Advances in multiscale material modeling of structural concrete have created an upsurge of interest in the accurate evaluation of mechanical properties and volume fractions of its nano constituents. The task is accomplished by analyzing the response of a material to indentation, obtained as an outcome of a nanoindentation experiment, using a procedure called the Oliver and Pharr (OP) method. Despite its widespread use, the accuracy of this method is often questioned when it is applied to the data from heterogeneous materials or from the materials that show pile-up and sink-in during indentation, which necessitates the development of an alternative method. ^ In this study, a model is developed within the framework defined by contact mechanics to compute the nanomechanical properties of a material from its indentation response. Unlike the OP method, indentation energies are employed in the form of dimensionless constants to evaluate model parameters. Analysis of the load-displacement data pertaining to a wide range of materials revealed that the energy constants may be used to determine the indenter tip bluntness, hardness and initial unloading stiffness of the material. The proposed model has two main advantages: (1) it does not require the computation of the contact area, a source of error in the existing method; and (2) it incorporates the effect of peak indentation load, dwelling period and indenter tip bluntness on the measured mechanical properties explicitly. ^ Indentation tests are also carried out on samples from cement paste to validate the energy based model developed herein by determining the elastic modulus and hardness of different phases of the paste. As a consequence, it has been found that the model computes the mechanical properties in close agreement with that obtained by the OP method; a discrepancy, though insignificant, is observed more in the case of C-S-H than in the anhydrous phase. Nevertheless, the proposed method is computationally efficient, and thus it is highly suitable when the grid indentation technique is required to be performed. In addition, several empirical relations are developed that are found to be crucial in understanding the nanomechanical behavior of cementitious materials.^

Dechlorane Plus (DP) is a proposed alternative to the legacy flame retardant decabromodiphenyl ether (BDE-209), a major component of Deca-BDE formulations. In contrast to BDE-209, toxicity data for DP are scarce and often focused on mice. Validated dietary in vivo exposure of the marine bivalve (Mytilus galloprovincialis) to both flame retardants did not induce effects at the physiological level (algal clearance rate), but induced DNA damage, as determined by the comet assay, at all concentrations tested. Micronuclei formation was induced by both DP and BDE-209 at the highest exposure concentrations (100 and 200 mu g/L, respectively, at 18% above controls). DP caused effects similar to those by BDE-209 but at lower exposure concentrations (5.6, 56, and 100 mu g/L for DP and 56, 100, and 200 mu g/L for BDE-209). Moreover, bioaccumulation of DP was shown to be concentration dependent, in contrast to BDE-209. The results described suggest that DP poses a greater genotoxic potential than BDE-209

El terrorismo es considerado en la Estrategia Global para la Política Exterior y de Seguridad de la UE como una de las principales amenazas a la seguridad de la Unión Europea. La lucha contra el terrorismo ha dado sus frutos en los últimos quince años, pero este artículo analiza la nueva Estrategia y se pregunta si será suficiente para responder con eficacia a esta amenaza y si se están empleando todos los medios necesarios para atajarla.

Les approches visant à conceptualiser les habitudes problématiques de jeux de hasard et d’argent (JHA) à l’adolescence se distinguent sur deux aspects. Premièrement, par la nature des variables impliquées dans la conceptualisation du phénomène; la plupart des approches intègrent principalement des variables de nature individuelle dans leur modélisation alors que les variables de nature sociales sont encore peu prises en compte. Le deuxième aspect concerne la distinction entre déterminisme et interactionnisme : plusieurs approches semblent s’inscrire dans un courant déterministe et peu d’entre elles s’avèrent considérer l’individu comme un acteur social dynamique et en interaction avec son environnement. Or, il est essentiel d’examiner le sens que revêtent les comportements de JHA du point de vue des acteurs et au regard du contexte social dans lequel ils évoluent afin de mieux comprendre comment ils s’inscrivent dans leur réalité. La théorie générale de la rationalité (TGR), de Raymond Boudon, offre cette possibilité. Cette étude qualitative vise donc à comprendre les rationalités sous-jacentes aux comportements de JHA d’adolescents considérés comme manifestant des habitudes problématiques sur ce plan? Cet objectif général repose sur quatre objectifs spécifiques : 1) comprendre leurs premières expériences de JHA ainsi que leur évolution, 2) situer les expériences de JHA à l’intérieur de leur contexte (contexte social de jeu, partenaires de jeu, perception de l’entourage, etc.), 3) décrire les bénéfices et les conséquences négatives liés aux JHA et 4) décrire leur perception quant au degré de sévérité de leurs habitudes de JHA. La thèse s’appuie sur une analyse secondaire de données collectées dans le cadre d’un projet de recherche pancanadien dont l’objectif était le développement et la validation de l’Inventaire canadien des jeux de hasard et d’argent chez les adolescents (Tremblay et al., 2010). Les données utilisées portent sur l’expérience des adolescents ayant des habitudes problématiques de JHA. Elles ont été récoltées dans le cadre d’entrevues semi-structurées réalisées auprès de 31 adolescents présentant des habitudes problématiques de JHA en traitement pour leur consommation de substances psychoactives (SPA). L’analyse des propos des adolescents révèle que les bénéfices associés aux premières expériences de JHA et à leur exacerbation sont de nature matérielle, émotive et sociale. Par ailleurs, les contextes physiques et sociaux dans lesquels s’actualisent les comportements de JHA sont généralement les mêmes que ceux dans lesquelles se déroule l’usage de SPA. À cet effet, trois types de relations entre usage de SPA et habitudes de JHA ressortent du discours des adolescents: circulaire (les deux activités s’alimentent mutuellement), hiérarchique (l’une prime sur l’autre) et tripartite (les deux activités sont financées par des activités externes, souvent reliées à la délinquance). Les contextes dans lesquels s’opérationnalisent ces relations contribuent à leur renforcement, mais ont également le potentiel d’en favoriser l’affaiblissement et l’extinction. Les résultats obtenus révèlent que les comportements de JHA des adolescents s’inscrivent à l’intérieur de rationalité de nature instrumentale, cognitive et axiologique et que ces rationalités modulent leur perception du degré de sévérité de leurs habitudes de JHA. À cet effet, la théorie générale de la rationalité permet un éclairage nouveau afin de mieux comprendre comment les habitudes de JHA s’inscrivent dans la réalité des adolescents et pourquoi une proportion importante d’entre eux ne perçoit pas ces dernières comme problématiques.

In recent years, the EU and its member states have experienced a number of changes, as well as challenges, in the areas of politics, economics, security and law. As these areas are interconnected, changes and challenges to any of them have implications for the others, as well as implications for the populations and institutions of the EU or those coming into contact with its international power and influence. This edited collection focuses primarily on security and law, particularly the EU’s internal security strategy. The EU’s Internal Security Strategy, adopted by the Spanish presidency early in 2010, followed the Lisbon Treaty in 2009, building on previous developments within the EU in the Area of Freedom Security and Justice (AFSJ) policy. The focus of the EU Internal Security Strategy is to prevent and combat “serious and organised crime, terrorism and cybercrime, in strengthening the management of our external borders and in building resilience to natural and man-made disasters”. The Internal Security strategy intersects and overlaps with the European Union’s Counter-terrorism strategy, the Strategy for the External Dimension of JHA, and the EU’s Security Strategy. The role of and interaction between these strategies, their supplementing documents, and their implications for crime, victims, the law, political relations, democracy and human rights, form the backdrop against which the chapters in this collection are written. Building on original research by its contributors, this collection comprises work by authors from a wide variety of academic and professional areas and perspectives, as well as different countries, on a variety of areas and issues related to or raised by the EU’s Internal Security Strategy, from intelligence-led policing to human trafficking and port security. This book examines, from a wide variety of disciplinary perspectives including law, geography, politics and practice, both this further refinement of existing internal provisions on cross-border crime, and the increasing external relations of the EU in the AFSJ.

The key functional operability in the pre-Lisbon PJCCM pillar of the EU is the exchange of intelligence and information amongst the law enforcement bodies of the EU. The twin issues of data protection and data security within what was the EU’s third pillar legal framework therefore come to the fore. With the Lisbon Treaty reform of the EU, and the increased role of the Commission in PJCCM policy areas, and the integration of the PJCCM provisions with what have traditionally been the pillar I activities of Frontex, the opportunity for streamlining the data protection and data security provisions of the law enforcement bodies of the post-Lisbon EU arises. This is recognised by the Commission in their drafting of an amending regulation for Frontex , when they say that they would prefer “to return to the question of personal data in the context of the overall strategy for information exchange to be presented later this year and also taking into account the reflection to be carried out on how to further develop cooperation between agencies in the justice and home affairs field as requested by the Stockholm programme.” The focus of the literature published on this topic, has for the most part, been on the data protection provisions in Pillar I, EC. While the focus of research has recently sifted to the previously Pillar III PJCCM provisions on data protection, a more focused analysis of the interlocking issues of data protection and data security needs to be made in the context of the law enforcement bodies, particularly with regard to those which were based in the pre-Lisbon third pillar. This paper will make a contribution to that debate, arguing that a review of both the data protection and security provision post-Lisbon is required, not only in order to reinforce individual rights, but also inter-agency operability in combating cross-border EU crime. The EC’s provisions on data protection, as enshrined by Directive 95/46/EC, do not apply to the legal frameworks covering developments within the third pillar of the EU. Even Council Framework Decision 2008/977/JHA, which is supposed to cover data protection provisions within PJCCM expressly states that its provisions do not apply to “Europol, Eurojust, the Schengen Information System (SIS)” or to the Customs Information System (CIS). In addition, the post Treaty of Prüm provisions covering the sharing of DNA profiles, dactyloscopic data and vehicle registration data pursuant to Council Decision 2008/615/JHA, are not to be covered by the provisions of the 2008 Framework Decision. As stated by Hijmans and Scirocco, the regime is “best defined as a patchwork of data protection regimes”, with “no legal framework which is stable and unequivocal, like Directive 95/46/EC in the First pillar”. Data security issues are also key to the sharing of data in organised crime or counterterrorism situations. This article will critically analyse the current legal framework for data protection and security within the third pillar of the EU.

Esta investigación analiza el impacto del Programa de Alimentación Escolar en el trabajo infantil en Colombia a través de varias técnicas de evaluación de impacto que incluyen emparejamiento simple, emparejamiento genético y emparejamiento con reducción de sesgo. En particular, se encuentra que este programa disminuye la probabilidad de que los escolares trabajen alrededor de un 4%. Además, se explora que el trabajo infantil se reduce gracias a que el programa aumenta la seguridad alimentaria, lo que consecuentemente cambia las decisiones de los hogares y anula la carga laboral en los infantes. Son numerosos los avances en primera infancia llevados a cabo por el Estado, sin embargo, estos resultados sirven de base para construir un marco conceptual en el que se deben rescatar y promover las políticas públicas alimentarias en toda la edad escolar.
