In the UK, The Munro Review of Child Protection (2010, 2011a, 2011b) has recently highlighted that among the failings in safeguarding children known to social services is the lack of meaningful relationships between social workers and children. In her final report, Munro (2011b) has made recommendations for a more child-centred system anchored on two themes – the child's journey and the United Nations Convention on the Rights of the Child (UNCRC). This article illustrates by way of practical examples how the UNCRC, together with the detailed advice and guidance contained in the UNCRC general comments numbers 5, 7 and 12, provides the best framework for developing effective social work relationships with, and safeguarding, young children.

The last three decades have witnessed considerable interest in the position of children and young people acting as witnesses in criminal cases and on how best to facilitate them to give their best evidence and minimise the trauma involved. This paper presents the findings of a small-scale study in Northern Ireland examining the experiences of young witnesses pre-trial, during the trial and post-trial. Interviews were carried out with 37 young witnesses and 33 parents, and a questionnaire was completed by 16 volunteers and practitioners working in a local young witness support scheme. The findings indicate that the prospect and actuality of giving evidence in a criminal trial are anxiety-provoking and stressful for the majority of young witnesses. Particular issues identified are delay, both in terms of cases coming to court and in waiting times at court, the availability of pre-trial preparation and support, facilities at court buildings and the treatment of young people during cross-examination by defence lawyers. The paper concludes that there is a continuing need to strive for improvement, and that this necessarily involves reviewing the experiences of young witnesses and seeking their views on measures designed to enable them to give their best evidence. Objective: This paper uses data provided by the Police Service for Northern Ireland (PSNI) to compare the characteristics and outcomes of reported sexual offences involving child and adult victims and explore the factors associated with case outcomes.
Method: PSNI provided data on 8,789 sexual offences recorded between April 2001 and March 2006. Case outcomes were based on whether a case was recorded by police as having sufficient evidence to summons, charge, or caution an offender (detected). Where an offender was summonsed, charged, or cautioned, this is classified as detection with a formal sanction. A case can also be classified as "detected" without a formal sanction. The analysis focused on two key categories of detection without formal sanction: cases in which the police deem there to be sufficient evidence to charge an offender but took no further action because the victim did not wish to prosecute, or because the police or the Public Prosecution Service (PPS) decided that no useful purpose would be served by proceeding.
Results: The analysis confirmed that the characteristics of recorded sexual offences involving adult and child victims vary significantly according to gender, offence type, the timing of report and victim-offender relationship. Almost half of child sex abuse cases are not detected by police and a quarter do not proceed through the criminal justice system because either the victim declines to prosecute or the Police/PPS decide not to proceed. Only one in five child cases involved detection with a formal sanction. Child groups with lower detection with formal sanction rates included children under 5, teenagers, those who do not report when the abuse occurs but disclose at a later date; and those who experience abuse at the hands of peers and adults known to them but not related. The analysis also highlighted variation in formal sanction rates depending on where the offence was reported.
Conclusions: Consideration needs to be given to improving the criminal justice response to specific child groups as well as monitoring detection rates in different police areas in order to address potential practice variation.
Practice implications: Consideration needs to be given to improving the professional response in relation to with particularly lower detection with formal sanction rates. There is also a need to monitor case outcomes to ensure that child victims in different areas receive a similar service.

Rural communities in the Haut-Uele Province of northern Democratic Republic of Congo live in constant danger of attack and/or abduction by units of the Lord's Resistance Army operating in the region. This pilot study sought to develop and evaluate a community-participative psychosocial intervention involving life skills and relaxation training and Mobile Cinema screenings with this war-affected population living under current threat. 159 war-affected children and young people (aged 7-18) from the villages of Kiliwa and Li-May in north-eastern DR Congo took part in this study. In total, 22% of participants had been abduction previously while 73% had a family member abducted. Symptoms of post-traumatic stress reactions, internalising problems, conduct problems and pro-social behaviour were assessed by blinded interviewers at pre- and post-intervention and at 3-month follow-up. Participants were randomised (with an accompanying caregiver) to 8 sessions of a group-based, community-participative, psychosocial intervention (n=79) carried out by supervised local, lay facilitators or a wait-list control group (n=80). Average seminar attendance rates were high: 88% for participants and 84% for caregivers. Drop-out was low: 97% of participants were assessed at post-intervention and 88% at 3 month follow-up. At post-test, participants reported significantly fewer symptoms of post-traumatic stress reactions compared to controls (Cohen's d=0.40). At 3 month follow up, large improvements in internalising symptoms and moderate improvements in pro-social scores were reported, with caregivers noting a moderate to large decline in conduct problems among the young people. Although child maltreatment due to abuse or neglect is pervasive within our society, less
is known about fabricated or induced illness by carers (FII), which is considered to be a
rare form of child abuse. FII occurs when a caregiver (in 93% of cases, the mother)
misrepresents the child as ill either by fabricating, or much more rarely, producing
symptoms and then presenting the child for medical care, disclaiming knowledge of the
cause of the problem. The growing body of literature on FII reflects the lack of clarity
amongst professionals as to what constitutes FII, the difficulties involved in diagnosis,
and the lack of research into psychotherapeutic intervention with perpetrators. This lack
of clarity further complicates the identification, management and treatment of children
suffering from FII and may result in many cases going undetected, with potentially lifethreatening
consequences for children. It has been suggested that there is a national
under-reporting of fabricated or induced illness. In practice these cases are encountered
more frequently due to the chronic nature of the presentations, the large number of
professionals who may be involved and the broad spectrum including milder cases that
may not all require a formal child protection response. Diagnosis of fabricated disease
can be especially difficult, because the reported signs and symptoms cannot be confirmed
(when they are being exaggerated or imagined) or may be inconsistent (when they are
induced or fabricated). This paper highlights and discusses the controversies and
complexities of this condition, the risks to the child and how it affects children; the
paucity of systematic research regarding what motivates mothers to harm their children
by means of illness falsification; how the condition should be managed and treated for
both mother and child; and implications for policy and practice.

The aims of this study were to identify the themes Social Workers regard as important in supporting decisions to remove children from, or return them to, the care of their parents. To further elicit underlying hypotheses that are discernible in interpretation of evidence. A case study, comprising a two-part vignette with a questionnaire, recorded demographic information, child welfare attitudes and risk assessments, using scales derived from standardised instruments, was completed by 202 Social Workers in Northern Ireland. There were two manipulated variables, mother’s attitude to removal and child’s attitude to reunification2 years later. In this paper we use data derived from respondents’ qualitative comments explaining their reasoning for in and out of home care decisions. Some 60.9% of respondent’s chose the parental care option at part one, with 94% choosing to have the child remain in foster care at part two. The manipulated variables were found to have no significant statistical effect. However, three underlying hypotheses were found to underpin decisions; (a)child rescue, (b) kinship defence and (c) a hedged position on calculation of risk subject to further assessment. Reasoning strategies utilised by social workers to support their decision making suggest that they tend to selectively interpret information either positively or negatively to support pre-existing underlying hypotheses. This finding is in keeping with the literature on ‘confirmation bias.’ The research further draws attention to the need to incorporate open questions in quantitative studies, to help guard against surface reading of data, which often does not ‘speak for itself.’

The majority of children in our society are loved andcherished. The occasional cases of intentional injury to a childresulting in death or significant harm evoke powerful anduncomfortable feelings (Devaney et al, 2013), and the publicoutcry may result in health and social workers facing criticism.Identifying whether an infant is at risk of abuse is a challengefor practitioners, and can be a source of stress and anxiety(Brandon et al, 2011). Bruising is a strong indicator of childabuse involving intentional injury (Kemp et al, 2014). Theincidence of bruising correlates to developmental stage, withnon-mobile infants least likely to incur bruising. Therefore, itspresence in pre-mobile infants requires immediate assessment.A search of the literature around bruising in pre-mobile infantsrevealed themes of missed opportunities for early intervention,the role of the father in the family and the significance of childdevelopment. Sharing of knowledge and expertise within themultidisciplinary team is key to safeguarding infants.

Comparisons of international child welfare systems have identified two basic orientations to practice; a ‘child protection’ orientation and a ‘child welfare’ orientation, which are founded upon fundamentally different values and assumptions regarding the family, the origins of child care problems, and the proper role of the state in relation to the family. This paper describes a project which sought to compare how undergraduate social work students from three European Universities perceive risk in referrals about the welfare of children and to explore the impact of different cultural, ideological and educational contexts on the way in which risk is constructed by students. Students from Northern Ireland, Germany and Poland examined three vignettes via ten online discussion fora each of which provided a narrative summary of their discussion. The paper presents some findings from the analysis of the qualitative data emerging from the student discussions and draws out the lessons learned in terms of how the project was designed and implemented using online discussion fora.

ABSTRACT: In order to evaluate the one-year evolution of web-based information on alcohol dependence, we re-assessed alcohol-related sites in July 2007 with the same evaluating tool that had been used to assess these sites in June 2006. Websites were assessed with a standardized form designed to rate sites on the basis of accountability, presentation, interactivity, readability, and content quality. The DISCERN scale was also used, which aimed to assist persons without content expertise in assessing the quality of written health publications. Scores were highly stable for all components of the form one year later (r = .77 to .95, p < .01). Analysis of variance for repeated measures showed no time effect, no interaction between time and scale, no interaction between time and group (affiliation categories), and no interaction between time, group, and scale. The study highlights lack of change of alcohol-dependence-related web pages across one year.

L’objectif principal de cette thèse de doctorat est de déterminer, à l’aide d’une grille d’observation des comportements parentaux après la séparation , si des catégories de la grille permettent de distinguer entre eux les couples parentaux où le risque de Détérioration du Lien Parent-Enfant en contexte de séparation conflictuelle (DLPE) est très élevé des couples parentaux où le risque de DLPE est très faible. De plus, trois objectifs secondaires s’ajoutent à notre objectif principal. Premièrement, nous avons tenté de voir s’il était possible de prédire les cas où les risques de DLPE sont très élevés. Deuxièmement, nous avons exploré comment la DLPE s’inscrit dans les conséquences pouvant découler de la séparation parentale. Et enfin, troisièmement, nous avons brièvement exploré la question des allégations d’agression sexuelle envers l’enfant dans les contextes de DLPE. Cette thèse est composée de deux articles et d’une note de recherche brève. Le premier article s’intitule En quoi et pourquoi les hommes et les femmes sont-ils affectés différemment par la séparation conjugale? Cet article est une recension critique de la littérature traitant des conséquences du divorce chez les adultes ainsi que des conséquences différentielles du divorce pour les hommes et les femmes. Dans cet article, des hypothèses explicatives quant à l’origine de ces diverses conséquences sont discutées et nous proposons de les conceptualiser sous la forme d’un éventail rendant compte des impacts tant positifs que négatifs, notamment à une extrémité du continuum où se retrouvent les dynamiques DLPE. Ce continuum sur lequel s’inscrit la DLPE permet de conceptualiser et de discuter de l’adaptation ou de la mésadaptation des individus face à la séparation. Dans cet article, notre regard sur la DLPE fait ressortir les lacunes de la recherche actuelle sur ce phénomène. Il ressort un manque flagrant de connaissances du contexte d’apparition du phénomène, de connaissances empiriques sur la question des allégations d’abus sexuel se produisant dans le cadre de telles dynamiques ainsi que de connaissances des caractéristiques et des comportements des individus qui y sont impliqués. Conséquemment, notre article met l’emphase sur la nécessité qu’une tradition de recherche se développe dans le domaine de la DLPE afin de clarifier tous ces aspects. Enfin, cet article met en lumière différents facteurs de risque et différents facteurs de protection susceptibles d’expliquer que le divorce ait des conséquences différentes chez les hommes et les femmes. Le deuxième article s’intitule Étude exploratoire des caractéristiques et des comportements de couples parentaux séparés engagés dans une dynamique de Détérioration du Lien Parent-Enfant. Cet article cherchait à déterminer si les couples parentaux séparés hautement à risque d’être engagés dans une dynamique de DLPE se distinguent des couples parentaux séparés dont le risque de DLPE est faible sur certaines variables. Nous avons étudié cette question auprès de notre échantillon de 82 couples parentaux séparés pour lesquels le risque de DLPE est évalué comme étant soit très faible (groupe de comparaison) ou soit très élevé (en tenant compte du fait que la mère ou le père soit le parent dénigrant). À cette fin, nous avons utilisé un instrument de mesure, la Grille d’observation de la Détérioration du Lien Parent-Enfant après la séparation (GODLPE), adapté de celui développé par Johnston, Walters, & Olesen, (2005). Les résultats obtenus à l’aide de tests d’analyse de variance et de khi-deux démontrent que les ex-couples du groupe de comparaison se distinguent des ex-couples du groupe où le risque de DLPE est très élevé par un mariage significativement plus long et un niveau de conflit plus élevé. Également, les résultats démontrent que les parents du groupe de comparaison, les parents dénigrés et les parents dénigrants se distinguent entre eux quant à leurs comportements coparentaux aliénants, à leur relation coparentale supportante, à leur relation coparentale méfiante et à leurs comportements de renversement de rôle. Finalement, notre étude révèle que la durée du mariage et l’intensité des conflits permettent de prédire le risque de DLPE. La note de recherche brève s’intitule Étude exploratoire des allégations d’agression sexuelle envers l’enfant dans un contexte de Détérioration du Lien Parent-Enfant. Cet note de recherche s’intéresse à ce qui a longtemps été considéré comme l’une des caractéristiques déterminantes des dynamiques de DLPE, soit les allégations d’agression sexuelle envers l’enfant professées par un parent à l’endroit de l’autre parent ou d’un membre de son entourage proche. Nous avons étudié cette question chez 82 couples parentaux séparés pour lesquels le risque de DLPE était évalué comme étant très faible ou très élevé. Les résultats indiquent qu’il n’existe aucune différence significative entre les groupes relativement à cette caractéristique. Cependant, les mères auraient davantage tendance à alléguer de tels abus que les pères. Enfin, aucune des allégations professées n’a été jugée suffisamment crédible pour que la Directeur de la protection de la Jeunesse (DPJ) juge nécessaire d’intervenir. Plusieurs hypothèses sont soulevées pour expliquer ces résultats.

La Explotación Sexual Comercial de Niñas, Niños y Adolescentes -ESCNNA, comprende diferentes formas de abuso infantil, tales como: Prostitución Infantil, Turismo Sexual Infantil y pornografía Infantil. La cooperación internacional es de vital importancia para lograr un control efectivo a nivel nacional e internacional y poder erradicar la actual problemática, ya que el tema es común en la sociedad internacional por superar las fronteras físicas y políticas de las naciones; como consecuencia de ello, el manejo que cada nación le da a esos temas es de interés de toda la comunicad internacional, además de que en algunos casos la efectividad de cada país en el logro de resultados en algunas de esas áreas solo se da en la medida en que cuenta con el apoyo internacional, no solo de los demás Estados , sino de ONG´s y de organismos internacionales especializados en el manejo de dichos temas como es la ESCNNA.

El presente documento tiene como fin presentar los logros obtenidos de la aplicación de un programa de intervención fisioterapéutica para el mejoramiento del desarrollo psicomotor de los niños con antecedentes de maltrato infantil entre los 3 y 11 años de edad, desde una perspectiva lúdica. en la Fundación Hatikva, Institución vinculada al Instituto de Bienestar Familiar. Para la formulación del proyecto se realizaron aproximaciones teóricas acerca de las siguientes categorías: Maltrato infantil, psicomotricidad y lúdica. Se adaptaron Escalas para la evaluación del desarrollo psicomotor para las edades mencionadas y se creó un instructivo inicial y final para su aplicación. Los resultados arrojados inicialmente permitieron realizar un plan de intervención según las principales necesidades del grupo, y los resultados finales permitieron ver el impacto que tuvo el programa. Se obtuvieron conclusiones y se realizaron recomendaciones y proyecciones para futuros trabajos.

Desde hace mucho tiempo una de las integrantes de este equipo de trabajo ha querido profundizar sobre la grave situación de maltrato infantil que viven un grupo vulnerable de niños y niñas colombianos. La revisión bibliográfica de este trabajo nos permite tener una visión general sobre los diferentes tipos de maltrato infantil, determinar las características individuales, familiares y sociales y las consecuencias a nivel del desarrollo psicológico, cognitivo y social de los menores.
