A travel article about Nova Scotia, and the area's annual Celtic music festival. I ARRIVED in Cape Breton on the occasion of the Fibre Festival, run not only by the South Haven Guild of Weavers but also the Baddeck Quilters Guild. And yet I might not have noticed that it was on, had it not been for a car, shrouded entirely by a quilt cover, that was parked outside the Volunteer Fire Department Hall. I was on my way to the Alexander Graham Bell Museum a little further along Baddeck's main street. But I stopped, for who wouldn't stop to look at the various fibres of Cape Breton. The hall had been divided between weavers and quilters. Naturally, I left hoping that one day this ancient divide might be healed...

This qualitative research was a constructivist grounded theory designed to develop an understanding of how firefighters perceive and cope with stressful situations and the impact this has on their perceptions of health. This study was framed in a social ecological perspective with the community of firefighting providing the environment within which to explore stress and coping. Of particular concern here are the stressors associated with firefighting. Prior research with firefighters has often been epidemiological and statistical in nature, focusing on measures of cardiovascular disease, cancer, and depression (Baker & Williams, 2001 ; Brown et al., 2002; Murphy et al.,1999; Regehr et al., 2002; Regehr et al., 2003). Qualitative research examining the perception of stress among firefighters that includes personal stories allows firefighters the opportunity to describe what it is like to be met with physically and mentally challenging situations on a daily basis. Twelve in-depth, semi-structured, face-to-face interviews with a brief questionnaire were conducted with firefighters from a Southern Ontario Fire Department. Four main themes emerged describing the persona of the firefighter, the stressors of firefighters, coping strategies of firefighters, and firefighters' perceptions of health. Stressors include requirements of the job, traumatic calls, tensions with co-workers, the struggle between the family at home and the family at work, political stressors with the City, and the inner struggle. Avoidance coping, approach coping, and gaining perspective emerged as the three coping styles of firefighters. Health was defined as including physical, mental, social and spiritual aspects. A model of the findings is provided that depicts the cyclical nature of the stress-coping-health relationship among firefighters.

Les raves sont des événements festifs dédiés à la musique techno et à la danse qui se distinguent des autres lieux de rassemblement tels que les bars et les discothèques notamment par le fait qu’ils se déroulent toute la nuit dans un lieu aménagé pour l’occasion et qu’il n’y a généralement pas de vente d’alcool. La consommation de drogues de synthèse telles que l’ecstasy et les speeds y est toutefois largement répandue. La tenue de ces rassemblements pose une série de problèmes du point de vue des autorités policières, tels que la présence de trafiquants de drogues ainsi que la sécurité des lieux où se déroulent les raves. Dans le contexte particulier de ces événements, les pratiques de contrôle social sont soumises à un certain nombre d’ambiguïtés. Le but général de l’étude est de permettre une compréhension de la façon dont se déterminent et s’appliquent les règles qui visent à encadrer la tenue de ce type de rassemblements. Trois objectifs spécifiques sont poursuivis, soit 1) de comprendre comment on a tenté de réguler ce type d’événements à Montréal, 2) de comprendre comment les différents acteurs responsables de l’organisation et du bon déroulement des événements établissent une série de règles, aussi bien formelles qu’informelles, et négocient leur application dans le cadre de leur pratique, et 3) de comprendre comment ces acteurs identifient certaines situations comme constituant un problème et éventuellement, y réagissent. La principale méthode de recueil des données a consisté à réaliser des entretiens semi-dirigés avec des promoteurs d’événements rave, des agents de sécurité ainsi que d’autres personnes impliquées dans le milieu telles que policier, pompier, artistes de la scène rave et intervenants. L’observation participante lors d’événements rave fut utilisée comme méthode complémentaire. L’étude démontre comment le service de police s’est vu confronté avec les raves à un vide juridique et comment l’encadrement de ce type d’événements s’est plutôt exercé par le service de prévention des incendies. Les autorités ont également tenté d’encadrer le phénomène par des modifications à certaines règlementations, dont celles sur les permis d’alcool. L’étude démontre également de quelle manière et en fonction de quoi les différents acteurs du milieu négocient les règles en cours d’action dans un contexte où la frontière entre le licite et l’illicite est floue.

Quais os efeitos práticos que a cobrança de metas provoca nas instituições e nos servidores públicos? E quando se vincula premiações financeiras a elas, qual o resultado? O Brasil vive uma onda recente de implantação de modelos de remuneração variável por desempenho no setor público. Minas Gerais universalizou o sistema em 2008, implantando o Acordo de Resultados e o Prêmio por Produtividade, já tendo gasto 1,3 bilhão de reais com o programa. Mas o otimismo dos gestores não encontra fundamento na teoria. A literatura mostra que sistemas de remuneração variável no setor público fracassam ou têm sucesso muito limitado (OCDE, 2005; Perry, Engbergs e Jun, 2009; Bowman, 2010; Weibel, Rost e Osterloh 2010). Conflitos, dificuldade de mensuração do desempenho, fraude e incapacidade de motivar servidores públicos têm direcionado experiências de incentivo ao fracasso. Alguns poucos estudos mostram que, sob certas condições, a remuneração variável por desempenho pode gerar resultados positivos (Marsden, 2010). Seria o sistema mineiro capaz de superar o pessimismo dos especialistas e alcançar resultados positivos? Quais mecanismos de fato operam quando se implementa metas e remuneração variável em instituições públicas? Este trabalho busca responder estas questões a partir do estudo de caso de três organizações da segurança pública em Minas Gerais: Polícia Militar, Polícia Civil e Corpo de Bombeiros Militar. Foram feitas 46 entrevistas com policiais, bombeiros e com a cúpula das instituições, analisados dados estatísticos – que avaliam a evolução do desempenho, observação participante e monitoramento da percepção da mídia sobre tais efeitos. O resultado mostra que metas e incentivos financeiros geraram profundas mudanças nas instituições pesquisadas. Na Polícia Civil houve crescimento da produtividade, aumento do controle e melhoria de processos internos. Entretanto, o foco na produção quantitativa de inquéritos gerou incentivos para a redução de sua qualidade. Na Polícia Militar observou-se impacto menor, uma vez que esta já havia auferido no passado recente ganhos que o uso de indicadores e metas poderia proporcionar. Ainda assim, observou-se aumento da cobrança interna de resultados. Esse fato foi um dos fatores que contribuiu para um efeito negativo importante: a reclassificação de crimes. Uma estrutura de incentivos e a ausência de obstáculos levaram alguns policiais a reclassificar crimes que tinham natureza próxima para melhorar as estatísticas de suas unidades. No Corpo de Bombeiros o impacto foi altamente positivo, levando a instituição a conceber novas estratégias, gerando ganhos importantes de produtividade e melhoria de resultados para o cidadão. O resultado mostra que metas e incentivos financeiros são muito poderosos e podem gerar resultados positivos ou negativos, dependendo da forma como são implementados. As evidências contradizem, em parte, o pessimismo dos acadêmicos e descortinam o funcionamento dos mecanismos que fazem metas e remuneração variável interferirem no resultado de organizações públicas.

The Urbanization is a notable process in our society, being part of it since around 3500 BC in Mesopotamia, currently Iraq area. Since the Industrial Revolution, cities had a significant increase in their growth and began to concentrate increasingly labor and capital. Brazil, despite having had a late industrialization, also had a high population growth in cities, especially in the XVIII century, which were not provided with any kind of planning that targets the ordering and implementation of the urban essential apparatus. Therefore, Brazilian cities started to exhibit countless structural and environmental problems. Associated with inadequate infrastructure, the modifications in the urban atmosphere, like increased heat, air pollution and increased rainfall and storm frequency, cause different types of impacts in cities. Among the most worrisome are those from the intense rain, which cause human and material damage. The city of Rio Claro (SP) can be considered an example of this reality. Thereby, the objective of this study was to analyze the impacts on the population originated from rainfall in the urban area during the period 2005-2010, by the mapping of events and analysis of the active atmospheric systems. The information of the events were collected in the Fire Department and the Press and the synoptic maps were obtained in the library of INPE, in Cachoeira Paulista (SP) and in the site of the Navy of Brazil. The data showed that among 247 occurrences, during the six years, 233 occurred in the spring-summer period. Moreover, after finalizing the maps, it was found the locations considered critical regarding the frequency of occurrences, as: Visconde do Rio Claro Avenue and central area of the city, both with a total of 23 occurrences; Jardim Inocoop, with 20; Tancredo Neves Avenue, with 12 and Vila Paulista, with 10 occurrences. Traffic accidents are considered a concern for both public agencies and for researchers that are seeking alternatives to reduce the number of deaths and incidents. Thus, the aim of this work was to compile a database of traffic accidents recorded for the 2° Sub-Grouping of the Fire Department of the city of Rio Claro (SP) during the years 2008 to 2010 and related to rain. The result allowed profiling of traffic accidents, recognize critical areas and correlate the rain as an interference factor in the occurrence of traffic accidents in Rio Claro (SP)

This work deals with the stages of the process of renewal of a Notice of Inspection of Fire Department (AVCB) set of structural measures, technical and organizational integrated to ensure the building an optimum level of protection in the security segment fire and panic according to the laws of fire safety standards. The work presented all the literature about the process, their justifications to force deploy in a company to fire safety, the benefits that this standard offers, the facilities in a company that has a AVCB and the great importance in society, presents some examples where there contained the fire safety regulations and their unhappy outcomes, difficulties encountered, examples of how to proceed, step by step and the lesson that this process requires great care, dedication, professionals with the required knowledge and severity to completion
