Famine and land in Ireland and India 1845-1880: James Caird and the political economy of hunger

The perception of Ireland and India as ‘zones of famine’ led many nineteenth-century observers to draw analogies between these two troublesome parts of the British empire. This article investigates this parallel through the career of James Caird (1816–92), and specifically his interventions in the latter stages of both the Great Irish Famine of 1845–50, and the Indian famines of 1876–9. Caird is best remembered as the joint author of the controversial dissenting minute in the Indian famine commission report of 1880; this article locates the roots of his stance in his previous engagements with Irish policy. Caird's interventions are used to track the trajectory of an evolving ‘Peelite’ position on famine relief, agricultural reconstruction, and land reform between the 1840s and 1880s. Despite some divergences, strong continuities exist between the two interventions – not least concern for the promotion of agricultural entrepreneurship, for actively assisting economic development in ‘backward’ economies, and an acknowledgement of state responsibility for preserving life as an end in itself. Above all in both cases it involved a critique of a laissez-faire dogmatism – whether manifest in the ‘Trevelyanism’ of 1846–50 or the Lytton–Temple system of 1876–9.

The Influence of Magnetic Field on Oscillations in the Solar Chromosphere

Two sequences of solar images obtained by the Transition Region and Coronal Explorer in three UV passbands are studied using wavelet and Fourier analysis and compared to the photospheric magnetic flux measured by the Michelson Doppler Interferometer on the Solar Heliospheric Observatory to study wave behavior in differing magnetic environments. Wavelet periods show deviations from the theoretical cutoff value and are interpreted in terms of inclined fields. The variation of wave speeds indicates that a transition from dominant fast-magnetoacoustic waves to slow modes is observed when moving from network into plages and umbrae. This implies preferential transmission of slow modes into the upper atmosphere, where they may lead to heating or be detected in coronal loops and plumes.

This paper studies the influence of cynic philosophy in the construction of the myth of the good savage. In the first part it studies the importance of cynicism in the XVI century and how the cynic influence of Erasmus, More and Montaigne was fundamental to the way that Europe approached the American indigenous. In the second part it studies the cynic motives that could have influenced in the construction of the myth of the good savage.

Emergencias de la mediación intelectual. "La Revista de América" (París, 1912-1914) y la red de escritores latinoamericanos en Europa a comienzos del siglo XX

Este trabajo estudia el proyecto editorial de la Revista de América (1912-1914), fundada en París y dirigida por Francisco García Calderón. Mi propósito es analizar el modo en que muchos de los vínculos entre los escritores latinoamericanos radicados en París entre fines del siglo XIX y la Primera Guerra Mundial se materializaron en la edición de revistas. Propongo examinar las estrategias de difusión de las producciones latinoamericanas en el Viejo Continente, como as�� también algunos aspectos ideológicos y de intervención intelectual que la revista llegó a articular. En un primer momento, me detengo en los rasgos materiales tanto del proyecto editorial de la revista como de los vínculos entre los latinoamericanos desterrados. Luego indago las distintas formas de mediación crítica, por un lado, y cultural, por otro, que la revista escenificó y, en algunos casos, desarrolló activamente. En efecto, la revista de García Calderón vuelve visible una dimensión mediadora en varios sentidos: mediación crítica entre productores y lectores, pues se propuso como instancia de difusión, al convocar a “a los mejores escritores latinoamericanos���. Al mismo tiempo, propuso otras dos mediaciones: entre pares, al funcionar como consagradora, seleccionando y agrupando simbólicamente a los escritores de cada país latinoamericano. Finalmente, una mediación intercontinental entre culturas en la contemporaneidad, que intentó acercar dos gestos en la acción de la revista: una legitimación del pensamiento y el arte “de ultramar” y una valoración de los desarrollos artísticos europeos del presente.

James Anderson's Political Economy--His Influence on Smith and Malthus

James Anderson's powerful critique of Adam Smith's position on the corn export bounty was published in 1777. It focuse d on Smith's proposition that the bounty could not lead to increased corn production because it could not increase corn's real price. Smit h's response to the critique is traced in later editions of Wealth of Nations. While Anderson's critique of Smith influenced Thomas Malthu s's writings from 1803 onwards, his theory of differential rent did n ot influence Malthus at this stage. An examination of the evolution o f Malthus's ideas on rent between 1803 and 1815, however, indicates t hat Malthus knew and used Anderson's work on rent.
