La cultura se presenta hoy como un elemento determinante en la planificación del desarrollo, tanto por los efectos económicos que genera en términos de empleo, ingresos, y producción; como por ser un instrumento útil y eficaz para el fortalecimiento de la independencia, la soberanía y la identidad de los territorios en un mundo globalizado. El objetivo de este estudio es reconocer el impacto de la cultura en el desarrollo económico a través de un ejercicio empírico centrado en el Museo de Antioquia de la ciudad de Medellín (Colombia). Se aplicó una encuesta de percepción a los habitantes y visitantes de la ciudad. Los datos se sometieron a un análisis descriptivo y se formalizó un Modelo de Regresión Logística en busca de identificar y explicar los elementos que permiten vincular la cultura y el desarrollo. Se encontró que cerca al 90% de los encuestados afirmaron que la existencia del Museo de Antioquia es importante para el desarrollo económico de la ciudad de Medellín, identificándolo como un atractivo turístico y cultural que genera impactos positivos en el crecimiento económico y el bienestar social.

En este trabajo se presenta parte del enfoque tomado en una investigación sobre la dinámica involucrada en la construcción de políticas públicas en salud a través de un análisis de caso. El caso se ha construido tomado a la atención primaria de la salud como punto nodal y en particular se han considerado los procesos participativos que se supone forman parte central de ésta. Para ello se tomó como unidad de análisis a los actores directamente involucrados en implementación de acciones tendientes al fortalecimiento de la Atención Primaria de la Salud (APS) a nivel local. Se realizó un relevamiento empírico de carácter cualitativo, realizado en dos etapas, con un total de 42 entrevistas a personal de los Centros de Atención Primaria de la Salud del Municipio de La Plata. Entre las conclusiones se presenta un panorama de la dinámica inherente a la implementación de la APS, particularmente en lo que a los procesos participativos refiere, considerando lo acontecido en prácticamente una década.

Major findings of the Survey of Living Conditions in the Arctic (SLiCA) are: (1) A combination of traditional activities and cash employment is the prevailing lifestyle of Arctic indigenous peoples; (2) family ties, social support of each other, and traditional activities have a lot to do with why indigenous people choose to remain in Arctic communities; (3) well-being is closely related to job opportunities, locally available fish and game, and a sense of local control. Well-being and depression (and related problems like suicide) are flip sides of the same coin. Improving well-being may reduce social problems; and, (4) health conditions vary widely in the Arctic: three-in-four Greenlandic Inuit self-rate their health as at least very good compared with one-in-two Canadian and Alaska Inuit and one-in-five Chukotka indigenous people. Findings are based on 7,200 interviews in a probability sample of Inupiat settlement regions of Alaska, the four Inuit settlement regions of Canada, all of Greenland, and the Anadyrskij, Anadyr, Shmidtovs, Beringovskij, Chukotskij, Iujl'tinskij, Bilibinskij, Chaunskij, Providenskij, Uel'Kal' districts of Chukotka. Indigenous people and researchers from Greenland, Russia, Canada, the United States, Denmark, Norway, Sweden, and Finland collaborated on all phases of the study.

Pockmarks are seafloor depressions commonly associated with fluid escape from the seabed and are believed to contribute noticeably to the transfer of methane into the ocean and ultimately into the atmosphere. They occur in many different areas and geological contexts, and vary greatly in size and shape. Nevertheless, the mechanisms of pockmark growth are still largely unclear. Still, seabed methane emissions contribute to the global carbon budget, and understanding such processes is critical to constrain future quantifications of seabed methane release at local and global scales. The giant Regab pockmark (9°42.6' E, 5°47.8' S), located at 3160 m water depth near the Congo deep-sea channel (offshore southwestern Africa), was investigated with state-of-the-art mapping devices mounted on IFREMER's (French Research Institute for Exploitation of the Sea) remotely operated vehicle (ROV) Victor 6000. ROV-borne micro-bathymetry and backscatter data of the entire structure, a high-resolution photo-mosaic covering 105,000 m2 of the most active area, sidescan mapping of gas emissions, and maps of faunal distribution as well as of carbonate crust occurrence are combined to provide an unprecedented detailed view of a giant pockmark. All data sets suggest that the pockmark is composed of two very distinctive zones in terms of seepage intensity. We postulate that these zones are the surface expression of two fluid flow regimes in the subsurface: focused flow through a fractured medium and diffuse flow through a porous medium. We conclude that the growth of giant pockmarks is controlled by self-sealing processes and lateral spreading of rising fluids. In particular, partial redirection of fluids through fractures in the sediments can drive the pockmark growth in preferential directions.

During GANOVEX VI new gravity data were collected along an east-west profile in North Victoria Land south of the Drygalski Ice Tongue, extending 150 km across the Transantarctic Mountains, and comprising 21 data points. Thirty five additional data points were collected over a small area near Brimstone Peak, near the western end of the regional profile. The survey south of the Drygalski has been connected to northern gravity data (GANOVEX V) by a survey line of 12 points. All data have been terrain corrected, and are further constrained by satellite elevation (GPS) and radar ice-thickness measurements. A pronounced regional Bouguer gravity gradient decreasing to the west by approximately 3 mgal/km is superimposed over a coast-parallel belt of granitoid basement rock. West of this belt the local gravity fields become mote variable. Over Beta Peak (Ferrar dolerite) a 50 mgal spike is obser- ved. Within this area, the Ferrar sills are exposed at the surface. West of Brimstone Peak (Ferrar/Kirk patrick sequences), a smooth regional gradient appears to reassert itself. We interpret the initial gradient east (oceanward) of the break-in-slope to be representative of the crust/mantle boundary within the study area. We interpret the initial break-in-slope and the apparent flattening of the regional gradient to be an effect of the N-S trending zone of dense Ferrar sills and associated deep crusttil fractionate replacing less dense basement. We attribute the variability of the local field to be the product of sub-glacial density contrasts that cannot be removed. The regional gravity gradient of the profile is steeper than that observed to the north (Mt. Melbourne quadrangle) and shallower than that reported to the south (McMurdo Sound). The absolute values of the coastal points of origin south of the Drygalski and within the Mt. Melbourne quadrangle differ by 60 to 100 mgal. In addition, topographic relief within the regional transect area is subdued relative to the Transantarctic Mountains to the north and south. We speculate that the root structure of the Transantarctic Mountains undergoes a change somewhere between the Mt. Melbourne quadrangle and the region south of the Drygalski Ice Tongue.

The purpose of this report is to use information provided by a questionnaire survey to analyze the factors and processes underlying the formation of industrial clusters in Japan. The study, based on questionnaire surveys, forms part of an "Industrial Cluster Project". The Japanese government has implemented policies for industrial clusters so as to enable Japanese industries to maintain competitive power in global markets, and to aid the self-sufficient expansion of local industries. The government's project goes under the heading "Industry Agglomeration for the Recovery of Local Industries with respect to so-called "Industry Clusters." The authors aim to identify what expectations are held of government by the enterprises that make up industrial clusters. As part of our investigation, we used the results of a survey conducted by UNDP in 2004. Tsuji's study, published by the Osaka School of International Public Policy, surveyed 1198 small or medium sized manufacturing companies located in O ward, Tokyo and Higashi Osaka city, Osaka prefecture. The outcome of the present study, together with data from Tsuji's work on IT usage by SMEs in Japan, is meant to form the basis for policy design and implementation.

Before rural local government units were established in Thailand, reform debates within the country faced a crucial issue: Candidates at the rural sub-district levels might adopt electioneering methods such as vote buying and the patronage system of the local political and economic elite, the methods that had been used in the national elections. In fact, the results of the 2006 survey in this paper, which followed the introduction of direct elections in rural local government units in 2003, contrast with the result anticipated during the debates on political reform. The preliminary data of the survey shows that the decentralization process and the introduction of the direct election system in the rural areas had some effect in changing the selection process of the local elite in Thailand.

Free people association constructed from button to above to get better conditions of people using local resources, are among others, elements of local development. LEADER (Liaisons HQWUH DFWLYLWpV GH 'HYHORSHPHQW GH /¶(FRQRPLH 5XUDO) is the Europe Union model of rural development. The LEADER method is conformed in seven features which are factors of success in the approach of applying in different territories . The actions held in the municipal council of rural development of San Andres C a l p a n during 2010 showed some elements of LEADER for it´s adjustment: 1).- territory definition , 2).- local association , 3).- financing. It´s used a methodology consists of reviewing documents about the financing and association in the territory studied, survey applying t define the model of agricultural production and development along with mayors of different municipalities, the economical and social actors. The definition performance field with territory integration of citizen councils as groups of local action and a financing strategy are part of the results of this process of adapting in this territory

Small changes in agricultural practices have a large potential for reducing greenhouse gas emissions. However, the implementation of such practices at the local level is often limited by a range of barriers. Understanding the barriers is essential for defining effective measures, the actual mitigation potential of the measures, and the policy needs to ensure implementation. Here we evaluate behavioural, cultural, and policy barriers for implementation of mitigation practices at the local level that imply small changes to farmers. The choice of potential mitigation practices relevant to the case study is based on a literature review of previous empirical studies. Two methods that include the stakeholders? involvement (experts and farmers) are undertaken for the prioritization of these potential practices: (a) Multi-criteria analysis (MCA) of the choices of an expert panel and (b) Analysis of barriers to implementation based on a survey of farmers. The MCA considers two future climate scenarios ? current climate and a drier and warmer climate scenario. Results suggest that all potential selected practices are suitable for mitigation considering multiple criteria in both scenarios. Nevertheless, if all the barriers for implementation had the same influence, the preferred mitigation practices in the case study would be changes in fertilization management and use of cover crops. The identification of barriers for the implementation of the practices is based on the econometric analysis of surveys given to farmers. Results show that farmers? environmental concerns, financial incentives and access to technical advice are the main factors that define their barriers to implementation. These results may contribute to develop effective mitigation policy to be included in the 2020 review of the European Union Common Agricultural Policy.

Esta tese tem como tema principal o discurso ambiental local. Trata-se de uma proposta de análise, que pode ser aplicada a este tipo de discurso em qualquer localidade, e um estudo de caso, que aplicou a análise proposta na tese. O objetivo geral desta pesquisa foi analisar a informação local sobre meio ambiente veiculada por meio dos discursos jornalístico, político e empresarial, estabelecendo relações históricas, sociais e ideológicas do discurso ambiental que permeiam as três áreas em questão. A metodologia incluiu três fases: pesquisa bibliográfica e revisão de literatura sobre os principais conceitos levantados no trabalho; levantamento de discursos locais disponíveis na mídia para análise no estudo de caso; análise dos discursos a partir de protocolo elaborado com base na Análise do Discurso de linha francesa. O estudo de caso traz a análise do discurso ambiental no município de Frutal-MG, onde hoje estão em andamento várias pesquisas e projetos na área ambiental. A principal conclusão do trabalho confirma a hipótese da pesquisa de que a informação ambiental fruto dos discursos político, jornalístico e empresarial em âmbito local tem caráter predominantemente situacional, mercadológico e propagandístico, pouco focada em conscientizar e educar e com ênfase em interesses comerciais e eleitorais e na resolução de problemas emergenciais.

We present optical integral field spectroscopy (IFS) observations of the Mice, a major merger between two massive (≳10^11 M_⊙) gas-rich spirals NGC 4676A and B, observed between first passage and final coalescence. The spectra provide stellar and gas kinematics, ionised gas properties, and stellar population diagnostics, over the full optical extent of both galaxies with ~1.6 kpc spatial resolution. The Mice galaxies provide a perfect case study that highlights the importance of IFS data for improving our understanding of local galaxies. The impact of first passage on the kinematics of the stars and gas has been significant, with strong bars most likely induced in both galaxies. The barred spiral NGC 4676B exhibits a strong twist in both its stellar and ionised gas disk. The edge-on disk galaxy NGC 4676A appears to be bulge free, with a strong bar causing its “boxy” light profile. On the other hand, the impact of the merger on the stellar populations has been minimal thus far. By combining the IFS data with archival multiwavelength observations we show that star formation induced by the recent close passage has not contributed significantly to the total star formation rate or stellar mass of the galaxies. Both galaxies show bicones of high ionisation gas extending along their minor axes. In NGC 4676A the high gas velocity dispersion and Seyfert-like line ratios at large scaleheight indicate a powerful outflow. Fast shocks (vs ~ 350 km s^-1) extend to ~6.6 kpc above the disk plane. The measured ram pressure (P/k = 4.8 × 10^6 K cm^-3) and mass outflow rate (~8−20 M_⊙ yr^-1) are similar to superwinds from local ultra-luminous infrared galaxies, although NGC 4676A only has a moderate infrared luminosity of 3 × 10^10 L_⊙. Energy beyond what is provided by the mechanical energy of the starburst appears to be required to drive the outflow. Finally, we compare the observations to mock kinematic and stellar population maps extracted from a hydrodynamical merger simulation. The models show little enhancement in star formation during and following first passage, in agreement with the observations. We highlight areas where IFS data could help further constrain the models.
