The UK house building sector is facing dual pressures to expand supply, along with delivering against tougher Building Regulations’ requirements, predominantly in the areas of sustainability. A review of current literature has highlighted that the pressures the UK house building industry is currently under may be having a negative impact on build quality, causing an increase in defects. A review and synthesis of the current defect literature with respect to new-build housing and the wider construction sector has found that the prevailing emphasis is limited to the classification, causes, pathology and statistical analysis of defects. There is thus a need to better understand the overall impact of individual defects on key stakeholders within the new-build housing defect detection and remediation process. As part of ongoing research to develop and verify a defect impact assessment rating system, this paper seeks to contribute to our understanding of the impact of individual defects from a key stakeholder perspective by undertaking the literature review and synthesis phase. The literature review identifies the three distinct, but interrelated, dominant impact factors: cost, disruption, and health and safety. By pulling the strands of defect literature together the theoretical lens and key stakeholder sampling strategy is formed as the basis for the subsequent impact weighting development phase.

Port authorities increasingly need to communicate with a variety of external stakeholders in order to maintain and strengthen the societal acceptance of seaport activities. The availability of socio-economic impact studies on port authority and regional development agency websites has often made this information accessible to the public at large. However, the differences in methodologies adopted, in terms of selecting, defining and measuring various types of socio-economic impacts, sometimes lead to misconceptions as well as misleading comparisons across ports within and between regions. In this paper, we suggest guidelines for the design and application of a potential best practice from an interregional perspective (UK, France and Belgium), based on research in the framework of a European Commission co-funded project, ‘IMPACTE’. The paper also aims to develop guidelines for comparing the socio-economic impacts of ports across regional and national borders and discusses the development of a European port economic impact measurement toolkit. We analyse a sample of 33 recent socio-economic impact assessment reports in terms of methodologies adopted and types of impacts measured. The review shows a great diversity among these studies, leading to important differences between the impacts of port activity communicated to stakeholders.

Preface This study was prepared for the Government of Jamaica following the significant physical damage and economic losses that the country sustained as a result of flood rains associated with the development of Hurricane Michelle. The Planning Institute of Jamaica (PIOJ) submitted a request for assistance in undertaking a social, environmental and economic impact assessment to the Economic Commission for Latin America and the Caribbean (ECLAC) on 14 November 2001. ECLAC responded with haste and modified its work plan to accommodate the request. A request for training in the use of the ECLAC Methodology to be delivered to personnel in Jamaica was deferred until the first quarter of 2002, as it was impossible to mount such an initiative at such short notice. This appraisal considers the consequences of the three instances of heavy rainfall that brought on the severe flooding and loss of property and livelihoods. The study was prepared by three members of the ECLAC Natural Disaster Damage Assessment Team over a period of one week in order to comply with the request that it be presented to the Prime Minister on 3 December 2001. The team has endeavoured to complete a workload that would take two weeks with a team of 15 members working assiduously with data already prepared in preliminary form by the national emergency stakeholders. There is need for training in disaster assessment as evidenced by the data collected by the Jamaican officials engaged in the exercise. Their efforts in the future will be more focused and productive after they have received training in the use of the ECLAC Methodology. This study undertakes a sectoral analysis leading to an overall assessment of the damage. It appraises the macroeconomic and social effects and proposes some guidelines for action including mitigating actions subsequent to the devastation caused by the weather system. The team is grateful for the efforts of the Office of Disaster Preparedness and Emergency Management (ODPEM), the associated government ministries and agencies, the Statistical Institute of Jamaica (STATIN), the Planning Institute of Jamaica and the Inter American Development Bank (IDB) for assistance rendered to the team. Indeed, it is the recommendation of the team that STATIN is poised to play a pivotal role in any disaster damage assessment and should be taken on board in that regard. The direct and indirect damages have been assessed in accordance with the methodology developed by ECLAC (1). The results presented are based on the mission's estimates. The study incorporates the information made available to the team and evidence collected in interviews and visits to affected locations. It is estimated that the magnitude of the losses exceeds the country's capacity to address reparations and mitigation without serious dislocation of its development trajectory. The government may wish to approach the international community for assistance in this regard. This appraisal is therefore designed to provide the government and the international community with guidelines for setting national and regional priorities in rehabilitation and reconstruction or resettlement programmes. A purely economic conception of the problem would be limited. A more integrated approach would have a human face and consider the alleviation of human suffering in the affected areas while attending to the economic and fiscal fallout of the disaster. Questions of improved physical planning, watershed management, early warning, emergency response and structural preparedness for evacuation and sheltering the vulnerable population are seen as important considerations for the post disaster phase. Special attention and priority should be placed on including sustainability and increased governance criteria in making social and productive investments, and on allocating resources to the reinforcing and retrofitting of vulnerable infrastructure, basic lifelines and services as part of the reconstruction and rehabilitation strategy. The Jamaican society and government face the opportunity of undertaking action with the benefit of revised paradigms, embarking on institutional, legal and structural reforms to reduce economic, social and environmental vulnerability. The history of flood devastation in the very areas of Portland and St. Mary shows a recurrence of flooding. Accounts of flooding from the earliest recorded accounts pertaining to 1837 are available. Recurrences in 1937, 1940, 1943 and 2001 indicate an ever-present probability of recurrence of similar events. The Government may wish to consider the probable consequences of a part of its population living in flood plains and address its position vis-à­¶is land use and the probability of yet another recurrence of flood rains. The Caribbean region remains highly vulnerable to the impacts of climate change. In order to assess the social and economic consequences of climate change for the region, the Economic Commission for Latin America and the Caribbean( ECLAC) has developed a model for this purpose. The model is referred to as the Climate Impact Assessment Model (ECLAC-CIAM) and is a tool that can simultaneously assess multiple sectoral climate impacts specific to the Caribbean as a whole and for individual countries. To achieve this goal, an Integrated Assessment Model (IAM) with a Computable General Equilibrium Core was developed comprising of three modules to be executed sequentially. The first of these modules defines the type and magnitude of economic shocks on the basis of a climate change scenario, the second module is a global Computable General Equilibrium model with a special regional and industrial classification and the third module processes the output of the CGE model to get more disaggregated results. The model has the potential to produce several economic estimates but the current default results include percentage change in real national income for individual Caribbean states which provides a simple measure of welfare impacts. With some modifications, the model can also be used to consider the effects of single sectoral shocks such as (Land, Labour, Capital and Tourism) on the percentage change in real national income. Ultimately, the model is envisioned as an evolving tool for assessing the impact of climate change in the Caribbean and as a guide to policy responses with respect to adaptation strategies.

A Amazônia tem imensos recursos florestais, abrigando um terço das florestas tropicais do mundo. A Amazônia brasileira compreende uma área maior que 5 milhões de km2, o que corresponde a 61 % do território brasileiro. A região norte produz 72,45% da madeira em tora do Brasil, o estado do Pará contribui com 55,47% de acordo com IBMA (2007). A exploração madeireira na Amazônia é caracterizada como “garimpagem florestal”, ou seja, os exploradores entram na floresta selecionam as toras de valor comercial e a retiram. Passando-se certo tempo, eles voltam novamente a essa área e a exploram, esse processo de exploração está acontecendo em um intervalo de tempo cada vez menor. A Amazônia legal abrigava 833 serrarias circulares em 1998. Essas serrarias estavam localizadas principalmente no estuário amazônico (71%) – nos furos e tributários dos rios Amazonas, Xingu, Tocantins e Pará. Essas processadoras familiares consumiram conjuntamente 1,3 milhões de metros cúbicos de madeira em tora (5% da produção da Amazônia). Neste trabalho estimou-se o balanço de carbono em serrarias do estuário do rio Amazonas e foi desenvolvido o ciclo de vida do carbono para uma serraria no estuarino amazônico. Foi identificado que no processo produtivo da comunidade há um caminho bem definido do recurso natural (biomassa/madeira): exploração florestal, transporte de biomassa, transformação (empresas madeireiras) / processos produtivos, geração e utilização de resíduos, transporte de madeira processada, comercialização/mercado. O objetivo deste trabalho foi avaliar os recursos energéticos através do fluxo (inputs e outputs) da madeira e da energia no processo. Para isso, desenvolveu um modelo que simulou os fluxos de carbono, da madeira e a área afetada pela exploração. Neste trabalho criou-se um modelo específico onde se avaliou o fluxo de carbono para o cenário estudado; a avaliação do impacto ambiental foi alcançada, onde obteve um valor positivo, uma captura de carbono cerca de 55 tCO2/mês, mesmo com a baixa eficiência do sistema produtivo, em torno de 36% conclui-se que o sistema atual de exploração não polui mas poderia ser melhorado a fim de alcançar uma maior eficiência do processo produtivo. Enquanto ao resíduo gerado aproximadamente 64% do volume de madeira que entra na serraria conseguira gerar aproximadamente 1240 kW de energia elétrica mensal.

This study analyzes the environmental performance of the Municipal Solid Waste Management System (MSWMS) of Piedade, São Paulo, from a systemic perspective. A life cycle assessment (LCA) technique was applied according to an attributional approach to evaluate both the current operational situation and different prospective scenarios, which were devised based on the application of targets for recycling dry and wet waste suggested by the pre-draft version of the Brazilian Plan for Solid Waste. The life cycle impact assessment method EcoIndicator 99, in association with normalization and weighting procedures, was used to conduct the analysis. It was observed that the adoption of goals of 30%, 50% and 70% for recovering of the recyclable dry waste, resulted in improvement of the environmental performance of the waste management system under analysis, respectively of 10%, 15% and 20%. It was also possible to detect an evolution in the order of 54% in reducing impacts resulting from the adoption of targets for composting. LCA proved to be effective for the evaluation of the environmental performance of MSWMS-Piedade. However, for future evaluations, the attributional approach should be replaced by the methodological practice of substitution to enable the avoided burdens to be considered in estimations of the environmental performance municipal solid waste management systems.

This State of the Arctic Report presents a review of recent data by an international group of scientists who developed a consensus on the information content and reliability. The report highlights data primarily from 2000 to 2005 with a first look at winter 2006, providing an update to some of the records of physical processes discussed in the Arctic Climate Impact Assessment (ACIA, 2004, 2005). Of particular note: • Atmospheric climate patterns are shifting (Fig. 1). The late winter/spring pattern for 2000–2005 had new hot spots in northeast Canada and the East Siberian Sea relative to 1980–1999. Late winter 2006, however, shows a return to earlier climate patterns, with warm temperatures in the extended region near Svalbard. • Ocean salinity and temperature profiles at the North Pole and in the Beaufort Sea, which changed abruptly in the 1990s, show that conditions since 2000 have relaxed toward the pre-1990 climatology, although 2001–2004 has seen an increase in northward ocean heat transport through Bering Strait (Fig. 2), which is thought to impact sea ice loss. • Sea ice extent continues to decrease. The sea ice extent in September 2005 was the minimum observed in summer during the satellite era (beginning in 1979), marking an unprecedented series of extreme ice extent minima beginning in 2002 (Fig. 3). The sea ice extent in March 2006 was also the minimum observed in winter during the satellite era. • Tundra vegetation greenness increased, primarily due to an increase in the abundance of shrubs. Boreal forest vegetation greenness decreased, possibly due to drought conditions (Fig. 4). • There is increasing interest in the stability of the Greenland ice sheet. The velocity of outlet glaciers increased in 2005 relative to 2000 and 1995, but uncertainty remains with regard to the total mass balance. • Permafrost temperatures continue to increase. However, data on changes in the active layer thickness (the relatively thin layer of ground between the surface and permafrost that undergoes seasonal freezing and thawing) are less conclusive. While some of the sites show a barely noticeable increasing trend in the thickness of the active layer, most of them do not. • Globally, 2005 was the warmest year in the instrumental record (beginning in 1880), with the Arctic providing a large contribution toward this increase. Many of the trends documented in the ACIA are continuing, but some are not. Taken collectively, the observations presented in this report indicate that during 2000–2005 the Arctic system showed signs of continued warming. However, there are a few indications that certain elements may be recovering and returning to recent climatological norms (for example, the central Arctic Ocean and some wind patterns). These mixed tendencies further illustrate the sensitivity and complexity of the Arctic physical system. They underline the importance of maintaining and expanding efforts to observe and better understand this important component of the climate system to provide accurate predictions of its future state.

Strategic environmental assessment (SEA) has been applied throughout the world in different sectors and in various ways. This paper reports on results of a PhD research on SEA applied to tourism development planning, reflecting the situation in mid-2010. First, the extent of tourism specific SEA application world-wide is established. Then, based on a review of the quality of 10 selected SEA reports, good practice, as well as challenges, trends and opportunities for tourism specific SEA are identified. Shortcomings of SEA in tourism planning are established and implications for future research are outlined. (C) 2012 Elsevier Inc. All rights reserved.

Nella tesi si analizzano le principali fonti del rumore aeronautico, lo stato dell'arte dal punto di vista normativo, tecnologico e procedurale. Si analizza lo stato dell'arte anche riguardo alla classificazione degli aeromobili, proponendo un nuovo indice prestazionale in alternativa a quello indicato dalla metodologia di certificazione (AC36-ICAO) Allo scopo di diminuire l'impatto acustico degli aeromobili in fase di atterraggio, si analizzano col programma INM i benefici di procedure CDA a 3° rispetto alle procedure tradizionali e, di seguito di procedure CDA ad angoli maggiori in termini di riduzione di lunghezza e di area delle isofoniche SEL85, SEL80 e SEL75.

One of the main problems recognized in sustainable development goals and sustainable agricultural objectives is Climate change. Farming contributes significantly to the overall Greenhouse gases (GHG) in the atmosphere, which is approximately 10-12 percent of total GHG emissions, but when taking in consideration also land-use change, including deforestation driven by agricultural expansion for food, fiber and fuel the number rises to approximately 30 percent (Smith et. al., 2007). There are two distinct methodological approaches for environmental impact assessment; Life Cycle Assessment (a bottom up approach) and Input-Output Analysis (a top down approach). The two methodologies differ significantly but there is not an immediate choice between them if the scope of the study is on a sectorial level. Instead, as an alternative, hybrid approaches which combine these two approaches have emerged. The aim of this study is to analyze in a greater detail the agricultural sectors contribution to Climate change caused by the consumption of food products. Hence, to identify the food products that have the greatest impact through their life cycle, identifying their hotspots and evaluating the mitigation possibilities for the same. At the same time evaluating methodological possibilities and models to be applied for this purpose both on a EU level and on a country level (Italy).
