Sweden’s protest against the Vietnam War was given tangible form in 1969 through the decision to give economic aid to the Government of North Vietnam. The main outcome was an integrated pulp and paper mill in the Vinh Phu Province north-west of Hanoi. Known as Bai Bang after its location, the mill became the most costly, one of the longest lasting and the most controversial project in the history of Swedish development cooperation. In 1996 Bai Bang produced at its full capacity. Today the mill is exclusively managed and staffed by the Vietnamese and there are plans for future expansion. At the same time a substantial amount of money has been spent to reach these achievements. Looking back at the cumbersome history of the project the results are against many’s expectations. To learn more about the conditions for sustainable development Sida commissioned two studies of the Bai Bang project. Together they touch upon several important issues in development cooperation over a period of almost 30 years: the change of aid paradigms over time, the role of foreign policy in development cooperation, cultural obstacles, recipient responsibility versus donor led development etc. The two studies were commissioned by Sida’s Department for Evaluation and Internal Audit which is an independent department reporting directly to Sida’s Board of Directors. One study assesses the financial and economic viability of the pulp and paper mill and the broader development impact of the project in Vietnam. It has been carried out by the Centre for International Economics, an Australian private economic research agency. The other study analyses the decision-making processes that created and shaped the project over a period of two decades, and reflects on lessons from the project for development cooperation in general. This study has been carried out by the Chr. Michelsen Institute, a Norweigan independent research institution.

TThis article considers the radical, sweeping changes to Australian copyright law wrought by the Australia–United States Free Trade Agreement 2004 (AUSFTA). It contends that the agreement will result in a “piracy of the public domain”. Under this new regime, copyright owners will be able to obtain greater monopoly profits at the expense of Australian consumers, libraries and research institutions, as well as intermediaries, such as Internet service providers. Part One observes that the copyright term extension in Australia to life of the author plus 70 years for works will have a negative economic and cultural impact — with Australia’s net royalty payments estimated to be up to $88 million higher per year. Part Two argues that the adoption of stronger protection of technological protection measures modelled upon the Digital Millennium Copyright Act 1998 (U.S.) will override domestic policy–making processes, such as the Phillips Fox Digital Agenda Review, and judicial pronouncements such as the Stevens v Sony litigation. Part Three questions whether the new safe harbours protection for Internet service providers will adversely affect the sale of Telstra. This article concludes that there is a need for judicial restraint in interpreting the AUSFTA. There is an urgent call for the Federal Government to pass ameliorating reforms — such as an open–ended defence of fair use and a mechanism for orphan works. There is a need for caution in negotiating future bilateral trade agreements — lest the multinational system for the protection of copyright law be undermined.

Abstract (The history of translations, the history of literature, the history of culture): The article first introduces the extensive exhibition catalogue published in Marbach in 1982, which illustrates the wideranging interest for translations during the epoch of Goethe, and secondly it gives an overview of research on the history of translations conducted in Finland. Furthermore, the relevance of the history of translations both for the history of literature and for the history of culture is discussed. The history of literature is interpreted in terms of four various forms: the history of culture and the history of ideas, or as a part of them; the history of the literary field, or as the history of the change of this field (the sociology of literature); the history of different styles; and as the history of individual authors. In all these fields, translations represent interesting research material: they function as clear indicators of various phenomena in the history of literature. In the history of translation, translators are also highlighted as profound but often forgotten individuals with cultural impact. At the end of the article, a brief case study is presented with focus on a new interest in Spanish literature in 19th century Finland, with a background in the German Romanticism and its interest for Spain.

Neo-paganism is a vibrant, dynamic global movement, which has had a significant cultural impact. Neo-paganism is an umbrella term for a wide range of spiritual practices, often described as nature- or earth-based spirituality. There are different “paths” or spiritual traditions within this movement, of which Druidry, Wicca and other forms of Pagan Witchcraft are included in this research. The present work is an ethnographic study of the worldview and ritual practices of the Irish neo-pagan community. It is an enquiry into (a) what characterises the neo-pagan worldview and (b) how this worldview is expressed through ritual behaviour. In order to collect data, the methodology of participant observation and ethnographic interviewing was employed. The thesis comprises a collection of “insider” accounts of what it is like to be a neo-pagan in Ireland and analysis of these narratives, which gives insight into different aspects of neopagan culture. In the discussion, the use of mythology is examined in regard to how mythic narrative is connected to identity formation. Irish cultural symbols are observed as resources utilised in the construction of the movement’s overall character. The interconnectedness of the natural landscape, the numinous and mythology gives rise to creative expression through various forms of neo-pagan artworks, which are discussed herein. The identifying features and key issues of Irish neo-pagan culture are addressed. These key issues are expressed as prominent themes and symbols of their discourse. Neo-pagan dialogue often features discussion of the relationship that this cultural group has with the Irish landscape, history, and indigenous and popular Irish religion. Some of the specific aspects of neo-pagan culture examined are magical worldview, the notion of holism, different types of ritual practices (festivals, life cycle rituals, healing), and material culture. "Herbert Burket trace l’évolution des concepts reliés au ""droit de l’Internet"" dans le cadre du droit de l’Union Européenne. Initialement, ce domaine du droit était perçu comme une nouvelle discipline normative. Or, l’auteur soutient que le ""droit de l’Internet"" n’est pas un domaine normatif distinct, mais correspond aux domaines traditionnels auxquels il a été progressivement intégré. Le ""droit de l’Internet"" a amélioré notre compréhension du processus général d’évolution du droit. L’auteur souligne, entre autres, comment le législateur européen a réagi par diverses législations aux nouveaux impératifs technologiques. De plus, ce domaine offre une nouvelle perspective pour l’analyse de l’évolution des normes face aux innovations technologiques. Les tribunaux, les législateurs et les parties privées sont autant d’acteurs qui interviennent à différents moments et sur différents aspects du processus d’évolution du droit. Enfin, on s’attendait à ce que le droit de l’Internet conduise à la mondialisation des normes, à l’autorégulation des acteurs et à une architecture structurelle normative ouverte. L’auteur constate que la mondialisation des normes ne semble pas s’être réalisée. L’autorégulation, dans le domaine de l’Internet, fait référence aux normes de comportement établies par des acteurs privés et mixtes. Enfin, le concept d’architecture structurelle normative réfère au fait que les créateurs d’un système technologique imposent involontairement certaines règles aux utilisateurs, en dépit de l’affirmation qu’un tel système technologique est normativement neutre. L’auteur soutient que ces attentes, bien qu’elles soient toujours présentes au sein de l’activité normative, n’ont plus la même signification qu’au moment de leur formulation originale. Les concepts traditionnels de période normative, de juridiction, d’acteurs et de procédure ont aussi évolué parallèlement au développement du ""droit de l’Internet"", autant dans le cadre de l’environnement normatif de l’Union Européenne que dans celui du droit international en général. L’évolution de ces concepts modifie le processus de création du droit, ainsi que le rôle et les fonctions des intervenants impliqués dans ce processus.L’auteur conclut en soulignant que le concept même de droit a évolué en perdant ses représentations symboliques traditionnelles grâce au développement de l’accès généralisé à l’information, à l’évolution des technologies de l’information et à leur impact culturel."

The job market today, undergoes transformations necessary for employees and employers. Coupled with technological progress, a large degree of connectivity and a new profile of workers opened up many opportunities and relevant aspects that have changed the way of working and their relations in several countries, including Brazil. This technological progress has provided contemporary workers to pursue alternative working outside of the workplace, the office and outside your residence without physical boundaries. Also provided the change in culture of both organizations, as employees, without compromising the Brazilian formal contractual character played by CLT or the Unified Contracting Regime. The emergence of this new type of worker needs to be inserted in the labor market respecting their peculiarities, either by private or public companies. Through a historical review of labor relations and their transformations over time, this research makes a brief reflection and analysis about telework in the Brazilian public administration, implementation, acceptance, advantages, disadvantages, difficulties, external and internal reflections, cultural impact, among others, that this "new" way of working brings to Brazilian society and the various levels of government.

Barra do Camaratuba belongs to Mataraca city, nearby the boarder between Paraíba and Rio Grande do Norte states. It was the chosen community to develop this research, objectifying to study the set of practical of the cultural manifestations and the implications of the local tourist activity, considering the cultural dynamics. We tried to reconstruct stories from the narratives of the oldest inhabitants, natives, among others that they had lived, some how, individual and collective experiences related to the popular tricks and the traditional parties, considering what they speak and imagine about their experiences and its culture. The Lapinha, the Pastoril, the viola s songs, the Balls of Concertina, the João Redondo, the Ox of Kings, the wheel of Coconut were common practical perceivable through the communitarian bonds. Among these manifestations, the only one that resisted for a longer time was the wheel coconut. The São Pedro s fest is another popular manifestation that appears on the current scene like the padroeiro party, while others cultural practical compose the spectacle s scenery. These questions cover many of the narratives of the interviewed ones in the interlaced thing between memory, tourism and tradition. Therefore, we tried to build our research from the memory, participant observation, orality, techniques of the life history, personal depositions, among others basic methods for the reconstruction of a collective memory . Speaking about the past of Barra do Camaratuba is to live again the parties, the blood relations, the terço , the work in the roçados , in the flour house, the fishing, the leisure and the habits of the daily life. In this community, there is the presence of conflicts of social and cultural order, caused for the hegemonic classes that sponsor the parties. In the padroeiro party we perceive that the mercantile logic has started, very recently, to transform the religious factor into an excuse to put into motion the local economy. This way, a community originated from artisan fishers and agriculturists, having the fishing practical as a way of subsistence and the tricks as a reference, they had started to compose a new social picture with the arrival of the others and with the presumption and recent tourist development. We perceive social, environmental and cultural impact transformations, exemplified by a non planned activity or a predatory tourism. The changes will always be pointed and compared with other passing in a sphere of relations lived by the natives, local players and fishers

Este estudo é o resultado de uma pesquisa que analisou a relação entre teoria e prática das ações propostas pela Organização Não Governamental Projeto Saúde e Alegria (ONG-PSA), na localidade de Suruacá, no rio Tapajós, no município de Santarém, oeste paraense. A problemática de investigação foi conduzida a partir de dois questionamentos centrais: Como se dá a relação entre teoria e prática no que se refere ao trabalho desenvolvido pelo Projeto Saúde e Alegria no Telecentro Comunitário de Suruacá? E qual o impacto que o uso de novos meios comunicacionais causou na vivência cultural na área pesquisada? A análise dos dados foi produzida, a partir do levantamento bibliográfico e documental sobre as ações da ONG, de dados disponibilizados no site oficial do PSA, do vídeo institucional da ONG, do que se viu e ouviu na localidade Suruacá e da visão de pesquisadores e agentes das áreas de Comunicação, Cultura e Educação que atuam fora do PSA. Entre os resultados da pesquisa, constatou-se que a proposta publicizada pelo Projeto corresponde com a descrição da entrevista realizada com os moradores do local que nos últimos 25 anos têm acompanhado, trabalhado e recebido as ações do PSA. Percebeu-se que há uma práxis convergente presente na relação comunicacional e educacional entre o PSA e Suruacá, não de natureza exclusivamente dialética, mas também dialógica, no sentido de complexidade entendida no pensamento de Morin (1991), das mediações do pensamento de Martín-Barbero (1997) e da dialogicidade profunda no pensamento de Freire (1996), em processos envolvendo Comunicação, Cultura e Educação em Suruacá, mas pondera-se que a presença desta ONG no interior da Amazônia brasileira não dispensa a ação do estado na efetivação de políticas públicas nas áreas de comunicação, cultura, educação e saúde.

The impact of human activities on the fire regime in southern Switzerland was studied using (pre)historical charcoal and pollen data from lake sediments and statistical data from the 20th century. The cultural impact on forest fire was established by correlating charcoal-influx data with pollen percentages of anthropogenic indicators such as Plantago lanceolata, the Cerealia (sum of Avena t., Triticum t. and Hordeum t.) and Secale. During the 20th century, fire frequency was correlated with precipitation, dry and very dry periods and landscape management indicators. The effects of human activity on the fire regime are clearly recognisable since at least the Neolithic period. Using palaeoecological or statistical data, the variations in fire regime originating from anthropogenic actions may be differentiated from those due to climatic changes if they are sufficiently conspicuous.

Ever since the first exploratory expeditions in the early modern period, North America has epitomized to Europeans a promise and the hope for the fulfilment of great expectations, be it of more freedom, greater wealth, social liberation or religious tolerance. While numerous features in this dialogic intercontinental relationship will hold true for North America in its entirety, the vast northern territories which we know as Canada today began to emerge early on as a specific iconic location in European mind-maps, and they definitely acquired a distinctive profile after the formation of the USA. As a rich source of cultural exchange and an important partner in political and economic cooperation Canada has come to occupy an important position in the cultural discourses of many European nations. It is these refractions and images of Canada which this volume thoroughly explores in European literature and culture. The contributions include literature, philosophy, language, life-writing and the concept of 'Heimat' (homeland) as well as the cultural impact of the World Wars. While there is an emphasis on literary texts, other fields of cultural representation are also included.

Festivals are emerging worldwide as a growing and vibrant sector of the tourism and leisure industries and are seen to have significant economic, socio-cultural, and political impacts on the destination area and host groups. While there are a number of scholars working on developing valid models to determine the economic impact of festivals on host communities, there are few studies published which focus on the social, cultural, and/or political impacts of festivals and events. The purpose of this paper, therefore, is to determine the degree to which festival attendance facilitates the augmentation of social capital by drawing upon the literature from various disciplines in order to conceptualize the synergy between festivals and social capital. To achieve this, the paper will (1) examine the relevant literature on the key characteristics of ‘festivals’ as distinct from other events and (2) investigate the current uses of the notion of ‘social capital’ within the academic debates in a variety of disciplinary contexts
