This work aims at presenting the historical and social path traversed in Brazil since slavery until the implementation of affirmative public policies to promote racial equality, at the local level, in the municipality of Presidente Prudente-SP. Therefore, the starting point was the equal rights guaranteed by the Constitution. As a result, there was a brief historical path of national trajectory, starting from slavery to the so-called cordial racism, seeking to demonstrate the route of racial discrimination in the country. Later, we made notes about the necessity and debate on public policy statements of various fields, were made explicit in the text and the articles of the Constitution which prescribe the crime of racism and some of the situations that were highlighted in the national media. The focus in the city of Presidente Prudente was through historical research, interviews, photographic records and documents that informed about the presence of black people in the city. From these data, based on previous research, it was possible to trace the formation and development of the Black Movement in the city and thus point the way to the formation of this City Council for Racial Equality and the need for application of affirmative action policies for the municipality by hereby. Data from the 2000 Census and 2010 indicate the demand of Presidente Prudente as the percentage of blacks self-declared grew this decade. The main demands are paring the areas of Health since the rate of black women Administrative Region (RA) of Presidente Prudente who die in puerperium and high; Education through enhanced, by the Municipal Education Law No. 10,639, and due attention to african-Brazilian culture by respecting the religious manifestations of African origin among others... In order to ensure the teaching and learning process of written and spoken language, the state government of São Paulo established as the official curriculum Read and Write Program (2007) and EMAI (2012). In municipal elementary schools in Bauru SP, since 2013, went into action the Common curriculum, targeting a unified curriculum. The curriculum has a wide range of definitions, which vary according to the conception of the authors, as well as its practice can occur of different ways resulting from the worldview and teacher's work. So, this study aimed to analyze the relationship between the curriculum of state and municipal schools in Bauru regarding its articulation with the use of technology in the early years of elementary school, opposing proposal curriculum and teaching practice. For this, was necessary check the view of teachers on this process, because they are responsible for putting the curriculum in action and link it with the use of technology. Several authors report that the use of technology in education to provide qualitative advances in school learning, thereby we asked whether there is a joint in the daily life of state and municipal schools, through the existing curriculum. To answer these and other questions in this work, we realized a qualitative empirical research base that used as an instrument of data collection: literature review, documentary, interview and questionnaire with nine teachers from public schools in the city Bauru, on which we identified that there curricular flexibility to articulate the use of technologies. However, there are also many challenges and opportunities related to public policies and training of teachers to cope with the demands of the digital age

Planning and sustainable management of water resources require actions that focuses on life quality, recovery and preservation of natural resources. As such, a municipality must have tools which empower the government with the right to exercise such actions, for example, the Master Plan and Sector Plans. To develop municipal plans which will guide the development of the city and provide information for establishment of public policies, it is of the utmost importance that they are designed based on primary and safe data. In view of these considerations, this study aimed at formulating environmental indicators by using a Geographic Information System – GIS. The environmental diagnosis based on the gvGIS was used as database, which made the process to be agile and accurate. The watershed of Lençóis River – SP was the study area. It has a good database from the Environmental Diagnosis of the watershed of Lençóis River, which was created through funds from the State Funds for Water Resources – FEHIDRO. The borrower was the Service of Water Supply and Sewage of Lençóis Paulista – SAAELP. Based on the diagnosis, the indicators were formulated concerning land use and occupation as well as water resources. The results were considered satisfactory and showed that the methodology used in this study is of great importance to evaluate water resources, as it provides a reliable basis for the decision-making process seeking environmental compliance and sustainable development. By using environmental indicators, the sustainability of an area as a whole can be analyzed, and the parts as well, i.e., it is possible to identify which sector is experiencing significant problems and take actions to solve them.

The hegemonic version of democracy is based on Schumpeter’s approach, a legacy of liberal pluralism that reduces the formation of legitimate majorities through representation. Nevertheless, the democratization of authoritarian countries has provided innovative experiences of civil society in new participatory formats. At the institutional level, the Statute of the City regulated the chapter of the Urban Policy of the Federal Constitution of 1988. It advocates participatory formats of public policies in urban management “through public participation and representative associations”. The construction of this agenda is the result of institutional imposition and it reflects the government decisions and civil society demands. This paper analyzes the participation, its ability to share decisions, and to what extent these participatory formats depend on governments for the implementation of new paradigms of urban management. The approach combines theoretical and empirical analysis of development processes of Master Plans normatively guided by the City Statute. The empirical basis is formed by three medium-sized cities in Sao Paulo state: Piracicaba, Bauru and Rio Claro.

This study is linked to the Group of Studies and Research in Educational Policy, GREPPE (interinstitutional group) - Section Rio Claro. In this study, the goal is to identify and analyze the quality of teaching concepts in early childhood education in official documents of the Ministry of Education: National Quality Parameters for Early Childhood Education and Quality Indicators in Early Childhood Education. The aim is to contribute to other research group on supply conditions in municipal and private institutions have agreements. The identification and analysis of such documents, can contribute even as a basis for further studies on public policies for Early Childhood Education. The research will be conducted by means of document analysis and theoretical study on the subject
