[Excerpt] The evidence of labor's declining power in the economic and political arenas is increasingly clear. Despite the tenacious efforts of talented leaders over the past ten years, the labor movement has still failed to turn the proverbial cornet. Some labor leaders now believe that a dramatic change in strategic direction may be necessary to revitalize labor's fortunes. The emerging debate about labor's future touches every sector of the movement. The building and construction trades are no exception.

The design of a decision-support prototype tool for managing flight delay costs in the pre-departure and airborne phases of a flight is described. The tool trades accelerated fuel burn and emissions charges against 'cost of time'. Costs for all major 'cost of time' components, by three cost scenarios, twelve aircraft types and by magnitude of delay are derived. Short-term opportunities for saving fuel and/or reducing environmental impacts are identified. A shift in ATM from managing delay minutes to delay cost is also supported.

Building services are worth about 2% GDP and are essential for the effective and efficient operations of the building. It is increasingly recognised that the value of a building is related to the way it supports the client organisation’s ongoing business operations. Building services are central to the functional performance of buildings and provide the necessary conditions for health, well-being, safety and security of the occupants. They frequently comprise several technologically distinct sub-systems and their design and construction requires the involvement of numerous disciplines and trades. Designers and contractors working on the same project are frequently employed by different companies. Materials and equipment is supplied by a diverse range of manufacturers. Facilities managers are responsible for operation of the building service in use. The coordination between these participants is crucially important to achieve optimum performance, but too often is neglected. This leaves room for serious faults. The need for effective integration is important. Modern technology offers increasing opportunities for integrated personal-control systems for lighting, ventilation and security as well as interoperability between systems. Opportunities for a new mode of systems integration are provided by the emergence of PFI/PPP procurements frameworks. This paper attempts to establish how systems integration can be achieved in the process of designing, constructing and operating building services. The essence of the paper therefore is to envisage the emergent organisational responses to the realisation of building services as an interactive systems network.

Current approaches for the reduction of carbon emissions in buildings are often predicated on the integration of renewable technologies into building projects. Building integrated photovoltaics (BIPV) is one of these technologies and brings its own set of challenges and problems with a resulting mutual articulation of this technology and the building. A Social Construction of Technology (SCOT) approach explores how negotiations between informal groups of project actors with shared interests shape the ongoing specification of both BIPV and the building. Six main groups with different interests were found to be involved in the introduction of BIPV (Cost Watchers, Design Aesthetes, Green Guardians, Design Optimizers, Generation Maximizers and Users). Their involvement around three sets of issues (design changes from lack of familiarity with the technology, misunderstandings from unfamiliar interdependencies of trades and the effects of standard firm procedure) is followed. Findings underline how BIPV requires a level of integration that typically spans different work packages and how standard contractual structures inhibit the smooth incorporation of BIPV. Successful implementation is marked by ongoing (re-)design of both the building and the technology as informal fluid groups of project actors with shared interests address the succession of problems which arise in the process of implementation.

The lack of attention to quality control by house builders has been a contentious issue for more than three decades. In an attempt to improve the quality of housing, various mechanisms have been adopted and discarded by industry-based organizations and government legislation. Now that registration of builders has been achieved (since 1995) the regulating authority, the Building Commission have placed the maintenance of standards from registered builders at the forefront of their priorities. The provision of suitable training and continuing professional development programs is likely to receive greater attention over the next few years. However, a key factor that is often overlooked in the debate on quality of house construction is the use of subcontract labour by both, registered builders and owner builders. The repetitive nature of some activities ensures that tacit knowledge within the subcontract system becomes an integral part of house construction. Research by the authors into defects in housing has provided some interesting analyses from the statistic collected. This paper analyses the incidence of defects over a number of years in a range of functional elements within the house envelope and presents the results. Particular attention is paid to the incidence of defects where the licensed trades are involved compared to the non-licensed trades and elements. This work suggests where housing defects are likely to occur and the authors suggest that appropriate educational resources may be directed to areas where it will be most effective and beneficial. The authors propose a more integrated and inclusive approach.

The modification of peripherally metalated meso-η1-platiniometalloporphyrins, such as trans-[PtBr(NiDAPP)(PPh3)2] (H2DAPP = 5-phenyl-10,20-bis(3‘,5‘-di-tert-butylphenyl)porphyrin), leads to the analogous platinum(II) nitrato and triflato electrophiles in almost quantitative yields. Self-assembly reactions of these meso-platinioporphyrin tectons with pyridine, 4,4‘-bipyridine, or various meso-4-pyridylporphyrins in chloroform generate new multicomponent organometallic porphyrin arrays containing up to five porphyrin units. These new types of supramolecular arrays are formed exclusively in high yields and are stable in solution or in the solid state for extended periods. They were characterized by multinuclear NMR and UV−visible spectroscopy as well as high-resolution electrospray ionization mass spectrometry.
