In the context of the scientific research into radio, recent years have encouraged many theories about the meaning of a post-radio (Oliveira & Portela, 2011), thus enlisting several parameters regarding the inclusion of contemporary radio in the digital and online environments. This digital migration has led to the development of mobile applications for radio, broadening the communicative potential of audiences (Aguado, Feijoo & Martínez, 2013), as well as promoting convergence of interactive content among listeners-users. Aware of this opportunity, the main broadcasters in Spain and Portugal have broadened their radiophonic scope to the mobile platform, especially geared towards smartphones through the development of mobile applications, commonly known as apps (Cerezo, 2010). As a symbol of a culture in permanent changing, smartphones not only provide greater easiness in terms of access and interaction, but also afford larger opportunities for disseminating content among audiences, a phenomenon that some studies have labelled as user distributed content (Villi, 2012). This article presents an exploratory analysis of the current policies of the main Spanish and Portuguese radio broadcasters regarding mobile applications, evaluating the different levels of interaction and participation in these platforms. This observation led to the conclusion, among other findings, that the mobile platform represents a supplementary channel for traditional FM radio, rather than a new medium with its own language and expression.

Os processos e práticas de educação e formação portugueses estão cada vez mais integrados em agendas globalmente estruturadas, cujo eixo de influência se situa no quadro comum das políticas da União Europeia e de organismos transnacionais como a OCDE (Pacheco, 2009). A avaliação tem vindo a assumir, nas últimas décadas, um papel central, extrapolando a sua importância para além do campo da educação (Afonso, 2010). O destaque atribuído à avaliação das escolas decorre de duas tendências que marcam a generalidade dos países europeus: a descentralização de meios e a definição de objetivos nacionais e de patamares de resultados escolares (Eurydice, 2011). Utilizando a análise político-económica da globalização na educação e fazendo também uma abordagem crítica às políticas de partilha (Takayama, 2013), pretendese analisar a mediação das pressões das políticas curriculares de homogeneização e estandardização dos resultados (Afonso, 2012; Santiago, Donaldson, Looney & Nusche, 2012) e a sua influência nos professores de Matemática. O presente estudo quantitativo envolve a realização de um inquérito por questionário aos professores do 1.º e 2.º ciclos de Matemática do Ensino Básico, onde se averigua de que forma o modelo de avaliação externa de escolas, implementado em Portugal desde 2006, tem colaborado para a elaboração de consequências concretas nos standards de avaliação, e na preponderância dos testes sumativos na disciplina de Matemática, considerando as mudanças curriculares e pedagógicas.

Procurou-se contribuir para esboçar uma problemática de pesquisa em torno da privatização em educação, no quadro das relações entre o Estado e os domínios público e privado e tomando como horizonte a construção do direito fundamental à educação e do bem-estar social, situados no Portugal democrático. Argumentou-se que o Estado e as políticas públicas têm, nestes 40 anos, desempenhado um papel central naqueles processos. Durante muito tempo, com fases e combinações distintas, pode observar-se uma espécie de duplicidade na ação estatal, com o acento tónico ora na expansão e consolidação do sistema público, ora no apoio e sustentação de atores e dinâmicas de ampliação do espaço e da influência privados, às vezes assumindo simultaneamente uma e outra orientação em setores diferenciados. Sugere-se, no entanto, que, desde 2011, no quadro de políticas regressivas austeritárias de ajustamento estrutural, com origem na União Europeia, se assistiu a uma rutura em favor de um projeto societal neoliberal radical que, a ser bem sucedido, procura instituir um sistema educativo pobre para pobres e alterar o estatuto e o papel do direito à educação e do sistema público que constitucionalmente o realiza.

The aim of this article is to analyse those situations in which learning and socialisation take place within the context of the Common Foreign and Security Policy (CFSP), in particular, at the level of experts in the Council Working Groups. Learning can explain the institutional development of CFSP and changes in the foreign policies of the Member States. Some scope conditions for learning and channels of institutionalisation are identified. Socialisation, resulting from learning within a group, is perceived as a strategic action by reflective actors. National diplomats, once they arrive in Brussels, learn the new code of conduct of their Working Groups. They are embedded in two environments and faced with two logics: the European one in the Council and the national one in the Ministries of Foreign Affairs (MFA). The empirical evidence supports the argument that neither rational nor sociological approaches alone can account for these processes.

We present a formal model of intra-party politics to explain candidate selection within parties. We think of parties as heterogeneous groups of individuals who aim to implement a set of policies but who differ in their priorities. When party heterogeneity is too large, parties are in danger of splitting into smaller yet more homogeneous groups. In this context we argue that primaries can have a unifying role if the party elite cannot commit to policy concessions. Our model shows how alignment in the preferred policies of various factions within a party, the relative weight of each of these factions and the electoral system interact to create incentives for the adoption of primary elections. We discuss the existing empirical literature in the light of our theoretical predictions to provide a new, structured perspective on the adoption of primary elections.

This paper analyzes a spatial model of political competition between two policy- motivated parties in hard times of crisis. Hard times are modeled in terms of policy- making costs carried by a newly elected party. The results predict policy divergence in equilibrium. If the ideological preferences of parties are quite diverse and extreme, there is a unique equilibrium in which the parties announce symmetric platforms and each party wins with probability one half. If one party is extreme while the other is more moderate, there is a unique equilibrium in which the parties announce asymmetric platforms. If the preferred policies of the parties are not very distinct, there are two equilibria with asymmetric platforms. An important property of equilibrium with asymmetric platforms is that a winning party necessarily announces its most preferred policy as a platform. JEL classification: D72. Schistosomal myeloradiculopathy (SMR) is a form of schistosomiasis that is not linked with a high worm burden but rather is found in patients who have been sporadically exposed to Schistosoma mansoni. This paper aims to determine the occurrence of SMR in a low-endemic area with urban transmission in Campinas, São Paulo, Brazil. A retrospective study was performed, identifying confirmed cases in the two largest public hospitals on the region. Patients were diagnosed with SMR using standardised criteria, common clinical parameters, evidence of schistosomal infection and exclusion of other causes of myelopathy. A total of 27 patients were identified; 19 (85.2%) were men and four (14.8%) were women, ranging from 13-57 years of age (mean = 31.2; standard deviation = 12.8). Patients were classified as autochthonous (n = 14; 51.9%) or allochthonous (n = 11; 40.7%) and epidemiological data could not be obtained for two patients (7.4%). The clinical parameters of these patients were not different from previous studies. The sensitivity of serum immune reactions, cerebrospinal fluid immune reactions and parasitological stool examinations in identifying infected individuals was 87.5%, 93.8% and 40%, respectively. The epidemiological importance of these findings and their relationship with the control policies of schistosomiasis are discussed.

The purpose of this paper is to reflect on the possibilities and challenges of Community Development Banks (CDBs) as an innovative method of socioeconomic management of microcredit for poor populations. To this end, we will discuss the case of Banco Palmas in Conjunto Palmeiras in the city of Fortaleza, in the northeastern state of Ceará, as an empirical case study. The analyses presented here are based on information obtained from Banco Palmas between late 2011 and early 2012. In addition, previous studies by other researchers on the bank and other studies on CDBs were important. The primary data collected at Banco Palmas came from documents made available by the bank, such as reports and mappings. The analyses describe some of the characteristics of the granting of microcredit and allow one to situate it in the universe of microfinance and solidarity finance. They also show the significant growth of local consumption, mostly through the use of the Palmas social currency. The Banco Palmas experience, aside from influencing national public policies of solidarity finance, initiated a CDBs network that encourages the replication of these experiences throughout the country.
