Entre 1925 Y 1947, el sistema educativo ecuatoriano experimentó la influencia de la ""escuela nueva"", una tendencia pedagógica que surgió en Estados Unidos yen algunos países europeos a finales del siglo XIX. Este artículo analiza cómo los dispositivos pedagógicos desarrollados por esta tendencia, sirvieron para que se pusiera en marcha un proyecto político y social asociado al higienismo, la regeneración racial, la modernización y la homogeneización cultural. Con este propósito, se analizan dos textos producidos en esos años: la conferencia pronunciada por el pedagogo Leonidas García en el Congreso de Educación Primaria y Normal del Ecuador, realizado en mayo de 1930, y un ensayo de Vicente Andrade, de 1942, sobre la incorporación de la escuela rural a la cultura nacional. Ambos textos ilustran las perspectivas que se tenían sobre los problemas educativos del Ecuador.

Este artículo analiza la génesis del paisaje urbano de Cuenca. Se destacan los elementos patrimoniales, los procesos de crecimiento y de expansión, y los cambios en su paisaje urbano entre los siglos XIX y XX. Utiliza el enfoque de la geografía histórica y de la geografía del paisaje y sus metodologías. Estudia la percepción que la población tiene del territorio, el plano urbano, la arquitectura y los usos del suelo. La investigación incorpora, además, un registro fotográfico de las principales edificaciones que conforman el patrimonio arquitectónico cuencano.

Luego de presentar el comportamiento de la industria dentro de la economía ecuatoriana y señalar algunos elementos claves que debe contener una política de industrialización, el autor hace énfasis en la necesidad de elaborar y adoptar un Plan de Desarrollo Nacional, que permita delinear una política de Estado permanente y que facilite la expansión y modernización de los diferentes sectores económicos. Finalmente realiza un análisis de las perspectivas que las diferentes ramas de la industria tienen frente al TLC.

Partiendo de una mirada retrospectiva del período colonial, el artículo ofrece una visión general sobre el sistema de abastecimiento de agua en la ciudad de Quito, a fines del siglo XIX e inicios del XX. Con este propósito, se estudian las políticas municipales de higienización y salud pública y cómo incidieron en los hábitos domésticos de los habitantes. Además, se aborda el crecimiento urbano en relación a la provisión de agua potable y al crecimiento poblacional.

Este artículo analiza las representaciones sociales y los marcos de memoria en el Parque Histórico Guayaquil. Los recorridos del parque temático son confrontados con registros provenientes de la investigación histórica y de la narrativa social, con el objeto de iluminar la manera en que se reproducen los imaginarios sociales y culturales sobre la modernización de la ciudad y el rol de las élites económicas y los sectores campesinos en dicho proceso.

São Paulo is one of Latin America’s most modern and developed cities, yet around one-third of its 10 million inhabitants live in poor-quality housing in sub-standard settlements. This paper describes the response of the São Paulo municipal government that took office in 2001. Through its Secretariat of Housing and Urban Development, it designed a new policy framework with a strong emphasis on improving the quantity and quality of housing for low-income groups. Supported by new legislation, financial instruments and partnerships with the private sector, the mainstays of the new policy are integrated housing and urban development, modernization of the administrative system, and public participation in all decision-making and implementation processes. The programmes centre on upgrading and legalizing land tenure in informal settlements, and regeneration of the city centre. The new focus on valuing the investments that low-income groups have already made in their housing and settlements has proved to be more cost-effective than previous interventions, leading to improvements on an impressive scale.

This article explores the nature and impact of path dependence in British rail coal haulage before 1939. It examines the factors which locked Britain's railways into a system of small coal wagons with highly fragmented ownership, the cost penalties of this system, and the reasons that attempts at modernization were unsuccessful. The analysis highlights the importance of decentralized ownership of a highly durable installed base of complementary infrastructure. Technical and institutional interrelatedness blocked incremental modernization, while the political requirement to compensate private wagon owners for the loss of their wagon stock made wholesale rationalization financially unattractive.

Department of Health staff wished to use systems modelling to discuss acute patient flows with groups of NHS staff. The aim was to assess the usefulness of system dynamics (SD) in a healthcare context and to elicit proposals concerning ways of improving patient experience. Since time restrictions excluded simulation modelling, a hybrid approach using stock/flow symbols from SD was created. Initial interviews and hospital site visits generated a series of stock/flow maps. A ‘Conceptual Framework’ was then created to introduce the mapping symbols and to generate a series of questions about different patient paths and what might speed or slow patient flows. These materials formed the centre of three workshops for NHS staff. The participants were able to propose ideas for improving patient flows and the elicited data was subsequently employed to create a finalized suite of maps of a general acute hospital. The maps and ideas were communicated back to the Department of Health and subsequently assisted the work of the Modernization Agency.

The purpose of this paper is to explore the implementation of online learning in distance educational delivery at Yellow Fields University (pseudonymous) in Sri Lanka. The implementation of online distance education at the University included the use of blended learning. The policy initiative to introduce online for distance education in Sri Lanka was guided by the expectation of cost reduction and the implementation was financed under the Distance Education Modernization Project. The paper presents one case study of a larger multiple case study research that employed an ethnographic research approach in investigating the impact of ICT on distance education in Sri Lanka. Documents, questionnaires and qualitative interviews were used for data collection. There was a significant positive relationship between ownership of computers and students’ ability to use computer for word processing, emailing and Web searching. The lack of access to computers and the Internet, the lack of infrastructure, low levels of computer literacy, the lack of local language content, and the lack of formal student support services at the University were found to be major barriers to implementing compulsory online activities at the University

Energy efficiency and renewable energy use are two main priorities leading to industrial sustainability nowadays according to European Steel Technology Platform (ESTP). Modernization efforts can be done by industries to improve energy consumptions of the production lines. These days, steel making industrial applications are energy and emission intensive. It was estimated that over the past years, energy consumption and corresponding CO2 generation has increased steadily reaching approximately 338.15 parts per million in august 2010 [1]. These kinds of facts and statistics have introduced a lot of room for improvement in energy efficiency for industrial applications through modernization and use of renewable energy sources such as solar Photovoltaic Systems (PV).The purpose of this thesis work is to make a preliminary design and simulation of the solar photovoltaic system which would attempt to cover the energy demand of the initial part of the pickling line hydraulic system at the SSAB steel plant. For this purpose, the energy consumptions of this hydraulic system would be studied and evaluated and a general analysis of the hydraulic and control components performance would be done which would yield a proper set of guidelines contributing towards future energy savings. The results of the energy efficiency analysis showed that the initial part of the pickling line hydraulic system worked with a low efficiency of 3.3%. Results of general analysis showed that hydraulic accumulators of 650 liter size should be used by the initial part pickling line system in combination with a one pump delivery of 100 l/min. Based on this, one PV system can deliver energy to an AC motor-pump set covering 17.6% of total energy and another PV system can supply a DC hydraulic pump substituting 26.7% of the demand. The first system used 290 m2 area of the roof and was sized as 40 kWp, the second used 109 m2 and was sized as 15.2 kWp. It was concluded that the reason for the low efficiency was the oversized design of the system. Incremental modernization efforts could help to improve the hydraulic system energy efficiency and make the design of the solar photovoltaic system realistically possible. Two types of PV systems where analyzed in the thesis work. A method was found calculating the load simulation sequence based on the energy efficiency studies to help in the PV system simulations. Hydraulic accumulators integrated into the pickling line worked as energy storage when being charged by the PV system as well.

Recent years have seen an emerging civil society in an authoritarian China. The authoritarian embrace of civil society challenges the conventional wisdom that civil society is closely linked to democracy. In Beijing, the rhetoric of civil society linked less to democracy than to modernization. However, does civil society development have any impact on democratization in authoritarian regimes? The thesis tries to provide a tentative answer by studying civil society and democratization in post-Mao China. As a result of economic development and political reforms, gradual political liberalization has marked a shift of state-society relations that gives rise to a certain degree of democratization and a growing civil society. The thesis uses a statistical correlation study to examine the relations between grassroots democratization and civil society development. The study concludes that civil society development may have contributed to democratization at the grassroots level but not on the national level. The impact of civil society on democratization depends on the political structure of the state and will remain limited unless the government allows for further state-led democratic openings.

Esta tese discute três temas: políticas públicas, gestão tecnológica, e setor automotivo. Tendo por objetivo abreviar o ciclo de absorção e desenvolvimento de tecnologia, um volume expressivo de recursos tem sido transferido do setor público para o setor privado através do que é denominado de Política Pública Indutora (PPI). Os governos pretendem, assim, atrair aquelas empresas tecnologicamente mais capacitadas, na expectativa de que transfiram para a localidade onde se instalam o conhecimento que detêm. No Brasil, um dos setores-alvo deste tipo de política tem sido o automotivo, circunstância observada em diferentes momentos da história. Efetivamente, o Regime Automotivo Brasileiro pretende não apenas acelerar o desenvolvimento do país, mas também promover uma significativa transferência de tecnologia. A análise das PPI, por ser de extrema importância, é bastante influenciada e dificultada quer por seus defensores, quer por seus destratores, que as veêm sob os aspectos de sucesso ou não; mas, não bastasse essa dificuldade, há também o elevado conteúdo ideológico que sustenta as argumentações, que faz com que a avaliação se perca num quadro inconclusivo. Afinal, estas iniciativas são benéficas ou não para o país e para as economias regionais? Finalmente, a eficácia, e portanto o acerto desta estratégia só pode ser avaliado expost facto, quando já comprometidos, quiçá irremediavelmente, os recursos públicos. Por essa razão, este estudo desenvolve uma análise ex-ante das políticas públicas do tipo indutoras, fazendo uso de um modelo compreensivo que permite uma análise longitudinal, captando assim, as mudanças no ambiente. Entre outras, procurou-se responder à seguinte questão: é possível, hoje, inferir quanto à contrib uição, se positiva ou negativa, que o Regime Automotivo Brasileiro e os seus desdobramentos estaduais trarão à capacidade tecnológica no entorno da empresa atraída? O problema e a questão de pesquisa foram abordados, predominantemente, sob um enfoque qualitativo, e o método escolhido foi o estudo de caso. Com o auxílio do modelo proposto foi analisada e avaliada a potencialidade de aumento na capacidade tecnológica induzida pela instalação da unidade montadora da General Motors do Brasil, em Gravataí, Rio Grande do Sul. Ao final conclui- se que os benefícios previstos pelo Regime Automotivo Brasileiro, no que diz respeito a capacitação tecnológica local, dificilmente serão atingidos pela instalação de novas empresas automotivas ou a modernização das existentes.

O projeto de lei do Senado de Nº 317 de 2003, que estabelece a autonomia operacional do Banco Central do Brasil, é um grande passo em direção a uma modernização institucional do país. Sendo essa autonomia aprovada, uma questão crucial que se segue é como será o desenho institucional do Banco Central do Brasil. Quais áreas estarão ligadas ao BACEN e quais áreas estarão fora? Quem determinará a meta? Quem serão os membros do COPOM? Essas são apenas algumas questões que surgem quando se fala em autonomia do canco central. Existem diversos exemplos de bancos centrais autônomos no mundo e esse estudo irá analisar como esses cancos centrais operam, para que futuramente se possa tentar desenhar um arranjo institucional que se adapte as necessidades brasileiras.

A presente dissertação trata do enoturismo na Serra Gaúcha, tendo como um fio condutor o processo de imigração italiana para a região e a manutenção de identidades e tradições ligadas ao cultivo da uva e à produção do vinho. O cerne do argumento é a importância das tradições italianas como um fator na criação das identidades coletivas regionais e de articulação entre passado e presente. Discute-se como as tradições engendram a produção da modernidade no âmbito das empresas e das atividades turísticas na região. Argumentamos que o apelo às tradições de origem é fruto, em primeiro lugar, do processo de imigração italiana para esta região do Nordeste do Rio Grande do Sul. Em seguida mostramos como a Festa da Uva, a primeira das comemorações, reinventa a tradição e se constitui no motor e base para o turismo na região. Finalmente, mostramos como a permanência da identidade nacional italiana atua como um fator de inovação, sobretudo nas técnicas de produção do vinho e da organização das atividades empresariais na região, numa síntese entre aspectos da tradição e da pós-modernidade.

This study is a gathering and analysis of the main proposals and initiatives of Public Reform in Brazil, in a specific social area: the Education sector. The research considered the period that goes from the beginning of the 80's to the first half of the 90's, with special emphasis to the role of management in the sector's reform. The debate over the Education Reform was centered on the more general theories of the Government's reform, related on the one hand to the functions and size of Government, and on the other hand, to the management of the governmental policies. Two distinct moments were identified in the period considered, with respect to the role of Education and the priorities of the sector's reform. In a first moment, between the beginning of the 80's and the new Constitution, Education was seen as a citizen's right. In a second moment, the qualification for work was also added, as a condition for Brazil's entering a new international order. As to priorities, the emphasis was in the democratization of management and decision making processes, in the 80's. From the end of the decade on, and through the 90's, besides the democratization theme, emphasis was given to modernization of the decision making processes and management. The interaction between democratization and modernization became one of the biggest challenges for the sector's reform, and is a condition for Government to enhance quality and equity in education.
