Citizens say they are very concerned about the environment, and they know the role they play in their deterioration; but there is a gap between this proclaimed interest and the mobilization against environmental problems. Several news published between 2010 and 2011 about the Spanish energy policy and Doñana have economic and social aspects, that sometimes are confused with environmental aspects. It is worthy of study, therefore, to analyze how the press reflects that citizen interest; and how a critical issue as the quality of the information can influence the attitude of citizens in issues related to the environment. If the journalistic practice does not meet quality its function, it will condition the social participation.

A Minimum Essential Standard of Living (MESL) is derived from a negotiated consensus on what people believe is a minimum standard. It is a standard of living that meets an individual’s or a household’s physical, psychological and social needs. This is calculated by identifying the goods and services required by different household types in order to meet their needs. While an MESL is based on needs, not wants, it is a standard of living below which nobody should be expected to live. This report focuses on food, one of the 16 elements of the Minimum Essential Standard of Living (MESL) data. It is based on a methodology called Consensual Budget Standards (CBS). The report is presented in the context of increasing concerns about the issue of food poverty in the Republic of Ireland (ROI) and an increase in the number of people reporting that they do not have enough money to buy food. Recent data from The Organisation for Economic Co-operation and Development (OECD) have shown that the number of people believing they cannot afford food doubled from 4.2% in 2008 to 9% in 2014. Data from Eurostat show that in 2013, food and non-alcoholic beverage prices in Ireland were 17% higher than the EU average. Moreover, research by Carney and Maitre, using data from the Survey on Income and Living Conditions (SILC), found that one in ten people are living in food poverty in Ireland. Food poverty is defined as the inability to have an adequate and nutritious diet due to issues of affordability and access to food. This has related effects on health, culture and social participation. The 2013 data from the Survey on Income and Living Conditions (SILC) show that 1.4 million people, almost 31% of the population, suffer from deprivation. This means that they are unable to afford two items from a list of 11 very basic items (of which one is not being able to eat a meal with meat, chicken, fish or a vegetarian equivalent every second day). The highest levels of deprivation are experienced by lone parents (63%), unemployed people (55%) and people not at work because of illness or disability (53%). The experience of the Vincentian Partnership for Social Justice (VPSJ) is that expenditure on food tends to be one of the least important considerations when households are dealing with competing demands on an inadequate income. Introdução: Em Portugal, bem como nos restantes países mundiais, tem sido registado, em virtude de múltiplas transformações societárias, um aumento crescente do envelhecimento demográfico. Este novo cenário demográfico originou uma reflexão, por parte de organizações supranacionais, sobre as cidades na sua relação com os munícipes mais velhos. Desta reflexão surge o projeto Cidade Amiga das Pessoas Idosas que apresenta referenciais de avaliação das cidades para que estas possam adaptar as suas estruturas e serviços aos seus munícipes mais velhos. Beneficiando desta forma do potencial que as pessoas mais velhas representam para a humanidade. Objetivos: O presente estudo tem como objetivo central verificar se a cidade de Coimbra é uma cidade amiga das pessoas idosas. Metodologia: A pesquisa remete para um estudo qualitativo exploratório a partir dos procedimentos metodológicos que constam do Protocolo de Vancouver. O focus group decorreu em duas sessões. Participantes: Foram auscultados 16 pessoas, 15 (93,8%) do sexo feminino. A idade média situa-se nos 79,88 anos (dp= ± 10,658), são maioritariamente viúvos (7= 43,8 %) e 7 (43,8%) e têm como habilitações a 4ª classe. Autoclassificam-se maioritariamente na classe média baixa (7 =43,8). Resultados: Das oito categorias analisadas três categorias “espaços exteriores e edifícios”, “transportes” e “respeito e inclusão social” são avaliadas com aspetos positivos e negativos. O “suporte comunitário e serviços de saúde” é avaliado como positivo enquanto a “habitação”, “participação social” e “comunicação e informação” são avaliados como negativos. As sugestões efetuadas referem-se a um único tópico “espaços exteriores e edifícios”. Conclusões: Se partilharmos a tese que uma cidade amiga das pessoas idosas estimula o envelhecimento ativo porque otimiza as oportunidades de participação no ambiente urbano melhorando, desta forma, a qualidade de vida das pessoas envelhecem. Os resultados que obtivemos, a partir da auscultação de um grupo de idosos, permitem-nos afirmar que Coimbra precisa de se adaptar aos seus munícipes mais velhos. Só assim Coimbra se poderá tornar uma cidade amiga das pessoas idosas. Importa igualmente registar que os resultados encontrados devem ser mediados pelo perfil sociodemográfico dos idosos entrevistados. / Introduction: In Portugal, as well as in other countries worldwide, has been registered by virtue of multiple associated transformations, an increasing growing of population. This new demographic scenario triggered, led to a reflection on the part of supranational organizations, about the cities in their relationship with the older residents. This reflection comes with the project Friendly City of Older Persons that presents benchmarks for the evaluation of cities so that they can adapt their structures and services to its older citizens. Enjoying this way the potential that older people represent for humanity. Objectives: This study aims to check if the city of Coimbra is an elderly friendly city. Methodology: The research refers to an exploratory qualitative study from the methodological procedures of the Vancouver Protocol. The focus group was held in two sessions. Participants: 16 people were sounded out, 15(93.8%) were female. The average ages tends at79.88 years (dp = ±10,658), are mostly widowers (7=43.8%) and 7 (43.8%) have the qualifications to4th grade. They are classified mostly in the lower middle class(7=43.8). Results: Of the eight analyzed categories three categories" outdoor spaces and buildings", "transport" and "respect and social inclusion" are evaluated on positive and negative aspects. The "community support and health services" is evaluated as positive as the"housing", "social participation "and "communication and information" are evaluated as negative. The suggestions are related to a single topic "buildings and outdoor areas." Conclusions: If we share the view that an elderly friendly citizen courages active aging because it optimizes the opportunities for participation in the urban environment improving, in this manner, the quality of life of the elderly. The results we obtained from the consultation of a group of elderly allow us to say that Coimbra needs to adapt to its older citizens. Only then Coimbra can become a friendly city of the elderly. It should also be noted that the results should be mediated by socio-demographic profile of elderly respondents.

The subjects of the research are mainly individuals who have begun an apprenticeship or university education. Economic competence and financial literacy are of special interest for this group because they are usually in the unique position of being responsible for managing their own financial affairs autonomously, often for the first time. El artículo expresa el camino recorrido por un grupo interdisciplinario de extensionistas en su mayoría mujeres, quienes se dieron a la tarea de desarrollar un modelo de intervención comunitario de naturaleza participativa. Se describen las diferentes etapas así como los objetivos alcanzados, los cuales derivan en aprendizajes valiosos para el trabajo en el ámbito de la promoción de la salud. Abstract This article points out the experiences and activities developed by an interdisciplinary group of academics, mostly women, in their objective to build a participative model of intervention in a community. Different moments as goals achieved are described with the purpose of learning from experiences in order to work in the field of promoting health as a participative effort.

The Sectoral Plan was inserted as an urban instrument in Master Plan of Natal (LC82/07), since then it has been deepened. It is guided to the equitable distribution of the benefits of urbanization, aimed the efetivation of the Right to the City and the Environmental function of property in the context of urban planning. Thereby, the Sectoral Plan was inserted into the perspective of promoting a favorable field for applying articulated of instruments defined in the Master Plan, and them with urban interventions, through the deepening of macrozoning - coming out of dimension of the city and going to a small fraction of the urban by reducing scaling - facilitating democratic management in accordance with the City Statute. However, the absence of regulation and the conceptual and operational fragility of the instrument, approached it of other existent experiences and instruments, limiting its application and evaluation. Considering the innovative nature of the instrument and the intense social participation, we inquire about conceptual and operational elements which could give greater effectiveness to Sector Plan in construction? Guided by that question, this dissertation aim to understand the nature and operational procedures of Sectoral Plan, seeking to do indications about the conceptual and operational aspects of implementing a Sector Plan. The neighborhood of Ponta Negra was selected as empirical universe because it was the first sector defined in the Master Plan. This research adopts reference authors who´s make reflection and insights about the matrix of Urban Reform, whose principles constitute the basis of the trajectory of revision of urban planning in Brazil since the 1980s, highlighting Raquel Rolnik, Nelson Saule Júnior and Orlando Alves dos Santos Júnior. For the local monitoring, we use the authors Alexsandro Ferreira Cardoso Silva, Rosa Maria Pinheiro Oliveira e Marise Costa da Souza Duarte, in order to understand the growth dynamics of Natal, lawfully and urbanistically

Contemporary studies have shown that the evolution of the heritage concepts is accompanied by an affirmation of the importance of social participation in recognizing heritage values and in managing cultural assets. We used the Brazilian context to emphasize the challenges for democratizing this process. This problematic is discussed based on the cases of Cidade Altaand Ribeira, neighborhoods that date from the formation of Natal-RNand have cultural assets recognized by levels of government. The study builds elements to answer the research question: what meanings and representations does the culturalheritage in the case study have for its users? The research method analyzes the representations and the meanings of the neighborhoods, firstly is based on historiographical studies, memories records of the city and on the process of heritage management. Secondly, it isbased on the field research, it is structured in environmental perception studies (areas of Environmental Psychology, Architecture and Urbanism) and has been applied with users with different bonds with the studied environment (residents, workers and visitors). The data were obtained with the multi-method which included direct observation, questionnaire survey and mentalmaps (that replicate Kevin Lynch). The analysis of result verified the research hypothesis, emphasizing aspects of the relationship between users and cultural heritage relevant to strengthening collective memory, local identity, contributing to heritage management. Among the results, the socio-environmental image obtained which emphasized a "cultural axis" linkingboth studied neighborhoods and confirms the influences of elements rein the memories records of the city and in the area s management. Identified aspects to strengthen the relationship between the users and cultural assets, such as the presence of placeswith affective ties to certain groups, as well as the need to fight off negative images (of degradation and insecurity) associated to the site and also expand the participation of the population, including residents, in policies and cultural activities. After all, recognition of value and the involvement of societycultural assets have the potential of contribute to integrate city development with heritage conservation

O envelhecimento ativo é o processo de otimização das oportunidades de saúde, participação e segurança, a fim de melhorar a qualidade de vida das pessoas à medida que envelhecem. Permite que as pessoas realizem o seu potencial físico, social, mental e de bem-estar ao longo da vida, bem como de participação na sociedade, ao fornecer-lhes proteção, segurança e cuidados adequados quando eles precisam. Com o presente estudo pretendeu-se, globalmente, saber qual a perspetiva das pessoas idosas que frequentam a Universidade Sénior de Águeda sobre o Envelhecimento Ativo e como valorizam os seus determinantes básicos durante este processo. Trata-se de um estudo exploratório, de natureza descritiva, com uma abordagem qualitativa. Participaram vinte pessoas idosas, sendo quinze do género feminino e cinco do género masculino. Os participantes estavam inscritos na Universidade Sénior de Águeda, pelo menos desde o início do ano letivo. A técnica utilizada para a recolha de dados foi um guião de entrevista semiestruturada e para a análise destes dados foi utilizada a técnica de análise de conteúdo predominantemente indutiva. Relativamente aos resultados do nosso estudo, na perspetiva dos participantes, o conceito de envelhecimento ativo, circunscreve-se essencialmente a duas grandes áreas: a promoção da atividade e a necessidade de se manterem ocupados. Relativamente à primeira destacaram as suas componentes física e mental, as quais estão relacionadas com aspetos da saúde. Quanto à segunda área os participantes relacionaram-na com a participação social. Também nas entrevistas foi destacada a participação social como um determinante fundamental para o envelhecimento ativo, associada à convivência e à promoção de atividades por organizações de apoio social. Quanto à frequência da Universidade Sénior, as pessoas idosas referem que a frequentam pela promoção do envelhecimento ativo nomeadamente através das suas atividades nos diferentes domínios. Concluiu-se que as pessoas idosas participantes no estudo não têm conhecimentos acerca do conceito geral do envelhecimento ativo nem de todos os seus determinantes, é de salientar também o valor que as pessoas idosas dão à USEA. Em relação às implicações para a prática da gerontologia elas decorrem dos resultados, devido ao facto das pessoas valorizarem a importância da Universidade Sénior, é então necessário criar mais espaços que propiciem essas condições, pois não existem em todos os concelhos e por vezes situam-se nos centros das cidades, o que se torna de difícil acesso para as pessoas idosas que vivem nas periferias. Por outro lado, em relação à segurança, o determinante do envelhecimento ativo que não foi reconhecido pelas pessoas idosas, é necessário que exista formação acerca da segurança, tanto no ambiente doméstico de maneira a reduzir os riscos face a quedas e também em relação aos espaços públicos.

This study aims to analyze the process of implementation of Maria da Penha Law in Paraná from the perception of persons directly involved in combating violence against women in that state. To achieve this goal, the implementation in Curitiba was taken as the main reference, due to its status as capital, being the headquarter of the political powers and the place where are some feminist social movements. We have chosen qualitative approach of interpretative nature as research methodology, because it is a method that allows the analysis of the responses and as a data collection technique. We also have chosen the individual semi-structured interview as interview mode, because it gives greater freedom to the interviewee to discuss the matter, but it is delimited to the study objectives. The research included nine persons, including members of the Judiciary and Public Ministry, public servants and activists. The importance of the study stems from the relevance of the numbers of violence against women in Brazil, and more specifically by the significant occurrence of this kind of acts in the state of Paraná, which currently occupies the 3rd place in the ranking for the most violent states. The paper also discusses gender relations by understanding that violence against women is the result of an asymmetrical power relationship between men and women; human rights because violence is a blatant disregard of women's human rights; on public policies and technologies to confront this form of violence. Among the policies, the Maria da Penha Law is highlighted as one of the most striking examples of public policy for combating violence against women. The research found out which was the participation of Paraná in the discussion and implementation of Maria da Penha Law, identifying relevant facts and people and also what was the repercussion obtained by this law. As for the implementation in Paraná, it was possible to determine progresses, difficulties and challenges of the process. The greatest advances obtained so far are the facilities of: Court of Domestic and Family Violence against Women in Curitiba, Maria da Penha Patrol and Women's Special City Office of Curitiba. As for the difficulties, they are related, among others things, to the physical structure, training of agents, political will, and even cultural issues, which are directly linked to gender issues. Thus it was found that the law is implemented in the state, but there are still several challenges to be achieved, which consist, mainly, of the structure increment for combating violence; awareness and change of mentality of public officials; training of service agents and a greater social participation in combating violence. We concluded that the need for change in gender relations, which is an educational and social evolutionary process and therefore time consuming, is also a challenge.

Introduction and background: Survival following critical illness is associated with a significant burden of physical, emotional and psychosocial morbidity. Recovery can be protracted and incomplete, with important and sustained effects upon everyday life, including family life, social participation and return to work. In stark contrast with other critically ill patient groups (eg, those following cardiothoracic surgery), there are comparatively few interventional studies of rehabilitation among the general intensive care unit patient population. This paper outlines the protocol for a sub study of the RECOVER study: a randomised controlled trial evaluating a complex intervention of enhanced ward-based rehabilitation for patients following discharge from intensive care. Methods and analysis: The RELINQUISH study is a nested longitudinal, qualitative study of family support and perceived healthcare needs among RECOVER participants at key stages of the recovery process and at up to 1 year following hospital discharge. Its central premise is that recovery is a dynamic process wherein patients’ needs evolve over time. RELINQUISH is novel in that we will incorporate two parallel strategies into our data analysis: (1) a pragmatic health services-oriented approach, using an a priori analytical construct, the ‘Timing it Right’ framework and (2) a constructivist grounded theory approach which allows the emergence of new themes and theoretical understandings from the data. We will subsequently use Qualitative Health Needs Assessment methodology to inform the development of timely and responsive healthcare interventions throughout the recovery process. Ethics and dissemination: The protocol has been approved by the Lothian Research Ethics Committee (protocol number HSRU011). The study has been added to the UK Clinical Research Network Database (study ID. 9986). The authors will disseminate the findings in peer reviewed publications and to relevant critical care stakeholder groups.

Partimos do pressuposto que a universidade pública é um bem do povo e deve servir aos interesses da sociedade, sobretudo aos interesses daqueles cuja vida é ameaçada mediante as condições desiguais sob as quais a sociedade capitalista se funda. Entendemos que a extensão universitária é uma atividade da universidade e deve, como ensino e pesquisa, ser reconhecida como produtora de conhecimentos e não por trabalhos assistenciais, como se caracteriza, na realidade concreta, a extensão universitária analisada nesta dissertação. Com base nisso, o trabalho que se segue discorre sobre a relação de dependência das associações populares, ligadas ao movimento da economia popular solidária à extensão da Universidade Federal do Rio Grande – FURG, especificamente aquela realizada pelo Núcleo de Desenvolvimento Social e Econômico – NUDESE-FURG, da região de Rio GrandeRS. O objetivo do trabalho foi conhecer a relação entre o núcleo e as associações, problematizando-a com base em alguns princípios da Educação Ambiental Crítica (diálogo, totalidade, relação teoria/prática e participação social). O referencial que sustenta o trabalho articula autores da sociologia do trabalho, economia da educação, ecologia política, geografia crítica, todos, de alguma forma, ligados ao materialismo histórico como perspectiva de análise. O trabalho se caracteriza como um estudo de caso, onde os principais recursos perpassaram pela análise de documentos e, fundamentalmente, as entrevistas gravadas e transcritas na íntegra, pelas quais nosso estudo se baseia. A análise do material foi feita a partir dos pressupostos da análise crítica do discurso, a qual busca entrelaçar os pronunciamentos dos sujeitos com a totalidade social na qual o discurso está inscrito, possibilitando o alcance do significado concreto. O estudo demonstra que a extensão universitária desenvolvida pelo NUDESE-FURG tem características assistencialistas, cuja consequência prática é a realização de atividades para os trabalhadores associados (principalmente elaboração e gestão de projetos), impedindo que as associações desenvolvam suas ações sem depender do núcleo. Além disso, ao assumir recursos financeiros oriundos de projetos (via editais), as associações apenas transferem para o Estado a condição de dependência do intermediário, o que não extingue o problema, mas reafirma-o. Por isso, entendemos que a Educação Ambiental Crítica oferece, por meio dos princípios que utilizamos, um instrumento crítico importante ao estudo de processos e políticas que buscam a emancipação dos sujeitos. Isso porque, também, ao reconhecer a crise socioambiental que vivemos, fruto do modo de produção capitalista, dos conflitos existentes na sociedade (portanto dos diferentes interesses, concepções e valores em disputa), pela apropriação da riqueza produzida, podem-se possibilitar conhecimentos úteis dos trabalhadores das associações. Para que isso aconteça, defendemos o encontro da extensão universitária do NUDESE-FURG com a Educação Ambiental Crítica, caso a emancipação, de fato, esteja no horizonte das práticas deste núcleo, já que pelo estudo, nesta pesquisa, predomina dependência de tais grupos do NUDESE-FURG.

This thesis examines the parliaments of Jordan and Morocco within an institutional approach. Previous studies of the Middle East and North Africa [MENA] parliaments tended to identify some trends, but most were concerned with the governments’ behaviour rather than examining the extent to which these institutions were working and what their capacity was. This thesis takes an institutional approach as the context for assessing the role of these parliaments, considering in particular their committees and administrative systems. The study emphasizes capacity building to complement the institutional approach adopted. Taking an institutional approach and considering capacity building in the two parliaments the dynamics of environmental factors, the constraints on committees, and administrative capabilities are examined. With this approach, it is possible to identify factors that shaped the current work of the two parliaments ranging from the environment, regulations, political system, and the economic and social identities that may influence the way these parliaments operate. This approach also reveals some of the strengths and weaknesses of the parliamentary practices and the administrative supporting services undertaken, including an explanation of how these parliaments are operating under their respective governing systems. This research offers an empirical study of the chosen parliaments by acknowledging the current levels of capacity and trying to contextualise their identities and capabilities. The findings demonstrate that the institutional approach and capacity building in the two parliaments is highly influenced by a variety of arrangements of legislatures along with the environmental factors affecting the two parliaments’ way of work. This research contributes to institutional and capacity building studies, particularly on the development of parliamentary institutions in the MENA region. This approach recommends the need to undertake further case studies involving other parliaments in the MENA region particularly those accommodating the political transformation towards a new era of vibrant new democracies, not only by rearranging institutional structures, practices and support, but also through cognitive, discursive, and social participation in the two countries’ most prominent institutions – their parliaments.
