Defining goals and objectives is a critical component of adaptive management of natural resources because they provide the basis on which management strategies can be designed and evaluated. The aims of this study are: (i) to apply and test a collaborative method to elicit goals and objectives for inshore fisheries and biodiversity in the coastal zone of a regional city in Australia; (ii) to understand the relative importance of management objectives for different community members and stakeholders; and (iii) to understand how diverse perceptions about the importance of management objectives can be used to support multiple-use management in Australia’s iconic Great Barrier Reef. Management goals and objectives were elicited and weighted using the following steps: (i) literature review of management objectives, (ii) development of a hierarchy tree of objectives, and (iii) ranking of management objectives using survey methods. The overarching goals identified by the community group were to: (1) protect and restore inshore environmental assets; (2) improve governance systems; and (3) improve regional (socio-economic) well-being. Interestingly, these goals differ slightly from the usual triple-bottom line objectives (environmental, social and economic) often found in the literature. The objectives were ranked using the Analytical Hierarchical Process, where a total of 141 respondents from industry, government agencies, and community from across Queensland State undertook the survey. The environment goal received the highest scores, followed by governance and lastly well-being. The approach to elicit and rank goals and objectives developed in this study can be used to effectively support coastal resource management by providing opportunities for local communities to participate in the setting of regional objectives.

Background: The Analytic Hierarchy Process (AHP), developed by Saaty in the late 1970s, is one of the methods for multi-criteria decision making. The AHP disaggregates a complex decision problem into different hierarchical levels. The weight for each criterion and alternative are judged in pairwise comparisons and priorities are calculated by the Eigenvector method. The slowly increasing application of the AHP was the motivation for this study to explore the current state of its methodology in the healthcare context. Methods: A systematic literature review was conducted by searching the Pubmed and Web of Science databases for articles with the following keywords in their titles or abstracts: "Analytic Hierarchy Process," "Analytical Hierarchy Process," "multi-criteria decision analysis," "multiple criteria decision," "stated preference," and "pairwise comparison." In addition, we developed reporting criteria to indicate whether the authors reported important aspects and evaluated the resulting studies' reporting. Results: The systematic review resulted in 121 articles. The number of studies applying AHP has increased since 2005. Most studies were from Asia (almost 30 %), followed by the US (25.6 %). On average, the studies used 19.64 criteria throughout their hierarchical levels. Furthermore, we restricted a detailed analysis to those articles published within the last 5 years (n = 69). The mean of participants in these studies were 109, whereas we identified major differences in how the surveys were conducted. The evaluation of reporting showed that the mean of reported elements was about 6.75 out of 10. Thus, 12 out of 69 studies reported less than half of the criteria. Conclusion: The AHP has been applied inconsistently in healthcare research. A minority of studies described all the relevant aspects. Thus, the statements in this review may be biased, as they are restricted to the information available in the papers. Hence, further research is required to discover who should be interviewed and how, how inconsistent answers should be dealt with, and how the outcome and stability of the results should be presented. In addition, we need new insights to determine which target group can best handle the challenges of the AHP. © 2015 Schmidt et al.

Process models define allowed process execution scenarios. The models are usually depicted as directed graphs, with gateway nodes regulating the control flow routing logic and with edges specifying the execution order constraints between tasks. While arbitrarily structured control flow patterns in process models complicate model analysis, they also permit creativity and full expressiveness when capturing non-trivial process scenarios. This paper gives a classification of arbitrarily structured process models based on the hierarchical process model decomposition technique. We identify a structural class of models consisting of block structured patterns which, when combined, define complex execution scenarios spanning across the individual patterns. We show that complex behavior can be localized by examining structural relations of loops in hidden unstructured regions of control flow. The correctness of the behavior of process models within these regions can be validated in linear time. These observations allow us to suggest techniques for transforming hidden unstructured regions into block-structured ones.

Among the flow, the flows have the highest destructive potential, may cause disasters with a very high number of victims, as recorded in the events Caraguatatuba (SP) and the Serra das Araras (RJ) in 1967; Valeu do Rio Figueira, in Timbé do Sul (SC) between 1995 and 1996; Vale do Itajaí in Santa Catarina, in 2008, Teresópolis, Petrópolis and Nova Friburgo (RJ), in December 2010 and January 2011. This project aimed to prioritize the main determinants of inducing processes of debris flows by applying the method of decision making AHP (Analytical Hierarch Process). Therefore, the following stages of work were defined: research of the major factors of debris flows, questionnaire design method for application of AHP expert on the subject, analysis of the results obtained from calculating the ratio of consistency and preparation of proposal for hierarchical of conditions for debris flows. From the surveys it was possible to establish a relationship of conditions according to the scale of work, defining three levels: regional (1:250,000 to 1:100,000), Semi-Detail (1:50,000 to 1:25,000) and Detail (1: 10,000 or higher). The factors found were: concentration time, the flood wave, rain, landslide susceptibility (slope), drainage and development in the deposition. The project analyzed the results obtained from the questionnaires, which allowed the ranking of the constraints, contributing to weight constraints in studies of multicriteria mapping of susceptibility to the occurrence of debris flows. The study showed that the most of the analyzed datas were inconsistent because of the different opinion of the judges

Local Government Authorities (LGAs) are mainly characterised as information-intensive organisations. To satisfy their information requirements, effective information sharing within and among LGAs is necessary. Nevertheless, the dilemma of Inter-Organisational Information Sharing (IOIS) has been regarded as an inevitable issue for the public sector. Despite a decade of active research and practice, the field lacks a comprehensive framework to examine the factors influencing Electronic Information Sharing (EIS) among LGAs. The research presented in this paper contributes towards resolving this problem by developing a conceptual framework of factors influencing EIS in Government-to-Government (G2G) collaboration. By presenting this model, we attempt to clarify that EIS in LGAs is affected by a combination of environmental, organisational, business process, and technological factors and that it should not be scrutinised merely from a technical perspective. To validate the conceptual rationale, multiple case study based research strategy was selected. From an analysis of the empirical data from two case organisations, this paper exemplifies the importance (i.e. prioritisation) of these factors in influencing EIS by utilising the Analytical Hierarchy Process (AHP) technique. The intent herein is to offer LGA decision-makers with a systematic decision-making process in realising the importance (i.e. from most important to least important) of EIS influential factors. This systematic process will also assist LGA decision-makers in better interpreting EIS and its underlying problems. The research reported herein should be of interest to both academics and practitioners who are involved in IOIS, in general, and collaborative e-Government, in particular. © 2013 Elsevier Ltd. The development of highway infrastructure typically requires major capital input over a long period. This often causes serious financial constraints for investors. The push for sustainability has added new dimensions to the complexity in the evaluation of highway projects, particularly on the cost front. This makes the determination of long-term viability even more a precarious exercise. Life-cycle costing analysis (LCCA) is generally recognised as a valuable tool for the assessment of financial decisions on construction works. However to date, existing LCCA models are deficient in dealing with sustainability factors, particularly for infrastructure projects due to their inherent focus on the economic issues alone. This research probed into the major challenges of implementing sustainability in highway infrastructure development in terms of financial concerns and obligations. Using results of research through literature review, questionnaire survey of industry stakeholders and semi-structured interview of senior practitioners involved in highway infrastructure development, the research identified the relative importance of cost components relating to sustainability measures and on such basis, developed ways of improving existing LCCA models to incorporate sustainability commitments into long-term financial management. On such a platform, a decision support model incorporated Fuzzy Analytical Hierarchy Process and LCCA for the evaluation of the specific cost components most concerned by infrastructure stakeholders. Two real highway infrastructure projects in Australia were then used for testing, application and validation, before the decision support model was finalised. Improved industry understanding and tools such as the developed model will lead to positive sustainability deliverables while ensuring financial viability over the lifecycle of highway infrastructure projects.

This study resulted in the development of a decision making tool for engineering consultancies looking to diversify into new markets. It reviewed existing decision tools used by contractor's entering new markets to develop a bespoke tool for engineering consultants to establish more rigor around the decision making process rather than rely purely on the intuition of company executives. The tool can be used for developing medium and long term company strategies or as a quick and efficient way to assess the viability of new market opportunities when they arise. A combination of Delphi and Analytical Hierarchy Process was selected as the basis of the decision theory.

This study explores the potential use of empty fruit bunch (EFB) residues from palm oil processing residues, as an alternative feedstock for microbial oil production. EFB is a readily available, lignocellulosic biomass that provides cheaper substrates for oil production in comparison to the use of pure sugars. In this study, potential oleaginous microorganisms were selected based on a multi-criteria analysis (MCA) framework which utilised Analytical Hierarchy Process (AHP) with Preference Ranking Organization Method for Enrichment Evaluation (PROMETHEE) aided by Geometrical Analysis for Interactive Aid (GAIA). The MCA framework was used to evaluate several strains of microalgae (Chlorella protothecoides and Chlorella zofingiensis), yeasts (Cryptococcus albidus and Rhodotorula mucilaginosa) and fungi (Aspergillus oryzae and Mucor plumbeus) on glucose, xylose and glycerol. Based on the results of PROMETHEE rankings and GAIA plane, fungal strains A. oryzae and M. plumbeus and yeast strain R. mucilaginosa showed great promise for oil production from lignocellulosic hydrolysates. The study further cultivated A. oryzae, M. plumbeus and R. mucilaginosa on EFB hydrolysates for oil production. EFB was pretreated with dilute sulfuric acid, followed by enzymatic saccharification of solid residue. Hydrolysates tested in this study are detoxified liquid hydrolysates (LH) and enzymatic hydrolysate (EH).

Different seismic hazard components pertaining to Bangalore city,namely soil overburden thickness, effective shear-wave velocity, factor of safety against liquefaction potential, peak ground acceleration at the seismic bedrock, site response in terms of amplification factor, and the predominant frequency, has been individually evaluated. The overburden thickness distribution, predominantly in the range of 5-10 m in the city, has been estimated through a sub-surface model from geotechnical bore-log data. The effective shear-wave velocity distribution, established through Multi-channel Analysis of Surface Wave (MASW) survey and subsequent data interpretation through dispersion analysis, exhibits site class D (180-360 m/s), site class C (360-760 m/s), and site class B (760-1500 m/s) in compliance to the National Earthquake Hazard Reduction Program (NEHRP) nomenclature. The peak ground acceleration has been estimated through deterministic approach, based on the maximum credible earthquake of M-W = 5.1 assumed to be nucleating from the closest active seismic source (Mandya-Channapatna-Bangalore Lineament). The 1-D site response factor, computed at each borehole through geotechnical analysis across the study region, is seen to be ranging from around amplification of one to as high as four times. Correspondingly, the predominant frequency estimated from the Fourier spectrum is found to be predominantly in range of 3.5-5.0 Hz. The soil liquefaction hazard assessment has been estimated in terms of factor of safety against liquefaction potential using standard penetration test data and the underlying soil properties that indicates 90% of the study region to be non-liquefiable. The spatial distributions of the different hazard entities are placed on a GIS platform and subsequently, integrated through analytical hierarchal process. The accomplished deterministic hazard map shows high hazard coverage in the western areas. The microzonation, thus, achieved is envisaged as a first-cut assessment of the site specific hazard in laying out a framework for higher order seismic microzonation as well as a useful decision support tool in overall land-use planning, and hazard management. 通过对渭北黄土高原地区沟坡地土壤理化性质的分析和对当地社会经济状况的调查研究,应用层次分析法对沟坡地上地自然生产力和现实生产力进行了分析和评价。在分析过程中,把当地主要造林树种根系垂直分布特征及其根系抗旱性特性纳入了分析评价体系。结果表明,嘴头村和西坡村不同树种沟坡地上刺槐(Robinia pseudoacacia)的自然生产力属于中等稍微偏上水平,而山杏(Prunus armeniacia var.ansu)、油松(Pinus tabulaeformis)和侧柏(Platycladus orientalis)的自然生产力水平则较低。两地沟坡地上的现实生产力计算结果则证明刺槐和山杏两个树种表现出了较高的水平,具有较好的发展前途;而油松和侧柏的现实生产力水平则较低,其发展推广受到了限制。群众对沟坡开发治理的态度和对开发方案的认可对沟坡开发的成功起到了重要作用。

In the intermediary and later stage of oil field development, remaining oil disperses fiercely, the contradiction in the layer has become the main problem and the distribution of remaining oil is transforming to the difference of single sand-body. So, the fine description research of reservoir is becoming a tendency and the methods of remaining oil research need new developments. In the research of “The Single-sand-body Architectural Element and Potentiality Analysis Research of Meandering River, GuDao Oil Field”, the research principle is analytical hierarchy process and schema prescription what are reservoir fine description methods under the condition of dense well pattern. The knowledge of regional sedimentary system and sedimentary facies is the foundation of this research. According to the 3D distribution model of the microfacies sand-body of fluvial facies, stratigraphic unit classification & coenocorrelation of 154 wells are completed in the research of meandering river sand-body in Ng3-4. In this research, the 3D distribution of microfacies sand-body in the main layers are settled. The architectural element model of Ng4 point bar is analysed using the drill core and FMI data. According to the overgrow model of point bar, the surfaces of lateral accretion is traced and the architectural element model of point bar is settled. In the research, the control of micro-facies sand-body of meandering river to the distribution of remaining oil is analysed and the potential area is proposed. All these will play an important role in the development of GuDao oil field. In this research, abundant of logging data, drill core data and production performance data are used to analyse the contributing factor of single sand-body in the Ng3-4 meandering river. Using the technology of geological modeling, all that are researched including the 3D distribution scales of meandering river point bar, the control affection of inner lateral accretion layer to the distribution of oil & gas and remaining. Then, the way of remaining oil development in the sand-body of meandering river is improved. The innovation of the research technology includes (1) the presentation of the conception and research methods of micro-facies sand-body (2) enriching the content of reservoir architectural element research and (3) to renew the research method of remaining oil analysis. The research has practiced with obvious effect.(1)It is deepened into understand the river facies reservoir construction of Gudao oil field, By Building the reservoir construction and studying the effect of diffent deposit or geological interface to fluid partition and to the distribution of the remaining oil, we improved the understanding to the distribution of the remaining oil;(2)By building the distribution mod of the remaining oil in the reservoir construction and making the remaining oil description detailed,the development direction of old oil field is more clear;(3)Expanded the application scales of the horizontal well and enhanced the application effects of the horizontal well technique , we designed and drilled 23 ports horizontal wells in all , the cumulative hydrocarbon production is 10.6*104 t;(4) According to the findings of the internal building structure in reservoir of the fluvial facies in the region of interest, and uniting the injection/production corresponding states、the producing history and the dynamic monitoring documents of the oil/water wells in the flooding units , we researched the residual oil distribution in the point bar , and found the distribution regular patterns of the remaining oil, and comprehended the distribution of the remaining oil . In base of that , we proceeded the optimizing designs of the oil well potentialities , and advanced the effect of the treatment potentials . It is proved that , it was very important that internal building structure research of the single sand body of reservoir for guiding the high efficiency potentialities of the remaining oil in the high water cut stage .

Facing the problems that Dagang region of Huanghua Depression has high exploration degree and its remaining resource potential and structure are not clear, the theory of Petroleum Accumulation System (PAS) is applied to divide and evaluate the oil/gas systems quantitatively. Then, the petroleum accumulation systems are taken as units to forecast and analyse the oil/gas resources and their structure using statistical methods of sampling analysis of discovery process model and generalized pareto distribution model. The exploration benefit of the unit is estimated using exploration simulation methods. On the basis of the above study, the resource potential of Huanghua Depression is discussed.Huanghua Depression can be diveded into four petroleum accumulation systems, i.e. North PAS5 Middle Qibei PAS, Middle Qinan PAS and South PAS. Each PAS can be diveded futher into several sub- PASs. Using the basic princple of Analytical Hierarchy Process, the method of quantitative evaluation of PAS is established. Then the elements and maturity of PAS are evaluated quantitatively.Taking migration and accumulation units and sub-PASs as prediction units, sampling analysis of discovery process model and generalized pareto distribution model are applied comparatively to forecast the resource structure of eight migration and accumulation units in six PASs of medium-high exploration degree. The results of these two methods are contrasted and analyzed. An examination of X2 data of these two models from exploration samples shows that generalized pareto distribution model is more effective than sampling analysis of discovery process model in Huanghua Depression. It is concluded that minimum and maximum size of reservoir and discovery sequence of reservoirs are the sensitive parameters of these two methods.Aiming at the difficult problem of forecast in low exploration degree, by analysis of relativity between resource parameters and their possible influential geological factors, forecast models for resource parameters were established by liner regressing. Then the resource structure is forecasted in PASs of low exploration degree.Based on the forecast results, beginning with the analysis of exploration history and benefit variation, the exploration benefit variation of the above PASs is fitted effectively using exploration simulation method. The single well exploration benefit of remaining oil resource is also forecasted reasonably.The results of resource forecast show that the total oil resources ofHuanghua Depression amount to 2.28 b illion ton. By the end o f 2 003, the accumulative total proved oil reserve is 0.90 billion ton and the remaining oil resources is 1.38 billion ton. The remaining oil resource is concentrated in Kongdian-Dengmingshi, Banqiao-Beidagang, Qidong-Yangerzhuang and Baidong-Qizhong sub-PASs.

Over the last three decades, the fire safety codes have been changing from a prescriptive approach to a performance-based one. Some countries, such as the USA, Sweden, New Zealand, Australia and the UK, are in an advanced stage of development and implementation of the performance-based codes. However, there are some difficulties in this process. Most of them are due to the uncertainties associated with fire design. For instance, one of the questions that need to be answered is how to select the most probable fire origin room (FOR)? On the other hand, to know where the FOR is located is also an important aspect in terms of forensic issues. Given that, to address this question is an important step for the establishment of fire designs (i.e., pre-fire phases) and also for fire investigations (i.e., post-fire phases). This paper proposes a methodology for selecting the FOR through the use of a mathematical multicriteria decision-making model: the analytical hierarchy process (AHP). The proposed method is then applied to a hypothetical study case. The results are presented and discussed in this paper.
