This article discusses the challenges of irregular migration for the security of the EU. They are analyzed starting with the European Security Strategy 2003, and the Report on its Implementation, 2008, and notes many failures: The EU Members did not follow the directives adopted in Brussels, the mismanagement of migration and asylum policies, and numerous actions that can be characterized or described as improvised, scattered or irresponsible. The 2016 Global Strategy recognizes these failures and call attention to the European leaders to reconsider how the EU functions and operates, suggesting the need for greater unity and cooperation to achieve a more effective migration policy. However, the article points out that practically all of the sections of the new Strategy dealing with migration were already embodied in previous Strategies, and stress that in parallel with the publication of the 2016 Global Strategy, actions are already undertaken, such as the EU readmission agreements signed with several important third countries of origin.

La utilidad de los Battlegroups, casi una década después de declarar capacidad operativa plena, ha estado y continuará estando en duda debido a la inacción europea. Para que la UE se convierta en el actor internacional que durante tantos años ha proclamado, necesitará consolidar su capacidad de respuesta rápida militar para hacer frente a crisis multidimensionales y llevar a cabo todo el espectro de Misiones Petersberg. El artículo hace un repaso a la concepción y el desarrollo de los Battlegroups y propone un conjunto de reformas para que puedan llegar a ser un instrumento efectivo de respuesta rápida militar.

Heterogeneity has to be taken into account when integrating a set of existing information sources into a distributed information system that are nowadays often based on Service- Oriented Architectures (SOA). This is also particularly applicable to distributed services such as event monitoring, which are useful in the context of Event Driven Architectures (EDA) and Complex Event Processing (CEP). Web services deal with this heterogeneity at a technical level, also providing little support for event processing. Our central thesis is that such a fully generic solution cannot provide complete support for event monitoring; instead, source specific semantics such as certain event types or support for certain event monitoring techniques have to be taken into account. Our core result is the design of a configurable event monitoring (Web) service that allows us to trade genericity for the exploitation of source specific characteristics. It thus delivers results for the areas of SOA, Web services, CEP and EDA.

This article discusses event monitoring options for heterogeneous event sources as they are given in nowadays heterogeneous distributed information systems. It follows the central assumption, that a fully generic event monitoring solution cannot provide complete support for event monitoring; instead, event source specific semantics such as certain event types or support for certain event monitoring techniques have to be taken into account. Following from this, the core result of the work presented here is the extension of a configurable event monitoring (Web) service for a variety of event sources. A service approach allows us to trade genericity for the exploitation of source specific characteristics. It thus delivers results for the areas of SOA, Web services, CEP and EDA.

Stress is a phenomenon that on some level affects everyone’s lives on a daily basis. The autonomic nervous system controls the varying levels of stress at any given time. The responses of the autonomic nervous system adjust the body to cope with changing external and internal conditions. During high-stress situations the body is forced into a state of heightened alertness, which passes when the stressor is removed. The stressor can be any external or internal event that causes the body to respond. Stress is a very versatile phenomenon that can be both a cause and an indicator of other medical conditions, for example cardiovascular disease. Stress detection can therefore be helpful in identifying these conditions and monitoring the overall emotional state of a person. Electrodermal activity (EDA) is one of the most easily implemented ways to monitor the activity of the autonomic nervous system. EDA describes changes occurring in the various electrical properties of the skin, including skin conductivity and resistance. Increased emotional sweating has been proven to be one possible indication of stress. On the surface of the skin, increased sweating translates to increased skin conductivity, which can be observed through EDA measurements. This makes electrodermal activity a very useful tool in a wide range of applications where it is desirable to observe changes in a person’s stress level. EDA can be recorded by using specialized body sensors placed on specific locations on the body. Most commonly used recording sites are the palms of the hands due to the high sweat gland density on those areas. Measurement is done using at least two electrodes attached to the skin, and recording the electrical conductance between them. This thesis implements a prototype of a wireless EDA measurement system. The feasibility of the prototype is also verified with a small group of test subjects. EDA was recorded from the subjects while they were playing a game of Tetris. The goal was to observe variations in the measured EDA that would indicate changes in the subjects’ stress levels during the game. The analysis of the obtained measurement results confirmed the connection between stress and recorded EDA. During the game, random occurrences of lowered skin resistance were clearly observable, which indicates points in the game where the player felt more anxious. A wireless measurement system has the potential of offering more flexible and comfortable long-term measuring of EDA, and could be utilized in a wide range of applications.

Para determinar la digestibilidad total aparente de la materia seca (DMS), energía (EDA), y nitrógeno (DAN) de una mezcla de sorgo (MSO) con un complejo enzimático (CE) en dietas para cerdos en crecimiento, se realizó un experimento en dos periodos de ocho días cada uno. Se utilizaron 24 cerdos (35 kg de peso vivo) distribuidos en un diseño de bloques al azar (periodo como bloque) con cuatro dietas y seis cerdos por dieta en un arreglo factorial de tratamientos 2 × 2. Los factores fueron dos ingredientes (MSO y maíz) con o sin CE resultando en las siguientes dietas: basal con maíz (DBM); DBM con la adición del CE (DBM+CE); dieta a base MSO (DMSO) y DMSO+CE. Los cerdos fueron alojados individualmente en jaulas metabólicas para la recolección total de heces. Los datos fueron analizados mediante el programa estadístico PROC MIXED de SAS, aplicando pruebas de ANAVAR, utilizando el procedimiento GLM-Tukey. No se encontró efecto del CE sobre las variables evaluadas. La EDA varió significativamente (P = 0,003) entre los dos ingredientes con valores de 3641,49 ± 42,95 kcal/kg MS y 3540,61 ± 55,82 kcal/kg MS para DBM y DMSO, respectivamente. La DAN fue mayor (P = 0,002) en la DBM (81,75±1,55 %) con respecto a la DMSO (77,06 ± 3,44%). Se concluye que la adición del CE no afectó la DMS, DAN y EDA de la mezcla de granos de sorgo evaluada en dietas para cerdos en crecimiento.

Las pol?ticas p?blicas tienen como objetivo crear en los Estados principios democr?ticos y de cumplimiento de los derechos humanos civiles, pol?ticos, culturales, sociales y econ?micos. En relaci?n con el enfoque de derechos humanos, este contempla unos medios dispuestos a exigir el cumplimiento y la satisfacci?n de los derechos fundamentales, principalmente el derecho a la salud, con base a unas obligaciones de promover, garantizar, respetar y proteger, y no violarlos. En este sentido las pol?ticas p?blicas con enfoque de derechos humanos deben considerarse como un puente entre los valores y principios de los derechos y las obligaciones del Estado enmarcadas en la democracia y en un marco legal de obligatorio cumplimiento, m?s aun cuando se refiriere al grupo poblacional de los ni?os, j?venes y adolescentes.

Schedules can be built in a similar way to a human scheduler by using a set of rules that involve domain knowledge. This paper presents an Estimation of Distribution Algorithm (EDA) for the nurse scheduling problem, which involves choosing a suitable scheduling rule from a set for the assignment of each nurse. Unlike previous work that used Genetic Algorithms (GAs) to implement implicit learning, the learning in the proposed algorithm is explicit, i.e. we identify and mix building blocks directly. The EDA is applied to implement such explicit learning by building a Bayesian network of the joint distribution of solutions. The conditional probability of each variable in the network is computed according to an initial set of promising solutions. Subsequently, each new instance for each variable is generated by using the corresponding conditional probabilities, until all variables have been generated, i.e. in our case, a new rule string has been obtained. Another set of rule strings will be generated in this way, some of which will replace previous strings based on fitness selection. If stopping conditions are not met, the conditional probabilities for all nodes in the Bayesian network are updated again using the current set of promising rule strings. Computational results from 52 real data instances demonstrate the success of this approach. It is also suggested that the learning mechanism in the proposed approach might be suitable for other scheduling problems.

El principal objetivo de esta investigaci?n formativa es analizar los alcances de las pol?ticas p?blicas de justicia transicional desarrolladas para reparar integralmente las v?ctimas de la dictadura militar en Uruguay entre 1985 y 2010. Con este fin se elabor? un modelo anal?tico que relaciona la teor?a de las 3R de Galtung (1998) con el conjunto de principios establecidos por la Asamblea General de las Naciones Unidas (2005) que constituyen los elementos b?sicos para la reparaci?n integral (restituci?n, indemnizaci?n, rehabilitaci?n, satisfacci?n y garant?as de no repetici?n). Como resultado se encontr? que durante los gobiernos post-dictatoriales de centro y derecha desde 1985 hasta 2005, se implementaron y ejecutaron pol?ticas p?blicas de justicia transicional que en su mayor?a no cumplieron con los est?ndares internacionales para garantizar una reparaci?n integral efectiva. No obstante, se destaca que durante el gobierno de Tabar? V?squez (2005-2010), perteneciente al Partido de Coalici?n de Izquierda del Frente Amplio, se promulga la Ley de Reparaciones 18.596 de 2009 que establece amplias garant?as para las v?ctimas y sus familiares con el fin de contribuir a su reparaci?n integral, allanando as? el camino para lograr una adecuada transformaci?n del conflicto.

El presente trabajo tiene un enfoque descriptivo, en el que nos centraremos en temas puntuales Concernientes al funcionamiento de la Justicia de Paz en la ciudad de Cali espec?ficamente en las Comunas 20 y 13. Para el abordaje de estos t?picos ser? necesario aclarar varios conceptos referentes a la justicia Comunitaria y los diferentes roles que cumplen los llamados Jueces de Paz como encargados en primera instancia de dirimir los conflictos al interior de la comunidad. Este trabajo de grado, para su desarrollo tuvo diferentes fuentes de consulta as? como un seguimiento detallado a dos de las representantes de la justicia comunitaria de las comunas en menci?n. En primera instancia a La juez de paz Martha Nubia Bernal Arciniegas, quien se desempe?a como Juez de Paz segunda de conocimiento en el despacho especial de justicia y Paz 20. Por otra parte la Juez de Paz Mar?a Jes?s San Mart?n P?ez quien ejerce como Juez de Paz de la comuna 13. Gracias a su oportuna disposici?n para colaborar con las necesidades de informaci?n y material de apoyo, se hizo posible desarrollar y culminar exitosamente el presente escrito.
