Stakeholder participation is widely acknowledged as a critical component of post-disaster recovery because it helps create a shared understanding of local hazard risk and vulnerability, improves recovery and mitigation decision efficacy, and builds social capital and local resilience to future disasters. But approaches commonly used to facilitate participation and empower local communities depend on lengthy consensus-building processes which is not conducive to time-constrained post-disaster recovery. Moreover, these approaches are often criticized for being overly technocratic and ignoring existing community power and trust structures. Therefore, there is a need for more nuanced, analytical and applied research on stakeholder participation in planning for post-disaster recovery. This research examines participatory behavior of three stakeholder groups (government agencies, non-local non-government organizations, local community-based organizations) in three coastal village communities of Nagapattinam (India) that were recovering from the 2004 Indian Ocean tsunami. The study found eight different forms of participation and non-participation in the case study communities, ranging from 'transformative' participation to 'marginalized' non-participation. These forms of participation and non-participatory behavior emanated from the negotiation of four factors, namely stakeholder power, legitimacy, trust, and urgency for action. The study also found that the time constraints and changing conditions of recovery pose particular challenges for how these factors operated on the ground and over the course of recovery. Finally, the study uses these insights to suggest four strategies for recovery managers to use in the short- and long-term to facilitate more effective stakeholder participation in post-disaster recovery.

There are many ways in which research messages and findings can be extended to the expansive cotton community. As everyone learns differently it is crucial that information is delivered in a variety of ways to meet the various learning needs of the CottonInfo team’s broad audience. In addition different cotton production areas often require targeted information to address specific challenges. Successful implementation of innovative research outcomes typically relies on a history of cultivated communication between the researcher and the end-user, the grower. The CottonInfo team, supported by a joint venture between Cotton Seed Distributors, Cotton Research Development Corporation, Cotton Australia and other collaborative partners, represents a unique model of extension in Australian agriculture. Industry research is extended via regionally based Regional Development Officers backed by support from Technical Specialists. The 2015 Cotton Irrigation Technology Tour is one example of a successful CottonInfo capacity building activity. This tour took seven CRDC funded irrigation-specific researchers to Emerald, Moree and Nevertire to showcase their research and technologies. These events provided irrigators and consultants with the opportunity to hear first-hand from researchers about their technologies and how they could be applied onfarm. This tour was an example of how the CottonInfo team can connect growers and researchers, not only to provide an avenue for growers to learn about the latest irrigation research, but for researchers to receive feedback about their current and future irrigation research.

O projeto "Minas e Memórias da Urgeiriça" focaliza-se nos contributos da arte enquanto vetor de sensibilização ambiental, entendida como um veículo privilegiado para promover comportamentos e atitudes mais sustentáveis, responsáveis e cívicas, apelando para a mudança ou para o reforço de boas práticas ambientais. O projeto foi implementado no Concelho de Nelas, distrito de Viseu, baseando-se na história socioambiental das Minas da Urgeiriça, localizadas na freguesia de Canas de Senhorim. Abarcou um conjunto de atividades de índoles pedagógico e artístico, que se interligaram coerentemente, iniciando-se com o seminário “Urgeiriça: Antes, Agora e Depois?”, seguindo-se a performance “Escuridão” complementada pelos cantares de hinos dos ex-trabalhadores das Minas da Urgeiriça, culminando na visita à instalação artística “Escavações”. Os resultados estão ancorados em duas premissas fundamentais: por um lado, os testemunhos reais dos ex-trabalhadores mineiros expressaram a influência da ação do homem sobre a natureza de forma descomedida e irresponsável, que continua a acarretar consequências nefastas para o ser humano, e por outro, demonstraram as intervenções a que o local se sujeitou (da exploração desenfreada de recursos até à progressiva requalificação). Para tal, conseguiu-se revitalizar e reforçar as memórias do espaço (físico e mental) e materializá-las através da arte como forma de sensibilizar a comunidade local acerca das ações resultantes da interação do homem versus ambiente, sendo encaradas como meio privilegiado de desenvolvimento comunitário, gerador de competências e de mudanças.

This paper presents the results of a study aimed at identifying and assessing positive parenting programmes and activities carried out in the Autonomous Region of the Basque Country (ARBC), Spain. The study is a development of the III Inter-institutional Family Support Plan (2011), drafted by the Basque Government's Department of Family Policy and Community Development, and its aim is to offer a series of sound criteria for improving existing programmes and ensuring the correct design and implementation of new ones in the future. It analyses 129 programmes and gathers data relative to institutional management and coordination, format, quality of the established aims, adaptation to the theoretical proposal for an Optimal Positive Parenting Curriculum, scientific base, use of the framework of reference for competences, working method, assessment techniques, budgets and publicity, among others. The results highlight the good quality of the programmes' aims and content, and the poor systematic assessment of these same aspects. The study concludes with a series of recommendations for improving the initiatives, integrated into a proposal for a system of indicators to assess and implement positive parenting programmes.

Community development is centrally concerned with people in communities working together to achieve a common goal, that is, to collaborate, whether within local geographical communities, in communities of shared interests or among groups sharing a common identity. Its overarching goal is one of progressive transformational social change. As Belfast transitions from a conflict to a post-conflict society, there is a need for greater, more effective work at local community level in order to address a range of ongoing social and economic issues facing communities, including high levels of disadvantage and division. Given the significance of leadership in building effective collaboration and the centrality of collaboration for community development, it is important to understand how leadership is currently enacted and what kinds of leadership are required to support communities to collaborate effectively to bring about social change. This thesis thus centers on the kind of leadership practised and required to support collaboration for social change within the community sector in Belfast, a city that contains an estimated 28% of the total number of community and voluntary sector (CVS) organisations in Northern Ireland (Northern Ireland Council for Voluntary Action, 2012). Through a series of qualitative, in-depth interviews with people playing leadership roles in local communities, the study critically explores and analyses their experiences and perceptions in relation to leadership and collaboration. Community development in Belfast today is practised within a wider context of neoliberal policies, characterised by austerity and public spending cuts. Whilst not the only influencing factor, this context has had a particular and profound impact on the nature and role of community development practised, and on the kind of leadership enacted within it. The space for reflection and transformative action appears to be shrinking as the contraction of resources to support community development in local communities continues unabated. Those playing leadership roles increasingly find themselves compelled to spend time seeking resources and managing complex funding arrangements rather than focusing on the social change dimensions of their work. Collaboration as promoted by the state seems to have become an instrumental tactic used to implement its austerity measures and curtail the potential of the community sector. Despite this, local leaders are driving initiatives that attempt to push back, helping the sector refocus on its transformational goals of social change. To do this requires support. Those playing leadership roles require resources, including time, to encourage and enable communities to reconnect with the purpose and underpinning values of community development. Leaders also need support to develop and promote new, progressive narratives and visions and pursue these through building collaboration and solidarity.

Inclusive Education values differences by reducing barriers to learning and promoting active participation and positive interactions between all members of school community. Nowadays, school faces numerous children/adolescents who for several reasons have developed challenging behaviours and high risk of dropping out school. They come often from socio-cultural-economic minority groups and have sometimes a repeated course of academic failure. Art has had the ability to bring together the interests of all, even of the most unsuitable. In this paper, the authors present an intervention through street art/graffiti done in a secondary school, with a ninth grade class covered by PIEF Programme. The project aimed to understand if the integration of graffiti art in educational process had impact on challenging behaviour. The study, with a qualitative methodology, shows contributions of artistic experience as an asset to educational development of students with challenging behaviours contributing to a better school and inclusion.

The rise of component-based software development has created an urgent need for effective application program interface (API) documentation. Experience has shown that it is hard to create precise and readable documentation. Prose documentation can provide a good overview but lacks precision. Formal methods offer precision but the resulting documentation is expensive to develop. Worse, few developers have the skill or inclination to read formal documentation. We present a pragmatic solution to the problem of API documentation. We augment the prose documentation with executable test cases, including expected outputs, and use the prose plus the test cases as the documentation. With appropriate tool support, the test cases are easy to develop and read. Such test cases constitute a completely formal, albeit partial, specification of input/output behavior. Equally important, consistency between code and documentation is demonstrated by running the test cases. This approach provides an attractive bridge between formal and informal documentation. We also present a tool that supports compact and readable test cases; and generation of test drivers and documentation, and illustrate the approach with detailed case studies. Over the last decade component-based software development arose as a promising paradigm to deal with the ever increasing complexity in software design, evolution and reuse. SHACC is a prototyping tool for component-based systems in which components are modelled coinductively as generalized Mealy machines. No presente artigo procura-se evidenciar a potencialidade do uso de saberes de natureza teórica, técnica e prática, resultantes da participação em projectos de investigação científica e intervenção para a formação em animação sociocultural – mais concretamente na sua vertente socioeducativa. Com esta ilustração pretende-se sublinhar a potencialidade que a mobilização desses saberes pode ter no âmbito da formação dos futuros profissionais em animação sociocultural, designadamente, no domínio científico, no domínio técnico-metodológico, e ainda, no domínio da profissionalização deste grupo profissional.

Apesar da pluriculturalidade que caracteriza algumas regiões de Portugal, existe um desconhecimento e por vezes resistência, em particular das comunidades mais tradicionais e das gerações mais antigas, na aceitação dos imigrantes que escolhem o nosso País como destino de acolhimento. Conhecer as comunidades imigrantes pode ajudar a perceber e a minimizar as dificuldades do convívio pluricultural. Este será, na atualidade, um dos papéis que o animador sociocultural será chamado a desempenhar. Para isso, é necessário que reconheça os recursos legais, metodológicos e teóricos que tem ao seu dispor, sendo estas as premissas que norteiam o presente exercício. Esta análise nasceu de uma proposta de trabalho da Unidade Curricular de Multiculturalidade e Cidadania, mas rapidamente se revelou um importante contributo para o conhecimento da diversidade cultural no nosso país. Após uma contextualização teórica relativa aos principais fluxos migratórios em Portugal, é apresentada a análise dos dados relativos à composição das origens dos imigrantes em Portugal na atualidade e a sua distribuição pelo território português. Este é o ponto de partidapara a reflexão que se lhe seguiu, que visa, por um lado, identificar algumas das problemáticas que resultam dos contextos de diversidade cultural e, por outro, conhecer as propostas do Estado para promover a integração do “outro”. Estes pilares sustentaram a abordagem final relativa ao papel da Animação Sociocultural (ASC) e do animador neste contexto.

Actualmente os educadores e professores devem adoptar uma nova postura no sentido da sua actividade profissional ser cada vez mais inovadora, além de potenciarem a aprendizagem dos seus alunos em diferentes áreas do conhecimento. A ergonomia é uma área que não se encontra incluída especificamente em nenhuma área curricular do 1º ciclo do Ensino Básico, no entanto, é de grande importância no sentido de prevenir situações de desconforto e lesões músculo-esqueléticas originados por posturas incorrectas. Com este estudo pretende-se que a área de ergonomia, nomeadamente no que respeita à adopção de posturas corporais correctas e à influência de factores ambientais, como o ambiente térmico ou a iluminação, seja uma mais valia no desenvolvimento global das crianças do 1º ciclo do Ensino Básico, constituindo uma base de aprendizagem no âmbito de saúde escolar. Pretendeu-se criar materiais pedagógicos que possam ser utilizados pelos professores e estudantes, com o objectivo de sensibilizar os mais novos e educar para a saúde. O material didáctico teve por base jogos interactivos, os quais incluíram conceitos e princípios ergonómicos, particularmente no que respeita à adopção de posturas correctas e utilização da mochila para crianças do 1º ciclo do Ensino Básico. Verificou-se que as crianças estavam motivadas e interessadas no momento de aprendizagem. Quando questionadas sobre possíveis dúvidas que surgiram na apresentação do material didáctico, a maioria não demonstrou dificuldade, evidenciando terem adquirido os conhecimentos pretendidos. O material didáctico foi bem aceite e o pré-teste permitiu identificar várias situações para melhoria. Este estudo, em geral, demonstrou que os materiais didácticos são meios capazes para a transmissão de conhecimentos proporcionando uma boa forma de aprendizagem, mesmo em assuntos novos.

In this paper we investigate what drives the prices of Portuguese contemporary art at auction and explore the potential of art as an asset. Based on a hedonic prices model we construct an Art Price Index as a proxy for the Portuguese contemporary art market over the period of 1994 to 2014. A performance analysis suggests that art underperforms the S&P500 but overperforms the Portuguese stock market and American Government bonds. However, It does it at the cost of higher risk. Results also show that art as low correlation with financial markets, evidencing some potential in risk mitigation when added to traditional equity portfolios.
