究方向.

The nature of individual differences among children is an important issue in the study of human intelligence. There are close relation between intelligence and executive functions. Traditional theories, which are based mainly on the factor analysis, approach the problem only from the perspective of psychometrics. However, they do not study the relation of cognition and neurobiology. Some researchers try to explore the essential differences in intelligence from the basic cognitive level, by studying the relationship between executive function and intelligence. The aim of this study was to do the followings 1) to delineate and separate the executive function in children into measurable constructs; 2) to establish the relationship between executive function and intelligence in children; 3) to find out the difference and its neural mechanism between intellectually-gifted and normal children’s executive function. The participants were 188 children aged 7-12 year old. There were 6 executive function tasks. The results were follows: 1) The latent variables analyses showed that there was no stable construct of executive function in 7-10 year old children. The executive function construct of 11-12 year old children could be separated into updating, inhibition and shifting. And they had grown to be more or less the same as adults in the executive function. There were only moderate correlations between the three types of executive function, but they were largely independent of each other. 2) The correlations between the indices of updating, inhibition, shifting and intelligence were different in 7-12 year old children. The older the age, the more the indices were related to intelligence. The updating and shifting were related to intelligence in 7-10 year old children. There were significant correlations between the updating, inhibition, shifting and intelligence in 11-12 year old children. The correlation between updating and intelligence was higher than the correlation between shifting and intelligence. Furthermore, in structural equation models controlling for the three executive functions correlations, updating was highly related to intelligence, but the relations of inhibition and shifting to intelligence were not significant. 3) Intellectually-gifted children performed better than normal children in executive function tasks. The neural mechanism differences between intellectually gifted and average children were indicated by ERP component P3. The present study helps us to understand the relationship between intelligence and executive function; and throws light on the issue of individual differences in intelligence. The present results can provide theoretical support for the development a culture-free intelligence test and a method to promote the development of intelligence. Our present study lends support to the neural efficient hypothesis.

Self-regulation has recently become an important topic in cognitive and developmental domain. According to previous theories and experimental studies, it is shown that self-regulation consist of both a personality (or social) aspect and a behavioral cognitive aspect of psychology. Self-regulation can be divided into self-regulation personality and self-regulation ability. In the present study researches have been carried out from two perspectives: child development and individual differences. We are eager to explore the characteristics of self-regulation in terms of human cognitive development. In the present study, we chose two groups of early adolescences one with high intelligence and the other with normal intelligence. In Study One Questionnaires were used to compare whether the highly intelligent group had had better self-regulation personality than the normal group. In Study Two experimental psychology tasks were used to compare whether highly intelligent children had had better self-regulation cognitive abilities than their normal peers. Finally, in Study Three we combined the results of Study One and Study Two to further explore the neural mechanisms for highly intelligent children with respect to their good self-regulation abilities. Some main results and conclusions are as follows: (1) Questionnaire results showed that highly intelligent children had better self-regulation personalities, and they got higher scores on the personalities related to self-regulation such as, self-reliance, stability, rule-consciousness. They also got higher scores on self-consciousness which meant that they could know their own self better than the normal children. (2) Among the three levels of cognitive difficulties in self-regulation abilities, the highly intelligent children had faster reaction speed than normal children in the primary self-regulation tasks. In the intermediate self-regulation tasks, highly intelligent children’s inhibition processing and executive processing were both better than their normal peers. In the advanced self-regulation tasks, highly intelligent children again had faster reaction speed and more reaction accuracy than their normal peers when facing with conflict and inconsistency experimental conditions,. Regression model’s results showed that primary and advanced self-regulation abilites had larger predictive power than intermediate self-regualation ability. (3) Our neural experiments showed that highly intelligent children had more efficient neural automatic processing ability than normal children. They also had better, faster and larger neural reaction to novel stimuli under pre-attentional condition which made good and firm neural basis for self-regualation. Highly intelligent children had more mature frontal lobe and pariental functions for inhibition processing and executive processing. P3 component in ERP was closely related to executive processing which mainly activated pariental function. There were two time-periods for inhibition processing—first it was the pariental function and later it was the coordination function of frontal and pariental lobes. While conflict control task had pariental N2 and frontal-pariental P3 neural sources, highly intelligent children had much smaller N2 and shorter P3 latency than normal children. Inconsistency conditions induced larger N2 than conditions without inconsistency, and conditions without inconsistency (or Conflict) induced higher P3 amplitudes than with Inconsistency (or Conflict) conditions. In conclusion, the healthy development of self-regulation was very important for children’s personality and cognition maturity, and self-regulation had its own specific characteristics in ways of presentation and ways of development. Better understanding of self-regulation can further help the exploration of the nature of human intelligence and consciousness.

The representation and manipulation of natural human understanding of temporal phenomena is a fundamental field of study in Computer Science, which aims both to emulate human thinking, and to use the methods of human intelligence to underpin engineering solutions. In particular, in the domain of Artificial Intelligence, temporal knowledge may be uncertain and incomplete due to the unavailability of complete and absolute temporal information. This paper introduces an inferential framework for deriving logical explanations from partial temporal information. Based on a graphical representation which allows expression of both absolute and relative temporal knowledge in incomplete forms, the system can deliver a verdict to the question if a given set of statements is temporally consistent or not, and provide understandable logical explanation of analysis by simplified contradiction and rule based reasoning.

L’apprentissage machine est un vaste domaine où l’on cherche à apprendre les paramètres de modèles à partir de données concrètes. Ce sera pour effectuer des tâches demandant des aptitudes attribuées à l’intelligence humaine, comme la capacité à traiter des don- nées de haute dimensionnalité présentant beaucoup de variations. Les réseaux de neu- rones artificiels sont un exemple de tels modèles. Dans certains réseaux de neurones dits profonds, des concepts "abstraits" sont appris automatiquement. Les travaux présentés ici prennent leur inspiration de réseaux de neurones profonds, de réseaux récurrents et de neuroscience du système visuel. Nos tâches de test sont la classification et le débruitement d’images quasi binaires. On permettra une rétroac- tion où des représentations de haut niveau (plus "abstraites") influencent des représentations à bas niveau. Cette influence s’effectuera au cours de ce qu’on nomme relaxation, des itérations où les différents niveaux (ou couches) du modèle s’interinfluencent. Nous présentons deux familles d’architectures, l’une, l’architecture complètement connectée, pouvant en principe traiter des données générales et une autre, l’architecture convolutionnelle, plus spécifiquement adaptée aux images. Dans tous les cas, les données utilisées sont des images, principalement des images de chiffres manuscrits. Dans un type d’expérience, nous cherchons à reconstruire des données qui ont été corrompues. On a pu y observer le phénomène d’influence décrit précédemment en comparant le résultat avec et sans la relaxation. On note aussi certains gains numériques et visuels en terme de performance de reconstruction en ajoutant l’influence des couches supérieures. Dans un autre type de tâche, la classification, peu de gains ont été observés. On a tout de même pu constater que dans certains cas la relaxation aiderait à apprendre des représentations utiles pour classifier des images corrompues. L’architecture convolutionnelle développée, plus incertaine au départ, permet malgré tout d’obtenir des reconstructions numériquement et visuellement semblables à celles obtenues avec l’autre architecture, même si sa connectivité est contrainte.

Plusieurs problèmes liés à l'utilisation de substances et méthodes interdites de dopage dans les sports posent de grands défis à la gouvernance antidopage. Afin de lutter contre le dopage, certains pays ont mis en oeuvre des cadres juridiques basés exclusivement sur le droit pénal tandis que d'autres pays ont plutôt misé sur des mécanismes et organismes spécialisés trouvant fondement en droit privé ou sur un régime hybride de droit public et privé. Ces différentes approches réglementaires ont pour conséquence de faire en sorte qu’il est très difficile de lutter efficacement contre le dopage dans les sports, notamment parce que leur exécution requiert un degré de collaboration internationale et une participation concertée des autorités publiques qui est difficile à mettre en place. À l’heure actuelle, on peut par exemple observer que les États n’arrivent pas à contrer efficacement la participation des syndicats et organisations transnationales liés au crime organisé dans le marché du dopage, ni à éliminer des substances et méthodes de dopage interdites par la réglementation. Par ailleurs, la gouvernance antidopage basée sur les règles prescrites par l’Agence mondiale antidopage prévoit des règles et des normes distinctes de dopage distinguant entre deux catégories de personnes, les athlètes et les autres, plaçant ainsi les premiers dans une position désavantageuse. Par exemple, le standard de responsabilité stricte sans faute ou négligence imposé aux athlètes exige moins que la preuve hors de tout doute raisonnable et permet l'utilisation de preuves circonstancielles pour établir la violation des règles antidopages. S'appliquant pour prouver le dopage, ce standard mine le principe de la présomption d'innocence et le principe suivant lequel une personne ne devrait pas se voir imposer une peine sans loi. D’ailleurs, le nouveau Code de 2015 de l’Agence attribuera aux organisations nationales antidopage (ONADs) des pouvoirs d'enquête et de collecte de renseignements et ajoutera de nouvelles catégories de dopage non-analytiques, réduisant encore plus les droits des athlètes. Dans cette thèse, nous discutons plus particulièrement du régime réglementaire de l’Agence et fondé sur le droit privé parce qu’il ne parvient pas à répondre aux besoins actuels de gouvernance mondiale antidopage. Nous préconisons donc l’adoption d’une nouvelle approche de gouvernance antidopage où la nature publique et pénale mondiale du dopage est clairement reconnue. Cette reconnaissance combiné avec un modèle de gouvernance adapté basé sur une approche pluraliste du droit administratif global produira une réglementation et une administration antidopage mieux acceptée chez les athlètes et plus efficace sur le plan des résultats. Le nouveau modèle de gouvernance que nous proposons nécessitera toutefois que tous les acteurs étatiques et non-étatiques ajustent leur cadre de gouvernance en tenant compte de cette nouvelle approche, et ce, afin de confronter les défis actuels et de régler de manière plus satisfaisante les problèmes liés à la gouvernance mondiale du dopage dans les sports.
