In August 2006, Portugal approved a new quota law, called the parity law. According to this, all candidate lists presented for local, parliamentary, and European elections must guarantee a minimum representation of 33 per cent for each sex. This article analyses the proximate causes that led to the adoption of gender quotas by the Portuguese Parliament. The simple answer is that the law’s passage was a direct consequence of a draft piece of legislation presented by the Socialist Party (PS), which enjoyed a majority. However, the reasons that led the PS to push through a quota law remain unclear. Using open-ended interviews with key women deputies from all the main Portuguese political parties, and national public opinion data, among other sources, the role of four actors/factors that were involved in the law’s adoption are critically examined: notably, civil society actors, state actors, international and transnational actors, and the Portuguese political context.

A presente dissertação centra-se na problemática da Política Externa Portuguesa no decorrer da Guerra Civil de Espanha – GCE (1936-1939). É nosso propósito responder à seguinte questão: De que forma o Estado Novo conseguiu condicionar a Opinião Pública de maneira a perseguir a sua linha orientadora de Política Externa aquando do conflito interno espanhol?. Um dos mais antigos dilemas da política externa portuguesa é a necessidade constante de compatibilizar a dualidade peninsular. No respeitante à política externa do século XX, António de Oliveira Salazar, em 1936, defendia a tese de que o Estado Novo não sobreviveria em convívio directo com um regime republicano espanhol, anticlerical e esquerdista. Tendo em conta que o Presidente do Concelho de Ministros de Portugal não hesitou em apoiar o alziamento do General Franco, recorrendo à tese de proteção do seu regime, e evitando, desta forma, que Portugal se mantivesse alheio à sorte dos destinos da GCE, é fundamental a análise da política externa portuguesa para compreender as posições, os vetores, as motivações e os principais agentes que formaram os pilares da diplomacia portuguesa perante o conflito que ficou historiograficamente conhecido como a antecâmara da II Guerra Mundial. Todavia, reconhecemos ser conveniente averiguar de que forma é que as decisões de política externa se reflectiram na Opinião Pública portuguesa sobre os acontecimentos da Guerra Civil de Espanha. Visto que era objectivo do Estado Novo controlar as mentes portuguesas, no nosso estudo, que se debruçara sobre os assuntos espanhóis, importa-nos verificar como a Opinião Pública era manobrada pelo poder político, que utiliza a Censura para controle da informação. A Censura portuguesa foi especialmente zelosa acerca dos assuntos da GCE a partir de 1936, com vista a evitar contágios revolucionários em Portugal que colocassem em perigo o Estado Novo. Em suma, a Guerra Civil de Espanha foi um conflito bélico que se confinou ao território espanhol, mas que atravessou fronteiras devido à sua internacionalização e rápida mediatização. Portugal pela sua posição geográfica acompanhou diariamente a cruzada no país vizinho, interferindo oficial e oficiosamente.

RESUMO - A Segurança do Doente tem assumido uma relevância crescente nas organizações de saúde, resultado da divulgação de diversos estudos que revelaram a magnitude deste problema e simultaneamente, de uma maior pressão por parte da opinião pública e da comunicação social. Este estudo pretende desenvolver e avaliar a performance de um sistema eletrónico de deteção de eventos adversos, baseado num Data Warehouse, por comparação com os resultados obtidos pela metodologia tradicional de revisão dos registos clínicos. O objetivo principal do trabalho consistiu em identificar um conjunto de triggers / indicadores de alerta que permitam detetar potenciais eventos adversos mais comuns. O sistema desenvolvido apresentou um Valor Preditivo Positivo de 18.2%, uma sensibilidade de 65.1% e uma especificidade de 68.6%, sendo constituído por nove indicadores baseados em informação clínica e 445 códigos do ICD-9-CM, relativos a diagnósticos e procedimentos. Apesar de terem algumas limitações, os sistemas eletrónicos de deteção de eventos adversos apresentam inúmeras potencialidades, nomeadamente a utilização em tempo real e em complemento a metodologias já existentes. Considerando a importância da problemática em análise e a necessidade de aprofundar os resultados obtidos neste trabalho de projeto, seria relevante a sua extensão a um universo mais alargado de instituições hospitalares, estando a sua replicabilidade facilitada, uma vez que o Data Warehouse tem por base um conjunto de aplicações disseminadas a nível nacional. O desenvolvimento e a consolidação dos sistemas eletrónicos de deteção de eventos adversos constitui inegavelmente uma área de futuro, com reflexos ao nível da melhoria da informação existente nas organizações e que contribuirá decisivamente para a melhoria dos cuidados de saúde prestados aos doentes.

Spatial analysis and social network analysis typically take into consideration social processes in specific contexts of geographical or network space. The research in political science increasingly strives to model heterogeneity and spatial dependence. To better understand and geographically model the relationship between “non-political” events, streaming data from social networks, and political climate was the primary objective of the current study. Geographic information systems (GIS) are useful tools in the organization and analysis of streaming data from social networks. In this study, geographical and statistical analysis were combined in order to define the temporal and spatial nature of the data eminating from the popular social network Twitter during the 2014 FIFA World Cup. The study spans the entire globe because Twitter’s geotagging function, the fundamental data that makes this study possible, is not limited to a geographic area. By examining the public reactions to an inherenlty non-political event, this study serves to illuminate broader questions about social behavior and spatial dependence. From a practical perspective, the analyses demonstrate how the discussion of political topics fluсtuate according to football matches. Tableau and Rapidminer, in addition to a set basic statistical methods, were applied to find patterns in the social behavior in space and time in different geographic regions. It was found some insight into the relationship between an ostensibly non-political event – the World Cup - and public opinion transmitted by social media. The methodology could serve as a prototype for future studies and guide policy makers in governmental and non-governmental organizations in gauging the public opinion in certain geographic locations.

O mercado da edição de livros convoca no seu entorno uma série de atores sociais que cumprem funções e papéis distintos, mas interconectados, que confluem num ponto: o da divulgação e disponibilização de conteúdos culturais a um determinado público. Este objetivo resulta sempre numa certa configuração geográfica conforme os grupos que se pretendem alcançar, bem como as estratégias que lhe subjazem. Assim, os conteúdos que são disponibilizados não se revestem de um caráter de neutralidade, procurando, ao invés, uma intervenção (ainda que não explícita ou consciente) na opinião pública. Deste modo, a presente dissertação tem como objetivo a caracterização do mercado editorial lisboeta no período final da Monarquia e o aferimento da ligação existente entre aquele e algumas questões que afetavam a opinião pública de então, constituindo debates sociais e culturais de relevo. O ângulo de análise escolhido é o do religioso, porquanto este se constitui como elemento nodal de estudo da sociedade portuguesa, na transição entre os séculos XIX e XX.

The aim of this study is to assess the institutionalized children’s skills as consumers but also to assess how we can improve their knowledge through an intervention. The sample was composed of two subgroups (38 institutionalized children and 36 non-institutionalized children). In order to assess children’s knowledge, a questionnaire and an interview were used. The method used as intervention was a 30-minute class. Results suggested that institutionalized children have lower levels of knowledge regarding consumption-related practices and lower levels of accuracy at estimating prices than non-institutionalized children. However, results also showed that the attitudes of institutionalized children towards advertising and making decisions based on price/quantity evaluation or based on the use of the same strategy in different situations are not significantly different from the non-institutionalized children. Regarding the intervention, it was possible to conclude that one class is not the best method to improve children’s knowledge. Institutionalized children need a longer and more practical intervention.

According to a recent Eurobarometer survey (2014), 68% of Europeans tend not to trust national governments. As the increasing alienation of citizens from politics endangers democracy and welfare, governments, practitioners and researchers look for innovative means to engage citizens in policy matters. One of the measures intended to overcome the so-called democratic deficit is the promotion of civic participation. Digital media proliferation offers a set of novel characteristics related to interactivity, ubiquitous connectivity, social networking and inclusiveness that enable new forms of societal-wide collaboration with a potential impact on leveraging participative democracy. Following this trend, e-Participation is an emerging research area that consists in the use of Information and Communication Technologies to mediate and transform the relations among citizens and governments towards increasing citizens’ participation in public decision-making. However, despite the widespread efforts to implement e-Participation through research programs, new technologies and projects, exhaustive studies on the achieved outcomes reveal that it has not yet been successfully incorporated in institutional politics. Given the problems underlying e-Participation implementation, the present research suggested that, rather than project-oriented efforts, the cornerstone for successfully implementing e-Participation in public institutions as a sustainable added-value activity is a systematic organisational planning, embodying the principles of open-governance and open-engagement. It further suggested that BPM, as a management discipline, can act as a catalyst to enable the desired transformations towards value creation throughout the policy-making cycle, including political, organisational and, ultimately, citizen value. Following these findings, the primary objective of this research was to provide an instrumental model to foster e-Participation sustainability across Government and Public Administration towards a participatory, inclusive, collaborative and deliberative democracy. The developed artefact, consisting in an e-Participation Organisational Semantic Model (ePOSM) underpinned by a BPM-steered approach, introduces this vision. This approach to e-Participation was modelled through a semi-formal lightweight ontology stack structured in four sub-ontologies, namely e-Participation Strategy, Organisational Units, Functions and Roles. The ePOSM facilitates e-Participation sustainability by: (1) Promoting a common and cross-functional understanding of the concepts underlying e-Participation implementation and of their articulation that bridges the gap between technical and non-technical users; (2) Providing an organisational model which allows a centralised and consistent roll-out of strategy-driven e-Participation initiatives, supported by operational units dedicated to the execution of transformation projects and participatory processes; (3) Providing a standardised organisational structure, goals, functions and roles related to e-Participation processes that enhances process-level interoperability among government agencies; (4) Providing a representation usable in software development for business processes’ automation, which allows advanced querying using a reasoner or inference engine to retrieve concrete and specific information about the e-Participation processes in place. An evaluation of the achieved outcomes, as well a comparative analysis with existent models, suggested that this innovative approach tackling the organisational planning dimension can constitute a stepping stone to harness e-Participation value.

This-~-case study used ethnographic-methodo-logy. --The research project was an introductory study of one adult's present and past experiences with the visual arts, exploring, in particular, the causes and processes that were related to the individual's changes of mind in order to develop an understanding of why that individual had changed her mind about what was significant in the visual arts. The individual who provided the data was a solid supporter of art galleries: female, middle-aged, graduate of university and college, married with two children, and living in an urban community. The data were collected from two informal conversational interviews and from a written description of one change experience selected by the participant. The individual had positive experiences with art during early childhood, in elementary and secondary school, during university, in avocational drawing and painting studio courses, and in aesthetic experiences. All of these experiences have had individual effects and, together, they have had a cumulative effect on the development of the participant's opinions and ideas about the visual arts. The experiences which had the most effect on the development of the individual's perspectives on the visual arts were handson studio, educational, and aesthetic experiences. Further research is suggested to investigate why some adults change their minds about the visual arts.

This study examined the perspectives of 2 elementary school administrators (1 principal of a faith based school, and 1 vice-principal of a public school) towards intercultural education and how it was implemented in their schools. A generic qualitative research methodology guided this study. Face-to-face interviews that used a guide with open-ended questions were used to collect data. Participants were administrators in their respective schools, had been involved in intercultural activities at their school, and were professional acquaintances of the researcher. The interviews were digitally recorded and the interview transcripts were reviewed by participants to ensure accuracy. The administrators’ understanding of intercultural education tended to be limited to learning and celebration of various cultures. The intercultural education strategies used in the respective schools focussed on developing a knowledge base and provided limited intercultural interaction. The public school had greater resources available than the private faith-based school. However, the resources were not always used to facilitate intercultural education. Teachers and administrators were provided with very few professional development opportunities focussed on intercultural education.

Cette recherche étudie l'évolution de l'appui à la souveraineté du Québec entre 1976 et aujourd'hui, en considérant les diverses formulations de la question utilisées par les acteurs politiques et par les sondeurs. Cette question est abordée en faisant une analyse longitudinale multiniveaux de plus de 800 sondages. Une telle approche suggère que les caractéristiques des sondages sont nichées à l'intérieur d'unités contextuelles plus larges, des unités de temps. Cela permet d'une part d'observer quels sont les facteurs liés à la mesure qui influencent l'appui à la souveraineté du Québec et ensuite de voir comment ces mêmes effets varient à travers le temps et comment ils sont influencés par certains événements jugés importants. Il ressort de ces analyses que les propositions séparation, indépendance, souveraineté et souveraineté-association/partenariat entraînent généralement des appuis moyens significativement différents les uns des autres. Il apparaît aussi que certains événements ont eu une influence significative sur l'évolution de l'appui à ces diverses propositions. Enfin, il a été tenté de voir si les appuis propres à ces diverses propositions évoluaient de manière parallèle, s'ils réagissaient similairement aux différents événements considérés dans les analyses ou si au contraire ces appuis pouvaient parfois évoluer de manière différente. Les résultats à cet égard sont intéressants mais non concluants.

Dans les démocraties occidentales, la notion d’opinion publique occupe une place importante dans l’action des politiciens et le discours des médias. Elle y renvoie généralement à la somme des opinions individuelles des citoyens, aux résultats de sondages. Or, les limites de l’opinion publique ainsi conceptualisée apparaissent de plus en plus clairement aux chercheurs en sciences sociales, et cela jette un doute sur sa valeur comme guide des politiques publiques. Pour mieux comprendre la place de l’opinion publique dans le processus démocratique québécois, nous avons cherché à connaître les conceptions qu’en ont certains acteurs-clés : les chroniqueurs politiques et éditorialistes francophones du Québec. Au moyen d’entrevues, nous avons documenté leurs « théories profanes » à ce sujet, c’est à dire leurs façons de voir l’opinion publique et sa place dans le processus démocratique. L’exercice nous apprend que ces « commentateurs habituels » distinguent plusieurs formes d’opinion publique, de valeur inégale. Celle qui revêt le plus d’intérêt pour eux est une « opinion publique latente », qui intègre des dimensions d’intensité et de propension à changer. Ils jugent les sondages utiles mais insuffisants pour appréhender l’opinion publique; aussi l’interprètent-ils à partir de conversations et d’un certain « sens de l’opinion publique ». Selon eux, les médias peuvent influencer l’opinion publique, mais surtout influencer la tenue d’une délibération publique et la façon dont les décideurs lisent l’opinion publique. Ils estiment aussi pouvoir, par leur travail journalistique, favoriser l’émergence d’une opinion publique raisonnée, ce qui est conforme à leur idéal de démocratie participative.

Résumé: Au lendemain de la Seconde Guerre Mondiale, la nécessité de moderniser la politique d’immigration américaine fait l’unanimité, la principale loi régissant l’immigration datant de 1924. Cependant, la question des paramètres de la réforme fait naître un débat fortement polarisé. Les défenseurs du statu quo, qui souhaitent maintenir le système des quotas nationaux faisant de l’origine nationale le premier critère d’admission, auront initialement le dessus, comme en fait foi le passage du McCarran-Walter Act en 1952. D’autre part, les partisans d’une libéralisation affirment que cette loi restrictive et discriminatoire va à l’encontre des objectifs de la politique étrangère américaine, particulièrement dans un conflit aussi idéologiquement chargé que la Guerre Froide. Au courant des années cinquante et au début des années soixante, les réformateurs libéraux auront progressivement le dessus dans le débat, si bien qu’une nouvelle loi sera adoptée en 1965. Ce mémoire propose d’aborder cette période de réforme sous l’angle de l’opinion publique. À partir, des sources permettant de prendre le pouls de la société américaine au sujet de la politique d’immigration, il a été possible d’observer une libéralisation progressive de l’opinion publique durant la période. Dans le cadre de ce mémoire, l’interprétation de cette évolution est centrée sur l’influence grandissante des enjeux de la Guerre Froide dans le débat entourant la réforme.

Depuis l’élection de Jean Charest en 2003, nous constatons que les dogmes issus du discours idéologique néolibéral (déréglementation, privatisation, libéralisation et réduction des dépenses publiques) ont régulièrement et fortement inondé tous les domaines de l’espace public québécois, tant chez les élus que chez les grands conglomérats de médias écrits et audiovisuels. Nous cherchions à savoir qui exerçait une si grande influence pour que rayonnent ces idées conservatrices dans les discours publics au Québec. Nos recherches nous ont menée à un Think Tank québécois : l’Institut économique de Montréal. L’élite intellectuelle qui compose cette organisation a su user d’une influence importante auprès de certains médias écrits, notamment ceux de Gesca, qui, grâce à l’étendue de son puissant réseau social et à son adhésion aux stratégies d’influence de ses pairs, les Think Tanks partisans, a relayé les idées néolibérales de l’IEDM à l’intérieur du discours public québécois. Ce Think Tank a ainsi fait rayonner ses idées dans les pages des quotidiens parmi les plus lus par les Québécois francophones. De jeunes Think Tanks comme l’IEDM jugent primordial l’accès aux médias pour façonner l’opinion et les politiques publiques. Leur objectif est de réussir à influencer la mise à l’agenda et le cadrage des médias afin qu’ils favorisent leurs propositions et leurs idées. L’analyse de trois cas a permis de montrer, qu’à trois moments différents, l’IEDM a influencé la mise à l’agenda des quotidiens de Gesca et que le cadrage s’est révélé favorable aux propositions de l’IEDM dans une proportion importante.
