This paper introduces cash transfers targeting the poor in an incomplete markets model with heterogeneous agents facing idiosyncratic risk. These transfers change the degree of insurance in the economy and affect precautionary motives asymmetrically, leading the poorest households to decrease savings proportionally more than their richer counterparts. In a model economy calibrated to Brazil, once the cash transfer program is adopted, wealth inequality and social welfare increase, poverty decreases, while employment and income inequality remain about the same. Imperfect access to financial markets is important for these results, whereas whether the program is funded with lump sum or distortive taxes is not.

We study the effects of a conditional transfers program on school enrollment and performance in Mexico. We provide a theoretical framework for analyzing the dynamic educational decision and process inc1uding the endogeneity and uncertainty of performance (passing grades) and the effect of a conditional cash transfer program for children enrolled at school. Careful identification of the program impact on this model is studied. This framework is used to study the Mexican social program Progresa in which a randomized experiment has been implemented and allows us to identify the effect of the conditional cash transfer program on enrollment and performance at school. Using the mIes of the conditional program, we can explain the different incentive effects provided. We also derive the formal identifying assumptions needed to provide consistent estimates of the average treatment effects on enrollment and performance at school. We estimate empirically these effects and find that Progresa had always a positive impact on school continuation whereas for performance it had a positive impact at primary school but a negative one at secondary school, a possible consequence of disincentives due to the program termination after the third year of secondary school.

Os programas de transferência de renda condicionada tornaram-se uma política social constante nas agendas dos mais variados países da América Latina; entre eles, o Brasil. Inicialmente classificados como um modelo de política de tempos neoliberais, programas como o brasileiro Bolsa Família apresentam, porém, características que os aproximam, cada vez mais, de políticas social-democratas, agora desenhadas para um contexto de maior escassez de recursos e de globalização da produção. Alguns trabalhos, tais como de Esping-Andersen (2002), identificam determinados programas de transferência como uma alternativa de política social para a promoção do bem-estar. Fortalecido e oficialmente lançado em 2003, o Programa Bolsa Família, de transferência de renda condicionada, configurou-se como uma das principais e mais abrangentes políticas sociais do governo de centro-esquerda do Partido dos Trabalhadores, durante a presidência de Luiz Inácio Lula da Silva. Não contributiva, fortalece o processo de transformação no padrão de proteção social predominante no país até os dias de hoje. Além disso, segundo apontam estudos, é uma das principais responsáveis pela queda da desigualdade e aumento da renda. Esses fatores, bem como aspectos que dizem respeito a sua sustentação política na esfera eleitoral, evidenciam a existência de uma agenda de política social própria da centro-esquerda, a qual perdura, a despeito de uma suposta homogeneização nas preferências diante das limitações fiscais.

In conjunction with the North Pacific Continuous Plankton Recorder program, we conducted surveys of seabirds from June 2002 to June 2007. Here, we tested the hypotheses of (i) east–west variations in coupled plankton and seabird abundance, and (ii) that surface-feeding and diving seabirds vary in their relationships to primary productivity and mesozooplankton species abundance and diversity. To test these hypotheses, we developed statistical models for 20 species of seabirds and 12 zooplankton taxonomic groups. Seabird density was highly variable between seasons, but was consistently higher in the western than eastern North Pacific. Seabird diversity was greater in the east. Zooplankton abundance did not differ between regions. We found associations at the “bulk” level between seabird density and net primary productivity, but only one association between seabirds and total zooplankton abundance or diversity. However, we found many relationships between seabird species and the abundance of different zooplankton summarized at the genus or family level. Some of these taxonomic relationships reflect direct predator–prey interactions, while others may reflect zooplankton that serve as ecological indicators of other prey, such as micronekton, upon which the birds may feed. Surface or near-surface feeding, mostly piscivorous seabirds, did not differ systematically from diving, mainly planktivorous seabirds in their zooplankton associations. Seabirds apparently respond to zooplankton taxonomic groupings more so than bulk zooplankton characteristics, such as abundance or diversity. Macro-ecological studies of remote marine ecosystems using zooplankton and seabirds as ecological indicators provide a framework for understanding and assessing spatial and temporal variations in these difficult-to-study pelagic environments.

El interés de este estudio de caso es explicar el rol del Banco Interamericano de Desarrollo [BID] y el Banco Mundial [BM] en el programa de transferencias condicionadas Familias en Acción de Colombia durante el 2001-2013. Se identificará cómo a través de estos programas el BID y el BM han contribuido con Familias en Acción para la reducción de la pobreza, la desigualdad de ingresos y el desarrollo del capital humano de familias vulnerables con el fin de evitar la pobreza inter-generacional. La importancia y crecimiento de la cooperación internacional por mejorar los aspectos sociales y económicos de países en vías desarrollo es indispensable para generar progreso entre las naciones con la finalidad de hacer un sistema internacional más equitativo e inclusivo.

Este documento presenta los resultados del componente cuantitativo de la evaluación del Programa de Educación para la Sexualidad y Construcción de Ciudadanía (PESCC) del Ministerio de Educación Nacional de Colombia (MEN). Para identificar el efecto, la estrategia empírica explota la variación en la implementación del componente pedagógico del PESCC entre los colegios y la variación en el componente de fortalecimiento institucional del programa a nivel departamental. El principal hallazgo de este trabajo es que el PESCC mejora las prácticas docentes de planeación y los conocimientos de los estudiantes en servicios en salud sexual y reproductiva y en derechos humanos sexuales y reproductivos. No hay efectos significativos en otros índices de Conocimientos, Actitudes o Prácticas (CAP) de profesores o estudiantes.

En la actualidad, Internet es una herramienta con mucha importancia en la educación. El lenguaje Java permite cursos con un carácter más interactivo, de ejecución más rápida y más fácilmente transportables. El interés generado en este campo hace necesarias herramientas adecuadas para la elaboración de cursos, que deben permitir expresar todas las posibilidades ofrecidas por la enseñanza a través de Internet. La programación orientada a objetos surgió en la década de los años sesenta, con un lenguaje que ya incorporaba muchas de las ideas introducidas posteriormente con el lenguaje de programación Incremento de C (C++).. En esta investigación se desarrollan varias herramientas de simulación avanzadas que simplifican la generación de cursos educativos para Internet. El lenguaje empleado para ello es una extensión del antiguo Continuous System Modelling Program (CSMP) de IBM. Se denomina al nuevo lenguaje OOCSMP, porque se añaden extensiones a CSMP que le permiten estar orientado a objetos. Estas construcciones permiten simular con una mayor facilidad sistemas complejos basados en la interacción mutua de muchos agentes similares. Se construye un compilador en C++, a Compiler for the OOCSMP Language (C-OOL) que puede generar código C++ o bien Java y/o páginas en lenguaje de marcado hipertextual (HTML). C-OOL genera una interfaz de usuario completamente configurable mediante opciones de compilación. La interfaz permite una simulación interactiva y visual, y la exploración del problema al ser capaz, a diferencia del sistema CSMP anterior en que no era posible, de responder a preguntas del tipo ¿qué pasaría si...? C-OOL también es capaz de compilar los antiguos modelos CSMP, manteniendo las ventajas expuestas. Es compatible con el mayor número posible de navegadores de Internet. Para la validación del lenguaje, se generan automáticamente varios cursos para Internet. El lenguaje OOCSMP, el compilador C-OOL y los cursos generados, se describen con detalle en el este trabajo, acompañados de numerosos ejemplos de uso y aplicación del lenguaje y el compilador..

Aims & rationale/Objectives : The objectives of this workforce and service enhancement project include: (i) establishing the magnitude of podiatry needs; and (ii) developing a model that can be used to enhance podiatry workforce and podiatry services.
Methods : Surveys to podiatrists and health agencies to determine vacancies, waiting lists, work practices and recruitment methods. Desktop analysis of predictive data for burden of disease and population changes per local government area (LGA). Meetings with podiatrists and their professional association, health care agencies, universities, and Local and State Governments.

A population age mix that is predicted to change dramatically over the next 25 years in favour of those who are 60 years of age or older
Ineffective recruitment methods
The workforce enhancement model that emanated from the meetings with the steering group includes podiatrists as well as auxiliaries such as foot-care assistants who work together in an interprofessional model of care that expands across the region. In addition to training foot-care assistants and the development of a podiatry teaching clinic to enhance student placement, the model builds onto a current continuous professional development program for allied health professionals.
Discussion : Although the allied health workforce (including podiatry) is playing an increasingly important role in the prevention and treatment of chronic diseases, rural areas in particular are disadvantaged by recruitment and retention problems. The podiatry workforce shortage is compounded by ageing populations. Age is associated with increased podiatry usage due to chronic diseases such as diabetes, cardiovascular disease and osteoarthritis.
Implications : A strategic plan developed in consultation with stakeholders aims to improve rural podiatry services in a sustainable manner. The project will be implemented when adequate funding is allocated this year and will be evaluated on its impact on services.

Bolsa Família is the major brazilian conditional cash transfer program. It provides money to poor families contingent on investments in human capital, such as sending children to school or bringing them to health centers. This work aims to investigate if this program, in its normative structure, can be considered an appropriate policy of income redistribution and if it is able, appliances of the Welfare State model in the brazilian society and to approach the program in two different ways: as an alternative to more traditional social assistance programs and as a demand-side complement to the supply of other social needs. We will work on the thesis that the program by itself can not provide vulnerable populations with enough means to overcome poverty and to participate effectively on the market. According to this assumption, this paper is going to consider the reasons why tackling income necessary, along with the program, that the Government - in both federal and local spheres shall place major investments in critical areas like education and health.

Apesar de uma Constituição carregada de direitos sociais visando à transformação da sociedade brasileira, foi somente a partir de 2003 que o país ganhou destaque internacional nas ações de combate à pobreza e desigualdade, tornando-se uma referência. O grande protagonista teria sido o Programa Bolsa Família (PBF), um programa de transferência de renda condicionada que, combinado aos direitos sociais, teria permitido o alívio imediato de situações de extrema pobreza, mas também o desenvolvimento do capital humano atingindo resultados positivos multidimensionais nos seus mais de 10 anos de existência. Tal processo iniciou um debate acerca da necessidade de institucionalizar o programa como uma política de Estado, que para alguns interlocutores significaria transformar o PBF em um “direito” aos moldes dos direitos sociais, impondo uma obrigação aos governos futuros. Diante disso, este trabalho busca identificar, do ponto de vista jurídico e comparado aos direitos sociais, quais as vantagens e desvantagens do PBF na sua configuração atual. Compondo o movimento que busca compreender o papel do direito nas políticas públicas, adotando uma abordagem intra e interdisciplinar, e uma perspectiva funcional; a reflexão é alicerçada em três “eixos”: a cidadania, a judicialização e a vinculação orçamentária. Esse “tripé” foi escolhido em função da estrutura constitucional acerca dos direitos sociais, que em uma leitura funcional representam uma obrigação de fazer ao Estado para a concretização de uma noção de cidadania abrangente; uma dotação orçamentária vinculativa, garantido que parte da receita será destinada a ações de cumprimento dessas obrigações; e os instrumentos para adjudicação, permitindo a exigência dessas ações estatais pelos cidadãos. Assim, este trabalho não buscar descrever ou tentar prescrever a natureza ou alcance das obrigações que a transformação do PBF em direito geraria ao Estado; mas sim refletir sobre as vantagens e desvantagens dessa eventual mudança do programa diante das características estruturais do país, do modelo de sociedade abstratamente desenhado na lei maior e de nossa cultura jurídica acerca dos direitos sociais.

The use of Natural Gas Vehicle has had a fast increase lately. However, in order to have a continuous success this Program needs to develop converting devices of Otto-cycle engines, gasoline or alcohol, to the use of NGV (Natural Gas Vehicle) that presents low cost, maintaining the same original development of the vehicle and low level of emissions, considering the PROCONVE rules. Due to the need to diversify the matrix in order to avoid energetic dependence and due to strict pollution control, it has increased in the Brazilian market the number of vehicles converted to the use of NGV. The recent regulation of the PROCONVE, determining that the converted engines with kits should be submitted to emission testing, comes to reinforce the necessity of the proposed development. Therefore, if we can obtain kits with the characteristics already described, we can reach a major trust in the market and obtain an increase acceptance of the vehicle conversion for NGV. The use of natural gas as vehicle fuel presents several advantages in relation to liquid fuels. It is a vehicle fuel with fewer indexes of emissions when compared to diesel; their combustion gases are less harmful, with a major level of safety than liquid fuels and the market price is quite competitive. The preoccupation that emerges, and the motivation of this project, is to know which are the main justifications for such technology, well accepted in other countries, with a low index or emission, with a high level of safety, where its maintenance becomes low, reminding that for this it is necessary that this technology has to be used properly, and once available in the market will not motivate interest in the urban transportation companies in Brazil, in research centers in general. Therefore this project exists to show the society in a general way the current vision of the main governmental factors, of the national research centers and of the private companies concerning the use of natural gas vehicles in urban transport vehicles, in order to give a major reliability to the population as well as to motivate national market competitiveness with a low cost and reliable product and to enrich the national technology

This monograph will focus on the social policies implemented by the Federal Government during the government of Luis Inácio Lula da Silva. The aim of this study is to analyze the main changes in social inequality indicators in the period 2003 - 2010. In the first chapter, we present some ideas of poverty meaning and its history in Brazil. The second chapter is dedicated to the most important cash transfer program in the history of the country, the Bolsa Familia program, and finally, in Chapter 3, is highlighted as stocks in the labor market also contributed to improve social indicators in Brazil and lift millions out of poverty and extreme poverty, such as increasing the level of formal job creation and the real increase in the minimum wage

Interventions that seek to change the areas occupied by squatters have been one of the most common forms of Urban Management Policies, trying revolver one of the major problems of Brazilian metropolises, namely the precarious living conditions of a large part of the population in the city. A Pedreira Prado Lopes, a slum located in the northwestern region of Belo Horizonte, is one of twelve local benefit program by urbanization of slums Vila Viva, a program of structural intervention in Slums at the municipal level. These interventions, which are benefiting 9,000 residents have funds of R$37,4 millions the PAC (Growth Acceleration Program) and were guided by PGE - Specific Global Plan prepared by technicians URBEL (Urbanization Company of Belo Horizonte) in 1998. This project intervention was the creation of a set of housing for former slum housing. The objective of this research is to know how this intervention impacted the lives of residents after settling in condominiums, seeking to describe the changes on the horizon of women who are in most household heads residents of these buildings, as shown by studies of the IBGE (Brazilian Institute of Geography and Statistics), 2011
